Moreno Valley was incorporated as a General

Law City, merging the communities of

Moreno, Sunnymead and Edgemont. The City

operates under a Council-Manager form of

government. The City Council is comprised of

an elected Mayor and four Council Members

elected by district. The Mayor serves for a two-

year term. Each Council Member serves for

four years with staggering terms.

The City has a committed; customer-service

oriented workforce comprised of more than

450 employees, who provide a wide-range of

municipal services including Public Works,

Economic Development, Community Develop-

ment, Parks and Community Services, and

Library services. The City contracts with

Riverside County for Police and Fire services.

THE CITY GOVERNMENT

A GLIMPSE AT OUR COMMUNITY

Incorporated in 1984, the City of Moreno Valley is a dynamic City home to nearly

215,000 people and 4,500 businesses. Inland Southern California’s economic hub,

Moreno Valley is the second largest city in Riverside County and the 21st largest

city in the state of California. In 2017, Moreno Valley was recognized nationally

as the third most financially stable City in the country. Fiscal prudence has

resulted in a balanced budget for eight straight years. Numerous national and

international Fortune 500 companies including Procter & Gamble, Amazon,

Karma Automotive, AYRO, Inc., Skechers USA, Aldi Foods, Deckers Outdoor,

Walgreens, Philips Electronics, ResMed, Medline, Harbor Freight Tools, Solaris

Paper and Fisher and Paykel, have selected Moreno Valley as their ideal business

location. Moreno Valley is home to Riverside University Health Systems and

Kaiser Permanente, which continue to expand. Moreno Valley continues to add

to its parks and trails system with 33 parks, 15 miles of trails, and recently

opened Civic Center Amphitheater, 2 City libraries and 4 community centers

making Moreno Valley an ideal location to live, play and work.

The budget as proposed for Fiscal Years 2021/22 and 2022/23 remains balanced

despite the impact of historic State takeaways of local funds and unfunded

mandates, as well as increased costs for services provided by Riverside County.

The 2021/22 General Fund spending plan comprises revenues totaling $118.5

million and expenditures totaling $118.5 million. The City’s overall budget is $223

million.

The City’s housing market continues to flourish, offering affordable and attractive

places for new and existing residents to live. Moreno Valley’s demographics show

a solidly middle class community with a diverse population of young families

who settle here to raise their children in a safe and prosperous environment. The

average household income in Moreno Valley is $86,641 with more than 18,000

households earning over $100,000; the City has seen a job market increase of

21,600 jobs that have been created over the last seven years. The City offers an

excellent education system, including two school districts and Moreno Valley

College. The University of California at Riverside is only a short distance away.

Nestled in the center of Los Angeles, Palm Springs, San Diego and Orange County,

Moreno Valley offers its residents easy access to the ocean, desert and moun-

tains – some of the many activities that make-up the iconic Southern California

lifestyle.

THE IDEAL CANDIDATE

Under general direction, manages the Finance

and Accounting division of the Finance De-

partment and participates in performing pro-

fessional accounting duties in the analysis,

preparation and maintenance of financial rec-

ords, statements and reports; manages the

City’s revenue program and cash and invest-

ment portfolios; manages and guides staff and

departments on various grants and special

revenue requirements ; acts as the City’s pri-

mary cash manager, investing City funds and

payment of cash to meet City obligations;

manages cashier functions and makes com-

plex and difficult financial and accounting

analyses; provides expert professional assis-

tance to City managers on financial, ac-

counting, budgeting, and related matters

THE POSITION

The Financial Operations Division Manager is

responsible for financial development, internal

control management, monitoring and re-

porting on the City-wide funds and performing

associated complex financial and revenue

analyses including cash management and

grant program oversight. The incumbent

works with and assists the Deputy Finance

Director, Chief Financial Officer, Budget re-

view Committee and departments in under-

standing financial transactions and reporting.

The incumbent provides guidance and direc-

tion to department staff and performs a varie-

ty of complex financial transactions and is the

lead manager in the production of all financial

data including treasury and grant manage-

ment reports. Assignments are broad in scope

and allow for a high degree of administrative

discretion in their execution.

ENTERPRISE MANAGEMENT SERVICES

COMPENSATION & BENEFITS The salary range for the Financial Resources Division Manager is

$117,825.97 - $165,891.86 annually. Placement in the salary range is

contingent on the selected candidate experience and qualifications.

The City provides an outstanding benefits package

that includes:

Retirement: CalPERS Current Members = 2% at 55, New Members = 2%

@ 62. Employees pay their portion of the PERS contribution.

Cafeteria Benefits: Up to $787.50 per month + 3% salary to purchase

medical, dental, vision coverage, and dependent care for the

employee and all eligible dependents. Plus and additional City

contribution.

Deferred Compensation: Section 457 and Section 401(a) plans

available.

252 hours of annual leave: to draw from for vacation; illness; and/or

administrative leaves.

11 designated holidays.

Life Insurance: Three times the employees annual salary, up to

$300,000.

Car Allowance: $350 per month

Retiree Medical: City contributes $75 per month into a HRA. Effective

July 2022, employees shall receive 0.5% of their base salary into their

HRA account.

Tuition Reimbursement: Up to $2,000 annually.
