The idea of a skate-park in Vanderhoof has been thought of numer-ous times but never fol-lowed through, until now.

“These kinds of ini-tiatives only get legs when people in the com-munity get involved. [This idea] came from a pile of people who are just coming together now,” said Mayor Gerry Thiessen.

Orlanthia Habsburg, 34, a single mom of three boys who moved from Fraser Lake last year, is one of the dedi-cated parents pushing for the park. Ever since arriving in Vanderhoof it has been one of her

personal missions to have a skatepark put in.

“I thought there was one here but when we moved I realized there wasn’t and my son got mad at me,” joked Ms. Habsburg. “It was such a long summer with

school being out, so my middle son Josh 11, has been skateboarding all around. I don’t know where he goes and that’s the problem.”

Youth that attended the meeting felt the park needs beginner and intermediate level elements and should include components such as bowels, half pipes, euro gaps, rails and steps. The size of the park was also talk-ed about. Participants felt the park in Fra-ser Lake was too small and lacked a variety of skill levels, and that the park in Prince George is a much better size, at 10,000 square feet. Possible places for the park were mentioned as Riverside Park, Fer-land Park, beside the arena, the old baseball diamonds, and by the museum. Ideal loca-tions were suggested as by the arena or behind

the municipal of� ce. A general consensus was that the park should be in a public location to keep the park safe, and not in a residential area because of noise con-cerns.

Some other concerns have been that the park will cater to a certain crowd.

“There used to be a stereotype that skate-boarders cause trouble, but these kids just want to hone their skills,” said Ms. Habsburg. “Bad things happen everywhere so parents should be talking to their kids about what they can and can’t do. Some kids do hockey, some kids do soccer, some skateboard and, it’s truly amazing what

some of these kids can do on a skateboard.”

Some folks have asked Ms. Habsburg why her efforts are not geared toward the com-munity pool.

“That project needs millions and millions. This is quicker and fast-er for in the mean time and I’m not sure I can go another summer without

one for my son,” said Ms. Habsbur. Her plan is to have the skatepark built by next year.

An estimated cost of the park is about $40 a square foot. Meaning a 10,000 square foot park would be $400,000. At the last design meeting staff discussed the start of a non-pro� t group that will help with fun-

A loud and lengthy train whistle has re-peatedly caused late-night disturbances for some Vanderhoof resi-dents living close to the tracks. Despite the fact that the train whistle represents a warning, some folks still � nd it to be intrusive.

“I know they are trying to be safe but some conductors are just rude about it. They should be consider-ate to people who live close by. Some hold it down all the way through town and it wakes me up where I’m sitting straight up in bed,” said Nadina Raphael, 19, who lives by the Country Pub on Church Street.

There is however a reason such a loud horn is used. According to the Transportation Safety Board of Cana-da, BC railways see an average of six trespass-er fatalities and two crossing fatalities each year. Across Canada, 127 people died in 2013 on CN railways, which is why CN employees must go through exten-sive safety training and continually adhere to safe practises. This in-cludes use of the trains whistle.

Laura Besinger is the spouse of a CN worker and feels strongly about the cor-

rect use of the whistle. “My boyfriend

drives train for CN and yes some guys overuse the whistle but they do have a certain protocol that they must follow. He’s had many close calls with people and that’s nothing anyone should ever have to deal with,” said Ms. Besinger.

At crossings, the locomotive engineer must sound two long, one short and one long blast of the whistle. The � nal long blast must be soundly as the locomo-tive enters the crossing. Since there are three crossings in Vander-hoof, the train must repeat this sequence. The whistle volume is also preset and does not

vary. Whistle require-ments are laid out in the Canadian Rail Operat-ing Rules (CROR) and are continually moni-tored by an on-board computer. Should an incident occur, the ‘event recorder’ can be checked to ensure the conductor did indeed use the whistle.

“But it’s just too loud coming through town near residential areas. It would really frighten [my daughter] when she was little but over time she has gotten used to it,” said Todd Rickard, who lives in the towns core.

Years ago only a few trains passed through town while now, up-wards of 20 trains can be seen and heard on

any given day. Consid-ering CN worked hard to have people settle along the railway, May-or Thiessen feels they have the responsibility to work with the com-munity.

“They should work with us to make it liv-able with peace and en-joyment. They need to work with us to � nd a solution,” said Mayor Thiessen.

Although the town’s bylaws have regula-tions about noise, by-laws do not apply to CN because it is feder-ally regulated. There is however the possibil-ity to review a railway junction to see if whis-tling can be waived at that particular crossing.

The town has looked

into the steps required but have determined it would be much to ex-pensive. First the mu-nicipality would have the cost of hiring a CN appointed engineer to do a report on what exactly would need to be done. The town would then have to run fences 400 meters in each direction at both crossings and the junc-tion near the museum would have to have bar-rier arms put in.

