The SUV met with the accident at Bhaunti in Kanpur district, toppling on the road which was slippery after the rains, police claimed. Accord- ing to a statement from the Special Task Force, the driver had tried to avoid cattle on the road. The vehicle was part of a small convoy of police vehicles. Police said the gangster snatched a pistol from one of the policemen injured in the accident and was shot when he opened fire while trying to flee, an account being questioned by opposition parties. Six policemen, including two from the Special Task Force, were hurt in the accident and the exchange of fire arou- nd 6 am, an official said. Dubey was the sixth man to die in a police encounter after the amb- ush he allegedly master- minded in Kanpur’s Bikru village past mid- night on July 2, killing eight policemen who had come to arrest him. The court gave this interim direction as the government has not complied with rules and procedures of getting per- mission from the GHMC to demolish buildings. According to Rule 4 (3) of Construction and Demoli- tion Waste Management Rules, 2016, permission has to be obtained from the local authority (GHMC) and a waste man- agement plan is also to be submitted before demoli- tion. The government failed to show permission let- ters from the GHMC when the division bench com- prising Chief Justice Rag- havendra Singh Chauhan and Justice B. Viiaysen Reddy on Friday asked about the issue. The ben- ch was dealing with a PIL seeking a direction to gov- ernment that the demoli- tion be kept in abeyance. The PIL was filed by Prof. P.L. Vishweshwar Rao and Cherukuri Sudh- akar contending that the demolition was illegal, as it violated the Solid Waste Management Rules, and Rules of the GHMC Act. Many states, including Telangana, are following this guideline. At least one case of a person test- ing positive for Covid-19 after being discharged from a government hos- pital after completing the mandatory 10 days with- out symptoms, followed by a week of home quar- antine, and an additional 10 days of self-imposed quarantine, has come to light here in the city. This person underwent a second test before report- ing back to work and the result came in positive on Friday, sources said. The patient is not sure what to do next. There were allegationsthat the media trailingthe police convoy wasstopped for a few minutesbefore the encounter.Video clips also appearedto show Dubey sitting in adifferent car when theconvoy set out fromUjjain. The UP policehave denied any switch-ing of cars.

Much needed move, say ex-encounter specialists Mumbai, July 10: Some for-mer police officials fromMumbai on Friday praised theUttar Pradesh Police over thekilling of notorious gangsterVikas Dubey in an encounter,saying that the action was“much needed” to keep themorale of the force high.

Mumbai’s former ‘encounterspecialist’ police officerPradeep Sharma defended theaction against the gangster.

Sharma, who was reportedlyinvolved in the ‘encounter’killings of over 100 criminals,said, “We should congratulatethe UP police for this daringaction and this is a genuineencounter as four police personnel also got injured init.”

“The man who killed eightpolicemen got what hedeserved. At the place wherethe incident occurred, it hadrained and the vehicle carry-ing him skidded. After that,Dubey tried to run away bysnatching a weapon of a police-man and fired at them, butpolice opened fire in retalia-tion,” he said.

“This action will boost the

morale of the police force. Noquestion should be raised overthis encounter and if anyonedoes so, then they should firstgo and meet the family mem-bers of eight police personnel,who were killed by the gang-ster,” he said.

“Where were those activists,when the police personnelwere killed by the gangster,” heasked.

Another ‘encounter special-ist’ Praful Bhosle, who retiredas Assistant Commissioner ofPolice, said, in view of the cir-cumstances at the time of theincident as described by theUP police, this action was“much needed”.

“Nobody should dare to killthe police, who is performinghis duty and this encountercan be a lesson to the crimi-nals,” he said.

Eleven persons have beenkilled in four encountersin the six years sinceTelangana state wasformed. Only two of thesekillings — that ofNayeemuddin and theDisha case accused — havecaught the attention of thecountry and are beingprobed.

On the night of August15, 2014, K. Shiva, 28, achain-snatcher involved inover 300 offences wasgunned down.

As per the police version,Shiva, travelling on a bike,was stopped by the policeon the service road of theOuter Ring Road atKotwalguda. He reported-ly attacked and injured asub-inspector and tried toflee and was shot dead.

