Following our little story about El-wood Haynes, pioneer auto builder, whichappeared in our last issue, I was agree-ably surprised to find that one of myfellow employees was born in Kokomo,Indiana. I certainly did not expect tolearn that he knew Mr. Haynes person-ally. The young man is Galen Hutchens,and he builds MUELLER Regulators foruse on gas and water lines. He told methat when but a small lad, he lived onthe same street with Mr. Haynes. Oftenthe old gentleman would come walkingby, and seeing the boys out playing nearthe sidewalk, he would stop to talk tothem. Frequently, as he turned to go on,he would pat young Hutchens on thehead and say, "You are a very good boy."He was a very kind old man and all thechildren in the neighborhood liked him.

Armistice DayI have been musing a little these days.

As I write these lines, Armistice Dayhas just passed. Naturally, as a veteran,

Charles B. King of Larchmont, NewYork, participated in America's firstautomobile race. He was the umpireassigned to the Mueller-Benz car. Aseries of misfortunes, caused by theblizzard that struck that day in Chicago,was too much for Oscar Mueller, thedriver. He lapsed into unconsciousness.Mr. King seized the tiller, and holdingthe limp body to his side, piloted theMueller car to second place. (A completeaccount of the race was given to MuellerRecord readers earlier this year in theJanuary-February and March-April is-sues.)

Perhaps too little attention was paidto that memorable race at that time.Automobiles were still considered bymost people to be the untried inventionsof cranks and crack-pots. Five years ago,upon the fiftieth anniversary of that

famous event, there was held in Chicagoa re-enactment of the race. Mr. Kingparticipated in it. It was this occasionthat emphasized the very important partthat Mr. King played in this contest.The Mueller Co. felt that they wanted todo something to show their appreciationto him.

So on August 16, Mr. King was in thespotlight again as the company paidtribute to his part in the race. A beau-tiful silver bowl was presented to himby Mrs. Charlotte Schluter of Princeton,New Jersey, grand-daughter of Hierony-mus Mueller who built the original auto-mobile. She is now a member of theBoard of Directors of the Mueller Co.Also officially representing the companyat the ceremony in Mr. King's home wasMr. Leroy J. Evans of the New Yorkoffice.

Mr. King is an internationallyfamous auto pioneer and has manyinventions to his credit. One ofthese was a four-cycle four-cylin-der "block" motor which he de-signed in 1894. This was the firstof its type for autos and the firstfour-cylinder block engine, whichlater became the standard typefor automobiles and marine en-gines.

Today Mr. King's home is oneof the show places of Larchmont.He has in it a large collection ofmaterial and exhibits relating tothe early automobiles. The ac-companying pictures fail to dofull justice to the beautiful homeand its lovely surroundings.

ONE OF THE FASTEST growing sec-tions of our great country is South-

ern California where the population ofmany cities has increased at an almostunbelievable rate the past few years.Notable among these is beautiful Al-hambra, neighboring Los Angeles on thenortheast side. The City Water Depart-ment has kept pace with the growth ofthe city as a whole, and we present here,briefly, some interesting facts about thatefficiently operated department.

A brief history taken from the cityflies reveals that the present system hadits inception way back in 1874. In thatyear the Lake Vineyard Land and WaterAssociation acquired the land now inAlhambra which was at that time partof Pasadena and on which the wells werelocated that furnished the area with wa-ter. In July, 1883, the Association soldpart of the water right to the AlhambraAddition Water Co. who served the areauntil 1907 when they sold out to the SanGabriel Valley Water Co. In 1916 thesystem was purchased by the City ofAlhambra and has been operated as amunicipal department from that time on.

Water for the city of Alhambra has,as its source, nine deep wells, fromwhich water is pumped to storage reser-voirs, having a total capacity of 28,293,-100 gallons and thence into the distri-bution system. It is a significant factthat there is no elaborate treatmentplant as the water is normally consumedin the same pure state from which itcomes out of the ground and in which notreatment or purification is necessary.Only on rare occasions is a small amountof chlorination done for special condi-tions that arise. The chart below givesa good comparison of how the City ofAlhambra and its water department havegrown.

