20 INSPECTION CHARGES : Inspection charges 0.60%+ Service Tax As applicable to be

paid extra at the time of inspection to Quality Assurance Officer which will be billed by the unit along with bill of the material and will be reimbursed by the paying authority of DDO.

21. SECURITY DEPOSIT : As per General conditions of contract , CSIDC Form No. 1, Clause

7, the Purchaser / DDOs may require the contractor to furnish a security deposit which shall be made after issue of the acceptance of the supply order within the period specified by the purchaser / DDOs. Such security deposit shall not ordinarily exceed 3% . The security shall be in form of Demand Drafts issued by any of the Scheduled Commercial Banks. No other form of security is to be accepted. The security deposit amount is to be refunded after successful completion of the supply.

Output (as applicable) a. 230V +/-1% (with alternative setting for 220V +/-1%) 50 +/-0.5Hz, single phase. b. 400V +/-1% (with alternative setting for 380V +/-1%) 50 +/-0.5Hz three phase. Voltage regulation from no load to full load shall be within +/-1% in both the cases. UPS shall also have facility for operation in synchronous mode in which output frequency shall be same as that of mains frequency. 4. Total harmonics distortion at output : 2% maximum for UPS up to 5KVA and 3% maximum for UPS above 5 KVA on resistive load. If total input harmonics are less than or equal to 10%. 5. Efficiency (at rated output voltage and frequency) a. Overall efficiency (minimum) : 90% 6. UPS power factor at rated load : better than 0.9 lagging. 7. Tenderers shall declare battery AH capacity, battery voltage, number of batteries of each rating, make and model of batteries offered with each item of UPS. c. Batteries for UPS shall be of the following makes:- Exide, Panasonic, Amar Raja, Global, Rocket ,Base, RITAR make & DGS&D registered batteries or any other make duly type tested to JIS C 8702 from DGS&D approved lab. d. The UPS shall be complete with Trolley for battery bank and the firms shall also connect the batteries with UPS and commission the same. e. Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted either atan independent govt. lab or at the premises of the manufacturer in presence of an officer from concerned Directorate of Quality Assurance. (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 1991. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix) Environmental tests: Following environmental tests shall be carried out on the highest rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition. Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours. There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests (A) Dry Heat Test : shall be carried out in accordance with IS:9000 (part 3/sec.5)1977 (reaffirmed 2004) at 55 degree C for 16 hrs. (B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). (C) Cold Test : shall be carried out in accordance with IS:9000 (Part 2/Sec.4)1977 (Reaffirmed 2004) at -10 degree C for 4 hrs. b. Acceptance Tests : Tests listed at Sl. No.i to viii shall constitute acceptance test. Acceptance test shall be carried out on all the items offered for inspection. Tenderers to note : 1. Tenderers shall be reqistered for the product in the name of line interactive UPS. They shall be in Possession of TYPE Test Certificates, except Environmental tests, for each rating with highest VAH . However , the Environment Test Certificate only for the highest rating with highest VAH would be acceptable. These test certificates shall be from any Govt. laboratory . For CE or UL Certified Line Interactive UPS, tenderers shall be in possession of CE or UL Certificate for each item quoted and furnish copy thereof with their offer. 2. Tenderers shall declare charging voltage (DC bus voltage) and charging current for each item quoted in their offer. 3. Switching device shall be MOSFET or IGBT and the same shall be declared in the offer by the tenderers. 4. Switching frequency shall be above 50 Hz and shall be declared in the offer. 5. Tenderers hall declare battery AH Capacity , battery voltage , number of batteries of each rating , make and model of batteries offered woth each item of UPS corresponding to the specified minimum VAH rating of battery bank. 6. The Batteries shall be SMF VRLA Type as per JISC and the firms shall submit compliance certificate to the governing specification from OEM to QA officers at the time of inspection. Indentors to note : Typical power consumption of PC is 160 VA , of PC with inkjet printer is 300-400 VA and for PC with laser printer is 700-800 VA . The back up time as available for each item can be calculated on this basis by the indentor before ordering the item. TTC shall be from Govt. laboratory. Suppliers, who have already got type test