On April 7, 2015, fiveundertrials, Vikaruddinalias Vikar Ahmed, andhis aides Izhar Khan,Mohd Zakir, Syed Amjed,and Mohd Anif, suspectedof being terrorists, werebeing transported to acourt in Hyderabad fromWarangal prison for courtproceedings when theyreportedly attacked thepolice and were shot dead.

That encounter had along and bloody prequel.The police gunned downtwo alleged operatives ofthe banned SIMI, AslamAyub and Eizajuddin, atJanakipuram in Nalgondaon April 5, 2015.

The duo, along withthree other undertrials,had escaped from TantyaBheel jail in Khandwa,Madhya Pradesh, onOctober 3, 2013, and hadkilled two police officers atSuryapet in Nalgonda.

With the killing of itstwo personnel, the policelaunched the manhuntand killed Ayub andEizajuddin. In thatencounter, constableNagaraju was killed whilesub-inspector Siddaiahwas wounded and suc-cumbed three days later.Inspector Balanagi Reddywas injured but survived.

On August 8, 2016, gang-ster MohammedNayeemuddin, a formerM a o i s t - t u r n e d - p o l i c einformer, was gunneddown at his hideout on theoutskirts of Shadnagar. Hewas involved in over 174cases, including 27 mur-ders. That encounter isstill being probed. Policeseized properties worth`100 crore and weapons.

Three years later, onDecember 6, 2019, fouryoungsters — Mohammedalias Areef, J. Shiva, J.Naveen, and C.Chennakeshavulu —accused of rape and themurder of a woman veteri-nary doctor were gunneddown in an encounter atChattanpally in the out-skirts of Shadnagar.

The accused were at acrime scene reconstruc-tion when they reportedlysnatched the pistols fromthe policemen andattempted to escape. TheSupreme Court hasordered an enquiry with a

three-member committee.The killing of Vikas

Dubey and some of hishenchmen in a series ofalleged encounters is rem-iniscent of the Disha

encounter. Police in boththe cases claimed that thesuspects “snatched” theirweapons and opened fireat them forcing them toretaliatory action “in self-

defence.” Surprisingly inboth the Kanpur andCyberabad encounters, theaccused were not hand-cuffed while they werebeing taken in vehicles

before the alleged retalia-tory firing took place.

The snatched weaponswere in “unlocked” posi-tion and the slain accusedwere not handcuffed when

the firing took place, theCyberabad PoliceCommissioner VCSajjanar had earlier saidwhen asked whether theywere handcuffed.

Recently, the govern-ment appointed 2,116medical nurses andparamedical staff, andpaid each nurse `25,000,and `28,000 for thosewho have five years’experience. Nurses whohave been working for13 years in the samehospital are paid`17,000.The nurses obvi-ously questioned whythey are paid less. “Wedemand the minimumwage decided by thewage board and as perthe guidelines of theSupreme Court,” said

Nurse Kanaka Durgapointed out: “From thetime the Coronavirusarrived in the state weare the people who stoodas the warriors. Officials have identifiedover 4,000 house clusterswith active Covid-19 casesand around 2,500 contain-ment zones.

“With the existing staffwe cannot monitor bothof them. We take up con-tainment activities basedon the emergency ofcases in containmentzones and house clus-ters,” an official said.

This approachover the past four monthshas seen several changesmade in the daily Covid-19 bulletin each time aquestion was raised onCovid-19 cases, be it withregard to testing, thenumber of cases, thenumber of people ‘dis-charged’ (the government

still does not explain inthe bulletin how many ofthose discharged dailyhave actually recovered).

The latest in these seriesof information lockdownshas been the deletion of awebsite that providedreal-time updates on casesacross the state.

It was this website —http://124.124.103.93/COVID/statistics.htm —that was in the middle ofa serious controversy inthe first week of thismonth when it was dis-covered that the numberof Covid-19 cases dis-played on the website wasvastly different from thedata released every dayin the health departmentbulletin. The differencewas nearly 3,000 cases,with the website showinga higher number.

