Hampton Roads Transportation Accountability Commission

About the Project: The I-64 Widening Project will provide immediate congestion relief to the roadway corridor. The improvements include the addition of one 12-foot wide travel lane and one 12-foot wide shoulder in each direction to widen this four-lane section of I-64 to a six-lane section. These improvements will increase capacity, minimize geometric and structural deficiencies, provide more lanes for evacuation and improve safety by reducing congestion and improving vehicular level of service. The project is split into three operationally independent segments.

1. Corridor between Jefferson Avenue (Exit 255) and Yorktown Road (Exit 247).

2. Corridor between Yorktown Road (Exit 247) and Hummelsine Pkwy/Rt. 199 (Exit 242).

3. Corridor between Hummelsine Pkwy/Rt. 199 (Exit 242 and Lightfoot Rd/Rt. 199 (Exit 234).

Segment 1Cost: $122 Million

Current Status: Contract awarded February 2015. Construction began September 2015. Contract completion December 2017.

Segment 2 Cost: $189.7 Million

Current Status: Contract awarded in January 2016. Construction starts August 2016. Contract completion May 2019.

Segment 3 Cost: $311 Million

Current Status: Fully funded through Smart Scale (HB2). Preliminary Engineering Underway. Design-Build Request for Qualifications to be released in April 2017. Design-Build Request for Proposals to be released in June 2017.

I-64 Southside Widening/High Rise Bridge Phased Construction

ChesapeakeCost: $600 Million for Phase 1

Current Status: Preliminary Engineering Underway. Design-Build Request for Qualifications to be released in August 2016. Design-Build Request for Proposals to be released in December 2016.

About the Project: This design-build project will widen the I-64 corridor using the existing median space, adding a third lane (managed) in each direction between I-464 and the Bowers Hill Interchange. A new High Rise Bridge will be built to the south of the existing bridge to carry westbound traffic. The Hampton Roads Transportation Accountability Commission allocated right-of-way and construction funding for Phase 1 at its June 16, 2016 Regular Meeting.

I-264/Witchduck Road Interchange & Ramp Extension

Norfolk/Virginia BeachCost: $190 Million

Current Status: Right of way acquisition is currently underway. Advertisement scheduled in January 2017.

About the Project: : I-264/Witchduck includes extending the new C-D roadway from the Newtown Road interchange to the Witchduck Road Interchange. The Newtown Road interchange ramps south of I-264 and the Witchduck Road interchange ramps south of I-264 will be reconfigured. An overpass will be constructed between the two interchanges connecting Greenwich Road on the south side of I-264 and Cleveland Street on the north side.

I-64/I-264 Ramp Improvements 

Norfolk/Virginia BeachCost: $157 Million

Current Status: Construction begins Fall 2016. Contract Completion October 2019.

About the Project: I-64/I-264 improvements include adding a second exit lane on westbound I-64 and the widening of the ramp from westbound I-64 to eastbound I-264. A new two-lane Collector-Distributor (C-D) roadway will be introduced on I-264 to the Newtown Road interchange mostly on bridge structure, and a new two-lane flyover ramp from westbound I-64 will tie into the existing eastbound I-264 C-D road.

Norfolk/SuffolkCurrent Status: Supplemental Environmental Impact Statement is underway.

About the Project: VDOT and the Federal Highway Administration (FHWA) have initiated work on a Supplemental Environmental Impact Statement (SEIS) to reevaluate the Hampton Roads Crossing Study. The study was originally documented in a Final Environmental Impact Statement (FEIS) and Record of Decision (ROD), both issued in 2001. The study will re-examine the three alternatives that were retained for analysis in the original study, as well as other alternatives that may be identified during the initial scoping process.

VDOT remains on schedule to publish the Draft SEIS in early August. This publication will be announced through a FHWA Notice of Availability in the Federal Register, newspaper and other media announcements, on the study web site, and through emails like this. The Draft SEIS will be made available for a 45-day public comment period. During this time, VDOT will host Location Public Hearings to present the findings of the study and solicit input from the public. Following the close of the public comment period, VDOT will brief the Commonwealth Transportation Board (CTB) on the study and then seek a formal endorsement by the CTB of a preferred alternative. VDOT anticipates CTB action before the end of 2016. Following the identification of the preferred alternative, VDOT will work with FHWA and its other partners to develop a Final SEIS that documents the preferred alternative, provides necessary analyses of this preferred alternative, and responds to public comments on the Draft SEIS. VDOT anticipates publishing this Final SEIS in the spring of 2017. Following the publication of the Final SEIS and update of regional planning documents, VDOT would request a Record of Decision from FHWA to advance the first section of the preferred alternative.