A great deal of the growth is due tothe leadership of Mr. J. W. Clay, Super-intendent, and Mr. Harry Dorsett, Assis-tant Superintendent. Mr. Dorsett hasbeen with the department since 1920.

One interesting item in their improve-ment program is a new main servicetruck recently designed by Mr. Dorsett.Of course, most water departments haveservice trucks, but every operator is in-terested in seeing how some other super-intendent has solved the service truckproblem.

The new Alhambra service truck istruly a "machine shop on wheels," andcarries in neatly arranged spaces all ma-terials and tools usually needed, includ-ing the old standbys: their Mueller "A-2"and "B" Machines. The truck has equip-ment to run services from the main tothe meter, and to maintain these ser-vices and the mains as well. It also hasa trailer hitch which enables them totake along the air compressor to operatetheir Mueller "C-l" Drilling Machine andother equipment. The body of the truckas well as the interior arrangement wasplanned by Mr. Dorsett. The variousbins and fixtures were installed in thecity's own shop. The exterior is painteda dark blue and the interior is done in alight gray.

Materials carried in the truck at alltimes include the drilling and tappingmachines, complete pipe cutting andthreading equipment, a pump for drain-ing bell-holes, wet weather gear for ser-vicemen, lanterns for warning the public,and miscellaneous tools. There is alsoan ample supply of service materials,such as corporation stops, curb stops,etc. It is interesting to note that theMueller "B" Machine shown in the photowas purchased by the city in 1918 andis one of three now in use. The Mueller"A-2" Machine next to it was first putinto service in 1920.

WHEN SOMEONE mentions Athens,Greece, there comes to mind pic-

tures of the ancient Athens: the Acrop-olis, the Temple of Zeus, and the famousParthenon. One scarcely thinks of mod-ern Athens, with its modern buildings,air fields, and an up-to-date water sup-ply. The present water system of Athens,though still depending in part upon Had-rian's aqueduct, has been brought up-to-date. It will produce annually over741/2 billion gallons. But water rationingwill go on.

Actually, rationing is not new toAthenians. The city, situated as it is, inthe Attica plain has had a water problemfor over 2,000 years. The barren, stonysoil and the dry climate are deterrentsto an adequate water supply. Since the

time of Pericles, who built the Parthe-non in 483 B. C., there has not been asufficient supply of water. Emperor Had-rian began an aqueduct which carriedunderground water from the plains intothe city of Athens. His successor, An-tonius Pius, completed it in 140 A. D.This aqueduct is still a vital part of thewater system of Athens. Over the cen-turies it had been necessary to repairand extend the aqueduct, but never hadthe water supply caught up with theneeds of the community.

In 1926 a modern Hadrian was calledin to rebuild the water system. Mr. ClydeW. Potts, internationally known con-struction engineer, was sent by anAmerican engineering firm to supervise

UNCLE SAMEVERYONE KNOWS that kind, gen-

erous, lovable old character calledUncle Sam. Yes, we are all proud tobe nieces and nephews of this grand,old uncle. But how many know the waythis character originated? We thoughtthat our readers would like to know.

Finding the origin of the name waseasy. In Troy, New York, there lived ameat packer named Samuel Wilson. Hewas known as "Uncle Sam." During theWar of 1812 Sam Wilson acted as agovernment inspector, and as such,checked the barrels of meat furnishedby the different government contractors.If the contents were OK, Wilson stampedthe barrels with "U.S." (for UnitedStates). When someone asked what theinitials stood for, another worker re-plied, "Why they are for Uncle SamWilson, the government inspector." Thename caught on and soldiers were soonsaying that Uncle Sam was feeding andcaring for the army. In time the namebecame well estab-lished as a symbol ofour country.

