down on April 8, 1956 – 60 yearsago.But construction is now under-
way for the QLINE, a streetcarline that will run on Woodward inDetroit between Grand Boule-vard and Congress.According to Dan Lijana,
spokesman for M-1 RAIL, thegroup is a nonprofit organizationformed in 2007 to lead the de-sign, construction, and future op-eration of a 3.3-mile circulatingstreetcar.M-1 RAIL is the first major tran-
sit project being led and fundedby both private businesses, phil-anthropic organizations, in part-nership with local government,the State of Michigan, and theU.S. Department of Transporta-tion.Construction will be complet-
ed this year, at which timetesting and safety certificationwill begin. Passenger operationsare expected to commence in
the spring of 2017, Lijana said.The M-1 RAIL Woodward Av-
enue Streetcar project is envi-sioned to be one element of afuture modern, world-class re-gional transit system where allforms of transportation, includ-ing rail, bus, vehicle, bicycle andpedestrian, are considered andutilized to build a vibrant, walk-able region. It’s expected to gen-erate up to $3 billion in econom-ic development over the next 10years.That’s the future of streetcars
in Detroit. The history of thestreetcar in Detroit predates thedevelopment of the automobileindustry. According to the Website Detroit Transit History (de-troittransithistory.org), the firststreetcars made their appear-ance in the city back in the1860s. They were horse-drawn.Ownership of that line and

systems were placed under thecontrol of one privately-ownedcompany called Detroit UnitedRailway (DUR).But in May of 1922, all city
streetcar operations were takenover by the City of Detroit underits newly formed Department ofStreet Railways – better knownas the DSR. Shortly thereafter,the City of Detroit also enteredinto the transit bus businesswhen the DSR’s Motorbus Divi-sion began operations in Januaryof 1925.After January, 1932, all public
transportation within the citylimits would be operated solelyby the DSR.During the DSR era, the City of
Detroit operated one of thelargest municipally owned andoperated transportation systemsin the world. During its heyday,the city-owned system operateda fleet of well over 2,800 vehicles,including streetcars, electric-trackless trolley-coaches, andmotorbuses, according to the de-troittransithistory.info.Starting in 1937, the rail cars
underwent a transformation. Itwas under the leadership of gen-eral manager Fred A. Nolan whenthe DSR first began its “steelwheels to rubber tires” campaignto convert its mostly street rail-way operation over to an “allbus” operation by 1953.In 1936, the DSR began pur-
chasing hundreds of small-sizeFord Transit coaches, many ofwhich would be used to help car-ry out this rail abandonment pro-gram. The first abandonment ofthe rail lines by the DSR began in1937, only to be interruptedbriefly by World War II. However,the conversion of streetcars overto buses would begin to acceler-ate after the war.Although the “Roaring Twen-
ties” are often viewed as a periodof economic boom for mostAmericans, things weren’t so up-beat at the time for the nation’sstreetcar industry, which was al-ready in the process of losingpassengers to buses. Not onlywere buses replacing streetcarsin many cities across the coun-try, but the increasing popularityof the automobile was also begin-ning to take a toll on ridership
numbers. Many now consideredstreetcars to be old, noisy and,most of all, slow.In an attempt to reverse this
decline in ridership, a group ofexecutives representing a num-ber of electric and street railwaycompanies, along with represen-tatives from the various streetcarmanufacturers, founded a com-mittee in 1929 to design a new,modern, standard-designedstreetcar that could successfullyfight off the increasing competi-tion arising from the rubber-tiredtransportation industry.
This new type of streetcarwould later prove that it could ef-fectively hold its own againstbuses and automobiles, andwould turn out to become one ofthe most reliable and better de-signed streetcars ever built.This new streetcar was much
quieter, larger and roomier thanbuses, more comfortable riding,and offered a smooth and rapidacceleration, compared with thejerky motion of the older street-cars that actually acceleratedfaster than the automobiles ofthat day.
These newly designed street-cars would also successfullyeliminate three major streetcarcomplaints from riders – exces-sive noise, vibration, and poorventilation.But, in 1950, GM Truck &
Coach introduced king-sizedbuses, which would prove to bethe nail in the coffin for street-cars.By April 8, 1956, it was over
for the streetcars. They wereeventually sold to Mexico and atradition that went back almost100 years ended – until 2017.

