Native North American settlements appear to have existed in Victoria and in the annexation area based on artifacts found at a number of locations. A year ’round village may have been located between Stieger Lake and Lake Auburn. Another

site was located on the McKnight farm and a third site was near Carl Krey Lake. The artifacts are possibly from the Mound builder’s civilization which were in the area before the Mdewakanton Dakota. The Mdewakanton Dakota had summer residences in the Carver area along the Minnesota River. Winter deer hunts quite possibly took them to Victoria and the annexation area. Michael Diethelm is thought to be the fi rst European settler in the area when he set up a temporary shelter in 1851, not far from the present site of St. Victoria Church. Michael returned to St. Paul where he stayed and worked during the severe winter of 1851-52. The following spring he returned with his wife and repaired his shelter. In 1852, Michael’s brother, Carl, and his wife, Elizabeth, and two children set up a claim not far away. Other European settlers came to Victoria shortly after the Treaty of Mendota went into full legal effect on Feb. 24, 1853. The hardwood forest provided material to build the homes. Tamarack, which grew in the meadows, were straight and slender and often used for rafters, joists and beams in building houses and barns. The name Victoria goes back to 1856, when after several years of disagreement the families located on the north side of Lake Bavaria and those on the south side reached an agreement. Two families on the north side donated 30 acres of land for the church and at the suggestion of the southern faction, the church was named St. Victoria, a favored saint among those families. In 1857 steamboats began to make periodic trips from St. Paul to Chaska and some businessmen established themselves in Chaska. They carried supplies which earlier settlers had to travel to St. Paul to get. The soil in the area was known to be good and early settlers notifi ed their friends and relatives in Germany, Holland and Switzerland. This attracted more farmers, whose early crops consisted of potatoes, carrots, cabbage and corn. Wheat was the main cash crop, with raspberries, gooseberries, grapes, black currants, strawberries, and cranberries also readily available. In 1882, the railroad came. The fi rst automobile appeared in Victoria in 1911. It was owned by Anton Schmieg. Victoria Drive was the fi rst road of great importance to Victoria and its settlers. It extended from Chaska toward what is now known as St. Bonifacius and Watertown. With steamboats plying between St. Paul, Chaska and Carver, the trading center for Victoria moved from St. Paul to Chaska and Carver. Wood and grain were sold in Chaska, which promoted clearing more land to grow crops. The fi rst European settlers constructed log houses. St. Victoria parish was organized in 1855 and a log church and school were completed in 1858. Around 1875 a larger, two-story school was constructed. In 1870, the parish constructed its second and present church using bricks manufactured in Chaska. The fi rst Moravian Church was constructed of logs in 1863 and was replaced in 1878 by the present church. After Charles Diethelm returned from western Minnesota in 1897, he constructed the town’s fi rst store near the intersection of Rose and Stieger Lake Lane.

within Victoria’s boundaries, including Smithtown Bay of Lake Minnetonka, Auburn, Church, Tamarack, Virginia, Zumbra, Schutz, Stone and Stieger lakes. Parks abound for active and passive use. Lions Community Park offers softball/baseball fields, hockey, tennis, basketball and horseshoes. Diethelm Park is the home of baseball/softball fi elds, soccer/lacrosse fi elds, the Victoria Skate Park and the recently expanded Victoria Recreation Center.

In 2008, the City of Victoria and District 112 partnered together to expand the amenities at the Victoria Recreation Center. In addition to a second sheet of ice, the expansion also includes two new rooms at the Recreation Center and a library kiosk — allowing for additional recreation programs for residents of all ages — as well as a redesigned lobby area and more fi tness equipment.

The Lowry Nature Center and Carver Park Reserve are major attractions for those who appreciate nature and environmental protection. The University of Minnesota Horticultural Research Farm and apple barn is located in Victoria, offering its 150-plus varieties of apples each fall. The University of Minnesota Landscape Arboretum borders on the east.

