Introduction Like many other urban based University’s, our sites are constrained with limited scope to provide parking for all staff, students and visitors who wish to drive. This policy has been developed to ensure a fair and orderly accessibility and use of our car parks. Parking on University premises is given as a concession only; it does not form part of any terms and conditions of employment or contractual conditions to work or study at or within University of West London. All parking will be on a first come first park basis, which will not guarantee that there will always be parking available as there are only a limited number of parking spaces at each site. The charge is £180 per car park permit per year. The annual permit will cover parking for the period 1st August to 31st July and renewable annually. (Please note parking restrictions apply at SMR during peak period Monday to Friday). A fee of £60 per annum will be charged for off peak parking permit for staff who wish to park their vehicles between 1700 to 2200hrs Monday to Friday and 0800 to 1800hrs on Saturday and Sunday. No parking charges will apply for staff and students who are holders of valid blue disabled badge. There is no guarantee of availability of disabled parking bays as they are on a first come first served basis. General student parking at both Paragon House and SMR is permitted ONLY during the OFF PEAK period of 1700 to 2200hrs on Monday to Friday and 0800 to 1800hrs on Saturday and Sunday. Student parking is free, but staff must display valid off peak parking permit during this period. A £10 annual admin charge will be levied to register all motorbike users of the university’s car parks. This applies to all staff and students. Staff granted temporary parking under special circumstances by HR, will be required to pay the parking permit charge for the approved period chargeable per calendar month ONLY. This is currently £15 per calendar month. Staff and students are advised to note the access restrictions that apply to the different car parks, before making their application to obtain a parking permit. Staff and students are advised that due to ongoing building works for University House, Sports Centre and Waste Recycling in the main SMR car park, only a few parking bays will be available until the building works are completed in September/October 2019. The University’s priorities are to operate a safe, equitable and efficient policy for parking at specific sites.

The University takes no responsibility for any damage to vehicles or theft from vehicles whilst parked on University premises.

Provision of car parking is detrimental to the environment in that it encourages car travel as a means of commuting to work and study. The University is committed through its Travel Plan obligations to the London Boroughs of Ealing and Hounslow to reduce the use of cars as a means of travel to our sites.

Furthermore, we have a responsibility to the local community to minimise any disruption to their lives and enjoyment of the surrounding area.

Those who park vehicles on campus will be deemed to have accepted this policy as the terms and conditions which apply while on UWL property.

This policy identifies the action required by individuals who park on site.

It is sometime necessary to make changes to the University’s car parking arrangements and any such change will be made via UWL Announcements.

Students and Staff with a disability No parking charges will apply for holders of government issued blue disabled badges. There is no guarantee of availability of disabled parking bays as they are on a first come first served basis. Two disabled parking bays are available at St Mary’s Road ‘The Park’ car park and three at Paragon House car park. Disabled parking is available at all times, whilst the campus is open. Students and staff must have their blue disabled badge on display in their vehicle for inspection by security. You may be required by security to present your student or staff UWL ID cards on entry to the car park in order to use the disabled parking facilities. There is no guarantee of availability of disabled parking bays as they are on a first come first served basis. Students and staff with a valid disabled blue badge or staff issued with concessionary parking permit may use standard parking bays if no disabled bay is available. Again, there is no guarantee of parking and availability is on a first come first served basis. There are times across the year when all parking is suspended. We will endeavour to provide advance notice of these times so that alternative parking arrangements can be made

Organisational Responsibilities

Director of Property Services

Shall have delegated responsibility for ensuring that this policy once implemented is actioned thus ensuring the health and safety of employees, students, visitors and contractors who visit the site and to minimize the impact on the surrounding community.

