EXPRESSION OF INTEREST

(llKV, Automatic Voltage Regulator, 10 MVA)

This Expression of Interest is invited till 29th June 2019 to decide the Technical

Specifications and Technical Parameters involved in "Manufacture and Providing of 11 KV

Automatic Voltage Regulator (AVR), lOMVA capacity along with its erection,

commissioning and testing on load at Bhupauli Pump Canal (BPC), District Chandauli, UP

under the jurisdiction of Lift Irrigation Construction Division, Varanasi. The proposed AVR

is for constant 11 KV supply to HT Squirrel Cage Induction Motor, 1225 HP through BT

Switchgear Panel installed at pacca pump house of Bhupauli Pump Canal.

The project includes the following works:­

1. Manufacture and Providing of llKV, Automatic Voltage Regulator of lOMVA capacity.

2. Its installation and commissioning at Bhupauli Pump Canal along with its connection

to Switchgear Panels (VCB type} / HT Motors / LT Transformer.

3. Construction of outdoor Control Unit Chamber and installation of control equipment

in it, to operate AVR.

PREFACE

Bhupauli Pump Canal (BPC) is situated on the right bank' of river Ganga in

Chandauli district of UP. 06Nos Horizontal Split Casing Pumps of 150 Cusec capacity and

24m head are installed in pacca Pump House of Bhupauli Pump Canal which are driven

by 11 KV, HT Squirrel Cage Induction Motor of 1225 HP. The 1 lKV supply to installed HT

Motors is supplied by 33/ llKV Hydle's Bhupauli Sub-station constructed in the vicinity of

Bhupauli Pump Canal's Pump House.

33/ 11 KV Hydle Substation usually supply low voltage, upto 9.4 KV and sometimes

as high as 12.5 KV to HT Motors consequently VCB Switchgear Panels get tripped, which

effects water supply. To get constant 11 KV supply to HT Motors, it is proposed to

installed 02 Nos l lKV Automatic Voltage Regulator of 10 MVA capacity (One stand-bye)

between Hydle's Bhupauli Sub-station and Bhupauli Pump House.

It is for the first time that 11 KV Automatic Voltage Regulator is being proposed by

the Department to negotiate the problem of low voltage in medium pump canals.

SCOPE

The project is to manufacture & providing of 1 lKV, Automatic Voltage Regulator,

lOMVA capacity, to supply constant llKV voltage to HT Squirrel Cage Induction Motors ,

1225 HP through HT VCB Switchgear Panels, including is erection, commissioning and

testing on load at Bhupauli Pump Canal site, under the jurisdiction of Lift Irrigation

Construction Division, Irrigation and Water Resources Department UP, Varanasi. The

Automatic Voltage Regulator should be compatible with HT Motors and Switchgear Panels

(VCB type} and other installed equipments. The connections and cabling of AVR with the

existing equipment lies in the scope of the Manufacturer except supply of cables.

CONDITIONS

1} This 'Expression Of Interest' is not an offer and is issued with no commitment.

.. the Eol and change or vary any part thereof at any stage, if Department determines

that such action is in the best interest of the State Government.

2) Original Manufacturer's submitting their proposal will be issued formal request letter

to participate in meeting to be held at Varanasi office at a later date. Timing and

sequence of events resulting from this Eol shall ultimately be determined by the

Department.

3) Manufacturers are also required to make commitment for code of ethics and also for

adherence to Government's anti-corruption policy.

4) No oral conversations or agreements with any Official, Agent or Employee of the

Department shall affect or modify any terms of this Eol.

5) Manufacturers who are found to canvass, influence or attempt to influence in any

manner, by offering bribes or any other illegal gratification, shall be disqualified from

the process at any stage.

6) All the offers received before the last date and time of submission, the proposals and

accompanying documentation will become the property of the Department and will not

be returned.

7) By submitting their proposal, each manufacturer shall be deemed to acknowledge that

he has been carefully read all sections of this Eol.