But we are aheadof our story. Englandwas pictured as a ro-tund man called JohnBull, and the cartoon-ists made high sportof t h i s character.When the colonies ofAmerica came into be-ing, many were thesymbols used to desig-nate the U n i t e dStates. They picturedthe colonies as a wild,red Indian; a rattle-snake ; an eagle; or abucking horse. Thensome European artistconceived "BrotherJonathan," a tall,lean, shrewd fellow

from New England. A direct descendantof Yankee Doodle of the RevolutionaryWar days.

When the War of 1812 came along,Uncle Sam was first mentioned as re-lated above. The race for popularity be-tween these mythical characters con-tinued. In time Uncle Sam came torepresent the head of the collectiveAmerican household and typified theUnited States. His nephew, Jonathan,personified the American people. Jona-than stayed in the lead until near themiddle of the century. European artistshad some influence in keeping him there.

Uncle Sam as a cartoon character firstappeared in 1834. In a cartoon labeled"Uncle Sam In Danger" he was shownsurrounded by President Jackson andhis cabinet. He is a sick man and theyare treating him by blood-letting andpurging; and it is Jackson who hasopened a vein in Uncle Sam's right arm.The patient is clean-shaven, wears a

nightcap and stripedwrapper. We h a v eshown here a portionfrom an old print thatyou may see how Un-cle Sam was dressed.

A few years lateranother cartoon ap-peared and was titled,"Uncle Sam With LaGrippe." Here the pa-tient is an older manand is seated in achair much too nar-row for comfort. Hisnightcap has the word"Liberty" across thefront. His dressinggown has stars on theshoulders , and thesleeves and body ofthe gown have stripes.The bow tie first ap-pears here. In this

cartoon he was being doctored by Jack-son, Benton, and Van Buren. The latterwas dressed as a nurse. We have shownonly the figure of Uncle Sam in our illus-tration. Brother Jonathan appeared inthis cartoon. It is the only one whereboth characters were in the same pic-ture. By 1850 Jonathan was definitelyplaying the role of nephew to Uncle Sam.

In 1846 E. W. Clay, an English artist,made a good cartoon on the MexicanWar and General Taylor. Here we seeour uncle for the first time in a frock-tailed coat, high boots, and wearing awhite plug hat with a feather in frontlike a West Point cadet. In 1865 WilliamNewman showed Uncle Sam wearingstriped pants, a dark coat, and a darkplug hat.

Thomas Nast, one of America's great-est cartoonists, did much to give UncleSam his present form. In 1872 he fea-tured General Grant's re-election as pres-ident. The cartoon shows Uncle Sam andGrant shaking hands. Here we find UncleSam with a beard for the first time. Andhis striped pants have a bootstrap. Al-ways before, the trousers were tuckedinside the boots. The high hat did nothave stars. Keppler, another famousartist, put stars on the vest in one of hiscartoons of 1880. Homer Davenport drewsome fine caricatures in the Teddy Roose-velt campaign and further crystallizedthe portrayal of Uncle Sam.

Probably the most famous Uncle Samknown to the present generation is thewell known war poster by James M.Flagg. It was first used in World War Iand is credited with recruiting many menfor the army. It was reissued in WorldWar II. In this poster Uncle Sam ispointing his finger at the observer, andis saying, "I want you for the U.S.Army."

This cartoon shows the way Uncle Sam is used by cartoonists to portraynational situations. Sometimes he is sad, at times he is beaming withsmiles, but here he is serious as he reflects on the Korean situation.

with bootstraps under the high boots.His blue coat is the frock-tailed type.Some artists show a star on the cuff ofthe coat or on the lapels. His white vesthas stars on it. He wears a high, wingcollar with a loosely tied bow tie. Hishigh beaver hat has white stars on theblue hat band. A few artists show thecrown with red and white stripes. Al-ways he has long hair, parted on theside, and a generous-sized goatee.

While our Uncle Sam still has a tall,

lean frame and a bit of the look of afarmer about him, he is not the rusticindividual he was one hundred and thirtyyears ago. He has a kind, jovial, gen-erous look on his face, but he is shrewd,too. When you see him you know that heis not the sort of fellow that could beeasily swindled in a horse trade. He hasbeen a mighty good Uncle to us all, andit is only fair that we stand behind himin all that he does. To us he typifies theAmerican way of life.

