TRAININGSTRAININGS

TRAINING PROGRAM FOR FIJI SUGAR CORPORATION

On invitation from the Fiji Sugar Corporation (FSC),

Fiji, Mr. Shivajirao Deshmukh, Director General, VSI

(DG) visited Fiji during 18th-24th January, 2014 and the

business conducted is as

under:

The VSI has undertaken

training to the sugar

engineers, sugar

technologists and

electrical engineers of FSC

since last 2 years. The

Director General

inaugurated the training

program of third year at

the training center

Lautoka, F iji Islands.

During this inaugural address, DG impressed upon the

participants about the need of the training and the

strength of VSI in different areas related to sugar and

alcohol industries.

DG visited the Sugarcane Research Institute

(SRI), Fiji and had a prolonged meeting with Dr. Samu

Railoa, Manager (Extension Services), FSC. Dr. Samu

Railoa informed that FSC is having around 41000

hectare of land under four mills situated in Fiji. He

also mentioned the problems pertaining to low yield

which is around 40 tons per hectare which is very low.

DG explained the dynamics of sugarcane cultivation

and invited the attention of FSC on different aspects

of sugarcane cultivation including agronomy, soil

chemistry, planting and harvesting program, etc. Dr.

Samu stressed the strong need to support the

agricultural activities to ensure good quality raw

material for the present four sugar mills and FSC is

intending to start a new mill very shortly. DG assured

that he would certainly look into all aspects and

problems faced by FSC and discuss these issues with

the Chairman, FSC.

Mr. Abdul Khan, Executive Chairman, FSC has

appreciated VSI’s training program conducted for his

staff in the meeting with DG. He mentioned that this

training benefited to the mills for improvement in

technical efficiency,

production of good quality

sugar, saving of

production cost and FSC

was able to pay bonus to

employees after many

years. He further

mentioned that the Tonne

Cane Tonne Sugar (TCTS)

loss was brought down to

8.95% from 13.5% and

sugar mills achieved

sugar recovery of 11.0%

from 8.0% by increase of 3 units. The mills now paid

Fiji $85 per ton of sugarcane with 30% more than

earlier cane price payment. In the meeting, the

Executive Chairman had discussed on the following

issues:

i. Training partnership with VSI and pathway

beyond certain level, i.e. award of degree/

diploma;

ii. Support of VSI for getting assistance from

Government of India;

iii. Adherence to the educational norms to Fiji

Higher Education Commission to assist in

arrangement of mill visit in India by FSC

technical team as part of “on the job training”

and upgrading the skills of FSC technical staff;

iv. The services of VSI in the areas of Research

and Development (R&D), particularly in

Agriculture;

v. Partnership with VSI for mill audit and

assistance in improving factory operations on

long term basis and the framework of such

arrangement and cost involved;

vi. Sharing of library information with VSI library

and VSI can assist in this regard;

vii. The Executive Chairman, FSC stressed that the

Fiji is having population of about 0.8 million

of which 25% is directly or indirectly

dependent on the sugar industry. The

Government of Fiji has 68% stake in FSC and

the sugar industry is the only industry in Fiji.

Therefore, its viability and sustainability are

of utmost important to Fiji and he mentioned

that with the help of VSI, the FSC would be

able to achieve the strength required for

running the industry in an efficient manner.

He was of the view that whether FSC can

become a member of VSI and then there will

be a strong bond between VSI and FSC and

possibility of giving membership of VSI by VSI

needs to be explored on priority.

DG informed the Executive Chairman that he

would discuss the above issues with Mr.

Sharadchandraji Pawar, President, VSI and the

members of Governing Council of VSI.

A meeting with Ms. Salote Rabuka, Director, Fiji

Higher Education Commission was organized to

formulate the VSI’s training programme to the Fiji

personnel at Government level. The Director

explained the modalities of the Commission to the

FSC officials and requested that a proposal may be

sent to Fiji Higher Education Commission which will

be considered mainly for recognition of registration.