With a recent "Discover Victoria" downtown improvement project, the community is preparing for continued growth while preserving its small-town charm.

The Carver County Board of Commissioners is composed of fi ve members, each of whom is elected from a geographic district. Terms are four years and they are staggered. The County Board meets the fi rst and fourth Tuesdays of the month at 9:15 a.m., and the third Tuesday of the month at 4:00 p.m. Work sessions are held the second Tuesday of the month at 9:15 a.m. There is no Board meeting the fi fth Tuesday of the month. Meetings are held in the County Board Room, second fl oor of the Human Services Building.

Eastern Carver County Schools is a growing school system serving approximately 8,900 students in Carver, Chanhassen, Chaska and Victoria.

The district includes a Kindergarten Center, seven elementary schools (1-5), three middle schools (6-8) and two high schools. All-day kindergarten is offered at the Kindergarten Center and in fi ve elementary schools. The elementary schools emphasize basic skills. Students and teachers work with newly strengthened curriculum in math, reading, language arts and science. Each school has specialists working in the areas of special education, art, music and physical education.

The secondary academic program for grades 6 through 12 has been redesigned to ensure students graduate with the knowledge, skills and personal attributes necessary to succeed in post-secondary institutions and throughout life. All secondary schools use a 7-period modifi ed block schedule which creates year-long, content-rich classes and allows fl exible blocks of time to support labs and projects.

The high schools participate as Class AA high schools in the Missota Conference. Each high school offers Advanced Placement classes for students who want to earn college credit while in high school.

Minnetonka Schools are focused on world-class child-centered excellence and serve the western third of Minnetonka and all or parts of Chanhassen, Deephaven, Eden Prairie, Excelsior, Greenwood, Shorewood, Tonka Bay,

Victoria and Woodland. There are more than 8,300 students enrolled in Minnetonka schools.

In total there are six elementary schools (K-5), two middle schools (Gr. 6-8), one high school (Gr. 9-12), and a community education center that houses many of the district’s early childhood, youth and adult programs. Minnetonka Public Schools offers a variety of learning opportunities for families, including Chinese or Spanish Immersion as an option at each of its six elementary schools beginning in kindergarten. In the Immersion program, English-speaking students learn a second language as part of regular classroom activities. About 50 percent of the District’s kindergarteners enroll in the traditional kindergarten program (taught in English) and about 50 percent enroll in one of the language immersion options. Kindergarten families may also choose a half-day or extended day program. Before- and after-school child care is available at each school. Minnetonka’s new Navigators program for exceptionally gifted chidren is at Excelsior and Scenic Heights Elementary Schools. This program serves a small, unique group of learners with I.Q.’s of 145 and above who demonstrate high levels of intensity, intellectual curiosity, and focus in interest areas, with exceptional processing speed and visual systems learning. Minnetonka’s new middle school program provides increased rigor, choice, support and fl exibility and is tailored to meet the needs of adolescents. Accelerated courses in language arts, math and science — as well as world language courses in Chinese, French, German and Spanish — are offered to middle school students. Highly motivated math students may complete algebra, geometry, and higher algebra during middle school. Pre-AP US History is also an option for students. Minnetonka High School offers accelerated courses, including pre-engineering and architectural design, as well as 20 Advanced Placement (AP) programs. Minnetonka also offers the prestigious International Baccalaureate (IB) Diploma Programme. In addi-tion to traditional world language options, students may enroll in Chinese or American Sign Language. Minnetonka’s Class of 2010 posted an average ACT Score of 25.7, 99.6 percent of the class graduated and 92 percent will attend college. Minnetonka Schools are nationally recognized for using technology as an accelerator of learning and Minnetonka students consistently perform among the top on state tests. All Minnetonka schools are making Adequate Yearly Progress (AYP) per state and federal guidelines. Minnetonka welcomes open enrollment and non-resident students.

composed of seven members, each of whom is a district resident elected at-large by district voters. Victoria Senior CommissionThe goal of the City of Victoria's Senior Commission
