1 INTRODUCTION

1.1 Preamble

1. This report represents the Semi - Annual Environmental Monitoring Review (SAEMR)

for Takhiatash Power Plant Efficiency Project.

2. This report is the 5th EMR for the project.

1.2 Headline Information

3. The project has three main outputs:

(i) Energy efficient and clean energy. The project will construct two units of CCGT

with a designed capacity within the range of 230 MW to 280 MW each with at

least 52% thermal efficiency at the existing Takhiatash TPP. Three existing units

(No.1–3) will be decommissioned, and two existing units (No.7–8) will be

maintained as backup power generation units, while underutilized structures

(blocks 1 and 2) will be demolished and the land will be remediated. These

physical components will be undertaken by a single turnkey contractor.

(ii) Capacity development. The project will develop Uzbekenergo’s capacity to

become a commercially bankable utility. Tariff methodology study and training

will develop the skills required to improve the tariff determination model and

ensure cost-recovery tariff setting. Corporate performance management

capacity will be measured and managed by developing key performance

indicators.

(iii) Social development. The project will build a community social service center

adjacent to Takhiatash TPP. The community social service center will create

employment opportunities and facilities including laundry services, contributing

to improving the community’s welfare and ensuring gender equality.

2 PROJECT DESCRIPTION AND CURRENT ACTIVITIES

2.1 Project Description

4. The project “Construction of two CCGT units with the capacity of 230-280 MW each at

Takhiatash TPP” is implemented in accordance with the Resolution of the Cabinet of Ministers

of RUz No. 293 dated 22.10.2014 “On high priority measures to implement the investment

project “Construction of two combined cycle gas turbine units with the capacity of 230-280 MW

each at Takhiatash TPP””.

5. This project is composed of two (2) power blocks and each power block having a

capacity of approx. 255MW±10% net at ISO conditions (15℃, 60% RH) + 37.2MWth net in

heating station with one (1) Gas Turbine Generator, one (1) HRSG, one (1) Steam Turbine

Generator, and Balance of Plant equipment.

6. Construction site is located at the city of Takhiatash, 3 km to the south-west of the city

centre, on the left bank of the Amudarya River. It is in the central part of the Republic of

Karakalpakstan (Khodjeyliy region), located in north-western Uzbekistan (Figure 1).

2.3 Project Activities During Current Reporting Period

15. HEC is a General Contractor responsible for construction of two CCGTs. To implement

this assignment, the General Contractor hired 6 subcontractors (Table 1). During the reporting

period the following activities were implemented:

• Earth works for preparation of ditches for Power Blocks and chemical water

treatment department – works are completed in June 2018 by “GOOSAN

Construction”;

• Concrete works on ditches for Power Blocks, chemical water treatment

department, main buildings and sludge area – works are being implemented by

“WOOJU Construction”;

• Reallocation of railway access roads (912.6 m) – works are completed by ECO

Engineering;

• Construction of construction camps, fencing, cut of soil and embankment – Global

Engineering.

18. As to date of the report preparation total number of workers working on the project site

is 444. Distribution of personnel among Contractor and Sub-Contractors is presented in Table

3.

2.4 Description of Any Changes to Project Design

19. No changes to the project design was done.

2.5 Description of Any Changes to Agreed Construction methods

20. No changes to agreed construction methods took place. All works and using method

are being implemented by Contractor and Sub-Contractors in accordance with Contract’s

technical conditions.

3 ENVIRONMENTAL SAFEGUARD ACTIVITIES

3.1 General Description of Environmental Safeguard Activities

21. Environmental Safeguards Activities were undertaken on different levels: by

Contractor and Sub-Contractors’ HSE teams, DAIIIP’s environmental staff, Supervision

Consultant and ADB RETA Regional Environmental Consultant and ABD HQ’s environmental

specialist.

22. Contractor’s environmental specialists worked on development of Site specific EMP

(SEMP) and Topic Specific EMPs and addressing comments received from SC’s

environmental expert on EMPs.

23. On regular base Contractor conducted training for workers on HSE, observations of

construction sites on compliance with environmental and health safety requirements. In June

2018, the Contractor has started environmental monitoring of air and water quality and noise

measurements on construction sites. More detail information on environmental monitoring is

provided in Chapter 4.1.

24. Contractor received all necessary permissions from State Committee on Ecology and

Environmental Protection (SCEEP) as required by national environmental legislation

(Attachment 1), particularly:

• Positive Conclusion on construction of concrete-mixing plant;

• Positive Conclusion on construction of labour camp;

• Environmental Statement on Environmental Consequences for concrete-mixing plant.