MR. S I M M S T A R E S 1 BOWIN SPARTANBURG, South Carolina,

there is a modest, unassuming manwho has been in charge of the waterworks system of that city for thirtyyears. Taking over an obsolete and in-adequate water works plant, he has addedto and improved it and increased boththe quantity and quality of the water.Along with this he has done an outstand-ing job in public relations. Today thissystem is one of the finest along the At-lantic seaboard.

This man is Mr. R. B. Simms, Super-intendent of Public Works. That hisachievements are outstanding is testifiedto by the fact that on May 11, 1950, hewas signally honored. The enlarged plantwas renamed "The R. B. Simms Filtra-tion Plant," and on that day a bronzeplaque was unveiled with appropriateceremonies.

Though the vision and determinationof Mr. Simms was the chief factor in hissuccess, one must not overlook the fact

that he was able to secure a Commissionthat had confidence in him and supportedhim in every move he made. The ex-panded plant is a fine example of thefaith of this man in the future of his city.

The public relations side of this storyis interesting. When, in 1924, an en-gineering study revealed that a newsource of water was necessary, a 200-acre site was secured on the South Pa-colet River. The public was kept in-formed by continuous newspaper pub-licity as to water use, needs, financialcondition, and so forth. Such a frankdiscussion over the years with the waterusers assured full public support to thesuperintendent and his commissioners.Bond issues for improvements have beenwillingly voted for by the citizens.

The land surrounding the filtrationplant is admirably suited for park pur-poses. Some seventy acres have beendeveloped into a beautiful park. The cen-tral piece is a crescent-shaped, natural

lake known as "Rainbow Lake." It hasa %-mile shore line partly covered bypine, poplar, and oak trees. Water iscarried into the lake by gravity throughtwo overflow pipes, one near the divingplatform and the other near the powerplant. A fountain in the center also sup-plies water to the lake. It can shoot aspray almost 100 feet high. The areaused for swimming has a sloping con-crete floor. Diving towers, bath houses,concession stands, and four life guardsprovide all that any modern pool has.Necessary sanitary safeguards are sup-plied so that "Bob's Swimming Hole"(as workmen used to call the small pond)is quite popular today.

The park area has rustic shelterhouses, picnic tables, and all the usualconveniences—all free of charge. Al-though the plant, pool, and park are

twelve miles from Spartanburg, thou-sands of people enjoy the swimming andrecreational facilities during the sum-mer. As many as 5,000 have been countedin a single day. The cost of operation ofthe pool and park facilities comes fromthe concession profits. But the most im-portant benefit of this whole project isthe improved public relations which hasbeen the result. Here is a dividend thepeople never expected when they putthrough the bond issue for the originalplant.

The present efficient plant is quite acontrast to the first spring which sup-plied the town its water in 1785 whenSpartanburg was first built. According torecords, a well was dug in the center ofthe Square in 1838. But more wells hadto be dug as the community grew. Thesein time were inadequate, and the townin 1887 turned to a private water workswhich got its water from the ChinquapinCreek. Eventually mechanical filtrationwas introduced—with tub filters. In 1907the city took over the private plant andinstituted the board of three Water Com-missioners to manage the new Spartan-burg Water Works.

When Mr. Simms was employed as su-perintendent, the city got its water fromseveral creeks. The plant consisted of asedimentation basin dug out of a hillside,and wood-tub filters. Yet customers usedan average of 2,000,000 gallons daily.Meters supplanted the flat-rate, and con-sumption dropped for a while. It climbed

up again with the continued increase inpopulation.

By 1924 it was inadequate. Encroach-ing of industry and homes on the watershed made the move to the present loca-tion necessary. Here in the foothills ofthe Blue Ridge mountains was amplewater. A dam was built at the shoals inthe South Pacolet river, and the im-pounded water flows by gravity througha 78-inch penstock line down to thehydro-electric power plant. The currentgenerated runs the water plant, and thesurplus electricity is sold to a powercompany. The power house is one of Mr.Simms's outstanding contributions, forit has been a real factor in the excep-tional financial condition of the waterworks. The power plant cost was amor-tized in 20 years, and today produces anannual return to the water departmentof $60,000.