Route 609 Reconstruction

Town of OnleyCost: $4.6 Million

Current Status: Construction Underway. Contract Completion July 2017.

About the Project: The project will begin at East Main Street (Route 789) and end on Route 13 Business in Accomack County, and for a length of approximately 2.87 miles on Pennsylvania Avenue (Route 609) in the town of Onley. The plans are to widen the existing roadway in the town of Onley to include two 11-foot travel lanes with 3-foot accommodations for bicyclists and pedestrians, curbs and gutters. The roadway in the county will be widened to include two11-foot travel lanes and six-foot shoulders, with four feet paved to accommodate bicyclists and pedestrians.

Route 709 Reconstruction

Town of OnleyCost: $6.3 Million

Current Status: Construction Underway. Contract Completion June 2017.

About the Project: The project will begin at Route 13 (Lankford Highway) and end at Route 679 (Fleming Road) for a length of approximately 3.99 miles in Accomack County. The plans are to widen the existing roadway by adding two 11-foot travel lanes with 6-foot graded shoulders. Two feet of the graded shoulder will be paved to enhance bicycle accommodations along the project corridor.

Route 642 Reconstruction

Cape Charles/Northampton CountyCost: $4 Million

Current Status: Construction begins July 2016. Contract Completion December 2017.

About the Project: The purpose of the project is to provide safety improvements and enhance access to the Cape Charles Harbor. The roadway will consist of two 12-foot lanes and 8-foot shoulders with four feet being paved, which will accommodate bicycles and pedestrians.

Route 13 Safety Study

Accomack County/Northampton CountyCost: $250,000 - $300,000

Current Status: Study complete.

About the Project: The study focused on making Route 13 a safer and more efficient transportation corridor for the traveling public over the next 20 years. The area of interest includes the section of U.S. Route 13 from the Chesapeake Bay Bridge- Tunnel to U.S. Route 13-Maryland State Line and Route 175 from U.S. Route 13 to the town of Chincoteague. The study evaluated segments of Route 13 for overall crash rates and hot spots and offered mitigation strategies to improve safety in those locations.

Chesapeake

I-64 High Rise Bridge Waterproof and Repair Deck

Cost: $3.7 Million

Current Status: Construction begins in Summer 2016. Contract Completion January 2018.

About the Project: Crews will patch the existing concrete deck and overlay the existing bridge deck with an epoxy overlay on the westbound lanes of the Interstate 64 High Rise Bridge. The epoxy-based material prevents excessive water from seeping into the roadway, which through expansion and contraction during hot and cold temperatures, can cause potholes or pooling. Motorists can expect nightly, alternating lane closures. The eastbound lanes were completed ahead of schedule, in April 2012. Additional repairs to the steel superstructure are part of this project.

Greensville County

Route 301 Bridge Replacement

EmporiaCost: $4.8 Million

Current Status: Construction Underway. Contract Completion July 2017.

About the Project: The purpose of this project involves the replacement of the bridge carrying the southbound lanes of Sussex Drive (Route 301) over the CSX railroad tracks approxi- mately 3 miles north of the Emporia city limits. The southbound Route 301 Bridge over the CSX Railroad tracks will be demol- ished, removed, and rebuilt. Construction crews will be coordi- nating with the railroad to make sure trains are not impacted. Traffic in the southbound direction will be detoured to I-95 for the life of the project.

I-95 Meherrin River Bridge Replacement

EmporiaCost: $22.2 Million

Current Status: Construction Underway. Contract Completion October 2019.

