On Sunday California Governor Jerry Brown signed into law SB 1210, the California DREAM Loan Program

that will allow undocumented students in the state’s public university system the ability to receive “gap” loans directly from the state. According to the legislation’s author there are an estimated 7,700 undocumented students currently enrolled in the UC and CSU system and because of their immigration status they are unable to apply for federal loans. This will benefit students at our local campuses, especially California State University, San Bernardino, which this August became one of only two CSU campuses to participate in TheDream.US national program, a $25 million scholarship fund for undocumented students. Funded by some of the country’s most recognizable names including Microsoft founder Bill Gates, Facebook founder Mark Zuckerberg, and eBay founder Pierre Omidyar, the private scholarship program has a goal of providing scholarships to more than 2,000 undocumented students around the country. The new DREAM Loan Program will complement this and other programs well. Even before there was a DREAM Act or funding for DREAMers, Cal State San Bernardino was the place where immigrants found they could dream big. The year before I started my freshman year of college there, I spent several weeks in a summer prep program with other underrepresented students – preparing for college life. During that summer I met Patricia and Manny. Patricia’s mom was a garment worker from El Salvador who worked in the factories of downtown Los Angeles. Patricia was the first in her family to attend college. Manny was from Belize and somehow ended up living on his own as a teenager. He told us that to survive he slept in trees and foraged for food in the heavy brush of Belize. Like the surge of unaccompanied children currently fleeing Central America’s poverty and violence, Manny made his way alone to Southern California. I don’t know how he made it to Cal State San Bernardino’s campus, but there he was in the STEP program eager and excited for the school year to begin. I got to know both Patricia and Manny very well because they came to live with me the first quarter of that school year while they waited for available dorm rooms on campus. We didn’t have enough room at the Brown household, but my parents couldn’t turn away anyone who needed a place to live, and Manny found sleeping on a futon in the den to be much more comfortable than the tree tops of Belize. Like the current crop of DREAMERS, both Patricia and Manny dared to dream of a better life, and they found Cal State San Bernardino’s campus fertile ground to sow and cultivate those dreams. While I’m not sure where Manny is now, he did graduate with a degree in mathematics. And I keep up with Patricia through social media; she also completed her degree and now works for the Los Angeles Department of Public Social Services.

T wo University of California, Riverside scholars have been nominated for prestigious National Book Awards in Fiction and Poetry.

Jane Smiley, distinguished professor of creative writing, was named to the National Book Foundation’s Fiction Longlist for her novel “Some Luck” (Alfred A. Knopf/ Random House). Fred Moten, professor of English, was named to the Poetry Longlist for his collection of poetry titled “The Feel Trio” (Letter Machine Editions). The National Book Foundation announced 10 nominees in each of four categories – Fiction, Nonfiction, Poetry, and Young People’s Literature – in New York on Sept. 18. Finalists will be announced Oct. 15, the winners on Nov. 19. “It is quite remarkable that a single college would

have two nominees for the National Book Award in one year,” said Stephen Cullenberg, dean of the UCR College of Humanities, Arts and Social Sciences, where Moten and Smiley teach. “We are enormously proud of our colleagues’ accomplishments and very happy for the recognition they are receiving.” The National Book Award is the nation’s highest honor in literature, said Andrew Winer, chair of the Department of Creative Writing. “The department is so pleased that the judges have selected Professor Jane Smiley’s remarkable new novel, ‘Some Luck,’ for the long list of this most important award. We see this as one more milestone in an astonishing writing career that is still ascendant.” Deborah Willis, chair of the Department of English, said she is “thrilled and delighted to see Fred’s poetry get this recognition, as are all of my colleagues in the English department. Fred is well-known in the academic world as an electrifying, transformative scholar and critic in the field of African American literature and culture, but he is also an outstanding poet whose experimental, genre-bending body of work has already won honors from the Poetry Foundation, the Poetry Society of America, and the Penn Center for Poetry. It is humbling and inspiring to have Fred among us at UCR. His work as a scholar, theorist, and poet truly puts him in a league all his own.”

