1. Introduction
1.1 Audience
The intended audiences of this product e-Coir (Coir Beneficiary Services) are the Public or Applicants aspiring to apply for
various Government Beneficiary Schemes under Coir Sector promoted by the Government of India through Coir Board under
the Ministry of Micro, Small, and Medium Enterprises.
This User Manual will also be carried on the http://coirservices.gov.in portal for public as well as Coir Board and other
identified stakeholders as a reference document under Help Desk section of the portal. Coir Udyami Yojana (CUY)
scheme has been taken up the pilot scheme and hence this manual will be addressing the usage of
the software components related to CUY and Marketing Assistance for CUY Units and
Consortiums in this edition of the user manual.

1.2 Purpose of this Document
The objectives of this document are:
a) To provide the features of the software for Coir Beneficiary Schemes ( http://coirservcies.gov.in)
b) To provide operational procedures
c) To provide installation specifications
d) To explain the operational aspects of the software by using screen shots as per the workflow leading to
the filing of applications against various Coir Beneficiary Schemes, follow-up activities by the public,
processing of the applications by Coir Board and implementing agencies, capturing the status of
application at every stage, etc.
1.3 Document Organization
This document is organized into six chapters including this chapter on introduction. In the introductory chapter, we have
presented a brief description of the product, the intended audience, purpose of the manual and convention used along with
references.

In the second chapter, we present the salient features of the product. The third chapter provides product-handling
instructions. The forth chapter gives an overview of the utilization of the software along with additional tools required
during the registration of candidates. We present the hardware, software, communication and other requirements for the
utilization of the product (e-Coir for Coir Beneficiary Services).
The general and common operating instructions are given in chapter five and the last chapter presents the specific
operating instructions.
1.4 Problem Reporting
The Coir Beneficiary Services portal (http://coirservices.gov.in) sites provides extensive details as to whom and how to
contact along with contact details in case of operational or procedural difficulties. Detailed instructions and procedures
have been provided for Public and Stakeholders. Public may go through the Help Desk section under
https://coirservcies.gov.in. For any queries or clarifications, you may contact: [email protected]

2. Product Features
The product consists of a suite of modules supporting the various activities related to the management of the various Coir
Beneficiary Schemes. The software consists of modules for public / applicants and the Coir Board Administration as well as
Regional and sub-Regional offices. Registration, Creation of User Profile, Filing Applications against various schemes, monitoring
of the applications by public and Coir Board, dashboard for Public and Coir Board, Online Filing of Statutory periodic Reports,
etc are the major modules available.
This user manual explains the operational aspects of Coir Beneficiary Schemes services (e-Coir) Software as hosted
(http://coirservcies.gov.in). Currently, we are covering only Coir Udyami Yojana (CUY) Scheme.
Handling Instructions
The following instructions may be noted while installation or usage:
a) The product should be used with the intended platform and tools.
b) NIC or Coir Board will not be liable for any data loss or information loss or loss of property or any damage for the
improper usage of the product.

c) Misuse of the product will be in violation of Information Technology Act of Government of India.
d) Users should maintain the secrecy of the passwords given to them and they are advised to change the passwords and
keep it as a secret.
e) The software communicates with the applicants or public or beneficiaries over the Dashboard of the e-Coir Portal
(http://coirservices.gov.in ) and also over email and Mobile Phones once emails and mobile integration services are
completed.
f) It is informed that the applicant or public or the beneficiary to utilize own email-id and mobile phone number while
registering with the e-Coir portal.
g) The general, common and specific operating instructions should be followed for the usage of the software.
h) Users should use the appropriate version of Browsers and Operating Systems.
i) All patches and updates of operating systems and browsers should be applied and should be up-to-date and ensure
that the Anti Virus Software is updated.
j) Correct email address and mobile number should be provided at the time of user account (login account) creation to
receive important communications from Coir Board through the software. All future communications will be through
these email and mobile number. Please also ensure that you are using your own email account and mobile number.
k) Applicants or Public, who are not having any email account, may create their own accounts using public domain
accounts like gmail, hotmail, yahoo etc and keep it ready before initiating the registration process.
l) Registration using common email-id and mobile numbers may be avoided as the software requires unique email-id.
m) Please ensure that Acrobat Reader is installed on your system.

