BackgroundThe Government of India had decided to create a

National Population Register (NPR) of all the ‘usual residents’ in the country as a first step towards creation of a National Register of Indian Citizens (NRIC).

The NPR is envisaged to be comprehensive electronic database of all usual residents in the country containing 15 fields of demographic data and the biometrics namely photograph, ten finger prints and the IRIS prints.

The NPR is being created under the provisions of the Citizenship Act, 1955 and the Citizenship (Registration of Citizens and issue of National Identity Cards) Rules, 2003.

Objectives of the present Field Work:Update the existing NPR database by verifying

the details of usual residents. A 'Usual Resident' is a person who has lived continuously at the place of enumeration for most of the last 12 months (that is, for at least six months and one day), not including temporary absences for holidays or work assignments, or intends to live for at least six months.

Seeding of Aadhaar/ Enrolment Identification (EID) number in to the NPR database

Conduct a house to house enumeration by designated Government official(s) for the above purpose.

Notification by Govt. of IndiaIntention of Govt. of India to update the NPR data base has been notified by Govt., of India which was republished in the State Gazette vide G.O.No.48726/Pol-5/2015/GAD dated 14th July,2015

Period of EnumerationIn the State of Kerala the period of enumeration is from 1st November, 2015 onwards

Government of Kerala has issued notification to that effect.

Appointment of various field functionaries by State Government as Enumerators: As this is a statutory duty being performed under the Citizenship

Act 1955, appointment of the designated officials as enumerators by means of a written order is necessary

The respective Sub District Registrars have to issue formal orders of appointment of the field staff. Appointment of enumerators by Sub-District registrars has to be completed by the month of October,2015

About 61,500 enumerators are required for the work in Kerala

Various departments such as Education, Health, Forest, Revenue, Fisheries, Panchayats etc have to Co-operate with the endeavour by releasing their Staff for the work during the designated period.

Government orders….A G.O has been published

in the Kerala Gazette regarding the designating various District/Sub-District level officers as Registrars of Citizens Registration for the purpose

A G.O has also been published in the Kerala Gazette regarding the Appointment of enumerators and the facilities/ concessions to the government staff engaged in the work vide G.O. (Rt) No. 6361/2015/GAD dated 21/08/2015.

Printing of EB wise NPR booklets including blank NPR forms, summary sheet, instruction manuals etc.

Arrangements for printing are to be made by the State Government at State level.

Training to Enumerators , Commence only

after receiving the Instruction Manuals.

Preparation and Training-Charge Level•Identification of all Enumeration Blocks with the help of Charge Registers of Census.•Ensuring the availability of Abridged Houselists (AHL), Layout Map and NPR booklet for all the Enumeration Blocks.•Appointment of field functionaries including Enumerators, Sub-District Registrars etc.•Training of field functionaries at all levelsDistribution of Items required for actual field work.

Appointment of Enumerators in Forest Areas: The field work of NPR updation has to be conducted by the

Tahsildar (SDRCR) of concerned taluk. For this work the SDRCR of Taluk has to appoint suitable

forest officials as enumerators in the HLB’s/EB’s of forest areas, in consultation with the Forest Officers under his jurisdiction.

It is also the responsibility of the SDRCR (Tahsildar) to train the enumerators of forest areas, distribution of materials, disbursement of training grant, honorarium etc, along with the other enumerators.

The DRCR (District Collector) has to ensure proper co-ordination among the SDRCR (Tahsildar) and Forest Officers under their jurisdiction during the appointment of enumerators, trainings, field operations etc.

A G.O is published in the Kerala Gazette regarding movement of officers/officials for attending the trainings / meeting of state government for NPR Updation work vide G.O. (Rt) No. 6362/2015/GAD dated 21/08/2015.

Financial Assistance to States/UTs under NPR

The entire expenditure in creating the NPR is being borne by the Government of India.

This includes payment of Honorarium, training allowance and stationery to the officials involved in the updation of the NPR, contingent expenditure, POL and printing.

The State Government does not have to incur any expenditure.

Use the AHL/Layout map to Identify the EB and household during the field visit Update the layout map,with red ink, for any addition and deletion.

Go to the household no. 1 (identify it from AHL/Lay out map)

Check the availability of the first member and Please tick the appropriate box for the member.

Carryout corrections (if any) with legible hand writing in red ink on the NPR booklet for the available usual residents (Full Name, DoB, Gender, Father’s name, Mother’s name, Present Address and Place of Birth).

If any correction is required, encircle the name to be corrected and record the correct information with the red ink. Do it for English as well as for regional language.

Mobile Number: Get the mobile number of all persons, if available and record the same in the box.

Ration Card Number: Get the ration card number of the household, if available and record the same in the box provided.

One NPR form is meant for a household and can have the details of 8 members of a household.

Household number: If a person is added to any existing household, use the same household number already provided.

If the entire household is new, provide the new household, next number from the last household number printed in the booklet.

SIDE ASerial number: One row of the NPR form

is meant for one person. Give serial no.1 for the first person and so on.

Name of the person in full: Write name of the person in full.

Name of the person as should appear in NPR: Write the full name with each letter in separate box (30 boxes have been provided)

Relationship to Head: Record relationship of the member to head in full. In case of head of household, write ‘head’. For others, write the full relationship.

Sex: Male 1/ Female 2 For male, record ‘1’ and for female record ‘2’. For eunuchs and hermaphrodites, write 1.

SIDE- A (Contd…) Date of Birth (as per English Calendar):Record the

day (2 digits), month (2 digits) and year (4 digits) in the space provided. Mark ‘A’ in the space provided if it is actual. If the date of birth is not known to the respondent, write the estimated date of birth. Mark ‘D’ in the space provided.

Marital Status: Never Married-1, Currently Married – 2, Widowed -3, Separated -4, Divorced -5. Write the code as per the status.

Educational Qualification: Ascertain and record the highest educational level attained by the person. For a person, who is still studying in a particular class, the highest educational level attained by her/him will be the one she/he has actually passed.

Aadhaar number: Write the Aadhaar/ EID number (if available) in the space provided for name. This would be applicable for all new members in a household / all members of entirely new household, who already possesses Aadhaar number/EID number.

Place of Birth: If within India, write the present name of the village/town, District and State. If outside India, write the present name of the country and put ‘-‘ against village/town and District.

Nationality as Declared: For Indian, Record ‘1’. For others, write name of country.

Duration of Stay at Present Address (in completed years): Record the time period in completed years since when person is staying at the present address for less than one year write zero.