certificates for the existing ratings, would not be required to obtain fresh type test certificates for the same ratings. The firm shall registered for the subject stores in the name of Line Interactive UPS. The type test report for the highest rating of the UPS will be acceptable only for the purpose of grant of registration. C. General (a) UPS shall be free from workmanship defects, sharp edges, nicks,scratches, burs, etc. All fasteners shall be fixed properly. The equipment shall be complete with all parts and all parts shall be functional. (b) Enclosures shall conform to protection requirement of IP2L1 to IS13947 (Part 1)/1993 (reaffirmed 2004). (c) Switching device shall be MOSFET or IGBT and the same shall be declared in the offer by the tenderers. (d) Switching frequency shall be above 50 Hz and shall be declared in the offer. 2. Switching over time from AC mains to UPS mode on power failure should be 10 milliseconds maximum. 3. Input : 160 to 280V, 50 +-3 Hz Single Phase AC. 4. Output : (a) AVR output voltage in AC mode : 230 Volts +/- 9 %, 50 +/- 3Hz. (b) UPS output voltage in battery mode : 230 volts +/-10%, 50 +/-0.5 Hz. at Load power factor of not less than 0.6 lag. 5. (c) In case the batteries are not housed inside UPS cabinet, suitable enclosure/rack to mount these batteries shall also be supplied along with the batteries. 12. Freight charges for dispatch shall be per unit basis subject to the conditions specified in terms & conditions of T/e for various distanceslabs/regions/destinations. D. Testing requirement for UPS 1. Type tests : Following shall constitute the type testing. And shall be carried out at least on one unit of each rating (a) Visual examination (b) Verification of output power and frequency (c) Verification of voltage regulation. (d) Verification of efficiency (e) Verification of total harmonics distortion. (f) Verification over voltage protection. Environmental tests : Following environment tests shall be carried out. During the last 1/2 an hour of each environmental test functional tests functional tests, as at SL. No. 1, 2 further after each environmental test the functional performance mentioned at SL. No. (a) To (f) shall be checked after recovery period of 1 hour and test results shall be satisfactory. (a) Burn-inTest: At a temperature of 45 degree C for 48 hours with power on and at full load. (b) Dry Heat Test: At 45 degree C for 16 hrs in accordance with IS: 9000 (Part 3/Sec. 5)/1997). (Reaffirmed 2004) (c) Damp Heat Test: At 40 degree C, RH 95% for two cycles. In accordance with IS:: 9000 (Part 5/sec. 1) 1981 (Reaffirmed 2004) (d) Cold Test: At 0 degree C for 2 hrs in accordance with IS: 9000 (Part 2/Sec. 4)/1997). (Reaffirmed 2004) 3. Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted either atan independent govt. lab or at the premises of the manufacturer in presence of an officer from concerned Directorate of Quality Assurance. (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 1991. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix) Environmental tests: Following environmental tests shall be carried out on the highest rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition. Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours. There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests (A) Dry Heat Test : shall be carried out in accordance with IS:9000 (part 3/sec.5)1977 (reaffirmed 2004) at 55 degree C for 16 hrs. (B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted either atan independent govt. lab or at the premises of the manufacturer in presence of an officer from concerned Directorate of Quality Assurance. (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 1991. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix) Environmental tests: Following environmental tests shall be carried out on the highest rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition. Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours. There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests (A) Dry Heat Test : shall be carried out in accordance with IS:9000 (part 3/sec.5)1977 (reaffirmed 2004) at 55 degree C for 16 hrs. (B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). (C) Cold Test : shall be carried out in accordance with IS:9000 (Part 2/Sec.4)1977 (Reaffirmed 2004) at -10 degree C for 4 hrs. b. Acceptance Tests : Tests listed at Sl. No.i to viii shall constitute acceptance test. Acceptance test shall be carried out on all the items offered for inspection. They shall be in Possession of TYPE Test Certificates, except Environmental tests, for each rating with highest VAH . However , the Environment Test Certificate only for the highest rating with highest VAH would be acceptable. These test certificates shall be from any Govt. laboratory . For CE or UL Certified Line Interactive UPS, tenderers shall be in possession of CE or UL Certificate for each item quoted and furnish copy thereof with their offer. 