This difference became

controversial with notjust the reports beingshared very widely onsocial media platformsbut with Opposition par-ties claiming that thenumbers yet again high-lighted the lackadaisicalapproach of the govern-ment. The health depart-ment subsequentlyclaimed that the numberson the website were notadded to the Covid-19 bul-letins owing to confusion

over validity of tests con-ducted by some privatelabs that showed ‘abnor-mal’ rates of disease pos-itivity. There were offi-cial claims that the bul-letin has a cut-off time ofcases reported till 5 pmwhile the website reflect-ed live updates.

However, the websitehas since been takendown as has been thehomepage from wherethe page on ‘statistics’

could be accessed. The website of the

health department –health.telangana.gov.in –shows a link ‘Covid-19’with the word ‘New’blinking next to it. It wasupon clicking on thisCovid-19 link that onewould be taken to thewebsite –124.124.103.93/COVID/home.htm – which displayeda tab that said ‘statistics’.This tab was never acti-

vated but by substitutingthe word ‘home’, with‘statistics’ in the web-page’s url, one couldaccess the statistics pagewith regular updates onCovid-19 numbers.

The Council for the IndianSchool CertificateExaminations (CISCE) onFriday announced theresults for ICSE and ISCexams. As per the data, thenumber of students clear-ing the exams has gone upthis year.

The pass percentage ofClass 10 was recorded at99.33, from 98.54 last year.In Class 12, 96.84 per centof students cleared theexam, a slight hike from96.52 last year.

More boys appeared forthe ICSE and ISC examsthis year: 54.19 per centand 53.65 per centrespectively.

In Telangana state, thestatistics were the oppo-site. Out of the 4,487 stu-dents that appeared forICSE, 50.84 per cent weregirls, and in ISC 57.70 percent. Out of the 4,487 can-didates of ICSE, only onewas declared as unsuc-cessful and out of 851 can-didates of ISC, 24 weredeclared failed.

Keeping in view the cur-rent situation, CISCE hasdecided to not publish amerit list. The pass per-centage in the state was99.97 per cent for ICSE and

97.2 per cent for ISC.The CISCE said that stu-

dents can apply for re-checking of marks tillJuly 16 at cisce.org andwill be available only forthe subjects for whichexams were conducted.

There is no certainty onthe next plan of action forthose who failed the examsthis year. “We weren’t ableto conduct all the regularexams earlier, we can’t sayif we will be able to con-duct the compartment

exams too. We will observethe situation until it isconducive to take a deci-sion’, said CISCE chair-person Gerry Arathoon.

A special marking sche-me was put in place for cal-culating marks this year.

The subjects for whichexams were not held,marks were given on thebasis of internal assess-ment and the best of thethree subjects. The weigh-tage of 70:30 was used inthe marking scheme.

Chief Minister K.Chandrashekar Rao onFriday expressed “regret”and “pain” over the demo-lition of a temple and amosque in the Secretariatpremises. Rao said thegovernment would con-struct a new temple andmosque at a more spa-cious site at its expense inthe new Secretariat complex.

In a statement, the ChiefMinister said: “I came toknow that, while demol-ishing the multistoriedold buildings, the templeand mosque adjacent tothe old buildings weredamaged as debris fell onthem.”

“I feel sorry about theincident. It should nothave happened. The gov-ernment’s intention wasto build a new complex bydemolishing the old build-ings without causing anydamage to the temple orthe mosque.”

“We will construct a tem-ple and mosque in theSecretariat premises in amore spacious way even ifit means spending ofcrores of rupees. We willconstruct the temple andmosque at governmentcost and hand them overto the people concerned.”

He said he would discusswith the temple andmosque organisers andhave the places of worshipconstructed in the newSecretariat. “This is mypromise. Telangana is asecular state. We will con-tinue the secular spiritcome what may. This inci-dent happened unexpect-edly,” the CM said.

The Chief Minister said,“everyone should under-stand this properly with-out prejudice.”

The Opposition criti-cised the state govern-ment, terming the demoli-tion of the mosque andtemple as nasty and hastyand hurting the religioussentiments of the people.

