Introduction
Department of Empowerment of Persons with Disabilities (DEPwD) has launched Accessible India Campaign (Sugamya Bharat Abhiyan -
http://accessibleindia.gov.in/) as a nation-wide Campaign for achieving universal accessibility for Persons with Disabilities (PwDs).
DEPwD has commissioned v-shesh Learning Services Private Limited (v-shesh) to conduct accessibility audit of 9 buildings/ locations in Jhansi:
1. Office of Joint Development Commissioner, Jhansi Division
2. Department of Irrigation, Jhansi
3. Zilla Panchayat, Jhansi
4. Rural Engineering Department, Jhansi block
5. Bundelkhand Institute of Engineering and Technology, Jhansi
6. Office of Assistant Divisional Transportation Officer, Jhansi
7. Office of Deputy Collector, Sadar
8. Office of Deputy Collector, Tahrauli
9. Office of Deputy Collector, Garautha
These audits were conducted to identify barriers to access for people with physical and sensory impairments as a pre cursor to improving
accessibility at these locations. Audits have been conducted and reports are being provided using checklist provided to maintain consistency
across departments/ locations. Scope of this audit includes both physical environment but also of information and services provided. Approach to
the audit was participatory and included discussions with management as well as visitors/ users/ people with disabilities on needs and suggestions
related to changes in internal and external environment to eliminate barriers.

Bundelkhand Institute of Engineering and Technology, Jhansi (BIET) was established on an area encompassing 240 acres in 1986 with
an objective to develop Bundelkhand region, a back ward region of state of Uttar Pradesh, through growth of technical education and
industrial research. At present the institute runs 7 Under Graduate courses, 7 M.Tech courses and a Post Graduate management course
M.B.A with a total intake of more than 500 students.

Services (along with access of the External and Internal Environment), is provided to persons with disability. In order to ensure
the above, the following elements may need to be considered –
1. Setup an Equal Opportunity Cell (EOC) which can proactively assess and address needs of disabled students. EOC can work as a
single point of contact where students can voice their problems and put forth their requirements
2. Policies and procedures should be aligned to facilitate inclusion of persons with disability - staff , faculty , student and visitors
3. Disability Sensitization across the Institute – Faculty , Staff members and students should be trained for disability awareness and

Observation and Issues
The entire campus is spread over 240 acres of land. The AAU and RSU are at considerable walking distance (more than 500 m) from
each other,with long patches of wilderness . No mode of transportation has been provided for enable comfortable movement across
the campus .
While there is sufficient space to accommodate an accessible walking path along with the vehicular traffic , absence of an accessible
route , hinders smooth movement for all users and persons with disability in particular -
1. There is no Accessible route connecting the entrance gate, parking, alighting point and all other external facilities across the -
AAU and RSU
2. Surface of the pathway is not firm and even. Further , presence of open drains , wide gratings and steep thresholds, makes it
difficult for disabled users to move around independently.
3. Lighting across the campus is insufficient (post sunset)
4. Maps at the entrance and across the campus are missing. Directional and informational signage, as well as tactile markings has
not been provided to suitably guide users across premises. In the absence of these , a first time user and especially persons
with vision impairment can easily get lost

approach to the unit and unclear access path (ref picture below).Threshold were seen across many units to prevent the area
around the water cooler from getting wet and slippery, but it may need to be suitably modified to take both the points into
consideration - accessibility and dryness
2. Taps installed are not of lever types, thus making usage difficult for persons with upper limb impairment
3. No glasses are kept near the water unit for drinking water.
