US$350 Million Free Zone for Spanish Town ADVT. J AMAICA PROMO- TIONS Corporation (JAMPRO) has facili- tated investment totalling over US$350 million for a free zone to be opened in Spanish Town, St. Catherine, with provision of some 10,000 jobs. Speaking at a press briefing on October 27 at the Terra Nova Hotel, President of JAMPRO, Diane Edwards, said the facility is being set up under the Jamaica Logistics Hub Initiative to leverage Jamaica’s connec- tivity to manufacture prod- ucts for regional markets. She added that the invest- ment will have a tremendous impact on St. Catherine and the wider Jamaican economy, noting that her agency will continue to work with the investors to complete the first phase of the project, slated for June 2016. “The Logistics Centre being built in Spanish Town is expected to make a significant contribution to the community and Jamaica as a whole,” she said. The operation is a joint venture involving Gulfray Americas and China National Automotive Industry Inter- national Corporation (CNAICO). It will be admin- istered by Masada Jamaica Limited. Activities at the facility will include refining and regen- eration of petroleum products; manufacturing of composites and insulation material; vehicle assembly; auto parts remanufacturing and distri- bution; manufacturing of pharmaceuticals and nutra- ceutical products, as well as research and manufacturing of tobacco products. Prime Minister the Most Hon. Portia Simpson Miller presents a farewell gift to outgoing Ambassador of the People’s Republic of China to Jamaica, His Excellency Dong Xiaojun. Mrs. Simpson Miller said that over the last two years, the Ambassador contributed significantly to enhancing the excellent relationship between China and Jamaica. The Ambassador paid a farewell courtesy visit on the Prime Minister on October 28 at the Office of the Prime Minister. PM Bids Farewell to Outgoing Chinese Ambassador WORK ON the Cay- manas to Linstead leg of the North-South Highway is more than 80 per cent complete and is on track to conclude by March next year. Prime Minister the Most Hon. Portia Simpson Miller, who toured that section of the highway on October 28, said she is pleased with the progress of the project. She also pointed out that the highway project will open up that north- south section of the country to more economic opportu- nities. “I’m sure Jamaica will benefit greatly as a result of this project,” she said. Mrs. Simpson Miller also stated she is particu- larly heartened that over 1,000 Jamaicans have been employed under the project, and are the majority of workers. “I have seen some work that has been done by the Jamaicans that I’m sure it’s new skills being passed on to our people by the Chinese. I think that is also very impressive,” she said. The North-South section of Highway 2000 will be 66 kilometres long and allow motorists to travel from Kingston to the resort town of Ocho Rios in less than an hour. The US$600 million project is being undertaken through a public-private partnership (PPP) agree- ment between the Jamaican Government and China Harbour Engineering Com- pany (CHEC). THE WORLD Bank’s Doing Business Report 2016 has ranked Jamaica's economy in the top ten most improved economies worldwide. Jamaica has also improved its ranking in the Latin America and the Caribbean region. This movement is attributed to Jamaica's implementation of four major reforms over the past year. These reforms include ease of paying taxes with the introduction of the online system - RAiS; the introduction of Employ- ment Tax Credit; increasing depreciation rate for indus- trial buildings and making insolvency proceedings easier by establishing an insolvency office to faci- litate general administration. Jamaica also excelled in the areas of Getting Credit and in Starting a Business, as it now takes an average of three days and two interactions to incorporate a business. The 2016 Doing Business Report also highlights Jamaica as one of two countries in the Caribbean that have made tax compliance easier for businesses. In welcoming the report, Minister of Finance and Planning, Dr. the Hon. Peter Phillips, said the benefits of adhering to the Economic Reform Programme are showing results. He also emphasised that "the improved ranking will facilitate greater inflows of investment which is critical to the country’s future development." Jamaica Ranks in Top Ten Most Improved Economies Worldwide CONTRACTS TOTALLING US$8.73 million have been signed for upgrading and improvement works at six wastewater treatment facil- ities in the parishes of Kingston, St. Catherine and Clarendon. Of the total allocation, US$5 million is for the decommissioning of the Acadia, Bay Farm Villas and Hughenden facilities as well as the design and construction of three waste- water conveyance systems and pump stations, which will take flows into the Soapberry Treatment Plant. The remaining US$3.73 million is for the rehabili- tation of the Blackwood Gardens system and the De la Vega City wastewater ponds in St. Catherine, as well as the Lionel Town Wastewater Treatment Lagoon in Clarendon. Minister of Water, Land, Environment and Climate Change, Hon. Robert Pickersgill, in his remarks at the signing ceremony at the National Water Com- mission’s offices, said the projects will improve the operational efficiency of treatment plants, reduce contamination of ground- water, and meet the effluent standards stipulated by the NWC and the National Environment and Planning Agency. The projects are part of the continuing effort to ensure that the island’s wastewater treatment facilities are capable of handling the volume of domestic, agri- cultural and industrial wastewater discharge pro- duced by the rapidly growing population. A SPECIAL unit is to be established within the Ministry of Health to monitor the care for new- borns at public and pri- vate facilities. Portfolio Minister, Hon. Dr. Fenton Ferguson, made the announcement during a statement in the House of Representatives on October 27. The move follows the death of 19 preterm babies at the University of the Hospital of the West Indies and Cornwall Regional Hospital, due to infections caused by the klebsiella and serratia bacteria. The unit’s establishment is consistent with the United Nations’ ‘Every Newborn Action Plan: A Call to Action 2014’, which is part of the Vision 2030 Agenda. Dr. Ferguson advised that the six-member unit, to be headed by neonatologist, Dr. Michelle-Ann Richards, will include: Drs. Jacqueline Bisasor, Karen Shaw and Simone Spence, with sup- port from the Ministry’s Epidemiologist, Dr. Karen Webster, and Chief Nursing Officer, Marva Lawson- Byfield. In addition, the Ministry is also improving the reporting functions of the Regional Health Authorities in order to ensure the proper governance of the health sector.