CM added insult toinjury: Uttam

TPCC president N.Uttam Kumar Reddy con-demned the demolitionand said the reaction ofthe Chief Minister addedinsult to injury. Rao’sstatement was self-contra-dictory, he said. Themosque and temple wereconsidered very sacred bygovernment employeesand all others in both inerstwhile AP and in sepa-rate Telangana, the TPCCchief said.

He said, “if theSecretariat demolitionwas bad enough and aTughlaq-like decision, thedamage of the temple andmosque has hurt the senti-ments of people belongingto all communities.”

Reddy said the CM’sstatement indicated thatthe places of worshipwere completely damaged.

He found fault with theChief Minister for notconsulting the heads ofthe temple and mosquebefore carrying out thedemolition.

“KCR is trampling uponthe religious sentiments ofthose people who madehim what he is today. Hewill get a befitting replyfrom the Hyderabadis atan appropriate time,” hesaid.

Congress leader ShabbirAli said that the statementissued by the ChiefMinister was disappoint-ing. He said that all citi-zens were deeply hurt bythe demolition of mosqueand the temple.

He also condemned thestatement of MIM presi-dent Asaduddin Owaisiwho welcomed the ChiefMinister’s announcementof re-constructing theshrines. He said that theChief Minister did notpromise that the mosquewould be reconstructed atthe same place. Hereminded that the BabriMasjid-Ram Janmbhoomidispute pertained to thelocation.

It is surreal that the fugitive criminal Vikas Dubey, who surrenderedto the Madhya Pradesh police at Ujjain on Thursday, is then shotdead by the UP police on Friday morning — allegedly because hetried to snatch a gun and escape when the vehicle carrying him in a

police convoy overturned at Kanpur (the only vehicle to do so).Incidentally, the media, which was shadowing the convoy, was stopped15 minutes before the incident. It is evidence that the killing was nothingmore than a brazen act of extra-judicial execution. It may not be shock-ing, but it is nothing if not condemnable.

Not many in UP would bat an eye at this gruesome shortcut of justice.Popular bloodlust for summary justice — as witnessed last Decemberwhen the Telangana police was feted for shooting dead the four accusedin a veterinarian’s rape-murder on Hyderabad’s outskirts — continuesto be fed by a political class that was complicit in Dubey’s crimes.

The extra-judicial execution cannot be justified on the grounds thatDubey’s men killed eight policemen. The Constitution gives everyonethe right to a fair trial under Article 14, and Article 21 renders a fair trialas part of any individual’s guarantee of life and personal liberty. Anextra-judicial execution is unconstitutional. The absence of due processsubverts not only the criminal justice system but democracy as well. Itmight sit well with a cynical populace impatient with the slow wheels ofjustice. But it erodes the fabric of our democracy and society in waysthat are much graver than an extra-judicial execution. One way is themanner of late in which the victims of riots are charged as the culprits,or in which dissenting students are deemed more anti-national thanactual terrorists.

Vikas Dubey was a bad man. He had over 60 cases to his name includ-ing five in which he was directly accused of murder. In 2001, he report-edly killed a state minister — inside a police station. Yet he would nothave thrived for so long had it not been for the police-criminal-politiciannexus that has existed for longer than most Indians have been alive.Kunda MLA Raghuraj Pratap Singh alias Raja Bhaiya, for instance, isone of many notorious politicians with a long criminal record. In UP thepolitician-criminal nexus is so widespread that any Netflix crime serialis by default set in UP. In Dubey’s case, there was much talk of how hecould have spilled the beans on the high and mighty — a former CM saidif his vehicle had not toppled, the government would have — and it isspeculated that five of the 12 named in the police deaths FIR were“encountered” because of such links. Killing Dubey might have been anact of self-preservation by the UP police. In which case society mustaccept that Dubey’s extra-judicial execution is no panacea to UP’s (orIndia’s) law and order problems; it only preserves and perpetuates thedirty, lawless and corrupt status quo.