2. Tenderers shall declare charging voltage (DC bus voltage) and charging current for each item quoted in their offer. 3. Switching device shall be MOSFET or IGBT and the same shall be declared in the offer by the tenderers. 4. Switching frequency shall be above 50 Hz and shall be declared in the offer. 5. Tenderers hall declare battery AH Capacity , battery voltage , number of batteries of each rating , make and model of batteries offered woth each item of UPS corresponding to the specified minimum VAH rating of battery bank. 6. The Batteries shall be SMF VRLA Type as per JISC and the firms shall submit compliance certificate to the governing specification from OEM to QA officers at the time of inspection. Indentors to note : Typical power consumption of PC is 160 VA , of PC with inkjet printer is 300-400 VA and for PC with laser printer is 700-800 VA . The back up time as available for each item can be calculated on this basis by the indentor before ordering the item. The firm shall registered for the subject stores in the name of Line Interactive UPS. The type test report for the highest rating of the UPS will be acceptable only for the purpose of grant of registration. C. Specification for Line Interactive UPS with AVR for Computers and general purpose . 1. General (a) UPS shall be free from workmanship defects, sharp edges, nicks,scratches, burs, etc. All fasteners shall be fixed properly. The equipment shall be complete with all parts and all parts shall be functional. (b) Enclosures shall conform to protection requirement of IP2L1 to IS13947 (Part 1)/1993 (reaffirmed 2004). (c) In case the batteries are not housed inside UPS cabinet, suitable enclosure/rack to mount these batteries shall also be supplied along with the batteries. 12. Freight charges for dispatch shall be per unit basis subject to the conditions specified in terms & conditions of T/e for various distanceslabs/regions/destinations. D. Testing requirement for UPS 1. Type tests : Following shall constitute the type testing. And shall be carried out at least on one unit of each rating (a) Visual examination (b) Verification of output power and frequency (c) Verification of voltage regulation. (d) Verification of efficiency (e) Verification of total harmonics distortion. (f) Verification over voltage protection. (g) Test for insulation resistance, leakage current and high voltage as per IS : 616/2003 (IEC 60065-2001) Insulation resistance should not be less than 100 mega ohms. (h) Test for minimum VAH capacity of the battery. (i) Capacity test (C20) and High rate Discharge shall also be carried out at the time of first inspection for each rating, make and model of battery at the firm's premises. 2. Environmental tests : Following environment tests shall be carried out. During the last 1/2 an hour of each environmental test functional tests functional tests, as at SL. No. 1, 2 further after each environmental test the functional performance mentioned at SL. No. (a) To (f) shall be checked after recovery period of 1 hour and test results shall be satisfactory. (a) Burn-inTest: At a temperature of 45 degree C for 48 hours with power on and at full load. (b) Dry Heat Test: At 45 degree C for 16 hrs in accordance with IS: 9000 (Part 3/Sec. 5)/1997). (Reaffirmed 2004) (c) Damp Heat Test: At 40 degree C, RH 95% for two cycles. In accordance with IS:: 9000 (Part 5/sec. 1) 1981 (Reaffirmed 2004) (d) Cold Test: At 0 degree C for 2 hrs in accordance with IS: 9000 (Part 2/Sec. 4)/1997). (Reaffirmed 2004) 3. Type Tests : Following shall constitute type test and at least one sample shall be type tested for each rating with maximum backup time. Type testing shall be conducted either atan independent govt. lab or at the premises of the manufacturer in presence of an officer from concerned Directorate of Quality Assurance. (i) Visual examination. (ii) Verification of output power and frequency. (iii) Verification of voltage regulation. (iv) Verification of efficiency. (v) Verification of total harmonics distortion. (vi) Verification of overshoot, undershoot limits and over voltage protection. (vii) Test for insulation resistance, leakage current high voltage as per IS:616/86 (reaffirmed in 1991. Insulation resistance should not be less than 100 mega ohms. (viii) Verification of VAH as per Rate Contract. (ix) Environmental tests: Following environmental tests shall be carried out on the highest rating. Tests at SL. No. i to iii above shall be repeated during the last half an hour of each environmental condition. Tests at Sl. No. i to vi shall be repeated after completing the environmental tests sequence of the