His Excellency, Mr. Vinod Kumar, High

Commissioner of India welcomed the DG and grateful

to VSI for arrangement of training to FSC personnel

and appreciated impact of training on improvement

of technical efficiency of Fiji Sugar industry. Further,

he mentioned that the “Indian Technical and

Economic Co-operation (ITEC)” program was

launched on 15th September 1964 as a bilateral

program of assistance of the Government of India

for the developing countries and so far 158 countries

in Asia, East Europe, Africa and Latin America are

invited to share in Indian developmental experience

in various fields. Under this program, there are

certain Institutions which are recognized by the

Government of India in the Ministry of External Affairs

and if VSI is included in that list, Fiji participants can

be covered under this ITEC program which is fully

funded by Government of India and therefore, the

name of VSI should be included in the list of

organizations which can impart training.

The Permanent Secretary for Sugar, Ministry of

Sugar, and Government of the Republic of Fiji had

meeting with the DG. During his earlier visit to VSI,

the agreement of training program to FSC was finalized

and was very happy about the programs conducted

in Fiji. In the meeting, he discussed the issue of

inclusion of VSI in the list of organization under ITEC

so that Fiji can get the benefit of the program and

informed that the Fiji Government is going to make

the proposal to Ministry of External Affairs,

Government of India for inclusion of name of VSI in

that program. He further said that a delegation from

Fiji is scheduled to visit India around 12th February

and would meet Hon’ble Minister of Agriculture,

Government of India.

The D.G. sounded them that necessary proposal

may be sent to VSI to work out the modalities of the

intending program.

The details of the training program are as under:

(i) Foundation course Dec & Jan. 2011-12

(ii) I & II Semester Jan. & Feb. 2013

(iii) III & IV Semester Jan. & Feb. 2014

(iv) V & VI Semester Jan. & Feb. 2015

For the training, each year, two batches of five

technical persons from VSI in each batch in Sugar

Engineering, Sugar Technology, Instrumentation and

Computer are deputed for two weeks at Fiji.

The FSC is has serious problems with the

sugarcane cultivation, yield, soil health and would like

to make agreement with VSI for training in agriculture.

The Agreement for Consultancy in Agriculture will be

discussed and decided with FSC when their officials

will visit to India.

The International Conclave on Sugar Crops and

SugarFest – 2014: “Sweeteners and Green Energy

from Sugar Crops – Emerging Technologies” was held

at IISR, Lucknow during 15th– 17th February, 2014. At

the conclave Mr. Shivajirao Deshmukh, Director

General, VSI delivered a foundation lecture on “Indian

Sugar Industry: Research and Development Priorities

for 21st Century”. The Executive Body of Society for

Sugar Research and Promotion (SSRP) has

recommended his name for the “Award of Excellence

of Society for Sugar Research & Promotion: 2014” and

received the award certificate at this Sugar Conclave.

Sugarcane is raw material for sugar industry and

one of the major cash crops cultivated on about 4.5

million hectares area by the about 50 million farmers

in various states of India. He presented average

sugarcane productivity variations in various states

of the country and mentioned that alarming situation

for Indian sugar industry due to the stagnancy and

continuous decline in sugarcane productivity with

stagnant sugar recovery around 10% over the years.

He put up the statistical data on wide variations in

sugarcane productivity of tropical (77 to 85 tons/ha)

and subtropical (45 to 60 tons/ha) sugarcane growing

states of the country and as compared to sugarcane

yield of 350 tons/ha achieved by some of the cane

growers. Therefore, there is great need to bridge the

gap between potential and present sugarcane

productivity and improving sugarcane recovery upto

12%. He focused on this major issue of stagnation in

average sugarcane yield & sugarcane recovery and

emphasized that there is urgent need to take remedial

measures for improving sugarcane productivity with

proper implementation of advanced cane development

and management programme.

He mentioned that to bridge the gap between

potential and actual cane yield is possible, if the

various recommendations made by Research Institute

and State Agriculture universities implemented

properly put into the practice at cane growers cane

fields.

To achieve the expected level of sugarcane

productivity, he explained the most important priorities

needed to be implemented by Indian sugar industry.