“The ball park would be about $500,000 to get the whistle to stop,” said Tom Clement, director of community devel-opment. “It would be nice to have it but its unlikely we would � nd funding to do that type

of thing.” Even if the proper

measures were secured to exempt the whistle, onus would continue to be on the municipality for injuries and fatali-ties.

Janine Lindstrom-LePoidevin grew up but the tracks in Van-derhoof and feels the whistle is necessary be-cause people are care-less.

“I grew up close to the tracks and heard them all the time, day and night,” said Ms. Lindstrom-LePoidevin. “Personally, I would much rather be woken up if it means it might save a life.”

Enbridge’s new round of advertising

Dear Editor,

We are about to face yet another barrage of En-bridge Northern Gateway pipelines advertisements.

The last round had glitzy nature photos and poems which ran in various newspapers including the Caledo-nia Courier. It is still pretty fresh in my mind, certainly not because they shed a positive light on the pipelines project as Enbridge thought they would.

The most outrageous ad in my opinion was The western red cedar-- “It’s lived here for hundreds of years. It should live for hundreds more. And not make way for a pipeline.” Shortly after those ads ran En-bridge’s contracted crews, executing provincial-issued investigative permits, cut down ancient cedars in Hais-la traditional territory near Kitimat. Fourteen of the trees destroyed had been culturally modi� ed in some way by the Haisla people; living evidence of their his-

tory years before British Columbia became a colony. Now, they are getting personal. In presenting their

new “Life Takes Energy” advertising campaign to the Financial Post last week, the company said “when people’s energy and Enbridge’s energy meet beautiful things happen, whether that is a baby’s � rst bath, a car ride with your dog, an unforgettable dinner or the trip of a lifetime, all these amazing moments that de� ne our quality of life, Enbridge is there in a small way”. Enbridge Northern Gateway’s web site ad states “We understand that your life takes energy. And we are proud to bring it to you.”

I � nd myself wondering, is Enbridge Northern Gateway proud of the large part they are playing in Mother Earth’s suffering?

The big story at this year’s Union of B.C. Municipalities conven-tion was a report commissioned by the B.C. government that reveals municipal pay increases for unionized staff have been running at twice the rate of provincial raises.

When I asked Premier Christy Clark about the intent of this report, leaked just before the annual UBCM convention, she was blunt. It’s to get this issue onto the agenda for the November municipal elections, which the province has decreed shall be for four-year terms instead of three. After local elections, discussions with surviving and incoming municipal politicians will resume.

Things have been going pretty well for the main municipal union, the Canadian Union of Public Employees, for the last couple of de-cades. As local election turnout has gone from bad to worse, munici-pal employees themselves have become an increasingly dominant vot-ing bloc.

Then there are the “labour councils” in urban centres, now almost entirely fronts for public sector unions. They quietly survey council candidates to determine their level of affection for ever-growing pub-lic payrolls, and dole out campaign funds accordingly. Sometimes they organize full slates, with cuddly names like “Protect Coquitlam” to appeal to low-information voters.

During last week’s convention in Whistler, I caught up to Finance Minister Mike de Jong in a brief break from the dozens of meetings cabinet ministers have with mayors, councillors and regional direc-tors.

Is the province going to impose some kind of solution?“There’s not some hidden legislative agenda,” de Jong replied.

More data needs to be gathered, and the report shows ongoing prob-lems with management salaries at the provincial level as well.

Is this the � rst step to imposing a tight-� sted centralized bargain-ing agency, such as the government set up last year to wrestle the B.C. Teachers’ Federation to the ground?

“We haven’t formulated our answer,” de Jong said. “What the data does suggest, however, is that there may well be some merit [to cen-tralized bargaining]. One of the recommendations points to a more coordinated approach to some of the negotiations that take place.”

Will the new municipal auditor general have a role in this?“The purpose of the auditor was not to become an enforcement

mechanism,” de Jong said. “It was to play a traditional audit function on whether taxpayers are getting value for money. To that extent I sup-pose a municipal auditor might be able to comment on the advantages of coordinating efforts.”

NDP leader John Horgan’s attack on the compensation report was as predictable as it was selective. In his speech to delegates, Horgan

called it “one-sided, politically mo-tivated, shoddy work” designed to embarrass local politicians on the eve of their elections.

Did he question Ernst and Young’s numbers, the pay in-creases for municipal union staff of 38 per cent between 2001 and 2012, compared to 19 per cent for unionized provincial staff? Did he question their calculation that over

that period, in� ation totalled 23 per cent? No. The facts being against him, he went with an emotional pitch to distract from them.

Recall that during the � nal days of the teachers’ strike, Horgan sud-denly decided that what was really needed was binding arbitration. This was 24 hours after the teach-ers’ union took that position.