8) No charges are to be paid for the proposed Eol.

9) Manufacturers interested in the project may visit the site before submitting there

proposals.

PROPOSAL

Interested original manufactures may submit their proposals along with following

documents:­

(a) Valid Industry Registration of being original manufacture of Automatic Voltage

Regulator/Constant Voltage Transformer.

(b) Valid 180:9001and14001 Certifications of their Company.

(c) Company's profile and financial position.

(d) Detail Technical Specifications of the proposed work.

(e) Power Point Presentation (PPT) of the proposal in soft copy through email to

liftirrigation. varanasi@:gmail.com

Interested companies must provide adequate information to express their product

as per our requirement. The aforesaid proposal should reach the Office of Executive

Engineer, Lift Irrigation Construction Division, Varunapuram, Irrigation Colony, Sigra,

Varanasi-221010 on or before 29th June 2019, SPM.

After evaluation of the proposals, a date will be fixed when representatives of the

companies will be called for the presentation of their proposal, to discuss issues related

with the Project and technical specifications of the proposed w rk.

1.0 SCOPE

TECHNICAL SPECIFICATIONS

(llKV, HT Automatic Voltage Regulator)

Manufacture and Providing of lOMVA, HT Automatic Voltage Regulator for input voltage range of 9.0 KV to 12.6 KV, including its Installation, Testing and Commissioning on load at Bhupauli Pump Canal, District Chandauli, UP, under the jurisdiction of Lift Irrigation Construction Division, Irrigation & Water Resources Department, UP, Varanasi. AVR should be suitably filled with Transformer Oil.

Any Civil Work required for erection of AVR and Inter-connecting cables between Switch Yard & AVR and between A VR & VCB Panel will be in the scope of Purchaser.

2.0 GENERAL llKV/ llKV, 10 MVA, HT Automatic Voltage Regulator (AVR} shall be of copper wound suitable for input voltage range from 9.0 KV to 12.6 KV with output stabilized at 1 lKV±.1 %, outdoor type, oil-immersed, naturally cooled on load and step less type. HT AVR shall be complete in all respects i.e. it will include all inter connecting cables between various constituents of the AVR, termination of input & output cables except their supply.

3.0 STANDARDS The HT AVR shall conform to IS: 2026-1977 or its latest amendments if any. 18:335­1993 or its latest amendments if any for insulating oil for transformers and switchgears.

4.0 OPERATIONAL REQUIREMENT a} HT AVR shall be capable of continuous operation 24x7 hrs at ·specified rating. b} HT AVR shall be designed to give stabilized output voltage at 11000 V ±. 1%, 30,

50 Hz, suitable for balanced input & unbalanced load, when the input voltage varies from 9 .0KV to 12.6KV.

c) The HT AVR shall be free from abnormal hum or vibration. The design shall be such as not to cause any undesirable interference with radio or communication circuits.

5.0 CONSTRUCTION DETAILS The A VR shall be incorporated with high quality epoxy painted sheet steel tank fitted with cooling radiators and mounted on uni-directional wheels. It should comprise of following parts:

(a) Copper Wound Step Down Transformer- Double wound Star/Delta Connected. (b) On Load Stepless Voltage Regulators having "Carbon Roller Assembly" - Copper

Auto Wound and Delta Connected. (c) Buck n Boost Transformer - Double Copper Wound, Open/Open Connected (d) Automatic Control Gear consisting of:

i. One electronic voltage relay 11. One reversing geared motor unit

iii. Two limits switches in order to avoid over running highest and lowest positions

iv. Chain drive, coupling device and all electrical connections

5 .1 Insulating Oil The insulating oil used in HT AVR equipment shall comply with the requirement of 18:335-1993 or its latest amendments if any (Specification for insulating oil for transformers and switchgears).

