At the outset, I would like to congratulate all the members of our
esteemed organization i.e AIUBOF and all the Unionites, upon re-
launch of our Website and Magazine of AIUBOF. You must be
remembering that our Federation had a website which could not be
continued because it got hacked by someone. Since the website is a
direct link between the top leadership of the AIUBOF and the
members located at every nook and corner of India, the stopping of
the website was the most unfortunate happening in the history of
the organization. In addition to the sudden stoppage of the link, the
earlier website also had lot of shortcomings which were aired by
everyone especially the members of Gen “Y”. It was a collective
decision of all the present committee members who attended the
working committee meeting held at Delhi, that a new website should
be launched which is capable of meeting the requirements of all the
segment of our members. Though there shall always be the scope
for betterment of the website, which we are committed to carryout,
the website in the present avatar has been developed after holding
consultations with lot of experts and the members.
It is the hard work offered by some newly elected office bearers of
our Federation, which has helped us to launch a very coveted and most advanced website
“www.aiubof.in” of our Federation, for our beloved members.
It is not only unique in nature but also very much informative, technically superior to the
previous one & most user friendly. The dedication of the members, who employed themselves in
constructing this mammoth and one of the best website in the industry within the short span
of time, is really praiseworthy.

In this present website, some of the important ingredients are included after accessing the
knowledge requirements of our members especially “Gen Y” to enable them to provide the
better customer service with updated knowledge. Hopefully, our efforts will usher a new
horizon in the sphere of minimizing accountability and maximizing business for our bank. I, on
behalf of my newly elected Federation team wish that all the field functionaries should take
the full advantage of our website and suggest the further improvements from time to time for
its successful updating. As an absolute majority organization of the officers, not only in our
bank but also in the industry, it is our bonded duty to offer better understanding & services
for our members continuously and efficiently.
Friends, our coveted in house journal “Union Vision” was being published form Kolkata. The
change in the leadership and the transfer of Central Office of the Federation from Kolkata to
Delhi has resulted in non-transfer of funds, documents, keys of the earlier website and other
materials to the newly elected body of the office bearers thereby affecting the normal
working, which includes the publication of Union Vision. Despite our best efforts, we could not
get the co-operation of the earlier dispensation for keeping the publication on continuous basis.
We had to struggle at each and every step and we are glad to inform you that the Union Vision
has again start its journey through this website now onwards under the guidance of the
Editorial Board constituted by the Central Committee i.e. Com. Debasis Ghosh – Editor, Com.
Shyamal Chaterjee – Sub- Editor, Com. R.S. Dhaka – Convener and Com. Prabhat Saxena, Com.
V.K. Kaul, Com. Amarjit Singh, Com. Sonia Rai & Com. Nepal Das as its Member.
On behalf of my team, we request you to please send your articles, suggestions, events
conducted in your units to the Federation so that it may be the part of Union Vision after
being approved by the newly constituted editorial board. Kindly note, in the techno-savvy
environment, we thought it fit that Union Vision will only be published in the website and not in
the hard copy, which is in a way eco-friendly also. This will help to minimize the time lag but
also reduce the cost and increase the circulation effectively & instantly.
Friends, days ahead are not smooth. The sword of accountability is hanging. The economic
environment is very sticky. Though the officer’s class is considered to be the growth engine of
the bank but the remuneration / salary is so pathetic that banking industry is no more a
lucrative destination for the talented people in India. It is an irony that the class who are
dedicated to fulfill the commitment for the country, who are instrumental for expediting the
growth of our economy, the institution which is responsible for bringing prosperity to the
nation is being ignored all the times for a good deal in revising the salary structure. It is also
very surprising that though the provisions for increasing the salary of the Banking fraternity is
from the profit only not from the tax payer’s money, still media, administrative lobby of the
government, the political stalwarts everybody is against the Bankers for the reasons best
known to them.