So there’s the big question to be

considered by voters as local elec-tions draw near. Which candidates are looking out for your interests, and which ones are working on be-half of CUPE?

There’s another troubling trend in manipulation of local govern-ment that was more evident than ever at the 2014 UBCM conven-tion. I’ll discuss that in a future column.

Hunting can be an individual passion or something passed down from generation to generation but, despite your skill level, there is always a possibility of hurting someone.

Ross Davidson, a master instructor who teaches the Canadian Firearm Safety Course throughout the Nechako Region, says there used to be a high number of people getting shot during hunting season but those numbers have dwindled since he began teaching the course.

“People were mistaking Johnny Smith for Bullwinkle and now instead of � ying by the seat of their pants, people are going out and learning the proper way being taught by professionals. You can’t shoot a moose without a gun and you can’t possess a gun without a Possession and Acquisition License,” said Mr. Davidson.

To acquire a gun legally in Canada a person needs a PAL Li-cense. To get a PAL you must pass the Canadian Firearm Safety Course, which consists of ap-proximately 12 hours of in class learning and a practical exam to show the instructor that you know how to safely handle a gun.  You are also required to submit your spouses name so

they can be asked about your temperament along with two other character references. This federal license is applicable in every province but Quebec, and is renewable every � ve years with an up-dated photo. 

“But you

cannot get a license and tags without a hunting number, and you cannot get a hunting number without the Conservation Outdoor Recreation Education (CORE) course,” said Mr. Davidson, a course he also teaches once a year. “It’s your key to

the hunting world of this province.”

The CORE course is offered at the CNC in Fort St. James and

Vanderhoof in the fall and is a provincial educational tool for persons aged 10 and up interested in hunting. The program is a 23 to 26 hour course teaching participants about conservation, ethics, laws and regulations, outdoor survival, � rearm safety, and identifying animals.

“Knowing what an animal looks like is one of the most important parts of hunting,” says Mr. Davidson. “Provin-cial and Federal regula-tions tell hunters exact-ly what they can hunt and it is the hunters job to identify the animal before they shoot.”

Hunting is also regulated in accordance to regions the land falls under.

Each region is cut into management units and has its own rules and boundaries. Within those boundaries hunters are allowed to hunt certain game at certain times with certain methods. All the regulations can be found in the BC Hunting and Trapping Regulations Synopsis, which stays current for two years. This hunter’s bible can be found at the hardware store where tags and licenses can also be purchased.

Vanderhoof RCMP continue to get noise complaints with exploding targets on the rise

If it sounds like things are exploding, it’s because they are.

Vanderhoof RCMP have been receiving an increasing number of calls with people com-plaining about explo-sion noise. “People are used to gun shots but what they’re hearing is loud bangs that aren’t guns,” said Corporal Thiessen. “They are exploding targets, and from my understand-ing, are the size of a pop can, that when shot ex-plodes, so the gunman knows they hit the tar-get.” With open season

underway, many hunt-ers want to spruce up their aim by practising on targets. Although it seems like a fun thing to do, police encourage gunmen to always use

proper precautions and to use them away from neighbours homes. Practising safe gun con-trol will help keep ev-eryone safe, including their ears.

4-H summer wrap-up report

Fort St James 4-H Club wrapped up our summer with a camp out at the Cinnabar Research Station. We celebrated a great year and it was even warm enough for us to swim, kayak and go tubing on the lake. It was nice to relax around a campfire after all our hard work. We will be finishing the 4-H year with awards night in Vanderhoof on October 3rd. Congratulations to all our members for their achievements this year!

This year’s fair wouldn’t have been possible without help from local businesses. Bam Bam Trucking Ltd and ABC Recycling gave a gener-ous $400 donation. Conifex Timber Inc. donated $360 in exchange for face painting at their family events. Finally, Cottonwood Marina, Al Millsap and the public of Fort St. James donated returnables.

MILLWRIGHT SITE SERVICES TEAM

Reporting to the Site Services Supervisor, the successful candidate will be part of the Site Services Team which is responsible for the repair and upkeep of a 300 person camp and mine site buildings and infrastructure. Duties include camp maintenance, industrial piping including HDPE process lines and pump maintenance, welding and fabricating and some equipment operating (loaders and excavators).

The successful candidate must possess a journeyman’s trade quali cation and have a minimum of ve years experience in an industrial environment. Preference will be given to applicants with mining experience and individuals who are also licensed or experienced in welding. Good interpersonal and communication skills are essential for this position.

Huckleberry Mines is a remote mine where its employees live in a camp environment on their days of work. The work schedule for these position 7 x 7 (7 days on, 7 days off). Transportation to and from the mine site is provided and while at the mine site all meals and accommodations are provided free of charge to employees.
