Scope ‘Maritime Access’
4
• Maintenance dredging North Sea + coastal ports
(Zeebrugge, Oostende)
• Maintenance dredging river Scheldt + ports of Ghent and
Antwerp
Scope ‘Maritime Access’
5
• Construction and maintenance of the basic
infrastructure (locks, breakwaters, access roads) of
the Belgian Seaports (Antwerp, Ghent, Oostende en
Zeebrugge)
Division ‘maritime access’
6
• In construction: the largest lock in the world
• October 2011 – march 2016
• Dimensions: 500m x 68m x -17,80m
• Cost price: € 382 mio
Scope ‘Maritime Access’
Legal Framework ‘Maritime Access
Port Decree
•Port Decree (1999):
• New Ports Policy
Maximum accessibility
• Principle:
Equal treatment Maritime Ports
Financing policy for Flemish Ports
• Jurisdiction Flemish government:
• Maritime Access
• Basic Infrastructure
• Subsidizing internal basic port infrastructure
(quays, docks, …)

Under water cells: extra
depths, in the bottom of the
docks
Disposal sites in the
port area
Project Scope – actual solutions
• Project purpose: Sustainable solution for the
dredged material from the Port of Antwerp
• Mechanical dewatering of the sludge
• Storage under ‘controlled conditions’
• Capacity of 600.000 tonnes of dry solids/year
• AMORAS: Antwerp Mechanical Dewatering,
Recycling and Application of Sludge

Project Planning
History of pre-research
Mechanical Dewatering (MD)
14
1998: Pilot tests MD (belt presses)
1999: Comparitive study lagooning vs. MD
2000: Pilot tests MD (filterpresses)
2001: feasibility study
15
2005: design
2007: tender
2003: process design
2008: contract design & build
2011: start up operations
Project Planning
Request for candidates on European market
• Stringent selection criteria
• financial capability
• technical experience
• references
• …
• Selection of 4 candidates
16
Project Planning
Request for Proposal (RFP)
• RFP to the 4 selected candidates
• Multiple award criteria
• Large and complex contract:
DBFO (Design Build Finance & Operate)
The contractor is responsible for 15 years of
operation/maintenance
• The contract was awarded to THV SeReAnt
(for a total amount of ±500 mio euro)
17
No PPP= Public Private Partnership: Flemish
Government (FG) keeps a strong grip on the
project and retrieves the new know how
= only partial pre-financing (60%)
=FG is the only owner of the plant

Valorisation of mechanically dewatered sediment
21
• A flexible installation
• A well monitored process
• Result = filtercakes = an alternative raw material

Light weight aggregates
Concrete & mortar (filler)
Bricks Infrastructure (bulk use)
22
10% substitution of natural clay for bricks
10% – 20% substitution of natural clay for light weight aggregates
Use as filler (fine fraction, 100% dry matter) for concrete & mortar
Bulk use in infrastructure works
VAMOraS
Goals
23
• The waste of today is the raw material of tomorrow
• Therefore the industry of materials has to be aware
and start to act in this way
• On this matter a sustainable long – term solution for
dredged sediment is feasible