The filtration plant consisted of twomixing and sedimentation basins and sixone-million gallon filters, discharginginto a 750,000 gallon protected, clearwater well. Pumps in the power housecarry the water three miles to the three-million gallon reinforced concrete tank.From here it flows by gravity through a27.56-inch cast iron pipe line about ninemiles to the city. To insure uniformwater pressures and an adequate supplyof water for fires, a 1,500,000 gallon ele-vated tank was erected in the center ofthe distribution system.

By 1939 it was seen that the growthof the city would soon require morewater than the plant could provide. Sowith his usual foresight, Mr. Simmsasked the Commissioners to enlarge thesystem. The additions were a new sedi-mentation basin, a mixer, and a three-million gallons daily filter arranged towash in two sections. A 20-inch line wasrun to the high-level reservoir, and a24-inch gravity line to the city was laid.A five-million gallons daily pump wasadded. These improvements increasedthe plant capacity to nine million gal-

lons daily. But during the war yearswhen Camp Croft was built nearby, themaximum often went well over elevenmillion gallons a day.

1947 saw another increase in plantcapacity. A three-million gallon steelground storage tank was constructed tooperate along with the old reinforcedconcrete reservoir. A new sedimentationbasin has been built and along with it aflash mixer and new control equipment.One-ton chlorine containers are used,and the chlorine equipment is locateddirectly above the space where the con-tainers are stored. It was these improve-ments that were formally dedicated onMay tenth.

It is evident to all that Mr. Simms hashad the best interests of the citizens ofSpartanburg in mind when he advocatedthe several increases in the water plantcapacity ahead of the actual needs ofthe city. The same clear thinking pre-vails in other phases of the water dis-tribution system under his supervision.He says that he has used Mueller BrassGoods for fifty years. Mueller Fire Hy-drants are a part of the efficient fireprotection system, as may be seen insome of the photographs shown here.

We, too, want to offer our congratula-tions to Mr. Simms for the honor thathas been conferred upon him. We knowthat he deserves it after making such aremarkable record in the thirty years hehas been at Spartanburg.

Fredericksbnrg Digs lip Some Old OnesFredericksburg, Virginia, is a city

steeped in tradition. From early colonialdays until now many events have oc-curred to add to its rich history. Butwe want to share with you one of theunsung events that today is makingnews in the water and gas industries.

In 1837 the original gas plant of thetown was erected, and the first gas dis-tribution mains were laid in the city ofFredericksburg in 1837. The plant wasprivately owned until the city purchasedit in 1906, and it has been operated asa municipal department since that date.

The gas system now contains approxi-

mately 30 miles of cast iron distributionmains. According to Mr. Eldon M. Vess,City Engineer, MUELLER CorporationStops were used and all meters are hungon MUELLER Meter Bars. In 1948 sev-eral hundred feet of the original pipewas dug up and replaced with new castiron. The old pipe was evidently pit-castin eight-foot lengths and with shallowbells. Mr. L. J. Houston, Jr., City Man-ager, advised us that the pipe was in aremarkable state of preservation. In regard to the water service, someof the facts may be lost in antiquity.The old Aqueduct Company laid whatwas called the Fredericksburg AqueductLine. This was, according to the bestavailable knowledge, laid in 1850. Itwas a 3-inch main. The pipe, which isstill in excellent shape, was used to servewater customers as late as 1920. Mr.John L. Perry, General Superintendent,says that he occasionally finds one ofthe old "friction" or "drive-in" type ofcorporation stops still in service. Theseprobably were taken from the old Aque-duct Line and are still giving good ser-vice.

