EMPANELMENT OF NURSERYMEN / AGENCY/ CIES FOR FIXING UNIT RATE FOR VARIOUS PLANT MATERIAL

The Corporation and its employees/ advisors/consultants make no representation or warranty and shall have no liability to any person including any Applicant under any law, statute, rules or regulations or tort, principles of restitution or unjust enrichment or otherwise for any loss, damages, cost or expense which may arise from or be incurred or suffered on account of anything contained in this ED or otherwise, including the accuracy, adequacy, correctness, reliability or completeness of the ED and any assessment, assumption, statement or information contained therein or deemed to form part of this ED or arising in any way in this Empanelment Process.

6. The Corporation also accepts no liability of any nature whether resulting from negligence or otherwise however caused arising from reliance of any Applicant upon the statements contained in this ED.

7. The Corporation may in its absolute discretion, but without being under any obligation to do so, update, amend or supplement the information, assessment or assumption contained in this ED.

8. The issue of this ED does not imply that the Corporation is bound to empanel an Applicant or to appoint the Selected Applicant for any services and the Corporation reserves the right to reject all or any of the applications without assigning any reasons whatsoever.

9. Empanelment of agencies under this invitation does not restrict APUG&BCL from selecting similar agencies through open tender for executing similar landscape projects.

10.The Applicants are prohibited from any form of collusion or arrangement to influence the selection and award process of the application. Giving or offering of any gift, bribe or inducement or any attempt to any such act on behalf of the Applicant towards any officer/employee/ advisor/ representative of the Corporation or to any other person who can influence the decision of the Corporation for showing any favour in relation to this EOI or any other contract, shall render the Applicant to such liability/penalty as the Corporation may deem proper.

11.Laws of the Republic of India are applicable to this ED.

INTRODUCTION1.1 Government of Andhra Pradesh have constituted A.P. Urban Greening and

Beautification Corporation Ltd (APUG&BCL) vide G.O.Ms.No.25, MA&UD (M2) Dept. dt.11.02.2015 for protection, planning and up-gradation of all urban vacant lands, municipal lands, parks, green zones, water bodies and urban river fronts to manage them effectively by establishing parks, urban forestry, river front landscapes and herbal plantations etc., in all the Urban Local Bodies (ULBs) of the state.

1.2 APUG&BCL is assisting various Urban Local Bodies (ULBs) of Andhra Pradesh in projects conceptualization till project implementation with the main objectives include, protecting & enhancing the greenery and aesthetics to mitigate the climate change in the urban areas of the state through plantations

1.3 As part of the services, APUG&BCL requires unit rate for major species of plants which are commonly used in plantations and parks, thereafter may procure such plant material from such nurserymen/ agency/ ies as per the terms and conditions in due course of time. In view of this, APUG&BCL intends to empanel nurserymen/ agency/ ies to obtain unit rates for each plant material for supplying to APUG&BCL / any Urban Local Bodies (ULBs) and other Government organisation’s spread across the state of Andhra Pradesh; and pursuant thereof has decided to carry out the empanelment process for obtaining the Unit Rate for each plant material.

1.4 Now, APUG&BCL invites rates for each plant material listed in the Annexure – B from the established recognised nurserymen/ agency/ ies.

1.5 Accordingly, the interested Nurserymen/ Agency/ ies are requested to furnish their application indicating the Unit Rate for each individual plant material (as per the format enclosed: Annexure - B) as per the specifications indicated.

1.6 Any further information/ clarifications can be obtained from the APUG&BCL office, Vijayawada, Andhra Pradesh.

1.7 The complete set of Application shall be submitted at the address given below in person or through courier on or before 04:00 pm., 08-08-2017 (Closing Date).

1.8 Late submission of application or because delay in postal / courier transit will not be considered for evaluation / selection.

1.9 APUG&BCL or ULBs or any other Government organisation’s of Andhra Pradesh shall not be responsible for any costs or expenses incurred by the applicants for the preparation and submission of their application. APUG&BCL reserves the right to cancel, terminate, change or modify this empanelment process and /or requirements stated in this document, without assigning any reason or any notice and without any liability for the same.