25. Contractor and Sub-Contractors have concluded agreements with local enterprises on

disposal of solid wastes and waste waters (Attachment 2).

26. International and National Environmental Specialists of Construction Consultant

revised Site Specific EMP and Topic Specific EMPs and provided comments and suggestion

in order to bring in compliance with ADB SPS (2009) and EIA requirements. The last updated

version of SEMP was submitted by Contractor on May 25, 2018 and Construction Consultant

provided his comments on June 5th. At the date of the report preparation, SEMP was not

approved yet.

27. In addition to the SEMP development Construction Consultant instructed PIU and

Contractor on permits needed to be obtained from SCEEP. Meeting with representatives of

Department of Ecological Expertise was hold in April 16 together with representatives of

Contractor, DAIIIP’s and Construction Consultant. During the meeting a list of necessary

permission needed to be received by the Contractor for construction activities was agreed.

Further all required documents were submitted by the Contractor and permission received.

28. DAIIIP’s environmental team worked on completion of actions required under

Corrective Action Plan (CAP). During the reporting period environmental monitoring of air

quality, noise and vibration level and water quality in ground water wells were undertaken by

DAIIIP. For this third party company – a certified laboratory under the state company “Orgress’

was invited. The noise and vibration level measurements were undertaken in the points

indicated in EIA. More detailed information on results of monitoring is presented in Chapter

4.1.

29. Among 28 actions indicated in CAP, at the date of the current report preparation, 24

actions were completed, 2 are under the implementation and 2 will be implemented after

commissioning block ## 7 and 8. Namely action # 10 (CAP) – monitoring of air quality of

commissioning of new CCGTs, and action # 15 (CAP) – asbestos management development

– will be implemented before starting works on decommissioning of the old blocks. Status of

CAP implementation is presented in Attachment 3.

30. Takhiatash TPP has started implementation of action #14- improvements of sewage

receivers – sludge points. Rehabilitation of sludge ponds are included in the TPP Action plan

for July 2018 (Attachment 4). The design of rehabilitation works was prepared by design

institute “Teploelektroproekt”.

31. Two specialists from Takhiatash TPP (environmental specialist Kunduz And Marat

Aymbetov) participated at the regional environmental workshop organized by ADB in Batumi,

Georgia on April 19-21, 2018.

32. RETA consultant provided two training for Takhiatash TPP environmental team in

March 2018 and June 2018 on new requirements and formats of Environmental Monitoring

Report. Moreover, as part of country safeguards assessment, a team consisted of HQ, URM

and RETA Regional Environmental specialists visited project sites. During site country review

mission, the number of non-conformances were identified. Information on identified non-

conformances is provided in the Table 4.

3.2 Site Audits

33. During reporting period formal audits were undertaken by Contractors Environmental

Manager, Construction Consultant DAIIP Staff and ADB staff during review missions. The

summary of site audits is provided in Table 4.

34. Since construction works had started in October 2017, no many construction activities

were undertaken in the beginning. Among common issues identified during previous reporting

period (July-January 2018) absence of approved SEMPs. At the date of the report preparation,

SEMPs was not approved yet.

3.4 Trends

36. At this stage trends could not be identified thus NCN practice was not used.

3.5 Unanticipated Environmental Impacts or Risks

37. During reporting no any unanticipated environmental impacts have been identified.

4 RESULTS OF ENVIRONMENTAL MONITORING

4.1 Overview of Monitoring Conducted during Current Period

38. Environmental monitoring was implemented by Contractor in accordance with EIA on

the construction site and by Takhiatash TPP in accordance with CAP and EIA.

Results of environmental monitoring conducted by Contractor

39. The Contractor has started conduction environmental monitoring in June 2018. An

agreement between Contractor and Sanitarian Epidemiological Station in Nukus city was

concluded in May 2018. In accordance with contract measurements of dust level, quality of

soil and water and vibration. Noise level is measured on daily base by Contractor’s

environmental specialist (Attachment 6).

Noise

40. Contractor’s noise monitoring places is presented in Figure 2. There are 4 monitoring

points where noise monitoring is being implemented: 1 – next to existing sludge ponds, 2-

south-west part of construction site, 3 – border of construction camp and 4 – construction of

new sludge ponds. Points # 3 and 4 are located close to settlements, the most sensitive

receptors.

41. All information on conducted environmental monitoring of noise is presented in the

Contractor’s monthly report and results of noise measurements is presented in Figure 3.

42. Among monitored points, point # 3 is located close to settlements, other points are

located far away from settlements. For point # 3 applicable standards is 55 dBA (national and

IFC). As shown in the graphs, noise level in another points is below 65 dB which is also comply

44. Measurements of dust level (Table 6) conducted by SES showed that dust

concentrations (column #12) meet national standards (column # 13). As indicated in the table,

national requirements for dust for 0.3 mg/m3 as one time maximum permissible concentration,

and 0.2 mg/m3 is average daily concentration2.