Smiley is the author of 13 previous novels, two collections of short stories, five works of nonfiction, and five novels for young adults. Her novel “A Thousand Acres” won the 1992 Pulitzer Prize. She is a member of the American Academy of Arts and Letters. Moten is the author of “In the Break: The Aesthetics of the Black Radical Tradition,” “Hughson’s Tavern,” “B. Jenkins,” and co-author, with Stefano Harney, of “The Undercommons: Fugitive Planning and Black Study.” He was recognized as one of 10 New American Poets by the Poetry Society of America. He is also co-founder and co-publisher of a small literary press called Three Count Pour. Publishers submitted a total of 417 books for the 2014 National Book Award for Fiction, and 219 books for the National Book Award for Poetry. Five judges in each category selected what they deemed to be the best books of the year. Nominated books must have been written by a U.S. citizen and published in the United States between Dec. 1, 2013, and Nov. 30, 2014. C overed California is bringing greater flexibility to employers, additional options for adult dental coverage, and more choice

of benefits employees can select through the Small Business Health Options Program (SHOP). The news comes as Covered California announces the insurance carriers SHOP will offer for the 2015 plan year. “The increased choice and flexibility available through SHOP will expand the options for employees who are offered health insurance through their employer,” said Covered California Executive Director Peter V. Lee. For those small businesses starting coverage Oct. 1, 2014, or later, employers can offer their employees coverage from two different metal tiers preselected by the employer. In this system, called

“dual metal tiers,” the tiers offered must be adjoining: Bronze and Silver plans, Silver and Gold plans or Gold and Platinum plans. This new flexibility through SHOP affords small businesses a competitive edge when recruiting employees. Also new to SHOP is the availability of alternate benefit designs offered through three of SHOP’s carriers, Health Net, Kaiser Permanente and Western Health Advantage. These alternate benefit designs meet the essential health benefits requirement of the Affordable Care Act but vary from the standardized benefits established by Covered California. The addition of these plans allows for expanded employee choice of options being available through SHOP. Other additions include the ability for employers to offer separate dental plans for adults beginning

in 2015. Dental benefits are employee-paid, with no additional cost to employers. The six health plans and 10 dental plans offered through SHOP are a mix of health maintenance organizations, preferred provider organizations and exclusive provider organizations. The health plans are from the following health insurance companies: · Blue Shield of California.· Chinese Community Health Plan.· Health Net.· Kaiser Permanente.· Sharp Health Plan.· Western Health Advantage.SHOP added an additional dental carrier for 2015. The successful bidders for Covered California’s SHOP dental coverage are:· Access Dental Plan.· Blue Shield of California.· Delta Dental of California.· Dental Health Services

(new for 2015).· Guardian.· Liberty Dental Plan of California.· Managed Dental Care of California.· MetLife.· Premier Access.· Safeguard Health Plans Inc. Businesses are not mandated to enroll in SHOP, and there is no penalty for not participating. California businesses with 50 or fewer employees can choose from quality health insurance plans similar to those available to larger businesses. Those businesses with fewer than 25 employees are eligible for tax credits exclusively available through Covered California’s SHOP. Currently, Covered California’s SHOP has enrolled 1,714 businesses, which accounts for 11,510 employees and their dependents. Open enrollment for SHOP is available year-round.

C ommunity Action Partnership of Riverside County (CAP Riverside) has activated a severe weather utility payment assistance

program referred to as SWEATS (Severe Weather Energy Assistance and Transportation Service) for the period covering 9/10/2014 through 9/30/2014. SWEATS has been activated to help those residents impacted by the prolonged hot weather advisory for Southern California issued by the California Office of Emergency Services. Because of the prolonged Hot Weather Advisory, many people were advised to keep their air conditioner units running. Running their air conditioner may have caused an increase to their electric bill which SWEATS can assist with. SWEATS will be available to those eligible customers who were directly impacted by having to run their air conditioners longer than normal and who meet the poverty guidelines. Eligible customers will be required to provide proof that their electric bill increased from the previous bill due to running their air conditioner units in response to the heat wave, September 10

through 30. Eligible customers will be limited to the amount due at the time of intake, any reconnection fees, and other assessed utility fees. Benefits cannot exceed the total amount of the bill or $1,000, whichever is less. All customers must complete the SWEATS intake form (CSD 51), which is posted on CAP Riverside’s website, www.capriverside.org At the time of intake, documentation of utility charges must be provided. The current and prior month’s electric bill showing the increase of usage, or a written statement qualifying the economic hardship as a direct result of the extreme hot weather and the inability to manage household energy expenditures must be provided. Dear Dr. Levister: I have a long family history of glaucoma. Can this lead to blindness? P.N.