Heads of Schools and CSD Directors

Shall be responsible for ensuring that this policy is adhered to within their schools / departments

Facilities Helpdesk and Finance Staff and students are required to have UWL car parking permits to allow them to park on the University premises; staff and students can apply using the online car parking permit application and payment form via the link below:

https://www.uwlparkingpermit.com/ Staff can make a one off payment of £180 or can process the payment through 3 monthly installment payments from their UWL salary (Salary deductions) Staff who choose to pay for car park permit through the 3 monthly salary deductions must tick the relevant box on the online permit application and payment portal as confirmation of authority to UWL payroll for salary deductions. The text of this agreement reads: “I agree to my salary being reduced by the amount set out above each month, for the period of the agreement, beginning with the first salary payment after the date of this agreement and continuing with each salary payment until the total amount has been recovered”. Please note that the permit is per registered vehicle and cannot be transferred to another vehicle. Should you change vehicle during the permit validity period, notify the facilities helpdesk of the new vehicle details and a new permit will be issued valid for the remaining period but only on receipt of your returned previous vehicle issued permit. No permit application will be processed by the facilities helpdesk, until confirmation of payment is received from Finance. It is necessary to register staff’s car details with the facilities Help desk, extension 2099 or [email protected] and complete a car park application form. A UWL car permit will be issued on receipt of the completed form and confirmation of payment. Permits should be displayed visibly on the windscreen or dashboard of the vehicle.

All car park permits expire annually on 31st July irrespective of date of issue. A new permit application form should be completed and payment made before this expiration date; for any car parking from 1st August. The university reserve the rights to change the colour codes and valid date of the different permit types, including parking permit fee at any time, but this change is likely to be reviewed annually.

Security Security will manage the day to day running of UWL car park policy to ensure that the policy is adhered to at all sites

Staff, student, visitors and contractors are required to co-operate with the University security team to achieve the aims and objectives of this car parking policy

Operational Procedures

Car Park Management

The car park management policy will be managed by the UWL security team who are responsible:

For seeking resolution of day to day car parking problems at all sites and in surrounding roads where UWL staff, students, visitors and contractors are alleged to be causing a nuisance

For ensuring that drivers park in the correct place

Traffic management and orderly entry and exit to and from the car parks

For giving advice and assistance to staff, students, visitors and contractors on parking arrangements

For ensuring those who have registered for a parking permit with facilities helpdesk and others on the approved list for reserved parking, display relevant car parking permit as evidence of having paid the applicable parking fees

To monitor and report those who violate the University’s parking rules

For ensuring signage is in place at all times to inform all vehicle owners (whether authorised or otherwise) who chose to utilise the University’s car park facilities, that they do so at own risk and the University takes no liability for any damage to vehicles or theft from vehicles whilst parked on university premises.

For notifying new staff and students of the procedures to register car details with Facilities

To escalate any breach of the car parking policy to the Director of Property Services as appropriate.

Method of Operation Parking must be within the marked parking bays and within permitted times. There are however additional restrictions to certain car parks for visitors, contractors and students, except for those who are registered disabled and hold a valid official disabled badge. (See appropriate times of restrictions.) Other designated areas are:

Marked access routes must be kept free at all times

Registered Disabled Parking bays may only be used by disabled badge holders

Reserved Parking Bays may only be used by specific staff who are authorised to park in these spaces.

Visitors bays (reserved daily) may only be used by authorised named users. Car parking spaces will not be reserved without the authorisation of the Property Services Department, via ext.2099 or [email protected]

Motorcycles should only park on designated motorcycle bays or as directed by security staff.

All parking, except for reserved visitors, will be on a first come first park basis. Parking concessions may be withdrawn from any person persistently violating UWL’s parking regulations. The university reserves the right to use or alter the technology that it deems appropriate to manage car access and exit from its car parks. This may include but not limited to the use of ANPR (Automatic Number Plate Recognition), manned/unmanned access control barriers with or without magnetic/chip/electronic swipe access card operation, assigning access rights with timing codes to staff ID cards based on the car parking permit requested and issued.

Parking Arrangements

SMR (Ealing Campus)

‘The Park’ Car Park

Staff and Student parking.

Peak Time Parking - 0730 to 1700hrs Mon to Fri

Parking at peak times are limited to VCE, approved SMG staff, staff and student with valid disabled blue badges and reserved visitors only.

Effective September 2019, the main car park is accessible via physical car park Entry and Exit barriers operated by swiping UWL ID card on local card readers Access rights to the barriers will be assigned to ID cards of approved staff with valid parking permits and students/staff with valid disabled blue badges.

