THE NATIONAL QUALITY FRAMEWORKS cont....

The central focus of the (NQF) is on outcomes for children. This

is why all education and care services must provide a program that

is based on an approved learning framework.

This framework considers the developmental needs, interests and

experiences of each child whilst taking into account the children’s

individual differences.

The approved learning framework has been developed to guide

educators in developing Quality programs that support children’s

learning. The approved learning framework for Out Of School

Hours Childcare “MY TIME, OUR PLACE.”

We started back in 1990 as a small program with only two staff mem-

bers and 20 children.

Since then we have served families and children with distinction. We

have grown to become one of the largest programs in Coburg, offer-

ing 105 places in After Care and 105 places in Before Care.

Our support and successful running of the program is due to the on-

going commitment of the sub-committee which was initiated in 2008.

The sub-committee comprises of school council members, staff and

O.S.H.C

parents.

The sub-committee is responsible to the School Council for the gen-

eral operation of the program and serves as a support group for the

community.

In 2012 the O.S.H.C Program was fortunate to receive a new state of

the art facility.

Statements are emailed fortnightly. However, if you wish to pay in

advance, you may do so. Fees must be paid by the due date, as stated

at the bottom of your statement.

If you are experiencing difficulties making your payment, please ad-

vise the Program Co-ordinator.

THE NATIONAL QUALITY FRAMEWORKS

In December 2009, all Australian State Governments, through the Coun-cil of Australian Governments (COAG), agreed to a partnership to es-

tablish a National Quality Framework for Early Childhood Education and Care for most long day care, Preschool/Kindertgarten, family Day Care,

Outside School Hours Care (OSHC) and Vacation Care Services

in Australia.

The National Quality Framework aims to raise the quality and drive for continuous improvement and consistency in education, care services and

school age care.

The (NQF) took effect from the 1 January 2012 with key requirements being phased in over time.

Requirements such as qualifications, educator-to child ratios and other key staffing arrangements will be phased in between 2012 and 2020. The new system replaces existing State and Territory licensing and na-tional quality assurance processes.

Our Program was assessed in 2016. We were very pleased to receive an “EXCEEDING” rating.

The program is fully self-funded, where the only source of income is from the fees paid. Some families may be entitled to the Common-wealth Government Childcare Benefit as well as claiming 50% Child-

care tax rebate. (Parents need to provide the program with both child’s and parent/caregivers CRN numbers).

The Australian Government helps families to pay for Childcare Bene-fit (CCB) and Childcare Rebate (CCR). To receive this benefit you

must register with Centrelink.

The main difference between the two payments is that CCB is income-tested, while CCR is not. This means that if your family income is too high for CCB, but you pass the work/study/training test, you can still get CCR. CCB is usually paid to childcare services on the families be-half. Until now CCR has only been paid directly to the family, either

annually or quarterly.

When the Commonwealth took over the administration of all Childcare Programs it became compulsory to charge fees for all absences from the program. Children are only entitled to Childcare Benefits for 45 absent days per year. If a Medical Certificate is provided for any

absences the days covered by that certificate would not be calculat-ed into their 45 day allowable absences. After 45 days, the full ses-

sion fees of $21.00 (Aftercare), or $18.00 (Beforecare) will be charged for all subsequent absences, as per Centrelink policy not the

programs.

creative programs.

We think outside the square & create inspirational

environments for learning & recreation....

• Either leave a message on the answering machine or in “Parents Communication Book”. (kept near the roll).

• Please note, permanent bookings will be charged regardless of attendance.

• Attendance to the program must be signed in & out by a parent,

caregiver, or a person designated by the parent/caregiver as

documented on the enrolment form.

• If a child becomes ill, they must be collected by a parent/caregiver

or authorised adult. (Please refer to the Illness Policy).

• Any changes in emergency contact details or phone numbers must be

updated with the program co-ordinator immediately.

• The Out of Hours Childcare Program pride themselves in following

the school’s “Code of Conduct.”

• Childcare is available on “Pupil free days/curriculum days”.

The hours of operation on these days are from 7.15am – 5.55pm.

• A separate fee structure applies to these days.

• Special incursions or excursions are organised for such days,

details are included in the school newsletter and at the O.S.H.C

facility.

• A $2.00 minute late fine applies after 6.00pm.

• At the end of each term our Aftercare program starts at the ear-lier times,to coincide with the school’s finishing times.

• On enrolment a “Parent Handbook” is available upon request, out-lining

comprehensive information about the program’s policies and proce dures.

• If your child/ren will not be attending the program on a

particular morning or afternoon please notify the staff by no later than 2pm.

environment for our children, that above all else is a fun place

to be. Creative and curious minds flourish in learning environments

that are fun and engaging. An enjoyable learning environment

makes for happy, confident learners.

We aim to create an environment that is full of energy and

enthusiasm where each day is as enjoyable as the last. Children leave feeling positive about their experiences and eager to return

for greater adventures.

Our staff are passionate, real people who are highly committed to making a difference in the lives of the children and families who

use the program.

PARTNERSHIPS WITH FAMILIES

Over many years the Coburg West Out Of Hours Program has built up

some really strong partnerships with the families. We recognise that

family is the most significant part of a child’s life. Given that we play

such an important role in assisting in the child’s development we aim to

form strong partnerships with families.

Opportunities exist for all parents to suggest and even conduct activi-

ties and experiences with our children. We have had parents conduct

cooking experiences, musical workshops, art & craft and sporting

activities.

Whether you are planning to conduct an activity or just providing feed-

back, we would love to hear from you. You can give verbal feedback to

any staff member or you can leave written comments/suggestions on our

clipboard (located next to the sign in/out book). We take all feedback

very seriously and aim to address all suggested changes to the program.

Coburg West Outside School Hours Care (OSHC) philosophy reflects

the core principles and prac�ces of the My Time, Our Place Frame-

work and the Na�onal Quality Standards.

Staff at O.S.H.C work together to create an environment that is both

suppor�ve and challenging, providing interac�ons that foster social,

emo�onal, physical and cogni�ve development through a fun play

based program. O.S.H.C values and respects each child’s uniqueness

and is inclusive of all children.

We recognise the importance of family diversity and we encourage

family involvement at the program. O.S.H.C management values a

collabora�ve approach to service provision, consul�ng with staff,

children, families and the community on relevant ma.ers. We
