Q5. Can the City please clarify if the Bidders can utilize sub-consultants in order to comply

with the following required qualifications listed in Section 6.7 Bidder Qualifications:

o Visual Inspectors must have a minimum Level II, CSA Standard W178.2

o Ultrasonic testing personnel must be certified under CAN/CGSB 48.9712-

2000, Qualification and Certification of Non-Destructive Testing Personnel,

Level II, Option A.

o Certified by the Canadian Welding Bureau to the requirements of CSA

Standard W178.1 (Certification of Welding Inspection Organizations) by the

specified Test Method.

A5. Yes, the Bidder may utilize sub-consultants to meet the required qualifications.

Q6. Will the City allow for an annual increase in the unit prices within the 5 year term?

A6. The unit price shall be fixed for the duration of the assignment up to the completion

date of the project. The City will consider requests for unit price adjustment, should the

duration of the project extend beyond the proposed schedule due to delays beyond the

Consultant’s control. The unit price adjustment shall not exceed the average consumer

price index for Toronto, Ontario for the year previous to the start of the extension. Unit

price adjustment will not be considered for delays caused by the Consultant or its sub-

consultant.

Q7. As the Ontario Association of Certified Engineering Technicians and Technologists

(OACETT) does not govern/implement any of the required certification programs, will

the City consider waiving its requirement for OACETT certifications for the testing

technicians?

A7. Yes, the requirement for OACETT is waived.

Q8. We would like to verify if Items 5 and 6 of Appendix “C” Price Form - cover site visit,

sampling, testing and mix design review. These are the descriptions provided in the Price

Form;

“5 – Visit plant, retrieve batch sample test and review the asphalt mix design

prior to commencement of contract work. Refer to Note 1.”

“6 – Visit concrete batching plant, check concrete mix design, test proportion and

materials, including casting and testing of concrete cylinders. Refer to Note 1. “

A8. Refer to the attached revised Price Form (Appendix C).

NOTE: Bidders are reminded that the following statement appears on the Request for