2. ELIGIBILITY CRITERIA 2.1 Any Nurserymen/individual plant growers and agencies, having plant stock

may furnish the prices of the plant material listed as in the Annexure -B.2.2 The nurserymen/ agency/ies must submit the latitude and longitude/

details of the location of the nursery.2.3 Photographs of the nursery/ ies should be enclosed.2.4 A demand draft of Rs.25,000/- in favour of “The Managing Director,

APUG&BCL, Vijayawada” must be enclosed.

3. GENERAL TERMS AND CONDITIONS

3.1 Submission of Application along with plant material rates

a) This empanelment process is called mainly for fixing of rates of various species / varieties of seedlings.

b) The rates submitted by Nurserymen/ agencies are inclusive of loading, transport and unloading costs for delivery within the state of Andhra Pradesh.

c) The rates submitted must be for the plants which are sturdy, straight, green and healthy.

d) No agency shall have the right to demand supply order on participation in this empanelment process.

e) APUG&BCL requires a single cover consisting of an application along with the list of rates for the items listed in Annexure-B. The sealed enveloped shall have the heading written as “UNIT RATES OF VARIOUS PLANT MATERIAL TO BE SUPPLIED IN ANDHRA PRADESH, APPLICANT NAME & ADDRESS”.

f) Signed applications received from Nurserymen/Agency/ies (Annexure- A) are only considered.

g) The Applicants shall submit the Unit Rate for each individual plant material (as per the format enclosed: Annexure-B) as per the specifications indicated. Applicants shall give the rates for any or all categories of plant materials as per the Annexure-B. The list of prices shall be enclosed in a sealed cover. Noncompliance to the above format shall disqualify the application.

h) The prices submitted shall include raising, supplying and transportation (Including loading and Unloading) of such Plant Material to ULBs/other Government organization’s in the state of Andhra Pradesh. The Applicants are requested to submit the rates of all plant material they can supply taking in to consideration, the stock available with them. It is to be noted that the Unit rate offered shall be valid for minimum period of one year from the closing date of submission.

i) The nurserymen/ agency/ies may submit rates for any number of plant species available with them as in the list of the plant items mentioned in Annexure-B.

j) Last date for submission of application along with DD and statement quoting the rates of plant material (Annexure- B) is 08.08.2017 by 4.00 pm.

k) The sealed cover contains (Annexure- A) and (Annexure- B) should be dropped in the tender box in the office of the Managing Director, APUG&BCL, Plot no.30, Sector 4, Road no. 4, Lotus Land Mark, Kedareswar pet, Vijayawada- 03. Phone- 0866 2530833.

4. OPENING AND EVALUATION OF APPLICATIONS 4.1 Applications will be opened by the Managing Director, APUG&BCL or his

nominee on the dates mentioned, unless extended by a notification published in APUG&BCL website.

4.2 Each Application will be given a number in the ascending order and will be recorded against total number of Applications. For instance, if the total number of Applicants received is five, the first Application will be recorded as 1/5, the second as 2/5 and so on.

4.3 Applications shall be considered responsive and eligible for opening of Applications only if:

a) It is received before closing time and date including any extension thereof.

b) Contains no false or misleading information or statement or undertaking.

4.4 EVALUATION OF APPLICATIONS:a) APUG&BCL will open the applications received from all the eligible

Agencies only and further evaluate and compare the plant material rates submitted.

b) Unit rates submitted by nurserymen / agency / ies for each plant material shall be compared with the Lowest Unit Rates submitted for each plant material shall be notified and recorded by the Authority.

5. EMPANELMENT PROCESS

1. After finding the Lowest unit rate per plant as submitted by the nurserymen/ agency/ies, the Authority may also invite all the other applicants to match with the prices of the lowest unit rate per plant, this information will be communicated by APUG&BCL in writing within one week of the opening of the tenders.

2. In case, any such nurserymen/ agency/ies accepts their willingness to match with the lowest unit rate per plant, then such nurserymen/ agency/ies shall also be considered for empanelment.

3. Preferential allotment of plant material will be given to the lowest quoted bidders.

6. FORMATS FOR SUBMISSIONThe Applicants are requested to submit the following documents as per the procedure stipulated in this document;