Today’s menace of NPA and increased no. of sticky accounts in Public sector are the
contribution of so called doctored prescription of the policy makers. In our pseudo democracy,
all the promises are ironically not in direction of Nation building. I therefore, request all of you
to rededicate yourself for constructing this vibrant forum not only to get a better deal in
salary and service conditions but also to render our duties diligently, efficiently and
professionally.
I am of the firm belief that our dedication, our knowledge about banking & our professionalism
in rendering good services to our customers can only save the Public Sector Banks. Our long
pending struggle for wage revision, regulated working hours and 5 days banking will be achieved
if we are sincere / serious & collectively work for those genuine just causes including
executives present in the Public Sector Banks. I presume most of the executives are in
pathetic conditions in terms of pay package and perks and very surprisingly still they prefer to
keep silent.
Friends, recently our 95th Central Committee Meeting was held at Bengaluru. Many Landmark
decisions were taken for revamping our Organization. In a glittering function, we bid farewell
to our President Shri Harish Padiyar. Com. Shyamal Chaterjee will be assuming the post of
President of AIUBOF from 1st November 2014.
Very recently in the Madras High Court, due to our hard efforts, stalemate in the promotion
and transfers has been over. Judgment is in our favour and hopefully management will start the
process soon. Friends, struggles are going on in achieving the goal of getting a good wage
negotiation. Organizational actions are at its full swing. Hopefully our unity & solidarity will
yield result very soon and policy makers will be compelled to accede to our just demand. I
personally thankful to all my members throughout the case, for overwhelming support in
observing relay strike to a grand success with all our earnest efforts the promotion process
for specialist & Generalisthas been started. Regarding Transfers, we are hopeful of getting
favourable response from top management.
Once again I request to all my members that please rededicate yourself for our Bank because
we have to prove again that Development of our Bank is not the domain of Top Management
only rather it is the agenda of field functionaries because we are the real profit earners for
our bank. It is a matter of pride that once again we are able to start our coveted in house
magazine “Union Vision” for our members & I am sure Union Vision will get its valued readership
from the rank & file.

Durgapur & Howrah Unit
This is the latest entrant in our Federation as an unit from West Bengal. Under the
leadership of Mr. Kaushik Lahiri and Mr. Maloy Rano, General Secretary and the President
respectively, Durgapur unit is surging ahead in terms of membership as well as organizational
activities. A good number of new generation officers both boys & girls are taking keen interest
in building the unit and within a very short time in the both the regions i.e. Howrah and
Durgapur they attained the absolute majority status. On 26th of October this unit arranged a
gala function to bid farewell to three senior comrades Shri Sajal Ghosh, Shri Amar Kanti
Banerjee & Shri Satyapati Majhi of the unit. The Regional Manager of Howrah has graced the
occasion as a chief guest of the function. Many leaders from different organizations were also
present. The function was started with cultural programme performed by Ms. Moonmoon, one
of the office bearer of the unit followed by speeches of the dignitaries including the
undersigned, Citation was distributed to the meritorious children of the members and gala
farewell to the above three stalwarts of the unit. More than 180 officers were present in the
function which was organized at RO Howrah. The function was preceded by the gala lunch
organized by the unit for all.
Madhya Pradesh Unit As per the invitation of the MP unit, the General Secretary of the Federation along with the
whole of the office bearers of the MP unit has visited Indore, Ujjain, Sagar, Rewa. On 7th of
November 2014, a meeting was organized at Indore by the MP unit. The Regional head Mr. D.C.
Chauhan was present on the occasion. A good number of young generation officers along with
the executives met the General Secretary and discussed organizational matters at length. The
meeting was followed by a gala dinner hosted by the regional head. The next day, the

undersigned along with President and General Secretary of MP unit visited Regional Office
Indore and many branches to meet the members & to know about their problems and
aspirations.
On 8th evening, whole executive committee of the MP unit along with the undersigned reached
Sagar. The working committee meeting of the MP unit was convened in the morning of 9th
followed by the officers meet at Sagar. The meeting was chaired by the undersigned and chief
guest was the Regional head of Jabalpur, Mr. A.K. Mittal. A massive response in terms of the
officers presence and followed by discussion on organizational issue. It is really heartening to
note that the organizational skill of MP unit in mobilising the membership as well as meeting
their aspirations is praiseworthy under the leadership of Mr. Akhilesh Khare and Mr. Prabhat
Saxena.
On the same night, undersigned along with the General Secretary & President of MP unit
reached Rewa at 8.30pm in the evening. A massive meeting of the officers was organized by
Sh. Abhay Srivastava and his team under the leadership of Mr. Saxena and Mr. Khare at Rewa.
It is really praiseworthy the meeting was started at 8.30 pm in the evening and continued upto
12.00 at night followed by a dinner. The members from 400-500 kms. away were also present in
the meeting. A grand felicitation programme has been arranged by the unit for the
undersigned for becoming General Secretary of the Federation. Regional Manager of Rewa
Region was also present on the occasion.