Dear P.N: Glaucoma can cause blindness if it is left untreated. And unfortunately approximately 10% of people with glaucoma who receive proper treatment still experience loss of vision. Glaucoma is not curable, and vision lost cannot be regained. With medication and/or surgery, it is possible to halt further loss of vision. Since open-angle glaucoma is a chronic condition, it must be monitored for life. Diagnosis is the first step to preserving your vision. Everyone is at risk for glaucoma from babies to senior citizens. Older people are at a higher risk for glaucoma but babies can be born with glaucoma (approximately 1 out of every 10,000 babies born in the United States). Young adults can get glaucoma, too. African Americans in particular are susceptible at a younger age. It is estimated that over 2.2 million Americans have glaucoma but only half of those know they have it. In the U.S., more than 120,000 are blind from glaucoma, accounting for 9% to 12% of all cases of blindness. Glaucoma is the second leading cause of blindness in the world, according to the World Health Organization. After cataracts, glaucoma is the leading cause of blindness among African Americans. African Americans are 15 times more likely to be visually impaired from glaucoma than Caucasians. With open-angle glaucoma, the most common form, there are virtually no symptoms. Usually, no pain is associated with increased eye pressure. Vision loss begins with peripheral or side vision. You may compensate for this unconsciously by turning your head to the side, and may not notice anything until significant vision is lost. The best way to protect your sight from glaucoma is to get tested. If you have glaucoma, treatment can begin immediately.

F or the past few weeks I have provided my

recommendations for the upcoming November election for candidates seeking re-election or election to seats in the state, county, and city as well as my recommendations for propositions and measures that will affect

this region. I have written extensively on the importance for people to get involved and vote and elect citizens that will make public policies that will work for the betterment of all citizens. And when they fail to vote, it allows others to make decisions for them that might work against their best interest. The electoral process is a privilege afforded all citizens and I cannot stress enough the importance to get out and vote, whether voting by mail in ballot or the polls. Early voting begins on October 6th with vote by mail ballots beginning October 11th. October 20th is the last day to register for voting in the November 4th election. Poverty rates change over time with the economy and with changes in government policies. The U.S. has made substantial progress in reducing poverty over the past 50 years despite worsening inequality and increased unemployment. Child poverty dropped 36 percent between 1967 and 2012 when income from tax credits and in-kind benefits like nutrition and housing assistance are counted. Ending child poverty would save lives and money and increase productivity. For example, eliminating child poverty between the prenatal years and age 5 would increase lifetime earnings between $53,000 and $100,000 per child, for a total lifetime benefit of $20 to $36 billion for children born in a given year. When are we going to gain enough moral, common and economic sense to treat our children justly and give all of them a level playing field upon which to grow? Children have only one childhood and it is today. Chilean Nobel laureate Gabriela Mistral said, “We are guilty of many errors and many faults, but our worst crime is abandoning the children, neglecting the fountain of life. Many of the things we need can wait. The child cannot. Right now is the time his bones are being formed, his blood is being made, and his senses are being developed. To him we cannot answer ‘Tomorrow.’ His name is today.” Given that the U.S. has been blessed with great wealth and high ideals which we need to live up to and given the high costs we incur from child poverty every year, how can our country not act to end child poverty now?