A man whohas been running a paral-lel state within a state foryears in YogiAdityanath’s Wild Westterritory, also known asUttar Pradesh, getspicked up a few days laterin another state (MadhyaPradesh) and then the“usual” happens! He getsshot trying to “escape”from a police party whena vehicle overturns! Allthis action takes placeseven days after hishenchmen ambush andgun down eight police-men in cold blood. Relax,everyone! Now that themastermind behind theattack has been bumpedoff, we will never get toknow what exactly hap-pened or why. Let’s say itwas a huge setup, withbetrayals, informers, andpolitical connivanceinvolved. Nobody woulddare to ambush and openfire on men in vardi,without being guaran-teed protection by politi-cal bosses. Even the mosthardened criminals hesi-tate before taking on themen in uniform. Dubey’ssubsequent arrest andmurder are clearly a partof the huge coverup, nowthat the game is up. Itsounds like the mostbrazen and audacious

political charade. A totaleyewash… and completehogwash. The same men,from the same party thatwas working hand inglove with the criminal,seem to have struck adeal with political bossesof another party, andsmoothly staged thearrest and encounterkilling, but only afterdoing a deal with VikasDubey himself. Endgame!

This is how it hasalways worked in India.Nothing new about thisnarrative. There’s ablurred line betweennetas and goondas, politi-cal bosses and hardcorecriminals — this is trueacross parties. In fact, it’spretty hard to distinguishone lot (gangsters) fromthe other (netas).Sometimes, very rarely,the situation gets com-pletely out of hand — as itdid in Dubey’s case. Allhell breaks loose, butonly for a while. You canbe sure while citizens arekept distracted withhocus pocus stories aboutthe valour and efficiencyof the police partyinvolved in the drama,frantic negotiations aretaking place simultane-ously between the crimi-nal’s family, his gangmembers and their politi-cal patrons. The decision of the Union government to set up an inter-ministerialcommittee to investigate whether three trusts linked to theCongress’ national leadership have violated laws related to money

laundering, income tax and foreign funding is welcome. The committeeprobing the affairs of the trusts — Rajiv Gandhi Foundation (RGF), theRajiv Gandhi Charitable Trust (RGCT) and the Indira Gandhi MemorialTrust (IGMT) — will be headed by a special director of the enforcementdirectorate and will have officials from the Central Bureau ofInvestigation. The committee will make a preliminary inquiry and if it isfound that there are irregularities, then the agency concerned will takethe investigation further, according to reports.

The BJP recently brought the three trusts to the focus with its presi-dent J.P. Nadda and Union law minister Ravi Shankar Prasad allegingthat the Congress pushed for a free trade agreement with China when theUnited Progressive Alliance (UPA) government was in power to repaythe reported Chinese contribution of $3,00,000 to RGF in 2005-06. MrNadda even saw a link between the Congress stand on the border skir-mishes and the donation.

It is interesting to note that those at the helm of the NDA dispensationsmelled foul only when the principal Opposition party asked uncomfort-able questions on the border developments, including the death of 20Indian soldiers. The Congress’ allegation that the investigation is anattempt to intimidate its leaders into silence over the government policyon the border has merit but the party must utilise it as an opportunity tocome clean on the issue and deny the ruling party a chance to use it as aruse next time. All that the Congress, as well as those who believe indemocracy, must ensure is that the investigation does not degenerateinto a process to harass the Opposition.

Six months into the Covid-19pandemic, no one will disputethat its impact has been uni-versal — across all countries

and across all sectors. Like othersectors, in education too, the impactof Covid-19 is going to be huge andwill have long-term implications.According to Unesco, in the begin-ning of April 2020, schools hadclosed across 194 countries, affecting1.6 billion learners, constituting 91per cent of all enrolled students.Even today, with schools reopeningin some countries, 1.1 billion learn-ers are still affected.Psacharopoulos, Patrinos, Collisand Vegas estimate that the impactof these four months of school clo-sures could be as much as $10 tril-lion for the world as a whole, interms of the loss in lifelong earningsof this entire generation of students.

What makes the situation farworse is that the adverse impact ofthe pandemic has been muchgreater on already vulnerable anddisadvantaged groups — this is truewithin countries as well as acrosscountries, in that developing coun-tries are likely to be worse hit eco-

nomically as compared to the devel-oped ones. And in education too,equity is going to be a big issue.