3. Installation Instructions
e-Coir (for Coir Beneficiary Services) is a web based workflow based application and is hosted centrally. The software (e-
Coir portal) can be accessed over internet using standard browsers. Applicants / public may use either own internet connection
facilities or register from Internet Browsing Centres. Beneficiaries can also make use of IT infrastructure at Coir Clusters or
AKSHAYA Centres for filing applications.
Public or Beneficiaries who do not have access to INTERNET facilities may submit the applications at regional or sub-regional
offices of Coir Board or submitted through implementing / nodal agencies.
Applicants should have their own email-id and share the mobile phone number of own or reliable source. The initial password and
answer to security question will be communicated to the applicant over email only. Hence, each candidate should have own and
valid email id.

It is expected that applicants / public / beneficiaries / clusters install Acrobat Reader software on their systems to
access some of the reports in PDF format or save in PDF format.
4. General and Common Operating Instructions
Candidates are advised to read the instructions carefully before registering and applying for various courses. Please refer to
Help Desk section wherein Guidelines for various schemes, Frequently Asked Questions (FAQ) and User Manual on Software
Operational Guidelines etc are provided.
The portal also provides links to standard and connected portals and websites.
Most of the Reports are A4 size or in Legal size in nature. Applicants can either have their own printer at home or the saved
PDF files could be printed later on conveniently from browsing centres. Keep a copy of the confirmation page as well as receipt
for the payment of application fee.

5. Specific Operating Instructions
The software (e-Coir) can be accessed over internet using standard browsers. The operating instructions are
explained by way of actual screen shots in the following sections.
The first phase is the creation of an identity for the candidate in e-Coir by creating a login-ID utilizing the user registration
module. The steps are as follows:
The Web Portal URL for Coir Beneficiary services is: http://coirservices.gov.in
Public can activate the above portal by browsing site by giving the URL under standard Explorers like Microsoft Internet
Explorer (IE Version 11 or above), FIREBOX Latest Version, or Chrome latest version. Once the site is called, public will
visualize the Home Page of the website as given below:

On this page of the site (Home Page), the applicant can either log-in (if the credentials are already created) or create
credentials / log-in ID (using New Login Registration) or use the Forgot Password link to retrieve the password (in case
of loss or forgotten).

New User Registration
The first activity is to create a valid identity or account for use with http://coirservices.gov.in site. This is done by
clicking the New Login Registration link from the home page and once this link is clicked, the following screen, as
displayed on the next page, appears for new account creation.

As illustrated below, user must fill-in all mandatory items like :Name, PAN number, Email, Mobile Number, Select any
Security question from the given list and type the Answer, Username and Give the security PIN displayed and click on
the confirm Button
Applicants or beneficiaries are advised to have his own email-id and mobile number from security point of view as the
password and useful information from time to time will be communicated to registered email and mobile in addition to
publishing on the dashboard or webpage of the candidate.
Applicants or beneficiaries should select a security question and an answer and register that also in the site for future
usage. Please keep this data under safe custody as this information will be useful for the retrieval of password if
forgotten.
Applicants or beneficiaries have to register a login ID (also called username) for use in the application. While providing
username, please ensure that the same is as per the username policy of the site. The username provided by you may be
noted for future usage along with the password assigned by the system. After this, once the Security PIN (a mandatory
security data used for validation the action on this page), as generated by the software is entered by the candidate and
confirmed, the user account will be checked and validated and account created.

A random password will be generated automatically by the software and will be sent to the registered email account. An
SMS message also will be sent to the mobile number registered.
Applicants or beneficiaries has to retrieve the password communicated by email and log-on to the system for further
work related to filing application.
Change Password (First time login):
After the account is created, the candidate has to log-in by clicking the log-in button on the home page. Please
remember to collect the password from your email.
After successful log-in (meaning after providing the correct username and password), the candidate will be asked to
change the system generated password to another password of his / her choice. Please have a strong password with a
combination of characters, numerals and a special character. The password should have a minimum length of eight
characters. Passwords should not be trivial and guessed. Please keep a record of the password safely and do not
disclose.

Once the Change Password button is clicked, you will get the message that Your Password has changed successfully.

Forgot password (How to retrive the password lost or forgotten)
In order to retrive the lost password, the candidate has to invoke the website URL (https://coirservices.gov.in ) and
CLICK the link Forgot your Password.
The following screen / interface will be presented wherein the user has to give the username (the user account or log-in
account) which was registred along with PAN number and followed by email.
This is followed by providing a security PIN.