fusal to disclose informationabout its driverless cars’ crash-es, how its software algorithmswill make life and death deci-sions, its vulnerability to hackersand collection of personal data,Rosenfield said that the nonprof-it advocacy group urged the De-partment of Transportation andNHTSA to require Google to an-swer 10 questions about the safe-ty of its robot car program within30 days.Though the agency has ap-
peared to be promoting driverlesscars in recent months, NHTSAwas scheduled to hold its very firstpublic hearing on the subject April8, in Washington, D.C. ConsumerWatchdog’s Privacy Director JohnSimpsonwas slated to testify at thehearing, as was former NHTSAhead Joan Claybrook and ClarenceDitlow, executive director of theCenter for Auto Safety.“At the same time that Google
wants to blow past federal safetyrequirements, the company hasrefused to provide detailed infor-mation that would enable thepublic, the press and policymak-ers to assess the safety and secu-rity of its autonomous cars,” saidRosenfield.“NHTSA’s job is to make sure

Federal law requires that auto-mobile manufacturers demon-strate the safety of their vehiclesto NHTSA through a formal regu-latory process that enablesAmerican taxpayers and con-sumers to monitor and partici-pate in the agency’s decision-making process, Rosenfield said.A series of recent proclamationsby NHTSA suggest that theagency is considering abandon-ing its statutory responsibility toset federal safety standards, Con-sumer Watchdog’s letter ex-plains. In a move to pressure theagency, Google sent a letter toFoxx and Rosekind on March 11,2016, requesting their supportfor congressional legislation thatwould allow the company toavoid compliance with the law.Rosenfield said that Consumer
Watchdog urged NHTSA to op-pose Google’s efforts to skirt U.S.safety protections, and requireGoogle to provide public an-swers to ten critical questions:

3. Your programmers will liter-ally make life and death deci-sions as they write the vehicles’algorithms. Will Google agree topublish its software algorithms,including how the company’s “ar-tificial car intelligence” will beprogrammed to decide what hap-pens in the event of a potentialcollision? For instance, will yourrobot car prioritize the safety ofthe occupants of the vehicle orpedestrians it encounters?
4.Will Google publish all videofrom the car and technical datasuch as radar and lidar reportsassociated with accidents or oth-er anomalous situations? If not,why not?
5. Will Google publish all datain its possession that discusses,or make projections concerning,the safety of driverless vehicles?
6. Do you expect one of yourrobot cars to be involved in a fa-tal crash? If your robot car caus-es the crash, how would you beheld accountable?
7.How will Google prove thatself-driving cars are safer than to-day’s vehicles?
8. Will Google agree not tostore, market, sell, or transfer thedata gathered by the self-drivingcar, or utilize it for any purposeother than navigating the vehi-cle?
9.NHTSA’s performance stan-dards are actually designed topromote new life-saving technol-ogy. Why is Google trying to cir-cumvent them? Will Google pro-vide all data in its possessionconcerning the length of time re-quired to comply with the cur-rent NHTSA safety process?

that it had begun taking pre-orders for the American-madeImpalas for export to Korea.“We are thrilled to have the
iconic flagship sedan completeChevrolet’s passenger car port-folio in Korea,” said SergioRocha, president and CEO of GMKorea in 2015. “We are confidentthat its bold styling, comfort,safety, powerful performanceand technology will make it aleader in the highly competitiveupper-medium sedan segment.”To meet an array of customer
needs, Rocha said that the Im-pala will be offered in Korea withtwo engine choices: a 2.5L SIDIL4 engine and a 3.6L SIDI V6 en-gine. Korea-only conveniencefeatures include power foldingside mirrors, an electronic tollcollecting system, fuel-fill caplocking, rain-sensing wipers, aunique cluster, standard naviga-tion, a unique antenna, a 220Vpower outlet, rear audio controlsand rear heated seats.GM spokesman Randal Fox
said that the American-made Im-pala “has been well-received bythe Korean customers for itsmarket-leading product valuesand price competitiveness.”There was talk, Fox said, of
eventually making the Impala atone of GM’s facilities in Korea, ef-fectively ending its export fromthe United States.Currently, GM employs about
17,000 people in Korea and main-tains four plants that manufac-ture products for Cadillac andChevrolet, as well as vehicles forGM’s Damas and Labo minivanoperations.The company also maintains a
design center, which was openedin 2014, in Korea.In total, GM manufactured
about 600,000 vehicles in Koreain 2015.But, Fox said, followng a
thorough and comprehensiveresearch on the feasibility oflocalizing production of theImpala, the company has decid-ed that it is more appropriate tocontinue to import the sedan tosatisfy consumer demand.Overall, Fox said, the Impala
has sold about 10,000 vehicles inKorea since its official debut inthe market six months ago.