Access to the main car park for all pre-booked visitors off peak student parking and other authorised vehicles is via Intercom system at the barriers, linked to and remotely operated from the Park security/reception desk.

Access rights to the car park swipe car readers to operate the physical barriers will be assigned to the UWL ID cards of the approved access group of staff and students.

There is strictly no general staff and student parking at ‘The Park’ car park between 0730 to 1700hrs Monday to Friday. This restriction does not apply to students and staff members who hold valid disabled BLUE badges.

Staff in the approved list for SMR peak time parking should ensure they pay and obtain the relevant permit. Peak time parking is free for students and staff holders of valid disabled blue badges.

Off Peak Parking – 1700 to 2200hrs Mon to Fri, 0800 to 1800hrs Sat and Sun.

Permission to park during off peak is granted to staff who have applied for and obtained off peak permits on payment of the £60.00 off peak parking charge.

All UWL students can park during off peak times free of charge. UWL issued ID card may be required by security as proof of Identity and qualification for parking.

Visitor spaces must be booked in advance through the Facilities helpdesk on ext. 2099 and are allocated on a strictly first come, first serve basis.

Current car parking charges and access restrictions for ‘The Park’ Car Park:

1. Mon to Fri: 07:30 – 2200:00hrs and Sat & Sun: 0800 to 1800hrs £180 per year (VCE and SMG Staff ONLY).

2. Mon to Fri: 17:00 – 2200:00hrs and Sat & Sun: 0800 to 1800hrs £60 per year (General staff)

When the car park is full, it is strongly recommended that alternative arrangements should be made for parking in designated public car parking spaces in and around Ealing town centre.

When the car park is full vehicles are not permitted to queue on the entrance gates, obstruct access to driveways or park on driveways of property of our local residents.

Waiting is not permitted on The Park road leading to the car park, this is so as not to cause obstruction to other road users or our neighbours.

Students who qualify for use of a disabled space should ensure that they park firstly in a designated space. All other car park users should refrain from parking in designated disabled bays. Disabled bays can be found at the bays closest to The Park building main entrance doors. Students returning or collecting loaned equipment from the MRC and staff who wish to off-load or load goods or other materials may be allowed 30 minutes ONLY. Please cooperate with the security team to enable them to support you in this regard. You may be asked to produce your UWL student/staff ID card. Staff and students using the drop-off point must remove their vehicle from the car park once the materials are off-loaded. Any abuse of the 30 minutes parking concession for loading and unloading may be viewed as a violation or this policy and result in loss of future parking concessions and/or disciplinary steps being taken by the University. No loading or unloading of heavy duty vehicles in The Park car park is allowed without the prior approval of the Director of Property Services or Head of Security and no deliveries to sites permitted before 07:30hrs Monday to Friday or 08:00hrs on Saturdays and Sundays. The University reserves the right to refuse access to car parking spaces from time to time, in order to accommodate bona fide visitors for an organised event

All private vehicles are to be removed from the car park by the car park published closing times and certainly before the car park gates are closed

Due to current binding agreement between the University, Ealing Council and our

local residents, security will not open the car park gates after the published

closing times. Gates may be opened after the closing times for Emergency

Services only or with UWL executive approval.

There is a motorcycle parking area. Motorcycles must be parked in the allocated area only. All motorbikes must be registered with the facilities helpdesk and a parking permit obtained as condition of parking on University car parks.

Visitor Car Parking There are limited parking spaces for visitors in the visitors car parking bays and are allocated on a strictly first come, first serve basis. Currently there is no charge for visitor parking.

This car park is restricted to official visitors to the University following requests made to the Facilities Helpdesk ext.2099 or [email protected] . Effective from September 2019, access to ‘The Park’ car park for pre-booked visitors is via entry phone system at the car park entry barriers. Security hold a daily reserved visitor parking list and may remotely lift the barriers for access after identification and direct visitors to their reserved bays.

Warwick Road Car Park

This space is allocated exclusively for UWL and Bouygues FM contractors, fleet vehicles and for the loading and unloading of delivery vehicles within permitted hours of operation.