About the Project: The existing Meherrin River Bridges located on I-95 north and south will be replaced to correct functionally obsolete shoulder widths. Crews will first build a new southbound bridge next to the existing southbound

bridge. Once complete, southbound traffic will be shifted to the new bridge, and northbound traffic will be shifted to the old southbound bridge. Crews will then demolish the old north- bound bridge and build a new bridge in its place. Once that is complete, northbound traffic will be shifted onto the new span and the old southbound bridge will be demolished. Traffic will not be affected along I-95 for the majority of the project.

Hampton/Poquoson

Wythe Creek Road Widening Cost: $51 Million

Current Status: In Design. Advertisement scheduled in Fall 2018.

About the Project: The purpose of this project is to widen Wythe Creek Road to accommodate future traffic volumes and to raise the existing causeway elevation for emergency egress. The Hampton portion of the project includes widening Wythe Creek Road to three lanes, curb and gutter installation, and a 10-foot multi-use path to the east side of the expanded roadway. This project also includes widening the causeway and bridge over Wythe Creek. In Poquoson, Wythe Creek Road will be widened to three lanes and include curb and gutter installation, an 8-foot multi-use path to the west side of the expanded roadway, and a 5-foot sidewalk to the east side.

Isle of Wight

Carrsville Highway Bridge Replacement Cost: $6.9 Million

Current Status: Construction Underway. Contract Completion November 2017.

About the Project: The purpose of the project is to improve the safety clearance of the railroad crossing underneath Carrsville Highway. The proposed bridge will be raised to accommodate the required clearance impacting the vertical alignment of the roadway. The roadway will consist of two 12-foot lanes, a 4-foot median, and 10-foot shoulders (8 feet paved). The vertical profile will be raised to provide the required 23’-0” minimum clearance over the railroad tracks. Also included in the project is the improvement of roadside ditches and the addition of water quality swales to treat the storm water run-off.

Route 680 Over Stallings Creek and Route 621 Bridge Over Passenger Swamp Bridge Replacements Cost: $1.3 Million

Current Status: Construction Underway. Contract Completion for Route 680 over Stallings Creek in November 2016. Contract Completion for Route 621 over Passenger Swamp in June 2017.

About the Project: The purposes of the combined projects are to demolish, then replace the bridges and rebuild the approach roadways to tie into the new bridges.

Isle of Wight

Route 258 Courthouse Road Turn Lanes Cost: $2.8 Million

Current Status: Advertisement scheduled in July 2016.

About the Project: The purpose of the project is to improve the safety of the intersection of Route 620 with Route 258 by providing improved sight distances and adding left and right turn lanes on Route 258. Route 258 will be widened to accommodate these new turn lanes and the widening will be on the Scotts Factory Road side of the highway in order to impact the least number of residential properties. A strip of the wooded land along Route 258, south of Scotts Factory Road, will be cleared of trees to improve the sight distance for vehicles on Scotts Factory Road stopped at the intersection. ”No Traffic“ signals will be required at the intersection. The project will also include four-foot paved shoulders on Route 258, improved roadside ditches and additional basins to treat the storm water run-off.

Monticello Avenue and Ironbound Road Intersection Improvements Cost: $2.1 Million

Current Status: Completed in May 2016.

About the Project: The purpose of this project was to increase safety and level of service at the News Road intersections at Monticello Avenue (Route 321) and Ironbound Road (Route 615). One 11-foot travel lane has been added to Ironbound Road, in addition to a second right turn lane from News Road onto Ironbound Road and a second left turn lane from Monticello Avenue onto News Road.

Atkinson Boulevard Cost: $69 Million

Current Status: Right of way activities scheduled to begin Summer 2016. Advertisement scheduled for Fall 2016.

About the Project: The purpose of this project is to provide an additional east-west connector between Warwick Boulevard and Jefferson Avenue crossing I-64 and the CSX railroad. The Atkinson Boulevard Project will construct a new four-lane divid-ed roadway with 12-foot travel lanes, a 5-foot wide sidewalk on the north side, and a 10-foot wide multi-purpose trail on the south side. This project is locally administered by the City of Newport News.

Denbigh Boulevard Bridge Replacement Cost: $32.5 Million

Current Status: In Design. Advertisement scheduled in Spring 2018.

About the Project: This project will replace the structurally deficient Denbigh Boulevard Bridge over Interstate 64 and CSX Railway be-tween Warwick Boulevard and Jefferson Avenue in Newport News with a new bridge that meets current geometric and design standards. Funding for the project is included in the FY 2015-2020 Six-Year Improvement Plan (SYIP).