The fact that there was already aglobal learning crisis is now widelyacknowledged. The United Nations’Millennium Development Goals, setin 2000, focused on universalisingaccess and enrollment in education;but its Sustainable DevelopmentGoals, set in 2015, aim to ensure min-imum learning outcomes for school-going children. Not surprisingly,learning levels are lower in the glob-al South, and within these countriesamong the poorer and disadvan-taged groups.

In India, Pratham has, through itsAnnual Status of Education Reports(ASER), been focusing on basic read-ing and arithmetic since 2005. Yearon year, ASER shows that large pro-portions of children are more thantwo grades behind in these founda-tional skills that we expect them toacquire in the first three years ofprimary school. For instance, evenin 2018, 73 per cent of children inClass 3 and 50 per cent children inClass 5 were unable to read a Class 2level text. ASER data as well as

other available research shows thatif children do not acquire basic foun-dational skills in primary grades,when they are supposed to, they willcomplete the mandated years of ele-mentary schooling without ade-quate “value add” in terms of yearsof learning.

This situation is not unique toIndia. Similar situations exist inmany other developing countries aswell. The inclusive nature of theASER architecture and the simplici-ty of its approach resonated withmany in other countries of Asia,Africa and Central America. Today,ASER-like initiatives are being doneby organisations in 12 other coun-tries — Kenya, Tanzania, Uganda,Nigeria, Mali, Senegal, Mexico,Pakistan, Mozambique, Bangladesh,Nepal and Nicaragua. Each countryadapted the ASER tool and theapproach to their context, with thecommon thread being that all coun-tries focus on foundational readingand arithmetic. However, since thespecific items used were different,estimates from these assessments,that touch almost a million children,could not be easily compared across

contexts.Led by the work done in India by

Pratham and ASER, this consor-tium of organisations, known as thePAL Network, has now launched afoundational assessment in maths --International Common Assessmentof Numeracy (ICAN) — that uses thesame items across all countries.ICAN includes simple tasks in thedomains of number knowledge,measurement, geometry and datadisplay. The assessment is alignedto Unesco’s Global ProficiencyFramework for SDG 4.1.1(a) forClasses 2 and 3. A pilot assessmentin one district of each of the 13 coun-tries (including India) was done in2019 and the report was launchedearlier this week. ICAN is an opensource oral one-on-one assessment,available in 11 languages, aligned tothe measurement of SDG minimumproficiency, that is easy to imple-ment and scale up.

In the context of the current pan-demic-related crisis, it becomeseven more important to understandwhere children are with respect tobasic reading and arithmetic skills.As schools start to open up, the first

job of the day will be to assess wherechildren are at and how muchground has been lost. It is impera-tive to do this so that children cancatch up and the learning lossaccrued during this period of schoolclosures does not result in persistentdeficits. Younger and children at thelower end of the learning distribu-tion will need special attention. One-on-one, activity based, simpleassessment tools like ASER andICAN are ideal for the situationsince they are not only easy toimplement and scale up but also pro-vide evidence that is actionable forimproving children’s learning. Aspart of the team that launched theASER effort in India 15 years ago, weare excited to see that a citizen-ledeffort that started in the villages ofIndia has now become an interna-tional people’s movement. A toolthat originated from work done bycitizens in developing countriesmay help the world’s educationalsystems devise solutions in thisperiod of global crisis.

The Supreme Court on Fridaysaid that it will examine the question whether restrict-ing an accused from usingsocial media platforms couldbe a condition for the grant ofbail.

Seeking response from theCentre and the Uttar Pradeshgovernment, a bench comprising Chief JusticeSharad A. Bobde, Justice R. Subhash Reddy and JusticeA.S. Bopanna said that they would examine the ques-tion of law while refusing togive interim relief to the peti-tioner.

The petitioner SachinChoudhary has moved the topcourt challenging theAllahabad High Court orderrestricting him from using thesocial media platforms as a condition ofbail.

The High Court restrainedChoudhary from using socialmedia till the completion oftrial.