J ust released U.S. Census Bureau data reveal 45.3 million people were poor in America in 2013. One in three of those

who are poor is a child. Children remain our poorest age group and children of color and those under five are the poorest. More than one in five infants, toddlers, and preschoolers were poor during their years of greatest brain development and vulnerability. Black children saw no decrease and continue to have the highest child poverty rates in the nation. In 20 states more than 40 percent of Black children were poor and nearly one in five Black children were living in extreme poverty with an annual income of less than half of the poverty level or $33 a day for a family of four.Although the percentage of poor children dropped in 2013 for the first time since 2000, from 21.8 percent (16.1 million) in 2012 to 19.9 percent (14.7 million), there were still 1.3 million more poor children than in 2007 before the recession began. It is a moral disgrace that child poverty in the U.S. is higher than adult poverty, higher than for children in almost all other competitor nations, and higher than our country with the world’s largest economy should ever allow. Wealth and income inequality are still at record high levels and opportunity gaps are widening. What values and priorities do these unjust realities reflect? Isn’t it time to reset our moral and economic compass? If we want to build a strong workforce, military, and economy and ensure the most basic tenets of opportunity for the most vulnerable, we must and can end child poverty now. Poverty hurts children and destroys their dreams, hopes, and opportunities. Poor children are more likely to go hungry, which is associated with lower reading and math scores, greater physical and mental health problems, higher incidence of emotional and behavioral problems,

Poor children are less likely to have access to affordable quality health coverage, have more severe health problems, and fare worse than higher income children with the same problems. A poor child with asthma is more likely to be reported in poor health, spend more days in bed, and have more hospital episodes than a high-income child with asthma. Poor children suffer a 30 million word interaction gap by age 3 and are less likely to enter school ready to learn and to graduate from high school. One study found children who were poor for half of their childhood were nearly 90 percent more likely to enter their 20s without completing high school than never poor children.Child poverty increases the risk of unemployment and economic hardship in adulthood. Those who experienced poverty at any point during their childhood were more than three times as likely to be poor at age 30 as those who were never poor as children. The longer a child is poor, the greater the risk of poverty in adulthood and experiencing poverty as a child also increases the likelihood of lifelong health problems and involvement in the criminal justice system. Child poverty scars some children for life. Child Poverty has huge economic costs for the nation. Year after year the lost productivity and extra health and criminal justice costs associated with it add up to roughly half a trillion dollars, or 3.8 percent of our nation’s gross domestic product (GDP). What we can never measure though are the countless innovations and discoveries and contributions that did not occur for our nation because children’s potentials were stunted by poverty. It does not have to be this way. Child poverty is not an act of God. It is the choices of men and women and we can change it. Child poverty can be ended and prevented if we want to.

W hat separates the Cal State San Bernardino experience from those of its peer schools? That was the question that

CSUSB President Tomás D. Morales asked when he addressed more than 800 faculty, staff, administrators and students at the annual fall Convocation recently. This year’s “state of the university” address, which kicked off the 2014-2015 academic year, was moved to the campus’s Coussoulis Arena to accommodate the increasing number in attendance. Fall classes began on Thursday, Sept. 25. The event was also streamed online to the university’s Palm Desert Campus and for those who were unable to attend in person. “Every commencement, when I ask for each first generation graduate to stand, the explosion of passion from graduates and their parents will blow you away,” said Morales. More than 70 percent of CSUSB students are the first in their family to earn a college degree. Calling them “trailblazers,” Morales

commended them for their dedication and persistence despite the challenges faced by CSUSB students in one of the most disadvantaged communities in the country. “You cannot help but get emotional,” he said. Morales, who enters his third year as president at Cal State San Bernardino, summarized some of the university’s accomplishments, citing that CSUSB is third among all 23 CSU campuses in first- to second-year retention of students. Nationally, CSUSB ranks third in awarding bachelor’s degrees to Latinos in liberal arts and sciences as well as mathematics and statistics. In addition, national rankings by leading publications include Hispanic Outlook in Higher Education, which places CSUSB 26th in the nation in granting bachelor’s and master’s degrees to Latino students. Educate to Career, a California not-for-profit that measures the improvement in employability and earnings that a college brings to its graduates, ranked CSUSB seventh in the nation. “What this says is that we are doing an exceptional job as it relates to the percentage of

graduates employed in occupations which utilize their field of study, the average salary earned by recent graduates, and the percentage of graduates employed within one year of graduation,” Morales said. A year ago, Morales said that the university would reaffirm its responsibility to student success, e m p h a s i z i n g academic and career counseling for students. On Monday, Sept. 22, he announced that 35 new tenure-track faculty have been added and a cadre of advisers is being created because “adviser-student conversations with academic advisers can make the difference between success and failure.”