Norfolk

I-564 Intermodal Connector Cost: $175.6 Million

Current Status: Construction Underway. Construction Complete in 2018.

About the Project: The purpose of this project is to provide a safe, high-speed highway connection from the existing I-564 to Norfolk International Terminals and the Norfolk Naval Station. This road realignment will alleviate congestion and improve the level of service on city and naval station streets.

Terminal Boulevard Resurfacing Project Cost: $4.9 Million

Current Status: Construction Underway. Contract Completion January 2017.

About the Project: Crews will be resurfacing pavement along Terminal Boulevard in the City of Norfolk, between I-564 and Hampton Boulevard. Work will also include rehabilitating the

I-564 off-ramp onto Terminal Boulevard westbound. The project will utilize nightly and weekend full directional closures, with a detour. This project is the first in Hampton Roads to utilize the process of rubblization. A machine will break up the existing concrete roadway into aggregate, which will serve as a base for the new asphalt roadway.

Norfolk

Military Highway Continuous Flow Intersection Design-Build Cost: $59.8 Million

Current Status: Construction Starts August 2016. Contract Completion May 2018.

About the Project: The project will increase through-traffic capacity at Military Highway and Northampton Boulevard in Norfolk with a high-capacity intersection design. Left-turning vehicles will be moved away from the main intersection into dedicated turn lanes, eliminating conflicts with opposing traffic. Roadway safety is increased by minimizing stop-and-go conditions and reducing the number of conflict points at the main intersection. The project also includes the widening of Military Highway, Northampton Boulevard and Princess Anne Road.

Portsmouth

Turnpike Road Reconstruction

Portsmouth Cost: $23.4 Million

Current Status: Construction Underway. Contract Completion May 2018.

About the Project: The purpose of this project is to increase capacity and improve motorist and pedestrian safety by widening the existing two-lane road to four 11-foot wide lanes with a 12-foot center median left turn lane, sidewalks and curbs and gutter. The project spans approximately one mile, from west of Frederick Boulevard to Constitutional Avenue in the City of Portsmouth. This project will be completed in phases, with segments of Turnpike Road closed during each phase. Signed detours will be in place during construction, which will allow the traveling public to reach their designated locations on Turnpike Road.

Southampton County

Courtland Interchange Replacement

Town of CourtlandCost: $15 Million

Current Status: Construction Underway. Contract Completion December 2018.

About the Project: The purpose of this project is to eliminate the existing signalized intersection at Routes 58 and 58 Business, in Courtland, Virginia. Improvements would consist of two bridges on a realigned Route 742. The first bridge would be a length of 525 feet crossing a wetlands area south of Route. 58. The bridge will have two 12-foot lanes with 3-foot shoulders for a total width of 30 feet. The second bridge will be a length of 224 feet crossing Route 58. The bridge will have two 12-foot lanes with 8-foot shoulders for a total width of 40 feet. Two roundabouts will be constructed, one north at the intersection of relocated Route 742 and Route 58 Business and the second south of Route 58 on relocated Route 742. All traffic passing in or out of Courtland will pass through at least one of these roundabouts. Three ramps will be constructed to connect the mainline Route 58 to the roundabouts to complete the interchange. Supporting drainage systems will be installed as part of project improvements.

Route 659 Over Flat Swamp Creek Replacement Cost: $1.3 Million

Current Status: Construction Underway. Contract Completion November 2016.

About the Project: The purpose of the project is to demolish then replace the bridge and rebuild the approach roadways to tie into the new bridge. The new bridge will be 50 feet long and 27 feet wide. Signed detours will be in place for motorists.

Virginia Beach

Holland Road Connection Cost: $31 Million

Current Status: Construction Underway. Contract Completion in October 2017.

About the Project: The purpose of this project is to provide more capacity and increase safety along Holland Road and to reduce travel delays by adding an additional lane in each direction. After construction, Holland Road will be a continuous four-lane divided roadway from Dam Neck Road to Nimmo Parkway. Crews will first make improvements to the Holland Road/Dam Neck Road Intersection. Then, crews will start constructing the newest two lanes along Holland Road. That will happen in two stages, with one section being built at a time. Finally, crews will start work improving the existing lanes.