Besides other charges,Sachin Choudhary is slappedwith sedition case for criticis-ing the state government forits handling of the situationarising from Covid pandemicand the issue of migrantlabourers.

Initially in the course ofthe hearing, the Chief Justicetold senior counsel SalmanKhurshid “We don’t think it’s too onerous if a person’s participation onsocial media creates mischief.Why can’t the court say you don’t use the instrumentby which you caused mis-chief ?”

The CJI said, “It is not unrea-sonable to impose such restric-tions, to prevent further mis-chief.”

Responding to this, Khurshidappearing for Choudhary said,“There are no allegationsrelating to social media useagainst my client.”.

Telling Khurshid that they are not going to grant any relief as sought by his client, CJI said, “we wouldlike to lay down the law on this.”

With another big single-day jump in coronaviruscases, India’s Covid-19tally crossed the eight-lakh-mark on Friday, justfour days after the numberof infections in the coun-try had reached sevenlakh.

According to Unionhealth ministry figuresupdated in the morning,yet another record single-day jump of 26,506 casespushed India’s tally to7,93,802, while the deathtoll climbed to 21,604 with475 people succumbing tothe infection.

However, a PTI tally

showed India’s Covid-19caseload at 8,14,898 and thedeath toll at 22,106. Thetally has been compiled asper information providedby respective states andunion territories.

The number of personswho have recovered is4,95,515 while there are2,76,882 active cases undertreatment. The last 24hours saw 19,138 patientsgetting discharged and therecovery rate at present is62.42 per cent.

Union health ministryofficials said that thecountry as a whole is wit-nessing an encouragingupward trend in the recov-ery rate. As many as 18states/UTs have recordeda recovery rate more than

the national average. Recovery Rate is highest

in Ladakh (86.73%),Uttarakhand (80.85%),Chhattisgarh (78.99%),Chandigarh (77.06%) andDelhi (76.81%). It is lowestin West Bengal (64.94%).

High number of casescontinue to be detected inMaharashtra, Tamil Nadu,Delhi, Karnataka, Telan-gana, West Bengal andAndhra Pradesh. High nu-mber of deaths have beenrecorded from Maharash-tra, Tamil Nadu, Delhi,West Bengal, Uttar Prad-esh, Karnataka.

However, the Union hea-lth ministry said the fatal-ity rate has declined to 2.72per cent in India now andsome 30 states and UTs

have fatality rate lesserthan national average.

“At the national level, theCase Fatality Rate hasdeclined to 2.72%. This islower than the fatalityrates observed in manyother countries in theworld. The focus of Covid-19 management in thecountry has been to keepthe fatalities low. With thesupport and guidance ofthe Centre, the states/UTshave taken many steps inthis regard like mappingof the communities to foc-us on the high risk grouplike the elderly/aged and population with co-morbidities, and providingspecial care to them,” he-alth ministry officialssaid.

Gen. Naravane gave adetailed account of theimplementation of thefirst phase of mutual dis-engagement of troopsfrom Galwan Valley,Gogra, Hot Springs andFinger 4 areas in PangongTso. He gave details about

the measures taken by theIndian Army to preventany aggression by theChinese troops.

Sources said that statusquo has been maintainedat the LAC after the com-pletion of the first phaseof disengagement and fur-ther movement of troopswill depend on the out-come of the CorpsCommanders meetingbetween India and Chinanext week.

While Indian andChinese troops havemoved slightly away fromflash-points, the biggerconcern is the presence ofa large number of troopsfrom both sides with

heavy weapons, includingartillery and tanks, in theforward areas along theLAC in Ladakh.

Till these troops movefrom the LAC to theirpeace-time locations, ten-sion between India andChina will remain high.

On Friday, Mr Singh alsoheld a telephonic conver-sation with his US coun-terpart, Mark T. Esper,during which India’sstandoff with China inLadakh and the overallsecurity scenario in theregion was discussed.

In a boost to the IndianAir Force’s firepower, USaerospace major Boeingsaid on Friday that it hashanded over the final fiveof the 22 Apache attackhelicopters to the IAF inJune at Air Force Station,Hindan.