There is no provision for Staff, Student or Visitor parking. No deliveries shall be permitted or received before the official car park opening times. All suppliers of goods, contractors and sub-contractors should be advised as part of their delivery schedule, NOT to park in surrounding residential streets, especially those in the immediate vicinity of the university campuses. Should a delivery or contractor vehicle arrive before the car park gates are opened they must find alternative location or public car parks to wait. Strictly no heavy duty vehicles allowed inside this car park without the full authority of Property Services Director or Head of Security.

Parking times and other restrictions may be amended at any time by the University.

Contractors’ Parking All contractors and sub-contractors to the University must make their own parking arrangements outside the university. In exceptional cases and business critical emergencies, UWL termed contractors who carry out regular Lifts, Boilers, Access Control, Fire and Intruder Alarm System maintenance, may be provided parking at Warwick Road car park (subject to availability, pre-arranged with Facilities Helpdesk and authorised by the Head of Security). All contractors must report to reception/security on arrival and obtain parking permit date and time stamped which should be displayed on the vehicle. Where parking is for the purpose of unloading tools and equipment only, vehicles must be removed and taken to alternative parking areas (off UWL premises) after the unloading or loading. All Contractor’s vehicles must be removed from the car park before the car park gates are closed.

Gates open / close

Monday to Friday 7.30 to 22:00hrs

Saturday 08:00 to 16:00hrs

Sunday 08:00 to 17:00hrs

Parking times / restrictions / charges may be amended at any time by the University.

Pillars Restaurant Car Park

This is a small car park with limited spaces located adjacent to Pillars Restaurant main entrance doors on Warwick Road. The car parking spaces are exclusively for VIP visitors and Pillars restaurant customers with special requirements.

These spaces are not available for use by staff, students, contractors or delivery

vehicles at any time.

Paragon House (Brentford Campus)

There are limited parking spaces for staff in the car park and are allocated on a strictly first come, first serve basis.

Parking allowed for staff with valid peak and off peak time parking permits. Student parking is permitted during the off peak period only and it is free of charge.

Staff and student with disabled blue badges can park during peak and off peak times for free.

Staff and students who qualify for use of a disabled space should ensure that they park in a designated space. All other car park users are prohibited from parking in designated disabled bays. Disabled bays can be found closest to the building main entrance doors.

No parking charges will apply for valid disabled blue badge holders.

Unauthorised parking is not permitted in the reserved UWL visitor bay, shuttle bus stop, loading bays or other unauthorised location at any UWL site as advised by security staff.

Some car parking spaces are designated for the use of NottingHill Housing Trust

(NHHT) and form no part of the University’s parking space. These spaces with

orange coloured notices are marked for NHHT authorized visitors ONLY.

Staff or student who fail to recognize these warning notices and park in

unauthorized bays may be issued with parking fines by licensed parking agents

contracted by NHHT. The University will play no part in any disputes for such

fines.

The main car park is accessible via physical barrier operated by swipe ID card readers for Staff with valid parking permits and students with valid disabled badges.

Access to the main car park for all other authorised students/contractors/visitors and delivery vehicles is via Intercom system at the barriers, remotely operated from the security/reception desk.

Motorcycle owners should park their motorbikes on designated motorcycle areas or as directed by Security staff. There are additional parking bays along the left side of the Paragon building as you approach Paragon House from Boston manor road. These will soon be secured with protective bollards and chained locks and will only be released on demand to UWL staff with valid parking permits during peak hours and off peak periods and pre-booked visitors.

Staff Car Parking

Current car parking charges and access restrictions:

1. (PEAK Time ) Mon to Fri: 07:30 – 2200:00hrs and Sat & Sun - 08:00 - 18:00hrs£180 per year

2. (OFF Peak) Mon to Fri: 17:00 – 2200:00hrs and Sat & Sun - 08:00 - 18:00hrs£60 per year

Staff without their swipe ID card who fail to correctly identify themselves as UWL staff may be refused entry into the car park.

When the car park is full, staff should make alternative personal parking arrangements in permitted car parking zones away from the university and ensure no disturbance is caused to local residents or businesses.