User Login
By now, the user has got a valid username and a password of his / her choice and is ready for the further registration
activities. The user can now login from the home page.
Submission of Application for Coir Beneficiary Schemes:
The Coir Beneficiary Portal provides basic information about the various schemes in addition to support for the
submission of applications and scheme based life cycle activities. The portal has a list of schemes which can be
visualized by CLICKing either SCHEMES from TOP menu or individual schemes from SIDE Menu. When a scheme is
selected, the beneficiary / public can view the details of the scheme as well as options for filing aplication as well as
understanding the procedures involved in filing application and downloading scheme-specific materials. For instance,
when the Coir Udyami Yojana (CUY) scheme is selected from SIDE Menu, the following page is displayed wherefom
public can understand the procedures involved in filing online applications and then CLICK the APPLY NOW button to go
to the Home Page and log-in and file applications.

ON this page, the Left Side Menu contains options for various activities that can be handled by Public or Beneficiary.
The Tree View Menu can be expanded for additional menu items under Main Options.
An Online Application has two parts . First Part is Beneficiary registration - Part A which is common for all the
schemes and second part consists of variable parts of the scheme based application .
Give details in Registration Part-A and submit the form , you will get a Beneficiary registration Number. While
submitting Part-A You are registered as a beneficiary with Coir Board. Now You can apply for the schemes of Coir Board
by selecting appropriate scheme from the Menu
Once you registered as a Beneficiary with Coir board and you got Beneficiary registration number there is no need to
do the Beneficiary registration - Part A again for other schemes. Means Beneficiary registration is common for all
the schemes and you need to do Beneficiary Registration one time only.
For Example: For the submission of application for the CUY scheme, the following steps are required:
Expand the + Beneficiary Registration By clicking on the + symbol on Beneficiary Registration , You will get the Link

All the fields marked with * are compulsory fields. You have to Give actual details carefully and click on the button
Create Profile
You will get the message Profile Created successfully. Please give the following details. Along this the other basic
details are collected through the following screen.

Here you have to Upload your Photograph and Pan card.

Instructions for uploading photo:
a) scan and save your photograph with 3.5 cm width x 4.5 cm height or 132 pixel width X 170 pixel height with
the file size between 4 KB and 100 KB. JPG formats only will be accepted
b) click on the browse button and select your scanned photograph and then click on the Upload Photograph
button. your photo will be dispalyed on the screen
c) Except Photograph all other documents should be scanned in pdf format and size should be between 10KB and
300 KB.
d) In order to upload a file first click on the browse button and select the file. then click on the Upload
document button
e) following documents should be uploaded in Part-A registration
1. PAN Card Copy
2. MSME Registration Certificate
3. Community Certificate ( In case of SC/ST)
4. Company Registration Certificate ( If not individual)

In Bank Account details first select your Bank Name from the given list. Then select your Bank IFSC Code from
the given list. system will display Branch name and city of the selected IFSC code and make sure that you have
selected correct IFSC code . Bank Account details are not mandatory
After giving all details properly and ensuring mandatory items, click on the Button Save & Preview and system
will display all the information you have given and ask you to Submit or Cancel. Make sure that the details are
correct. If the details are correct enter the Security Pin as given by the System and click on the Submit button
otherwise click on the Cancel button and do the corrections and submit

On successful completion, the Beneficiary will receive the Beneficiary Registration Number and Part-A registration is
completed.
As of now, Part-A registration is completed . The beneficiary can now take up the second part of your application.

For filing the second part (Part-B) of the application, select your scheme Coir Udyami Yojana , expand the + symbol on
+ Coir Udyami Yojana and click on the link Online application

The beneficiary may fill-in all the information carefully and click on the button Save & Preview

You need to scan and upload the following documents at appropriate places as indicated.
1. Training certificate
2. Project Report
3. Title deed
4. Plan & Estimate
5. Machinery Invoice
All the documents should be scanned in pdf format and the size of the documents should be between 10KB and
300 KB. In order to upload a file first click on the browse button and select the file. then click on the Upload
document button
After giving all the information Click on the button Save and Preview, You will get the preview of your
application. Ensure that all the information is correct and then enter the security PIN as displayed in the screen
and Submit the form. If there are some corrections, click on the button CANCEL and do the necessary
corrections and submit the application.

The CUY Application Registration Number and the Regional Office where your application is submitted are displayed.
These details may be noted down for future references. The beneficiary can also Print the application and upload any
pending documents which you could not upload earlier.
Now the online application for CUY scheme has been complete and submitted to the Regional office for further action.
You can login to your home page at any time with your user name and password and check your Application status.