The company said thatin March, Boeing hadhanded over the last fiveof 15 CH-47F(I) Chinookheavy-lift helicopters tothe IAF.

An official said that alo-ng with the city areas of P-une and Pimpri-Chinchw-ad, some parts of rural Pu-ne have also decided to im-pose lockdown till July 23.

much smaller nucleardeterrent, promptingWashington to again issuea fresh invitation to thetalks on Thursday.

But Chinese foreignministry spokesman ZhaoLijian poured cold wateron the idea during aFriday press briefing.

“China’s opposition ofthe so-called trilateralarms control negotiationsis very clear,” he said.

Visual effects (VFX) stu-dios facilitate the creationof fantastical backdrops in

all kinds of films — epics, fantasyor action movies. Some examplesof Telugu films which reliedheavily on visual effects are SyeRaa Narasimha Reddy, SarileruNeekevaru, Ala Vaikuntapu-ramloo and Mahanati, apart fromupcoming films such as thethriller Nishabdham.

The trend of using the servicesof VFX studios is increasing, andthe restrictions on film shootingnecessitated by the COVID-19 pan-demic has only increased produc-ers’ reliance on these facilities.As a result, VFX studios are mint-ing money.

FILMMAKERS GRIPE!

Director Teja feels an over-dependence on VFX is leading toa hike in film budgets. He says, “Ifa director wants 15 minutes ofVFX in his film, the producer con-cerned has to sell his house to payfor it.” Elaborating, he says, “VFXstudios charge anywhere between`800 and `1,200 per frame, andgiven that 24 frames make onesecond of a feature film, one canonly imagine the added costs ifthe VFX runs into minutes andhours.”

The new shooting guidelinesissued by the Governmentin the context of thepandemic have addedto the filmmakers’woes. Films nowhave to be shot withjunior artistes anddancers in masks.“That means VFXstudios will pocketmore money toremove the masks digi-tally,” points out Teja.

While producer Anil Sunkaraadmits that VFX experts havehelped cut down reshoots andmade filmmaking easier, hebelieves that budget allocationsfor VFX work have risen exponen-tially in recent times. “Costs goup to anywhere between `1 croreand `4 crore for a star-centric filmwhile it could be `40 lakh for asmall movie,” explains Anil. “So,for the moment, VFX is affordableonly to big producers. On the flipside, VFX allows digital cleaningthat would have previously need-ed expensive retakes and helps inthe re-creation of locations,which cuts down traveling to ‘vir-gin’ locales,” he points out.

Visual wonders such asBaahubali and 2.0 reportedly hadVFX budgets of around `20 croreto `40 crore.

A VFX STUDIO’S TAKE

Yugandar, an independent VFXsupervisor who has worked on100-odd Telugu movies includingSarileru Neekevvaru and AlaVaikuntapuramloo, however, doesnot agree that VFX budgets nor-mally amount to such astronomi-cal figures. “The budget for visualeffects in Telugu movies is a mea-gre two to three per cent for a`100-crore Telugu movie, whereasin Hollywood, the allocation isbetween 15 and 20 percent,” he

explains. “Moreover, Baahubaliand 2.0 are exceptions and visualeffects usually work within stipu-lated budgets.”

In fact, Yugandar believes visualeffects have actually cut down thebudgets of movies. “We can cre-ate gigantic sets and place actorsagainst eye-pleasing and breath-taking foreign locales at just 20%of the money which would other-wise have been spent on travel,boarding and other costs,” hepoints out.

“Earlier, some VFX studios usedpirated software, but now originalsoftware is used, and this costsmore than the manpower,” hesays, rationalising the high costs.

He also says local VFX studiosare having trouble due to compe-tition from Bollywood andHollywood studios. “WithHollywood studios attracting thebest brains in our field, we have topay extra to hire them, invariablyadding to producer’s cost,” hesays.

“Honestly, VFX studios aregoing through tough times. Forinstance, even a one-month down-time period could suck up profitsmade during the rest of the yearbecause of high maintenance costand hefty salaries for workforce,”he says, adding that even theHollywood-based special effectsstudio Technicolor has filed forbankruptcy.