45. WHO Recommendations developed for the four common air pollutants, including:

particulate matter (PM), ozone (O3)10), nitrogen dioxide (NO2) and sulphur dioxide (SO2).

IFC/WB establishes standards for PM10 and PM2.5. Maximum admissible dust concentration

for PM10 is 0.05 mg/m3 as average 24-hours and 0.02 mg/m3 average annual concentration.

For PM2.5 the norm is 0.025 mg/m3 as average 24-hours and 0.01 mg/m3 average annual

concentration.

Soil quality:

46. Measurements of soil quality in 6 points within construction site also showed

compliance with national standards (Table 7, Attachment 7).There are no detailed numerical

requirements for soil quality established by IFC’s guidance. Therefore, results of soil quality

were compared with national standards.

Results of environmental monitoring conducted by Takhiatash TPP

48. DAIIIP conducted measurements of noise, vibration level within territory of the

Takhiatash TPP. Water quality was monitored in inflow and outflow canals.

49. To conduct noise and vibration level measurements the certified JC “UZORGRES” was

invited. The measurements were done in the points indicated in EIA (Figure 5).

52. Results of analysis showed that concentration does not exceed national standards on

measured 7 indicators.

53. There are no detailed numerical requirements established by IFC’s legislation to

ambient water quality. The requirements are: 1) discharges of process wastewater, sanitary

wastewater, wastewater from utility operations or storm water to surface water should not

result in contaminant concentrations in excess of local ambient water quality criteria or, in the

absence of local criteria, other sources of ambient water quality; 2) temperature of wastewater

prior to discharge does not result in an increase greater than 3°C of ambient temperature at

the edge of a scientifically established mixing zone which takes into account ambient water

quality, receiving water use and assimilative capacity among other considerations.

54. National standards for vibration level in residential houses are provided in Sanitarian

Norms and Rules (SNR) № 0146-04 “Design of the living houses in climatic conditions of

Uzbekistan”. For living houses the standards is 67 dB for night time and 72 dB for day time

with frequency in 37 and 61 Hz and for night time is 67 dB.

55. IFC provides standards for vibration at the work place which is equivalent to 50-65 dB8.

National standards for working places is indicated permissible level as 75-92 dB9. Results of

actual measurements showed full compliance with both national and international standards,

because maximum measured vibration level was 47dB.

4.2 Trends

57. Monitoring of construction sites has started in June 2018, which means no previous

data for comparison and identification of trends.

4.3 Summary of Monitoring Outcomes

58. In accordance with results of conducted environmental monitoring, exceeding of

permissible concentration during construction site on pollutants, noise and vibration levels

were no observed. Monitored parameters comply with both – national and IFC/WB standards.

4.4 Material Resources Utilisation

4.4.1 Current Period

59. Monitoring of utilized material resources has started at the end of November 2017,

therefore information for this aspect is presented as cumulative resources utilization in the

following para. The next SAEMR will contain information on reporting period and cumulative

period as well.

60. During reporting period utilized amount of water, fuel and power is provided in Table

4.5 Waste Management

61. During reporting period mainly domestic wastes generated on the construction site.

Wastes segregation procedure is being implemented on construction site: wood and metal

wastes are collected in north part construction camp and domestic wastes into bins located in

different parts of construction sites and central collection container. Collected wastes are

disposed by authorized local company – “Toza Hudud” which is under State Committee on

Ecology and Environment Protection.

62. Wastes from construction sites are disposed on official municipal landfill. The

agreements on wastes disposal have been concluded between all operating Contractor and

Sub-Contractors. Example of agreement is presented in Attachment 7.

63. Sewage generated from construction site and construction camp is discharged into

isolated pits located next to each dormitory and further collected into central collection points

plastic tanks. Contractor and Sub-contractors concluded agreements with Takhiatash city

waste water treatment plant (WWTP) on disposal of waste water. Based on this agreement

WWTP’s service is responsible for timely extraction and disposal of sewage on monthly base.

64. It is expected that at the end of 3th year (2020) of the project implementation

hazardous wastes (asbestos) will be generated from demolishing of the old blocks of TPP (#

1 and 2). In accordance with preliminarily calculations, asbestos wastes will be generated in

volume 46.731tn (Table 26, EIA). The Contractor will be responsible for development of

Asbestos Management Plan, submit to Construction Consultant for revision and endorsement

and to DAIIIP for final approval.

