MSNP Advocacy Workshop Report

Introduction:

Two days’ advocacy workshop on Multi Sector Nutrition Plan (MSNP) was conducted in

Sakraul VDC with local stakeholders on 23rd and 24th Chaitra 2073. This VDC is one of the

five VDCs selected for the documentation of lessons learnt of MSNP implementation,

identification of nutrition champions in the form of person/s and/or organization/s, and

generation of case studies. The workshop was organized with the main objective as to

provide overview of MSNP and orient respective line agencies about their responsibilities towards its successful implementation.

Workshop Process:

An official letter was sent by DCC to VDC (Ward) for the selection and invitation

of participants (based on the guideline provided by the Central team of HERD) for

this workshop.

Contents of this workshop were finalized based on the guideline provided by the

Central team of HERD.

Resource persons were identified and finalized with DCC’s support.

Presentation on current scenario of nutrition and information based on MSNP and

activities to be conducted in future days were delivered by the district team.

Current Fiscal Year 2073/74’s activities of MSNP for Sakraul VDC were shared with

the participants.

Information on nutrition (MSNP) related activities were gathered from sectoral

agencies.

Several MSNP related issues at Sakraul VDC were collected from the participants

and a discussion was held among them.

The participants, mostly local members of political parties, were made committed

for a successful implementation of MSNP through its watchful supervision and

monitoring at local level.

Overall, this workshop was conducted in a participatory approach (group works,

interactions, participants’ individual and group presentations)

Sakraul at a glance:

Sakraul is one of the 6 VDCs selected by the District Level Nutrition and Food Security

Steering Committee for the implementation of MSNP in current Fiscal Year 2073/74. The

population of the VDC is 4974 and covers area of 20 square kilometers. The total

household in the VDC is 833 with radio, television and mobile phones as the only means

of communication. People from various ethnic groups residing in the VDC are listed

below:

Event Report:

Summary Report:

The advocacy workshop was conducted with the aim of sensitizing the different officials

of all the sectors and the stake holders regarding the Nutrition Plan. This provided the

overview about significance of Multi Sectors in VDC level to functionalize Nutrition Plan

to all participants (officials of different offices). It sensitized that coordination and

commitment from all the line agencies plays an important role in MSNP implementation.

The task force of different sectors was explained which made everyone aware of their

responsibilities. Different queries and comments from the stakeholders were addressed

accordingly.

MSNP advocacy workshop in the VDC level was organized by District Co-ordination

Committee with the support of MSNP district support team/HERD for VDC line agencies

and stakeholders of Multi sector Nutrition Plan. So, the main objective of this event was

to provide overview of MSNP and orient respective line agencies about their

responsibilities.

Specific objectives of the program were:

To notify different sectors about the multi sector nutrition plan

To enhance knowledge on overall nutrition and MSNP.

To generate plans from their sectors and learn implementation process.

To bring out efficient and effectiveness in the program activities along with

developing appropriate skills.

To develop common understanding on the roles and responsibilities of different

stakeholders/ line agencies engaging in MSNP.

To create sectorial commitment on MSNP implementation in VDC level.

VDC Level Advocacy Workshop on MSNP- A brief Report

DAY I

There were 45 participants in the first day of the workshop. Representatives from line

agencies, representatives from political parties, staffs of VDC and MSNP team of HERD

were participated.

The program began with the chairmanship of VDC Secretary; Mr Ram Gulam Ray. The

chief guest of the program was Agriculture Technician, Mr. Surendra Thakur. Ms. Garima

Uprety (PMIMO, MSNP) who was the master of the ceremony, expressed her warm

welcome to all the participants and the guests. The session started with the objectives of

the programme which was delivered by Mr. Amrendra Ray (DC, MSNP). After the

introductory session of all participants, the technical session was started.

The concept of nutrition, nutrients, food and balanced diet was delivered by Ms. Uprety

followed by the introduction of MSNP, its background, objectives and outcomes which

was delivered by Mr. Ray. Ms. Uprety then presented the situation of nutrition among

children of the country and Malnutrition in Nepal and few data with the Sarlahi district as

well. With that, Mr Ray again highlighted the importance of focusing on children aged

under two and golden thousand days mothers.