On 10th of November, IR Meeting was convened at Regional Office Rewa followed by branch
visits of Rewa. On 11th morning, the undersigned along with Mr. Khare, Mr. Saxena visited
chakghat branch (one of the remotest branch of MP) and a small meeting of the officers and
local journalist was convened. Mr. Chandan Verma the branch manager of Charghat branch and
our activist also spoke on this occasion.
On 11th of November, a meeting was organized by the officer’s member of our Allahabad region
of UP (Eastern) unit. The undersigned addressed the officers of Allahabad region in the
presence of Mr. Shukla, Regional Secretary along with other office bearers at RO Allahabad.
It is really heartening to note that the vibrancy of the MP unit and active participation of the
new generation officers under the leadership of Mr. Prabhat Saxena and Mr. Khare is the
hallmark of the organizational skill displayed by the unit.
MEETING AT MEERUT
One of our strongest affiliates, the UP (C&W and Uttarakhand) unit under the leadership of
Sh. P.K. Jain, Chairman, Sh. Anil Nigam, President & Sh. Shyamal Chaterjee, General Secretary
had organized a felicitation programme for Sh. Shyamal Chaterjee on his elevation to the post
of President of the Federation on 13th November 2014 at 7.00 pm at Meerut. In a glittering
function and in the presence of Sh. B.B. Khatter, the regional head of Meerut, Sh. A.P.
Aggarwal (Retired GM), Sh. V.K. Kaul (JGS of the Federation) along with the undersigned was
present on the occasion. The meeting was organized by the Officers of the Meerut region
under the leadership of Sh. P.K. Jain. Excellent arrangements and presence of a good number
of officers and their jubilations was the hallmark of the function. Mr. Chaterjee in his speech
has emphasized the need of building the Federation brick by brick through active participation
of the members and with democratic values.

GENERAL BODY OF RAJASTHAN UNIT
On 16th of November 2014, the 6th Triennial General Body Meeting of our Rajasthan unit was
convened at Indira Gandhi Panchayati Raj and Gramin Vikas Sansthan at Jaipur. The FGM of
Delhi Zone Sh. R.K. Chaudhary was presided over the function as Chief Guest. In his speech, he
complemented the present leadership of the Federation and expressed his satisfaction that
the positive role is being played by the Federation will certainly usher a new horizon in the
sphere of profitability of the Bank as well as the Officers’ community. Many of the executive’s
sh. S.S. Chandershekhar, DGM, Regional Head of Jaipur, Sh. A.K. Dhabai, Regional Head of
Udaipur, Sh. A.K. Jain, DGM, Central Office, Sh. Lal Singh, DGM Mumbai West were also
present on the dais along with Sh. L.C. Jharwal and Mr. R.S. Dhaka. Your General Secretary of
the Federation was also invited on the occasion. Mr. Nitin Desai and Sh. Haridh Padiyar, Ex-
President of the Federation were also present on the occasion.
The meeting and the arrangements were flawless and simply depicts the organizational skill of
Rajasthan Unit and very preciously the capabilities of Sh. R.S. Dhaka and his team. The meeting
was followed by the election and the new team under the leadership of Mr. G.S. Ranawat & Mr.
H.N. Meena, President and General Secretary respectively has taken over the rein of
Rajasthan unit. Federation leadership is confident that under the leadership of Mr. Ranawat,
Mr. Meena under the guidance of Mr. R.S. Dhaka, Rajasthan unit will fly high in terms of
organizational activities and also emerged as one of the strongest unit of the Federation.