three conditions and recovery period of 1 to 2 hours. There shall be no deterioration in any of these parameters when compared to the test results obtained before environmental tests (A) Dry Heat Test : shall be carried out in accordance with IS:9000 (part 3/sec.5)1977 (reaffirmed 2004) at 55 degree C for 16 hrs. (B) Damp Heat : shall be carried out at upper Temperature of 40 degree C,two cycles of (12+12 hours)each in accordance with IS:9000 (part 5/sec.2)1981 (reaffirmed 2004). (C) Cold Test : shall be carried out in accordance with IS:9000 (Part 2/Sec.4)1977 (Reaffirmed 2004) at -10 degree C for 4 hrs. b. Acceptance Tests : Tests listed at Sl. No.i to viii shall constitute acceptance test. Acceptance test shall be carried out on all the items offered for inspection. General (a) UPS shall be free from workmanship defects, sharp edges, nicks,scratches, burs, etc. All fasteners shall be fixed properly. The equipment shall be complete with all parts and all parts shall be functional. (b) Enclosures shall conform to protection requirement of IP2L1 to IS13947 (Part 1)/1993 (reaffirmed 2004). (c) Switching device shall be MOSFET or IGBT and the same shall be declared in the offer by the tenderers. (d) Switching frequency shall be above 50 Hz and shall be declared in the offer. 2. Switching over time from AC mains to UPS mode on power failure should be 10 milliseconds maximum. 3. Input : 160 to 280V, 50 +-3 Hz Single Phase AC. 4. Output : (a) AVR output voltage in AC mode : 230 Volts +/- 9 %, 50 +/- 3Hz. (b) UPS output voltage in battery mode : 230 volts +/-10%, 50 +/-0.5 Hz. at Load power factor of not less than 0.6 lag. 5. Total Harmonics distortion : 40% maximum to be mea sued in DC mode. 6. Efficiency (at rated output voltage and frequency) Inverter efficiency : Minimum 70% 7. Protections: (a) Input voltage goes outside the range 160 to 280 Volts the system shalls witch over to battery mode. (b) Over voltage, short circuit, and overload at UPS output terminals. (c) Protection of battery terminals falls below 10.5 V for 12 Volts and 21V for 24 Volts battery system. 10. Indicators and meters: (i) Mains mode. (ii) UPS mode. (iii) Battery Low 11. Battery Bank: (a) The batteries shall be of 12 Volts Sealed Lead Acid Valve Regulated Type (VRLA) as per JISC: 8707/1992 or to JISC: 8702 /1998 & the supplier shall submit compliance certificate to the governing specification from OEM to the concerned D(QA) at the time of inspection (b) Suppliers shall declare battery AH Capacity, battery Voltage, number of batteries of each rating, make and model of batteries offered with each item of UPS corresponding to the specified minimum VAH rating of battery bank. (c) In case the batteries are not housed inside UPS cabinet, suitable enclosure/rack to mount these batteries shall also be supplied along with the batteries. 12. Freight charges for dispatch shall be per unit basis subject to the conditions specified in terms & conditions of T/e for various distanceslabs/regions/destinations. D. Testing requirement for UPS 1. Type tests : Following shall constitute the type testing. And shall be carried out at least on one unit of each rating (a) Visual examination (b) Verification of output power and frequency (c) Verification of voltage regulation. (d) Verification of efficiency (e) Verification of total harmonics distortion. (f) Verification over voltage protection. (g) Test for insulation resistance, leakage current and high voltage as per IS : 616/2003 (IEC 60065-2001) Insulation resistance should not be less than 100 mega ohms.

(i) Capacity test (C20) and High rate Discharge shall also be carried out at the time of first inspection for each rating, make and model of battery at the firm's premises. 2. Environmental tests : Following environment tests shall be carried out. During the last 1/2 an hour of each environmental test functional tests functional tests, as at SL. No. 1, 2 further after each environmental test the functional performance mentioned at SL. No. (a) To (f) shall be checked after recovery period of 1 hour and test results shall be satisfactory. (a) Burn-inTest: At a temperature of 45 degree C for 48 hours with power on and at full load. (b) Dry Heat Test: At 45 degree C for 16 hrs in accordance with IS: 9000 (Part 3/Sec. 5)/1997). (Reaffirmed 2004) (c) Damp Heat Test: At 40 degree C, RH 95% for two cycles. In accordance with IS:: 9000 (Part 5/sec. 1) 1981 (Reaffirmed 2004) (d) Cold Test: At 0 degree C for 2 hrs in accordance with IS: 9000 (Part 2/Sec. 4)/1997). (Reaffirmed 2004) 3. Acceptance tests: Tests listed at SL. No. (a) To (h) shall constitute acceptance test and shall be carried out on all the items offered for inspection. Capacity test for the battery shall also be carried out as an acceptance test against each lot.