The original system, constructed in1884, consisted of one settling basin andone reservoir, along with the distributionsystem. A water-operated piston pumpfurnished pressure for the system. Theplant was expanded, and steam pumpswere installed. Later electric, two-cylin-der, double-acting pumps were put in.In 1916 the first electric, centrifugalpump was installed, and in 1927 the firstcomplete filtration plant was constructed

A major repaying project on PrincessAnne Street (U.S. Route 1) is under-way, and Mr. Houston, along with Mr.Vess, agreed that now was the time tomake some needed improvements in thewater distribution system. This yearthey are replacing approximately sixteenblocks of 3-, 4-, and 8-inch cast ironpipe laid in 1884 with new 6-, 8-, 12-, and16-inch mains. All 4-inch pipe is being-salvaged for use in the gas distributionsystem, and the 8-inch pipe will be re-laid in the water system. The pipe is inexcellent shape, and although needing agood cleaning, these men believe that itwould easily last another 66 years.

Appointed to A.W.W.A. Staff

By action of the Board of Directors ofthe American Water Works Association,Mr. Raymond J. Faust of Lansing, Mich.,has been appointed Executive AssistantSecretary of the American Water WorksAssociation, effective on or about Jan-uary 1, 1951.

Mr. Faust at the present time is Chiefof the Water Supply Section, Division ofEngineering, Michigan Department ofHealth. He was born in Millersburg, Pa.,September 16, 1901. He was graduatedfrom Pennsylvania State College withthe degree of B.S. in Sanitary Engineer-ing in 1923 and received his C.E. fromthe same institution in 1935.

From the time of his graduation in1923, Mr. Faust has been in the contin-uous employ of the Michigan Departmentof Health, Division of Engineering. Hisduties covered the entire gamut of pub-lic health engineering in the water andsewage fields. In recent years his dutieshave been confined principally to watersupply. His earlier routine field activi-ties have been replaced by administrativeresponsibilities and contacts with muni-cipal officials in relation to water supplyimprovements.

Mr. Faust is at present a member ofthe Board of Directors of the AmericanWater Works Association representingthe Michigan Section. He joined the As-sociation in January, 1938, and has beenactive in the affairs of the Section sincethat time, serving the Section as trustee1939-41 and as Secretary-Treasurer from1944 until the time of his election asDirector in 1949. He received the FullerAward in 1946.

Mr. Faust is a registered professionalengineer in Michigan and is a member ofthe American Public Health Associationand the Lansing Engineers Club.

the work. Many of our readers in theEast will know Mr. Potts. He built thewater and sewer systems in Jersey City,Buffalo, Pittsburgh, and other cities inthe East. He also constructed the sewersystem in Havana, Cuba. He last servedas mayor of Morristown, New Jersey,twenty-four years, and died last May atthe age of seventy-three.

His firm built a modern water works,including construction of the MarathonDam. This is the only marble-faced damin the world: This system was put intooperation in 1932. There were reservoirswhich held 119 million gallons a day. Afiltration plant was built to handle 148million gallons daily. And 537 miles ofwater mains were laid. This system wasadequate for only eight years; and thenrationing went into effect again.

At the time the dam was completedthere were 600,000 people in Athens.Today the population is estimated at1,300,000 persons. The city outgrew thecapacity of the plant. By 1945 the sup-ply was so inadequate that all homeswere allowed water for but three hourson every third day. More than sevenmillion dollars have been spent since thewar to increase the supply. Today,Athenians may have water for threehours every day.

But it is hoped that this situation willsoon be remedied. EGA will advance$836,000 for a special project to bringwater through a system of tunnels andaqueducts. It will extend from Kakosa-lessi torrent, fifteen miles away, to theMarathon Dam of Athens. Another $1,-717,000 of Marshall Plan dollars will beused to enlarge the distribution system.Many new mains will be laid to carry theextra supply of water. An extra tax onwater consumers will be added to helppay for the improvements.

The new water supply is to be avail-able this December. But even then ration-ing may still go on, as the project isconsidered only a stop-gap measure untilsomething better can be provided.