Lynnhaven Parkway Widening Cost: $18.9 Million

Current Status: Construction Underway. Construction Complete in 2017.

About the Project: This project calls for the construction of a four-lane divided roadway from Centerville Turnpike to Indian River Road. This is the final phase of the Lynnhaven Parkway projects and will provide a north-south link between Chesapeake and Virginia Beach. The current portion of Lynnhaven Parkway is primarily a two-lane road, and there is no connection from Indian River Road to Centerville Turnpike.

I-264 Corridor Evaluation Study

Cities of Norfolk/Virginia Beach Cost: $492,500

Current Status: Study complete.

About the Project: The study focused on providing a general digest of the key findings through the analysis of existing and future 2040 forecasted conditions for No Build and Build scenarios. An evaluation of alternative concepts in terms of capacity, geometry, and safety for a more efficient transportation corridor for the traveling public over the next 20 years was the central objectives of this study. The area of interest was from the interchange of Military Highway with I-264 to the eastern terminus of the Interstate at Parks Avenue in Virginia Beach. The completed study will be used to facilitate an understanding of the locations and deficiencies that will need to be addressed and further evaluated in future design aspects of roadway improvements.

York County

George Washington Memorial Highway (Route 17) Widening Cost: $25.2 Million

Current Status: Construction Underway. Phase 1 now open to traffic. Contract Completion December 2016.

About the Project: The proposed improvements will increase the capacity of George Washington Memorial Highway between Hampton Highway and Wolf Trap Road, from four lanes to six lanes, with three lanes in each direction. The proposed roadway will include a raised median, curb and gutter, with a shared- use path parallel to the northbound lane from Mill Road to Showalter Road. The two existing bridges over the Poquoson River will be replaced with one bridge carrying six lanes of traffic and a shared-use path. The project is being performed in phases.

Route 134 Bridge Replacement Cost: $7.4 Million

Current Status: In design. Right of way activities scheduled to begin Summer 2017.

About the Project: The purpose of this project is to replace the aging northbound bridge and rehabilitate the southbound bridge on Route 134 over Brick Kiln Creek in York County, at the city of Hampton border. The proposed northbound bridge will have two 12-foot travel lanes with a 6-foot shoulder on the left and a 10-foot shoulder on the right. The southbound bridge will receive an overlay.

Jamestown-Scotland Ferry Vessel

Surry County/James City CountyCost: $27 Million

Current Status: Design to be complete in 2016. Manufacturing to be complete in 2018.

About the Project: This project involves the design and construction of a new ferry boat for the Jamestown-Scotland Ferry system. A new 70-vehicle capacity, double-ended, steel hull ferry boat will replace the oldest vessel, the Virginia. The contract for Phase 1, design of the ferry, was given to Alion Science and Technology in September of 2014. Construction of the ferry is anticipated to be advertised in fall 2016, with completion estimated by fall 2018.

About the Project: One lane of the new Midtown Tunnel opened early to traffic in June 2016. The second lane is expected to be open to traffic by the end of Summer 2016. Scheduled for completion by December 2016 is the Martin Luther King (MLK) Extension that connects to I-264 to U.S. 58 and provides a seamless connection between the Downtown and Midtown Tunnels. Rehabilitation of the existing Downtown Tunnel is complete and rehabilitation of the existing Midtown Tunnel is scheduled to be completed by 2018.

Route 460 Improvements

Suffolk/Isle of Wight CountyCost: $375-425 Million

Current Status: The Route 460 Final Supplemental Environmental Impact Statement (FSEIS) was approved, uploaded to the Federal Register and published on June 24. After a 30-day public comment period and review of any comments received, a permit decision from the U.S. Army Corps of Engineers is anticipated.

About the Project: The Commonwealth Transportation Board approved a resolution to support the Preferred Alternative that would build a new four-lane divided highway from a new U.S. 460/58 interchange in Suffolk to west of Windsor. From west of Windsor to west of Zuni, the existing U.S. 460 would be upgraded to a four-lane divided highway and include a new bridge across the Blackwater River to eliminate long standing flooding problems.

Recommendation: Preferred Alternative