Desert Campus s u c c e s s f u l l y completed its first year with 93 percent retention to second year, becoming the first sophomore class at PDC;• A partnership with The Dream.US, a national program that will provide scholarships to more than 2,000 u n d o c u m e n t e d students around the country, making CSUSB one of only two CSU campuses

currently participating in it;• CSUSB’s culture of community service, which offered 149 service learning courses last year, contributing more than 82,000 hours of volunteer

service, which is the equivalent to more than $2 million to local communities;• National recognition on the President’s Higher Education Community Service Honor Roll, among others;• The launching this past summer of Coyote First STEP (Summer Transition Enrichment Program) as a pre-college preparation that addresses academic deficiencies of incoming freshmen;• The signing of memorandums of understanding with eight school districts to create an automatic admissions path to CSUSB; and • Bridging students into research partnerships through the Office of Research and Sponsored Programs, actively engaging them in the development of institutional grants, technology and commercialization. Morales said continuous improvement begins with a culture of assessment. “We need to assess everything we do, not to be critical, but to identify ways we can improve.” On Oct. 8, CSUSB will launch a year-long strategic planning process through the Strategic Planning Advisory committee, chaired

by Sam Sudhakar, vice president of technology services, and Terry Rizzo, professor and chair of the kinesiology department. The process will involve the campus community as it re-examines CSUSB’s mission, vision and values. In addition, a revised campus master plan will be developed that involves both the San Bernardino and Palm Desert campuses to provide direction for the future physical development of both sites, including future space for housing, new academic buildings, libraries and a variety of student service operations. Morales announced the start of a pilot shuttle service between the Palm Desert Campus and the San Bernardino campus beginning this fall, which he hopes will bridge the two communities. The shuttles will run twice a day. The president concluded with a note about plans for CSUSB’s 50th anniversary celebration, now underway, inviting faculty, staff and students to participate with suggestions or to become involved in the planning process.

The 2014 Teach-A-Rama “Through the Looking Glass” was held at SBVC on Saturday, September 20, 2014. Approximately 80 educators, professionals, and community members from San Bernardino City Unified School District, Fontana Unified School District, Redlands Unified School District, San Bernardino Community College District, Compton Unified School District, Rialto Unified School District, Palm Springs Unified School District, San Diego Unified School District, Riverside Unified School District, and Los Angeles Unified School District participated in this event. The purpose of this gathering was to look at the different cultural elements students encounter in the classroom, providing educators with a closer look at the factors currently impacting minority students in the classroom which was shared by Dr. Haragewen Kinde (Vice President of Instruction at San Bernardino Valley College), Joyce Payne (Basileus with Delta Rho Chapter), and Dr. Margaret Hill (Board Member for the San Bernardino City Unified School District). Teach-A-Rama was sponsored by the Office of Instruction at San Bernardino Valley College working in partnership with representatives from the National Sorority of Phi Delta Kappa, Inc. and Delta Rho Chapter for the Far Western Region. Presenters included: keynote speaker, Dr. Louie Rodriguez (Professor at California State University, San Bernardino and author of “The Time is Now”), Euricidi Fitz (PAR Consultant with San Bernardino City Unified School District), Keisha Handy (Academic Coach with Monterey Elementary School, part of San Bernardino City Unified School District), and Dr. Kennon Mitchell (Assistant Superintendent of Student Services with San Bernardino City Unified School District).

W hat is community policing? In the wake of increased shootings in Ferguson and around the country,

