Possible update of GCOS Satellite Supplement

Objective: Ensure that any update of the CEOS reponse to GCOS IP is in line with the Updated 2009 GCOS IP. First step: Update 2006 Satellite Supplement to the GCOS IP (GCOS-107)

Update detailed GCOS requirements for FCDRs and ECV products in terms of accuracy, stability, temporal/spatial resolution, calibration and validation needs and opportunities, relevant international working groups.

GCOS SC-XVII discussed possibility of updating Satellite Supplement, and left the decision open

If CEOS feels such an update is needed in light of the Updated GCOS IP, consider this as of late 2010/2011

GCOS is committed to support and advise CEOS on coordinated action for climate, through inter alia: Continued collaboration with CEOS Climate Coordinator Collaboration with prospective CEOS Climate Expert Team Regular participation in SIT and Plenary sessions Any other means as appropriate

GCOS is committed to support CEOS (and other bodies seeking to implement climate requirements), where needed, in its dialogue with the UNFCCC, through inter alia: Exchange of information related to UNFCCC sessions (SBSTA, COP, AWG-LCA), e.g. statements in plenary, reports, side events

CEOS-GCOS Collaboration (2)

The CEOS Response to GCOS (59-action plan) is comprehensive, but not complete (e.g. re ECV product generation)

CEOS agencies included additional actions in the Climate SBA of the CEOS Implementation Plan for GEOSS

The Constellations also evolve with attention to GCOS and the GCMPs

Activities under SCOPE CM address ECV product generation for mainly meteorological ECVs

Can all this be mapped into an updated overall CEOS response, with attention to the Updated GCOS IP-09?

Considerations for SIT GCOS suggest that a few CEOS individuals critically review the cost estimates in the current draft Updated GCOS IP

N.B. GCOS will take full responsibility for the costings and not cite contributed advice (ultimately only an individual agency can cost its own missions).

1. Full description of all steps in the generation of datasets and products2. Information on publications in peer-reviewed journals related to datasets and products3. Statement of expected accuracy, stability and resolution (time, space) of the product4. Arrangements for access to the datasets, products and all documentation5. Version management of datasets and products, particularly in connection with improved

algorithms and reprocessing6. Particular attention to long-term stability and homogeneity of the product7. Full application of all appropriate calibration/validation activities that would enhance

product quality8. Global coverage where appropriate9. Timeliness of data release to the user community to enable monitoring activities 10. Facility for user feedback11. Application of a quantitative maturity index if possible12. Summary documenting the extent to which this guideline has been followed.