I) Varietal development and planting programme

: SBI Coimbatore is only Institute in the country

working for the development of varieties through

conventional hybridization method. Recently, VSI has

established Sugarcane Breeding Centre at Amboli,

Dist. Sindhudurg in Maharashtra. This centre is made

fully operational with a wide range of germplasm and

CoVSI 9805 a mid-late maturing variety is released in

2009. The variety VSI 434 developed through tissue

VSI Bulletin : Vol.-14, Issue-1, April 2014

culture technique is an extra early maturing high

sugared and drought tolerant variety has been

released in 2012 for general cultivation in

Maharashtra. The priority has to be given to develop

high yielding and high sugared sugarcane varieties

resistant to biotic and abiotic stresses suitable for

all agro-climatic zones in India at faster way presently

that it takes about 17 to 18 years. Molecular biology

and genetic engineering techniques may help in

conventional breeding and tissue culture technique

for improvement in varietal development.

II) Encourage Seed Multiplication and replacement

Programme : The good quality seed material is not

used even by 10 percent of sugarcane farmers

because of inadequate implementation of three-tier

seed multiplication programme at sugar mill level. It

is proposed to develop 50% seed replacement

through conventional seed programme and 50%

through tissue culture technique. Tissue culture

needs to be encouraged for assured genetic purity,

better and early germination, quicker coverage by

better varieties and higher sugarcane yield.

III) Soil fertility management : An integrated

nutrient management system having judicious

combination of organic and inorganic fertilizers

coupled with bio-fertilizers may serve a potential tool

for sustaining the soil fertility and productivity in the

sugarcane-based intensive cropping system on a

long-term basis. An advanced techniques of remote

sensing and GIS need to be exploited in soil fertility

evaluation, mapping and delineation of salt affected

soils so as to suggest nutrient management and

reclamation of problematic soils.

IV) Exploitation of Microbial inoculants : A

biofertilizer have the ability to fix atmospheric N and

to mobilize the plant nutrients and growth regulating

substances. Glucanoacetobacer is an entophytic

bacteria plays an important role in N fixation and

fulfills the 50% requirement of nitrogen in sugarcane.

Therefore, priority has been given for research and

development like mass production of efficient

bioinoculants in agriculture.

V) Drip irrigation and Fertigation : It is crucial to

use available water more preciously and judiciously

so that land and water use efficiency can be

increased manifold. Drip irrigation is effective in

saving of 45 to 50% irrigation water in sugarcane.

Raingun sprinkler also saves 30 to 35 % irrigation

water. Fertigation through drip saves 25 to 30%

chemical fertilizers. A new technique of subsurface

drip irrigation is also very efficient system for increase

water and fertilizer use efficiency in sugarcane.

VI) Strengthening Research on Mechanization : To

cope with farm labour shortage and reducing expenses

on operations like planting, inter-culturing and

harvesting. The priorities are to be given to develop

indigenous tractor drawn implements suitable for

small, marginal and high land holdings.

VII) Plant protection through bio-control agents:

Chemical control diseases and pests are not

environment friendly. Bio-control measures can play

an important role in effective management of many

pests of sugarcane on long term basis. Focus has to

given on this area for research and development. The

present system of Central Insecticide Board for

registration and production of bio-pesticides is very

stringent need to make easier.

VIII) Improvement in productivity of ratoon crop:

The area under ratoon cane is around 40% in most of

the sugar mills that have lower sugarcane yield than

plant cane. Hence, efforts are required for increasing

productivity of ratoon cane through ratoon

management practices.

IX) Strengthening HRD and Extension mechanism:

Present extension mechanism in sugarcane

agriculture is not up to the desired level and needs to

be strengthened immediately. There is need of

separate cane development wing with computer and

web based training facilities at every sugar unit.

X) Development of cane juice quality based cane

pricing policy : At Present, cane growers are getting

cane payment through FRP and SAP system of cane

payments set by Central and State Government which

is linked with sugar recovery of the sugar mill. The

implementation of juice quality ( pol in cane) based

cane price system will encourage farmers for growing

high sugared varieties and also improve sugarcane

productivity for better remuneration.