GENERAL BODY OF DELHI UNIT The Vth Triennial General Body Meeting of the Delhi unit was held on 22nd November 2014 at
3.00 pm at Overseas Branch, Delhi. Mr. Prabhat Saxena, Vice President of the Federation and
Mr. N.N. Abhang, Vice President of the Federation, had graced the function along with Sh.
Ashutosh Kumar Sharma the AGM of the branch. Mr. V.K. Kaul, the General Secretary of the
Delhi unit read out the General Secretary Report and emphasised for more participation of the
young officers in the Federation. A live discussion made by the general members shows the
democratic functioning of the unit. Mr. Mahender Lal, the returning officer declared the
present team unanimously as per the nomination received. It is the rich tradition of the Delhi
unit that the team is always been selected the general body unanimously. Under the leadership
of Mr. Virender Goswami and Mr. Debasis Ghosh the Delhi unit will work for the next three
years for the betterment of the officers in Delhi. Mr. V.K. Kaul has shown the path to new
leader in his place despite the fact that all the officers of Delhi were requesting him to
continuing as a General Secretary. In the new body 70% of the new Generation Officers are
being nominated so that in future day’s transition of leadership should be smooth and vibrant.
The meeting was ended with vote of thanks delivered by Sh. Brij Bhushan, Vice President of
the Delhi unit.
KERALA UNIT On 30th Novemebr 2014, two of greatest leaders namely Mr. P.V. Mohanan, President of the
Kerala unit and Com. C.P. Unnikrishanan, the Joint General Secretary of the unit were
superannuated from the services. Both the leaders are known for their dedicated roles played
in consolidating the officers’ movement not only in Kerala State but also in the Federation at
large. Indeed their retirement will always create a vacuum in the Federation and we have lost
the unmatched captainship of these two comrades. As a Federation General Secretary, I am
personally indebted to both of them for their unconditional support to tide over the
difficulties of struggle in the Federation. On behalf of my team, I wish both of them the
happy and prosperous retired life & it is noteworthy that your leadership shall be the guiding
factor for the budding leaders of the Federation in days to come. I will cherish the every
moment spent with both of you as a pleasant treasure of my trade union career.
NER UNIT On 7th December 2014, General Body Meeting of NER unit was held in Guwahati under the able
leadership of Com. Nepal Das and Com. Mohd. Abdus Sattar, President & General
Secretary of NER unit respectively, the host unit has shown utmost sincerity and devotion in
hosting the working committee meeting which coincide with the retirement of Com. M.A.
Sattar on superannuation on 31st December 2014. The meeting was a grand success under the
present leadership who has portrayed excellent organizing skill and dedication to the officers’
movement. We welcome the newly elected General Secretary Com. Bharadwaj Borgohain and
his team.

We convey our heartiest congratulations to the rank and file of the Confederation on this
historic achievement of the long pending demand of ours, which will go a long way to mitigate
the sufferings of the unfortunate families of the Officers / Employees who die in harness.
IBA has been asked by the Government to take appropriate action to circulate the scheme of
Compassionate Appointments to all Public Sector Banks for adoption with the approval of their
respective boards. The scheme shall be applicable from 5th August, 2014.
The department of Financial Services vide their Letter F.No.18/2/2013-IR dated 8th
September, 2014, has advised the IBA that ex-gratia has been discontinued only from 5th
August, 2014, and all cases for ex-gratia pending before 5th August, 2014, shall not be
affected by the new scheme. The Government has also directed the IBA to settle all those
pending cases at the earliest.
Our members are aware that the scheme of appointment on Compassionate grounds was
circulated by the IBA to the member banks on 11th August, 2014, after its clearance from the
Government and was made applicable with effect from 5th August, 2014. With the
implementation of the scheme of appointment on Compassionate grounds, the provision of
payment of ex-gratia in lieu of Compassionate appointment was discontinued. On inquiry from
many member banks, the IBA referred the matter to the Government to seek clarifications
regarding disposal of applications pending under the old scheme i.e. ex-gratia in lieu of
Compassionate appointment.
Since, we have still been receiving many queries from affiliates and the members on the
captioned scheme, we appended below queries with clarifications made by IBA, to various
queries raised:
Q.1 Since the scheme for ex-gratia in lieu of Compassionate Appointment (CA) is being
discontinued and the new scheme for CA is being made effective from 05.08.2014, whether
the pending applications for ex-gratia or CA as the case may be in terms of earlier scheme are
now to be considered in terms of the new scheme?
Ans. Applications which are pending as on 04.08.2014 will be dealt with as per provision of
the old scheme (ex-gratia in lieu of compassionate appointment)
Q.2 Whether we should incorporate a specific provision in the scheme that those cases
where application regarding ex-gratia in lieu of CA have been disposed of prior to 05.08.2014
and any order passed thereon shall not be reopened?
Ans. The cases which have already been disposed / settled shall not be reopened.
SCHEME OF APPOINTMENT ON COMPASSIONATE GROUNDS IN PUBLIC SECTOR BANKS