there has been a renewed public interest in the role of police, the extent of police brutality, and the prevalence of racial bias. These are not new issues, and in fact a number of organizations have been working for decades to increase trust between law enforcement and the communities they serve. Among these is the National Coalition Building Institute (NCBI), a nonprofit leadership program headquartered in Washington DC, whose leaders I spoke with recently. Founded in 1984, NCBI focuses on eliminating prejudice and resolving inter-group conflict. They work in cities across the U.S. and overseas to build the capacity of local leaders in schools, college campuses, police departments, and environmental organizations to lead prevention-oriented workshops and to intervene in the face of tough inter group conflict. One of NCBI’s key programs, the Law Enforcement Community Citizen Project, focuses on building productive relationships between police and the communities they serve. The NCBI Law Enforcement Community Citizen Project was initially funded in 2002 by a grant from the COPS office (the office of Community Policing at the US Department of Justice) to work in Bethlehem, PA and King County, WA. Since then the program has been implemented in Atlantic City, NJ as well as numerous communities throughout Pennsylvania, Missoula, MO, and Seattle, WA. NCBI is called on to bridge the divide between community members and police officers. NCBI leads Train the Trainer programs, Welcoming Diversity and Inclusion Workshops, and Leadership Institutes for officers and community activists to educate them in skills to foster cooperative relationships. Some communities have contacted NCBI when there have been specific difficulties between white police officers and people or neighborhoods of color that have been singled out by police. From their experience, NCBI has learned that it is best to offer communities a prevention-oriented, trust building approach. This way, NCBI builds the ongoing

capacity of law enforcement and community activists to work in partnership to increase safety for all citizens in the community. I spoke with Fabienne Brooks, who along with Guillermo Lopez is co-director of NCBI’s Law Enforcement Program. Brooks is a retired Chief of Detectives for the King County Police Department in Seattle, WA. She was the first Black female officer in county history to be hired as a deputy, and throughout her career she made a point to immerse herself in the community that she served. The neighborhood she patrolled was the same neighborhood where she attended church and raised her family. After 26 years on the job, she retired and joined NCBI so she could continue her passion for community policing. Ms. Brooks told me that “an important part of community policing occurs when an officer recognizes that they are part of a community, and the community understands the same about the officer. It includes forming empathetic relationships between law enforcement and community members, which results in increased officer safety and safety for all members of the community.” The NCBI Law Enforcement Community Partnership project builds trust between law enforcement and community leaders by helping each side to understand the daily realities of the other. Each has a key story to tell. Each deserves respectful listening. By teaching listening skills and conflict resolution practices and by helping each side see the humanity and legitimate concerns of the other, trust and partnership increases. In addition, NCBI teaches specific skill sets that help each side to confront the biases they have learned about each other that get in the way of equitable treatment of the entire community-- particularly the equitable treatment of people from different racial groups. NCBI believes in practices that will bring about institutional change not one-time trainings or quick fixes. As just one example of the outcomes of the NCBI’s COPS and Community project, consider what happened in Bethlehem, Pennsylvania. In 2005, a pool frequented by Latino young people had been closed for repairs and the young people went to another pool. Within minutes, the mainly white life guards felt threatened by the presence

of the Latino young people, called the police and the police, ignoring the pleas of the Latino parents for calm, called for increased back up. A huge altercation between the parents and the police continued for months. The NCBI trained police/ community activist team was able to bring the parents and police together, and using their NCBI skills, bring about increased trust and understanding. In Ferguson, Former Chief Brooks sees an opportunity for an effective community-policing program to emerge from the chaos and violence of the past few weeks. “Now, there is a chance for police and the community to hear each other,” she said. “The focus needs to be on how people are treated. If you can train officers how to treat ALL people with dignity and respect - that is a victory.” Brook’s co-director Guillermo Lopez explained that community policing cannot be accomplished with the wave of a wand, “You don’t go in trying to change a whole department; you go in trying to change a few people, who eventually come to change the whole department. We can start by focusing attention and financial resources on organizations like NCBI, so they can continue spreading the word that emphasize the ‘serve’ aspect of ‘Protect and Serve’.” “The establishment of a sustained value and practice for coalition building skills between Community and Law Enforcement is a pathway to conflict resolution and will create a climate which fosters violence prevention”. A fter having served in the capacity of Board of Trustee for the Riverside Community College District, Janet Green has confirmed her commitment to advocacy by seeking re-election to the board. Green

was elected to the Riverside Community College District Board of Trustees in 2006 and currently serves as vice president of the Board. She is a former college professor and administrator for San Bernardino Valley College who is interested in improving communication within the college community, fiscal accountability, and ensuring that career tech and transfer education opportunities are available to all community members.