Staff who wish to park in disabled bays should hold a valid in-date government issued blue disabled badge. Disabled badges MUST be available for inspection on request by security staff. This must be displayed on the vehicle dashboard and in full view from windscreen whilst parked.

Blue disabled badge holders may be required to present their UWL staff ID card by security to verify their staff status.

Staff who wish to off-load goods or other materials may access the car park for 30 minutes only. Staff using the drop-off point must remove their vehicle from the car park once the materials are off-loaded.

Parking is not permitted in the visitors / goods loading parking bays at any time.

Parking times / restrictions / charges may be amended at any time by the University.

Student Car Parking

Only students displaying a valid disabled blue badge may park in the car park between 7:30 and 17:00hrs Monday to Friday. General student parking in designated bays are restricted to the following times without any parking charge or permit: Mon to Fri: 17:00 – 22:00:00hrs and Sat & Sun: 08:00 – 18:00hrs.

Students who wish to park in disabled bays should hold a valid in-date government issued Blue disabled badge. Disabled badges MUST be available for inspection on request by security staff. This must be displayed on the vehicle dashboard and in full view from windscreen whilst parked.

This car park is restricted to official visitors to the University following requests made to the Facilities Helpdesk ext.2099 or [email protected] . Staff and students are not permitted to park in the reserved visitors parking bays without prior authorisation. Visitor’s bays are along the left side of the building as you approach Paragon House from Boston manor road.

Visitors are to report to reception/security to sign in and give vehicle registration details and will be issued a parking permit to place on display in their vehicle.

All private vehicles are to be removed from the car park before the closing time.

Fountain House (Reading Campus)

Staff and Student Parking

There is no provision for staff or student parking at Fountain House, Reading. The adjacent Broad Street Mall (RG1 7QE) has multi-storey car park which is open to the general public. This car park is owned and managed independently of the University, by private companies and currently offers 24hours car parking at £12. Other charges apply for hourly parking. Broad St Mall also offers an Early Bird Rate for those who enter the car park between 06:00 - 10:00hrs and leave before 23:59hrs the same day. The Early Bird rate is £6 for the day. If you enter the car park after 10:00hrs you will be charged at the standard hourly rate. This is however a general public tariff and subject to change at any time. Lost tickets will be charged by the car park operators at the lost ticket charge applicable at the time. Staff and students are advised to check on all restrictions that apply to these public car parks as UWL will take no responsibilities for any fines or penalties issued. Staff and students who require further assistance on car parking arrangement at Fountain House, should contact the receptionist or security at the 10th floor reception on 020 8209 4200 or Ext. 4200 Post and Distribution staff arriving at Fountain House in UWL fleet vehicles are allowed short term parking by Broad Street Mall security, in the car park at the basement of Fountain House.

Visitor and Contractor Parking

Visitors and contractors to Fountain House are advised to make their own car parking arrangements. Broad Street Mall and other local car parks are available to the general public. In exceptional circumstances, Fountain House building management company (independent to the University), may permit car parking at the FH basement car park for university contractors or deliveries. This would only apply for pre-arranged delivery of large items or for contractors arriving for emergency building works/repairs. This is restricted to one vehicle at any time. All request of this nature should be directed to Property Services Department or the Facilities Helpdesk on ext. 2099.

Overnight Parking

Staff wishing to use the car parks outside of the published hours or overnight should contact the Facilities Helpdesk.

UWL Staff Car Parking Permits

Staff wishing to register for a parking permit can do so via the online permit application

and payment link: https://www.uwlparkingpermit.com/. To update vehicle details or cancel their permit, staff should contact the Facilities Helpdesk (ext.2099) or email [email protected]. All staff who wish to park their vehicle at the University’s car parks MUST register their vehicle and request a parking permit. On submission of completed Car Park User Registration Form and confirmation of payment by Finance department, the facilities helpdesk will issue a specific colour coded parking permit with the details of owner’s vehicle number plate. Parking permits are only issued to staff per vehicle registration number and are not transferable.

The effective joining dates to the car parking scheme is when payment is received

by Finance and staff and students must be in possession of a valid issued UWL

car parking permit displayed on their registered vehicle, before parking is

permitted.