Q.3 Whether the effective date w.e.f. 05.08.2014 is with regard to the date of death of
deceased employee and if so, whether we should incorporate a specific provision in this regard
in the new scheme?
Ans. As the revised scheme is applicable w.e.f. 05.08.2014, the cases where the death
occurred on or after 05.08.2014 will only be covered under the revised scheme.
Q.4 Whether the age limit of 55 years is applicable only in cases of retirement on medical
grounds or it is also applicable for cases of deaths? In other words, can the benefit of this
scheme be also availed by a dependent family member of a fulltime confirmed employee who
dies while in services but after crossing the age limit of 55 years?
Ans. The age limit of 55 years is applicable only in cases of retirement on medical grounds.
Q.5 In para 8.2 it is mentioned “however bank can consider request for CA even when the
death or retirement on medical grounds of the employee took place long back, even five years
ago”. This may be interpreted to mean death occurred up to five years back from 05.08.2014
to be considered under the present scheme.
Ans. Since the revised scheme for compassionate appointment is applicable w.e.f.
05.08.2014, five years may be reckoned for the cases where death / retirement on medical
grounds occur on or after 05.08.2014.
Q.6 In the coverage part at point No.1.1(b) it is mentioned that “is retired on medical
grounds due to incapacitation before reaching the age of 55 years.” In this regard neither BPS
nor Officers’ Service Regulation provides for such exit. Even first provision to Regulation 19 of
OSR requires that the officer employees should have completed minimum 55 years of age or
30 years of service. As such, unless suitable provisions in the BPS / OSR are provided, it may
not be possible to extend Compassionate Appointment on these grounds.
Ans. Since the revised scheme has the approval of the Government and Public Sector
Banks have to adopt the Scheme with the approval of the Board of the Bank. There is no need
for special provision in OSR / BPS as suggested. Moreover, the existing scheme of Ex-gratia in
lieu of compassionate appointment has this provision.
Q.7 In para 8. “Time limit of considering application:. It is mentioned that “application for
employment under the Scheme from eligible dependent should normally be considered up to
five years from the date of death or retirement on medical grounds”. Whereas in clause No.5.1
it is mentioned “the family is indigent and deserves immediate assistance for relief from
financial destitution”. These are contradictory as the question comes that, if a family makes an
application after such a long gap of even up to 5 years can it be said to be under requirement
of immediate assistance.
Ans. While considering belated requests, it should be kept in view that the concept of
compassionate appointment is largely related to the need for immediate assistance to the

family of the employee in order to relieve it from economic distress. The very fact that the
family has been able to manage somehow all these years should normally be taken as on
adequate proof that the family has some dependable means of subsistence.
Q.8 Clause 11.2 provides that the benefit would not be applicable to the case of an
employee “who had less than two years to retire on the date from which he has been missing”.
Thus the request of family of an employee who goes missing before reaching age of 58 years
can be examined under this provision. This goes against the general rule of attaining 55 years
as provided under para 1.2. Further, before considering CA to dependent family member of
missing employees under this provision, invariably the employment of such employee needs to
be marked as exited. However, for doing so, there is no enabling clause in BPS / OSR. The
procedure to be adopted in this regard needs to be clarified as there could be a possibility of
the missing person reappearing after the CA is given to his dependent.
Ans. As per the provisions of the Scheme, a request to grant the benefit of compassionate
appointment can be considered only after a lapse of at least two years from the date from
which the employee has been missing. Provided that an FIR to this effect has been lodged with
the police, missing person is not traceable and the Competent Authority feels that the case is
genuine. If the employee is absent from duty for 90 days or more continuously, the bank
should have initiated action against him for voluntary cessation of employment as per the
service terms and conditions of the concerned employee. Once this action is completed, it is
presumed that the employee has voluntarily vacated the service of the bank.
Q.9 In the case CA is terminated on the ground of not maintaining family as per the term
of appointment and if the other member of dependent family requests for CA after such
termination on the ground of indigence, which would be even after 5/10 or 15 years, whether
such requests are to be considered and if so the modalities thereof needs to be specified.
Ans. There is no provision in the scheme for providing such employment to other member
of dependent family.
Q.10 The minimum qualification for recruitment of clerks is graduation in any discipline or
equivalent qualification from a recognized University. For sub-staff, the minimum qualification
is 10th Standard pass, but the candidate should not have passed 10+2 examination or its
equivalent. Whether a person, who does not fulfill the education qualification required for a
post, can be considered for appointment on compassionate grounds?
Ans. A person who does not fulfill the essential educational qualification as per the
recruitment rules of the bank can be appointed if the Competent Authority is satisfied that
the concerned person may come up to the suitability of the post offered, by imparting
adequate training in due course, as these appointments are made on compassionate grounds.