During the technical session Mr. Surendra Thakur shared the planned activities from the

district level for implementation of MSNP which wouldn't be a success without proper co-

ordination from the grass-root level to national level. He then highlighted "importance of

co-ordination" and how a proper co-ordination would lead to implementation of

activities planned. Mr. Ray without delaying had his words on Planning session. Mr.

Rabindra Prasad Yadav( Head Master of Saraswati Primary School and member of

School Management Committee) had his words on Planning and types of planning

followed by Mr. Ram Gulam Ray's session on 14 step planning process and local level

planning process. The session was much participatory and dragged everyone's attention.

Sensitization was done with full efforts and participants seemed dedicated as well.

The day had some entertainment sessions during the lunch as Mr Ajay Kumar Singh

(Agriculture Technician) delivered some jokes and entertained the mass with funny

comments. With the revision of the day and the next day's schedule, the content for the

day was wrapped up with the dedication of every participant to reach on time for the

next day's session.

DAY II

Mr. Rabindra Prasad Yadav thoroughly revised the previous day's session. Mr. Surendra

Thakur highlighted the period remaining for the activities to be done and enthusiastically

received dedications from line agencies to conduct the programmes as soon as possible.

He also delivered the situation of the district and discussed that MSNP is more focused in

an integrated approach to improve the nutritional status of focused groups. Mr. Ray and

Miss Uprety facilitated in the group works where sectoral action plan was to be drafted.

This session was taken lead by the VDC Secretary, Mr Ram Gulam Ray. When this was

done, group presentation was done and feedbacks were taken at the end. Mr. Gulam

concluded the work plan drafted by every participants and thus again highlighted that

every sectors should reach out their plannings in a co-ordinated way. Mr. Surendra Thakur

also remarked that the common understanding about MSNP and commitment would

definitely help meet the target.

Conclusion

The VDC level Advocacy Workshop was successful to bring all concerned stakeholders

in a single platform and provide them sense of responsibilities about effective

implementation of MSNP. This programme sensitized the coordination and commitment

from all the line agencies. The programme was conducted smoothly without any

hindrance except that few participants arrived late in the sessions and there was some

interruption with frequent calls to the members which made them to skip some sessions.

However, this was managed through frequent requests. The feedbacks from the

participants about the overall programme were received for improvements in future.

Planning of the Sectoral Agencies on MSNP:

MSNP sectoral line agencies have planned following activities contributing to

MSNP from DCC’s grant in current FY 2073/74.

Health:

1) National Immunization programme.

2) Vitamin A programme.

3) Growth monitoring.

4) IFA programme.

5) MIYCN programme.

6) De-worming programme.

7) Breastfeeding programme (Early and Exclusive Breastfeeding)

8) School Health Education

9) Prompt Rehabilitation of identified Malnutrient children.

10) Supplementary and Complimentary Food Provision

1) Education material support for ECD students.

2) Vitamin A and Albendazole distribution to school children.

3) Decrease female drop-out rates

4) Distribution of sanitary pads to female students in school.

5) Primary Health Care Management in the schools for students.

6) Training to school children regarding coping management of difficult

issues.

7) Skill development Training for ECD teachers.

8) Keeping school clean and green (agreed through performance contract

between DEO and Headmasters)

9) Training on life skills to disadvantaged students.

10) Distribution of tiffin boxes to students (with the mission to reduce drop-out

rates)

11) Training on nutrition to teachers and student heads.

Water Supply and Sanitation:

Activities not planned.

Agriculture Development:

1) Promotion of nutritive foods according to seasons.

2) Promotion of Organic Agriculture.

3) Minimization of Use of Insecticides and Pesticides.

4) Management of deep boring and Pump set for irrigation.

5) Training to Farmer groups regarding nutritive food harvest.

6) Maize Production.

Livestock Development:

1) Animal health service program.

2) Training to farmers on animal husbandry.

3) Orientation on Livestock Insurance.

Lessons Learnt

1. Community acceptance is high when DCC directly gets involved in community

based activities.

2. Community takes more ownership of programs like MSNP if a greater number of

hardware activities are implemented with supportive software activities.

3. MSNP’s effectiveness can further be enhanced if local cooperatives are mobilized

effectively.

4. Local political parties have a significant role for successful implementation of

MSNP.