4.5.1 Current Period

65. In accordance with information provided by Contractors, at the construction site

amount of solid wastes, generated from the beginning of construction activities is 26,852 kg.

66. Monthly waste disposal form filled by Contractor is presented on Figure 5 below.

4.5.2 Cumulative Waste Generation

67. Since project works have been started at the end of October 2017, information on

cumulative waste generation is presented for whole period October 2017-June 2018. Total

amount of generated and disposed wastes for this period is 26,852 kg.

4.6 Health and Safety

68. Community Liaison Officer (CLO) will be hired from July 2018 and he will be in charge

for communication with local communities, timely dealing with resolving all complaints

received from surrounded settlements or any affected persons.

69. HEC has hired international specialist on H&S who is responsible for proper

implementation of safety issues during construction. Moreover, as presented in Table 1, each

sub-contractor appointed a staff designated for H&S aspects.

4.6.1 Community Health and Safety

70. During reporting period no incidents happened.

4.6.2 Worker Safety and Health

71. In accordance with information provided by Contractor and DAIIIP records during

reporting period no accident on worker health and safety happened.

72. Safety campaigns conducted for workers were a part of HES training. Detail

information on provided training is presented in the next paras.

4.7 Training

73. Training on all environmental safeguard, H&S aspects were conducted for DAIIIP

environmental staff and for Contractor and Sub-contractor staff. For DAIIIP staff two training

on environmental aspects were conducted by ADB RETA Regional Environmental Consultant

Ketevan Dgebuadze. First training was conducted on hazardous wastes management

(January 2018) and second training was conducted on new requirements for preparation of

Environmental Monitoring Reports in ADB format (June 2018).

74. Moreover, two representatives of Takhiatash TPP – Marat Aymbetov and Kunduz

participated at the regional training organized by ADB in Batumi on 19-21 April, 2018. At the

training participants were introduced to new requirements for environmental monitoring during

project implementation.

75. Contractor conducts training on EHS for all workers, including Sub-contractors’

workers as well. Information about conducted training is presented in below table.

5 FUNCTIONING OF THE SEMP

5.1 SEMP Review

77. First version of SEMP Contractor submitted in October 2017 in the beginning of

commissioning of construction works. The SEMP was forwarded to CC for revision and

approval. Since first SEMP submission 4 versions of SEMPs were reviewed by CC. The final

version of SEMP was sent in June 2018 to DAIIIP and now it is in an approval process.

6 GOOD PRACTICE AND OPPORTUNITY FOR IMPROVEMENT

6.1 Good Practice

78. During reporting period no examples of good practice could be presented. All

performance was implemented within planned activities.

6.2 Opportunities for Improvement

79. Condition of access road to construction site significantly deteriorated since beginning

of construction works (October 2017) due to transportation of heavy materials. Considering

duration of the project (4 years) and fact that the road is used by local population, some actions

are needed to be undertaken to improve condition of the road. It should be noted that full

rehabilitation of the road is included in the Contractor’s Scope of Works. However, in

accordance with the Scope of Works, rehabilitation has to be done after completion of the

construction.

7 SUMMARY AND RECOMMENDATIONS

7.1 Summary

80. Implementation of environmental safeguards during reporting period noticeable

improved. Particularly, per ADB and DAIIIP requests all necessary environmental permission

from relevant governmental authorities were received, Takhiatash TPP and Contractor started

implementation of environmental monitoring of construction site and in accordance with

corrective action plan. During reporting period Contractor mobilized on the construction site

International HES specialist and Sub-Contractors hired or designated international or national

environmental specialists.

81. Almost all corrective actions indicated on CAP have been implemented excluding two

actions which will be implemented after CCGT commissioning and starting decommission of

old blocks.

7.2 Recommendations

82. Requirements on conduction monitoring of ground water in term of reviewed

parameters need to be revised. A list of parameters provided in EIA (Environmental Monitoring

Table) includes analysis of heavy metals which is very costly. In addition, ground water from

wells are checked on bacteriological pollution which is very unlikely occur in monitoring wells

due to construction activities. Water from these wells are not used for drinking purposes

Therefore, it is recommended to revise a list of analysed ingredients and optimise them with

consideration of types of impacts which could be caused by construction activities.

83. In summary, the following actions are recommended for the next reporting period:

• Approve the final SEMP – 3th quarter of 2018;

• Revise monitoring activities of Contractor in term of ground water – 3rd quarter of 2018;

• Provide waste collection bins within territory of Construction camp – 3rd quarter of 2018;

• Improve practice of storage oil/fuel materials on the territory of construction camp and

sites - 3rd quarter of 2018;

• Complete rehabilitation of sludge ponds – 4rd quarter of 2018.