Q.11 Clause 1.1 says that scheme is applicable “to a dependent family member of permanent
employee, whereas clause 1.2 says that “employee would mean and include only a continued
regular employee.” These two clauses are not in symmetry.
Ans. If the deceased employee was appointed on regular basis against permanent vacancy,
the Scheme may be extended to his / her dependent family members.
Q.12 Clause 3.3 says competent authority to make CA is Board of Directors in special
cases, Clause 8.2 mentions a special case of a dependent applying for CA after 5 years from
the death / medical retirement of the employee. Kindly advise us regarding criteria for
identification of special cases.
Ans. The applications beyond five years in exceptional cases may be approved by the Board
of the Bank, on case to case basis.
Q.13 Clause 5.1 of the guidelines says “the family is indigent and deserves immediate
assistance for relief from financial destitution”. Guide us regarding the yardstick to be applied
or guidelines to be followed to ascertain the poverty of the family of the employee in question.
Ans. Following factors are to be mandatorily taken into consideration for making
compassionate appointments:
- The family is indigent and deserves immediate assistance for relief from financial
destitution. And
- Applicant for compassionate appointment should be eligible and suitable for the post
in all respects under the provisions of the relevant Recruitment Rules. The onus for
examining the penurious condition of the dependent family rests with authority
making compassionate appointment. Courts have clearly stated in various judgments
that offering compassionate appointment as a matter of course, irrespective of the
financial condition of the family of the deceased or medically retired employee, is
untenable.
Q.14 A dependent family member may also include wholly dependent father or mother as
majority of the low income families with less educated parents depend wholly on the employees
who are the bread winners of such families. At present in terms of 2007 scheme, ex-gratia is
being paid to the dependents parents of unmarried employees.
Ans. There is no such provision in the scheme.
Q.15 Whether the term “wholly dependent” as defined in the BPS from time to time will be
applicable while ascertaining the dependency of the family member?
Ans. Yes.

Q.16 Whether the otherwise eligible cases where disciplinary action major / minor penalty
is imposed due to unauthorized absence / irregular attendance, be also referred to the Board
of the Bank / authority appointed by the Board?
Ans. Yes.
Q.17 The applicant for CA should be eligible and suitable for the post in all respects under
the provisions of the relevant recruitment rules. Whether the relevant recruitment rules will
mean the norms as per the latest recruitment policy of the bank?
Ans. Recruitment rules will mean the norms which are in force at the time of making the
compassionate appointment.
Q.18 Seniority – it would be difficult to isolate and place the Compassionate Appointees at
the bottom of all candidates recruited during each year.
Ans. We are of the view that there would not be any difficulty in this regard as all the
compassionate appointments made during the year are required to be adjusted in reservation
rosters applicable for direct recruitment.
Q.19 Once a person has been appointed on compassionate ground, can he / she be
considered eligible for consideration for appointment on compassionate ground against another
post?
Ans. No. When a person has been appointed on compassionate grounds to a particular post,
the set of circumstances, which led to such appointment should be deemed to have ceased to
exist and he / she should strive in his / her career like his / her colleagues for future
advancement and any request for appointment to any higher post on considerations of
compassion should invariably be rejected.
Q.20 If compassionate appointment cannot be given in a year, can it be considered in the
next recruitment year?
Ans. Yes. There is no time limit for compassionate appointment. A request for
compassionate appointment can be carried forward to next or more years, but the total
compassionate appointment made in a year should not exceed 5% limit of the direct
recruitment in the clerical and sub-staff quota as the case may be.
Q.21 Is reservation roster applicable to compassionate appointments?
Ans. Yes. A person selected for appointment on compassionate grounds should be adjusted
in the recruitment roster against the appropriate category viz SC / ST / OBC / General
depending upon the category to which he belongs. For example, if he belongs to SC category he
will be adjusted against the SC reservation point. If he is ST / OBC he will be adjusted against
ST / OBC point and if he belongs to General category he will be adjusted against the vacancy
point meant for General category.

Q.22 Can service of an employee appointed on compassionate grounds be terminated for not
fulfilling the terms and conditions of offer of appointment.
Ans. The compassionate appointments can be terminated on the ground of noncompliance of
any condition stated in the offer of appointment after providing an opportunity to the
compassionate appointee by way of issue of show cause notice asking him / her to explain why
his / her services should not be terminated for non-compliance of the condition(s) in the offer
of appointment and it is not necessary to follow the procedure prescribed in the Disciplinary
Rules / Temporary Service Rules for this purpose.