Mr.Harry Wheeler is Superintendent of theGas Plant; Mr. Whitfleld Williams isSuperintendent of Filtration; and Mr.Perry (referred to earlier in this article)is in charge of construction and main-tenance of distribution. He has been withthe city for 35 years. Mr. J. L. Houston,Jr., is the present City Manager, havingheld the post since 1918. He is knownas the "Dean of City and Town Managersof Virginia." In fact, several managersthroughout the state were formerly inhis office and were trained by him.

Let me state at the start of these in-formal chats that I am writing, not forthe money in it, but out of a sheer desireto help folks along the road to romance.And may I add, I know whereof I speak?I have snooped around divorce courtsgetting facts; I have dated the judges,getting matter-of-fact; I have hauntedmarrying parlors; I have spent many anevening along a wooded country roadseeing romance first-hand; and then, ofcourse, I have had puh-lenty of experi-ence myself. So to avoid the pitfalls inthe pathway to happiness, study myarticles closely. But do not do as I do;do as I tell you to do.

Most girls take our young men toolightly. They say, with a shrug of theirshoulders, "Men are like street cars; ifyou miss one, another will be along soon."True enough! But may I finish the par-able? After the peak hour is passed,and night has come, the cars get lessfrequent. Finally, after midnight, theregular service is stopped, and the owlcars creep out. These run but once hour-ly, and everyone knows that they arethe worst and most dilapidated cars inthe barn. So if you would marry, girls,don't wait until the "night owls" are theonly ones left. Get going early.

And now for my thought of the day.A young matron wrote me after readingone of my articles, saying, "My husbandthreatens to leave me. Shall I tell himto go?" And my very frank answer was,"Yes—but finish the sentence."

I took part in the big parade downtownon the evening of November 11. Butsince I am a Scoutmaster, I marchedwith my troop of Boy Scouts instead ofwith the Legion. It is part of my taskas a Scout leader to instill into theseboys, by what means I can, a love fortheir country and their flag; an appre-ciation of the precious heritage of lib-erty that is theirs. As I marched alongbehind the flags I was distressed at theattitude of unconcern shown by so manyof the spectators lining the sidewalks.After two wars to preserve our liberty,and with communism trying to destroyit again, it is time people gave morethought to their duties as citizens.

Franklin Was RightBenjamin Franklin once said, "Lib-

erty will not descend to a people, apeople must raise themselves to liberty;it is a blessing that must be learnedbefore it can be enjoyed."

Yes, Franklin had a point there. Wehave to work at it if we expect to pre-serve and keep this precious thing calledliberty—or freedom. And what is thisfreedom? Is it some one thing that canbe handed to us all in one package?Fortunately,—no! Our freedom is thesum total of many little things like goingto vote, serving on juries, not hoarding,sharing with others, loyalty to our coun-try, love of our flag, and proper respectfor it.

It is about that last item that I havebeen concerned. Americans are disgrace-fully negligent in showing their respectto the Stars and Stripes. In your citythere probably was held an ArmisticeDay parade. Ask yourself—how manypeople did you see salute the flags asthey passed down the streets of yourcity?

In Nazi Germany you saluted theswastika flag—or else!!!! (Those ex-clamation points are bullets from thefiring squad.) Probably the same thinghappens today in Russia. You salute thehammer and sickle — or else!!!! InAmerica, no one makes us salute OldGlory. We can skip it if we so desire.

But we should WANT to salute the flag,for it is one way of expressing our grat-itude as well as our respect to theemblem of this freedom that is ours.

Do It The Right WayThe correct way for both men and

women to salute the Flag of the UnitedStates is: stand at attention, hold theright hand over the heart as the flagpasses, look at the flag, and remainsilent. For men wearing a hat: removethe hat and hold it over the left shoulderso that the right hand is over the heart.It is such a little thing to do, but itmeans so much. Let's all do it: and en-tourage others to do it. The next timethere is a parade, let's remember thosestirring words of Henry H. Bennett, thepoet:

"Hats off!Along the street there comesA blare of bugles, a ruffle of drums,A flash of color beneath the sky:Hats off!The flag is passing by."