5.2 Cooling The HT AVR equipment's shall be oil immersed natural air-cooled type.

5.3 Accessories & Other Fittings

The followings minimum accessories / fixtures / attachments and fittings shall be provided as per requirements of design of HT Automatic Voltage Regulator. (a) Oil conservator with filling hole with cap and drain plug etc. (b) Plain oil level gauge. (c) Oil drain valve cum-bottom filter valve with plug. (d) Top filter valve with plug. (e) Bottom sampling valve with plug. (f) Silica gel dehydrating breather along with breather pipe of suitable size. (g) Inspection covers (h) Rating plate (i) Two earthing terminals. (j) Lifting hooks. (k) Jacking pad. (1) Uni /Bi-directional rollers for movement of AVR constituents, of suitable

size in accordance with their weight. (m) Thermometer. (n) Air release valve. (o) Pressed steel radiators (p) Radiator valve (q) Explosion vent/pressure relief valve with diaphragm and trip contact. (r) Oil temperature indicator (with alarm/ trip contacts). (s) Buchholz relay with alarm & trip contact . (t) Buchholz relay shut off valve. (v) Marshalling box. (w) Other accessories as per OEM

5.4 Cable Termination Box The HT AVR equipment shall be provided with cable end box suitable for Copper cable/Bus Bar. Outdoor heat shrinkable termination kit shall be used for termination of HT Cable. Terminal box sh.all be provided vvith removable gland plate. On low voltage side, for suitable connection to terminate LT Cables/Bus Bar, two per phase and one for neutral along with cable glands of suitable size terminal box on LT side shall be provided with removable glands. Provision for by-pass should be made. All gaskets used for making oil tight joints shall be of standard material such as granu lated cork bonded with synthetic rubber gaskets.

5 .5 Special requirements This motor operated HT AVR should be in dual mode, i .e., Au to mode as well as in Manual mode is intended to be used for the power supply load to maintain HT Voltage at constant level with specified tolerance. The load current shall be varying continuously above a specified current (called Carrier current) and the HT AVR cum transformer offered shall have a requisite Regulation to take care of the instantaneous current variations.

5.6 Control Circuit Motor control circuit shall be robust & for continuous duty operation in full load. The electronic component of control circuit shall be fully protected for any variation in voltage.

5.7 Protective Systems & Measures Proper arrangements and precaution should be taken to prevent any damage to the system. Adequate protective devices for HT AVR components like motor , electric circuit, transformers etc. should be provided. Indicat ors & alarm buzzer to indicate the lower & upper limits of voltage shall be provided. For the protection of HT A VR, Buchholz Relay, the contact of which should close in the event of fault for tripping the incoming HT Breaker, Oil Temp. Indicator & Explosion Vent shall be provided. The HT AVR shall be free from hunting in auto mode operation on account of line & switch ing ~ges as well as instantaneous variation in current due to supply varia tions.

5.8 Safety of Operating Personal The equipment shall be provided with all safety requirements /interlocking as. per I.E. Rules for safety of operating & maintenance personnel. No live pa.rt should be accessible without switching OFF the unit or interlock. With screw able panels a warning will be displayed.

5.9 Painting All steel surfaces shall be sand blasted or applied chemical agents as required, to produce a smooth surface, free of scales, grease and rust. The surfaces should be coated of high quality red oxide or yellow chromate primer followed by final coats of paints. The internal surfaces in contact with insulating oil shall be painted with suitable heat resistant insulating varnish which shall not react with and not soluble with the insulating liquid used.

Paints shall be carefully selected to withstand tropical heat, rain etc. It should not scale off or crinkle or be removed by abrasion due to normal handling or by climatic change. Where the painting is damaged during transit, installation etc. touch up painting shall be done at site by the supplier.

5.10 Name Plates Labels This name plate shall be in addition to the 'Rating & Diagram Plate' fixed on the HT AVR body. This name plate shall be fixed on the AVR unit with the following details: 1. KVA rating of AVR 2. Designed permissible Voltage variation (Input voltage range, output voltage

etc.) 3. Make & Model 4. Sl. No. 5. Date of manufacture 6. Order no---------­
