Valdez Marine Terminal Status of Crude Oil Storage Tank Inspections

OSPR, TOEM Committees PWSRCAC Staff: Tom Kuckertz, Linda Swiss Contractor: Harvey Consulting

May 2012 Board Meeting

Why Are Internal Tank Inspections Important?

1.  Critical Oil Spill Prevention Measure

2.  Collects Data that External Inspections Do Not

3.  Evaluates Tank Foundation, Bottom, Shell, Structure, Roof, Nozzles, and Fire System

4.  Protects Environment

5.  Protects Personnel

6.  Protects Asset

External Inspections Completed Every 5 Years

1.  Shell Exterior

2.  Roof Exterior

3.  Foundation Exterior

Internal Inspections Evaluate Additional Factors

1.  Tank Floor

2.  Annular Ring Plates

3.  Shell Interior

4.  Roof Interior

5.  Roof Support Structure

6.  Fire Protection System

Fire Protection System

API 653 Tank Inspection Industry Standard

Recommends minimum 10-Year Internal Inspection Interval unless:

1.  There is corrosion data from that tank to support a longer inspection interval

or 2.  There is similar service data (from another

equivalent tank) to support a longer inspection interval

ADEC Regulations do not allow similar service

5

Considerations in Setting Internal Tank Inspection Interval

6. Cathodic Protection

7.  Leak Detection

8.  Modifications

9.  Change in Service

10.  Change in Operation

1.  Floor integrity

2.  Shell integrity

3.  Roof integrity

4.  Fire system

5.  Pollution Risk Tank Floor Integrity Drives the API Inspection Interval

Other factors are important but not included in the calculation.

ADEC Regulations on Tank Inspections Intervals

18 AAC 75.065 Field-Constructed Aboveground Oil Storage Tank Requirements. (b) inspection intervals . . .

(1)  may be reduced by the department for tanks (A) over 30 years old (B) that is riveted

(C) with demonstrated structural, corrosion or foundation problem, or (D) after a seismic event

ADEC Regulations on Tank Inspections Intervals

Meaning that to extend a tank inspection interval beyond 10 years there must be tank floor corrosion data for that tank

18 AAC 75.065

Field-Constructed Aboveground Oil Storage Tank Requirements. (a) Must follow API 653 inspection standard (b) may not be based on similar service

ADEC Regulations on Tank Inspections Intervals

18 AAC 75.065

Inspection intervals for a field constructed aboveground oil storage tank (3) may be based upon risk-based inspection . . . assessment must include

(A) a quantitative risk assessment, signed by a registered engineer and conducted in accordance with the American Petroleum Institute’s Risk Based Inspection . . . (API RP 580).

Waiver. (a) The dept may waive a requirement . . . if the owner . . . demonstrates to the dept’s satisfaction that an equivalent level of protection will be achieved by using a technology or procedure other than the technology or procedure required by 18 AAC 75.005-18 AAC 75.085.
