organizations that are focused on

delivering the highest quality military

materiel, services and training to our

international partners.

The U.S. Army Security Assistance Enterprise,

with a workforce of more than 3,100 people, is

committed to supporting U.S. national security

and foreign policy objectives by assisting

our allies and partners in pursuit of defense

solutions in the complex global security

environment. We offer a myriad of materiel,

engineering, training, and medical materiel

and supplies. Our solutions provide a “total

package approach” to ensure partners receive a

complete, sustainable capability. This brochure

introduces some of those capabilities and the

organizations that comprise the enterprise.

ABOUT US

The U.S. Army Security Assistance Command implements approved Army overseas training,

materiel, and service cases; and is responsible for life cycle management of these cases,

from pre-letter of request through development, execution, and closure. The U.S. Army

Program Executive Offices support materiel cases for current U.S. Army systems and in

some instances for non-standard equipment that is managed by select program offices. The

Security Assistance Training Field Activity coordinates international partner training at U.S.

Army schools and other professional military education opportunities. Engineering services

are managed by the U.S. Army Corps of Engineers and include a wide variety of engineer

planning, management, construction and training services. The following pages provide

more information about each of these organizations, as well as how to obtain additional

information.

The Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA (DE&C)) leads the Army Security Assistance Enterprise (ASAE). The ASAE develops solutions that deliver capabilities to partner nations through the government-to-government relationship of the foreign military sales (FMS) process. The FMS process provides our partners access to the same programmatic and procurement systems and expertise that support U.S. Army requirements. The ASAE delivers capabilities through four implementing organizations and supporting program offices.

DASA (DE&C)

DASA (DE&C) provides leadership, strategic planning, resource

management, and policy for the U.S. Army Security Assistance

Enterprise, including Foreign Military Sales (FMS), International

Military Education & Training, and Department of Defense global

train-and-equip missions. DASA (DE&C) is responsible for the U.S.

Army’s policy for international technology transfers, and coordinates

the U.S. Army position on technology release licenses for Direct

Commercial Sales. In addition to its Security Assistance mission,

DASA (DE&C) also leads the U.S. Army’s armaments cooperation

programs, which include: establishing international agreements related

to research, development, and acquisition; and managing engineer

and scientist exchanges. DASA (DE&C) also serves as the U.S. Army

representative to the NATO Army Armaments Group (NAAG).

The Deputy Assistant Secretary of the Army for Defense Exports and Cooperation is the Headquarters, Department of the Army official proponent for Security Assistance programs.

To carry out the Army security assistance

materiel mission, USASAC relies on AMC

Life Cycle Management Commands, as well

as other Department of Defense agencies

and U.S. industry to support its processes.

USASAC implements approved U.S. Army

security assistance programs, including

Foreign Military Sales (FMS) cases of defense

articles and services to eligible allies and

partners. USASAC is responsible for life

cycle management of FMS materiel cases,

from pre-letter of request, to development,

execution, and closure.

Through the Army’s Total Package Approach,

FMS is more than just military equipment.

It includes training, facilities, manuals, spare

parts and sustainment to facilitate our allies’

and partners’ continued success. USASAC,

with the support of the Security Assistance

Enterprise, enables Army readiness by

building partner capacity and synchronizing

FMS requirements with the Army supply

chain.

U.S. ARMY SECURITY ASSISTANCE COMMAND (USASAC)

The U.S. Army Security Assistance Command (USASAC), as a subordinate command of Army Materiel Command (AMC), implements Security Assistance programs related to Army materiel and overseas training.

Tank-automotive and Armament

Command (TACOM)

Unites all of the organizations that focus

on Soldier and ground systems throughout

the life cycle.

Joint Munitions Command (JMC)

Manages the production, storage,

distribution and demilitarization of

conventional ammunition for all U.S.

military services.

Each of the Army’s Life Cycle Management Commands has a Security Assistance Management Directorate (SAMD) that is responsible for providing engineering, logistics, and test-and-evaluation support for Foreign Military Sales (FMS). SAMDs work together with elements of the ASAE to develop, acquire, integrate, field and sustain defense systems.

PROGRAM EXECUTIVEOFFICES (PEOS)

The U.S. Army’s Program Executive Offices are primarily responsible for rapid prototyping, procurement, and fielding of equipment. They support Foreign Military Sales (FMS) cases by providing information on the capabilities of weapons systems, developing price and availability information, and managing the cost, schedule and performance of the foreign partners acquisition.

JPEO Armaments & AmmunitionLeads and manages the research, development, production, procurement and equipping of lethal armament and protective systems.

PEO AviationProvides direction and guidance for the development, acquisition, testing, integration, improvement and fielding of manned and unmanned aircraft systems.

JPEO Chemical, Biological, Radiological and Nuclear DefenseResearches, develops, acquires, fields and supports chemical and biological defense equipment and medical countermeasures.

PEO Combat Support & Combat Service SupportLeads the lifecycle managment of more than 350 combat enabling systems including force protection equipment and vehicles.

PEO Command Control & Communications - TacticalDevelops, acquires, fields and supports the tactical network, delivering the power of information to any environment worldwide.

PEO Enterprise Information SystemsDevelops and fields a variety of information technology systems, products and services to enhance mission accomplishment worldwide.

SECURITY ASSISTANCETRAINING FIELD ACTIVITY (SATFA)

SATFA brokers and manages U.S. Army institutional training solutions

for international military students. This training, authorized and funded

by Security Cooperation and select building partner capacity programs,

provides our international partners with the skills, knowledge, and

understanding that leads to enhanced relationships, cooperation and

shared security efforts. SATFA assesses partner requests and coordinates

with Army-managed institutional training activities to deliver education

and training. SATFA is responsible for the life cycle management of FMS

training cases, manages Continental United States (CONUS) training for

FMS equipment cases and provides centralized financial management of

FMS case and U.S. grant funds in support of Army institutional training.

The Security Assistance Training Field Activity is the Army program manager for institutional training under the Security Cooperation Education and Training Program.

The U.S. Army Corps of Engineers is responsible for the life cycle management of construction and engineering Foreign Military Sales (FMS) cases.

USACE, headquartered in Washington, D.C., is responsible for

development, implementation, and execution of facility infrastructure

design and construction for Security Assistance, Building Partner

Capacity (BPC), and Foreign Assistance Act Section 607 programs

using the FMS process. USACE provides services that include, but are

not limited to, planning, design, construction, design/construction

management, and technical assistance in the areas of infrastructure, water

resource management, environment and sustainability, programs/project

management, geospatial/engineering, and sustainment.