Car parking permits are issued on payment of the applicable ANNUAL permit fee. Only new starters, leavers and staff issued short term parking permits concession are allowed pro rata payments. All pro rata payments will be based on complete calendar months only. This is irrespective of effective dates of joining the scheme or resignation/termination of employment dates.

VCE and SMG members on the approved list for peak time parking at SMR will be issued with a specific colour coded parking permit with details of vehicle registration and valid dates of the permit by the facilities helpdesk.

New starters to UWL who wish to register for a car park permit will have the option of purchasing the permit and pay a full pro rata sum, depending on the month they joined and equates to £15 per month ( £180/12).

Leavers will get a refund of the pro rata amount of the annual £180 car parking charge paid on return of their valid permit. The pro rata sum equates to £15 per month (£180/12). Any refunds calculations or pro rata payments of car parking charges for leavers or new starters respectively, will be for complete full calendar month only. For the avoidance of doubt, a Leaver with effective end date of employment say 16th October will not receive any refunds for the month of October as it is not a full calendar month. Similarly, a new starter who effectively joins the car parking scheme and obtains a parking permit say, on 16th October, will still pay the full £15 charge for the month as part of the pro rata calculation, despite not being a full calendar month.

Paying for Car Parking Permit and Motor Cycle Registration.

Staff or students who wish to pay for car parking permit or motor cycle registration charge can do so via the online permit application and payment link: https://www.uwlparkingpermit.com/. Payment is by credit or debit card (no cash payment is permitted). Staff can also set-up 2 or 3 monthly salary deduction plan via: https://www.uwlparkingpermit.com/ Permits payment is by credit/debit cards or salary deductions for the full lump sum annual or pro rata charge. Alternatively, by two or three consecutive instalment payment via monthly payroll.

Staff have the additional option of making the £60.00 payment for Off Peak parking through ONE OFF deduction from their payroll. There is no pro rata refund with the Off Peak £60 payment at any time to staff leavers or joiners.

It may not be possible to process certain pro rata permit payment via the online permit application and payment portal at https://www.uwlparkingpermit.com/. New starters and staff on short term parking permits concession who are unable to make their permit payments online are requested to contact the facilities helpdesk on (ext.2099) or email [email protected] for advice and support.

£10 annual admin charge for motorcycle parking is a ONE OFF credit/debit card payment ONLY. There is no pro rata payment or salary deductions payment.

UWL car parking permits do not guarantee a parking space. When a permit is issued, it is issued for the sole use of the person who completed the form and for the vehicle registration details (number plate) provided. The permit must not transferred to another vehicle or be lent to other people.

Staff members must always use their University ID card to enter University car

parks wherever access controlled barriers are exist.

The University reserves the right to withdraw the use of parking facilities where there has been misuse of permits or parking facilities, including ‘tail-gating’ through barriers.

The University reserves the right to refuse permit holders access to spaces from time to time, in order to accommodate bona fide visitors for an organised event.

Managers or their named authorised representative have a responsibility to ensure all staff who give notice to terminate employment surrender their UWL car permit to security or the Facilities Helpdesk. No refund will be made to staff leavers until the issued permit is returned to and confirmed as received by the facilities helpdesk. Car parking permits cannot be shared and strictly non-transferable to another individual or vehicle. Record of staff vehicles will be kept updated by Property Services/Facilities Helpdesk and a copy will be held by front-of-house staff at reception for all sites with a car park. This record will include: name, department, internal telephone number, car make, and registration number and parking permit number. The Facilities helpdesk will send permits out to staff only when the Finance Department confirms that payment has been received for credit/debit card transactions or processed for recovery for all other agreed payment methods. Any staff arriving without a valid car parking permit on display on the registered vehicle dashboard may be refused access to car parks.

Loss and Damages Staff, students, visitors and contractors who park on UWL premises do so at their own risk. University of West London does not accept liability for loss, damage or theft to or within a vehicle.

Driving on the Campus

The laws which apply to public roads also apply to the University's various roads on campus and all road signs should be obeyed. The University may apply disciplinary proceedings for careless driving or for driving in excess of the 10 mph speed limit.

All motor vehicles must be covered by motor insurance, have a current MOT where appropriate and current Vehicle Excise Licence.

Cars must only be driven on the roads and in the car parks, never on footpaths, or paved or grassed areas. Offenders may be disciplined and charged any costs incurred in tracing ownership of the vehicle and restitution for damage caused.

Trailers, caravans, campers and boats must not be parked on campus.

Cars should not be left on campus overnight without permission.

Cars apparently abandoned on campus for more than forty-eight hours may be removed

and the owner charged for any costs incurred.

Administration of the Car Parking Scheme Car parks will be managed on a daily basis by UWL Security.

Health and Safety All users park in conjunction with University of West London’s Health and Safety Policy.

Parking Regulations and Violations

These regulations apply to all staff, students, visitors and contractors to all University car parks. Any holder of a parking permit who contravenes these regulations may have their permit withdrawn at the discretion of the Head of Security. Security may stop staff and student vehicles at entrance gates/barriers into university car parks to check validity of car park permits and UWL ID card for identification and enforcement of parking restrictions.

Security will conduct random checks and if a car is parked without a valid parking permit the staff, student or known vehicle owner will be reported to the university head of Security. The head of security may liaise with their Head of School or department with a request to recover any lost revenue for the total period their vehicle was parked without display of a valid paid permit. After three failures to pay the member of staff will be reported to the University Secretary which could ultimately lead to disciplinary action. Students who contravene the parking regulations will be reported to the office of the University Secretary for breaching the student code of conduct and may lead to disciplinary proceedings.

Any contravention of these regulations by a member of staff or a student may lead

to disciplinary steps being taken by the University / withdrawal of parking in UWL

car parks.

Anybody who park illegally or abandon their vehicles on University private car parks may be reported to car park enforcement agencies, the police or council environmental waste office. The university will not be held liable for any loss, theft from, destruction and/or damage to the vehicle.

All users of motor vehicles must comply with the Highway Code.

All users must abide by any traffic signs and notices in all university car parks whether

permanent or temporary and any instructions given by Security Staff.

Motor vehicles must be parked in a designated parking area and in clearly marked

parking spaces. No vehicle may occupy more than one space.

All information provided on applications for a parking permit, reserved parking and

disabled badge must be true and accurate. Where false information is found to have

been provided, this will result in withdrawal of the permit and possible disciplinary action

being taken.

Permit holders must immediately inform Facilities Helpdesk of any changes to their

motor vehicle details (for example following the purchase of a new car). A permit with

the new vehicle details will be required subject to satisfaction of all the car park charges

and return of the old permit issued. There will only be one permit issued to a staff

member and for one vehicle only.

Pedestrians and cyclists must keep to the designated routes within the car park, which

include pathways, dropped kerbs and a hatched crossing area.

to alter, tamper, duplicate, forge and transfer to another person or vehicle, a

parking permit / parking charge ticket in any way. This will result in the removal

of parking permit and may lead to disciplinary proceedings

for non-holder of disabled blue badge to park in a marked disabled driver’s bay

to park in a reserved space if you are not the named individual for that space

to cause an obstruction

to park on yellow lines (also identified on some paving and car park edges) and

on cross-hatched areas

To double park unless express approval has been granted for special

circumstances.

to park in a location in which a notice prohibits any parking, for example outside

emergency exits, plant rooms or delivery zones

to park in an area marked as temporary or permanently allocated for use by

visitors or in connection with maintenance or construction work

to park outside of a designated parking space, for example on grassed verges or

on pavements

to tailgate another vehicle when entering / exiting access controlled car park barriers

to play loud music when entering in or around car parks or slam car doors loudly, so as to disturb building users / neighbours.

to leave motor vehicle running engines running unduly or unnecessary revving of cars and motor cycles engines without care and concern for pollution and noise.

to park outside the entrance gates in Warwick Road or The Park car parks before 7.30hrs Monday to Friday or 08:00hrs Saturday and Sundays, waiting to gain entry to the two parking areas.

Monitoring of the Scheme It is imperative that car parking is utilised to its full potential. Any member of staff or student who does not conform to the procedures laid down above will be reported to their Head of school or department and subsequent breaches of the policy and procedures may lead to disciplinary action.
