Officials of the National Bank of Rwanda, the primary issuer, say they hope to build on the 232 per cent oversubscription success to attract more retail investors to trade in government instruments on the secondary market.

However, investors in government debt tend to hold onto their stocks until maturity period, resulting in inactivity on the secondary market.

This, analysts say, is holding back growth of the bond market.

“Although there is a lot of appetite for government paper, the challenge is that we have more investors buying to hold rather than to sell which has kept the secondary market a bit inactive,” John Rwagombwa, the central bank governor, said before ringing the bell to launch the trading. But Celestin Rwabukumba, the RSE chief executive, attributed low activity on the secondary market to the few products on the stock market.

“With time, as more bonds are listed, investors will be encouraged to sell some of their bonds so as to buy more lucrative ones,” Rwabukumba said.

The Democratic Alliance launched a petition urging the tourism and home affairs ministries to introduce electronic visas (e-visas) for tourists.

The DA wanted both ministries to introduce regulations that would pave the way for tourist e-visas so that jobs in South Africa could be saved, tourism spokesperson James Vos said in a statement.

“A study commissioned by the Tourism and Business Council of SA on the impact of the new immigration regulations indicates that the country may lose 270 000 international tourists.”

This would in turn see 21 000 jobs lost annually due to the regulations, costing South Africa R9.7-billion.

South Africa's new immigration regulations introduce a new visa regime. The regulations draw a clear distinction between short-stay visas and long-stay permanent residence permits.

They stipulate that visa applications need to be made by applicants in person, and those wanting to change the status of their visa can no longer do so in South Africa but at missions abroad.

Vos said visitors to South Africa needing to apply for their visas in person was an additional and unnecessary travel expense for those who did not live near South African embassies, consulates or visa centres.

“These bonds are usually traded at Rwf100 each at the bourse, meaning that if I wanted to sell at a profit, I would sell at say Rwf101 each,” Mugabe told The New Times. Meanwhile, Rwagombwa said the government’s quarterly bond issuance programme was

meant to bolster activity in the secondary market as well as enabling investors to have more trading options.

Public awarenessHe urged the Capital Markets Authority and RSE to sensitise the public on the benefits of investing in the bond market.

“There are still few retailers participating in these bonds. Overall, we had 24 retail investors

[for Rwf15 billion bond issued] from Kigali compared to 27 we had last time [February issuance], but we had 10 from outside Kigali coming on board this time,” he said.

Many Rwandans do not understand how the bond market operates or how they can benefit when they invest in shares.

The government started the bond issuance programme in 2008, but hit a snag the same year due to the global financial crisis. It resumed issuance in 2010 and 2011, with small issuances of Rwf10 billion.

It, however, stopped the programme opting to focus on Treasury bills, especially last year after some donors suspended aid. It was to enter the bond market with the hugely successful Eurobond issuance last year.

This year, the government has issued two bonds so far under the quarterly issuance programme; the Rwf12.5 billion three-year bond issued in February, and last week’s Rwf15 billion issue.

The government plans to enlarge its proven reserves to 40 billion barrels by 2010. Airtel Rwanda has donated an assortment of cleaning tools, including hoes, shovels, slashers and rakes to Kagara village in Nyabisindu cell, Remera Sector to be used during community projects like Umuganda.

The donation was handed over to village leaders by Airtel Rwanda managing director Teddy Bhullar after Umuganda activities.

Umuganda is a mandatory community service carried out every last Saturday of the month to enhance community involvement and strengthen national development programmes.

He said the mobile app contest will add momentum to existing efforts to support home-grown solutions through initiatives that positively impact society in a sustainable manner.

“The contest will be conducted in two phases; during the first stage contestants will submit concept proposals, which we will review; and the second stage will involve an app delivery and review by a panel of industry experts. The winners will be announced at the end of the MTN Data Fest,” he said.

Meanwhile, Rwakabogo said the two-month data festival seeks to enhance data penetration across the country, which currently is at 20 per cent.

He added that the festival will also focus on how small-and-medium businesses (SMEs) can use Internet to grow their enterprises.

“Our strategic objective is to drive data penetration in the

different regions of the country by offering exceptional value when using the Internet... We will also educate customers on the role of the Internet, especially in business,” Rwakabogo said.

It’s enthralling to witness how telecommunication companies have revolutionalised the African continent with mobile technology in the past few

years. According to International Telecommunications Union (ITU), there were 271 million mobile subscribers in Africa in 2007, compared to 15 million in 2000. Internet subscribers (i.e. excluding Internet café usage) in Africa were according to ITU about 9.7 million; up from 1.2 million in year 2000. The statistics above include the more pierced Northern African markets. In Southern Africa, South Africa take over with high penetration of 40 million mobile subscribers2, mostly pre-paid.

Having entered most parts of the continent, mobile companies settled to revolutionize by using their systems to transfer money within their customers. One of the mobile money transfers in Africa which revolutionalised East Africa is Safarican in Kenya. Kenya’s local mobile phone operator, Safaricom launched M-pesa in 2007. M-pesa allows users to charge their mobile phones with credit paid to any of M-pesa’s agents conveniently situated in commercial venues around the country. Any mobile phone airtime seller in a small street corner booth or shop that handles cash can be an M-pesa agent. There are over 17,500 M-pesa agents all over Kenya, compared to Kenya’s 840 bank branches. M-pesa agents are highly visible and available in Urban and rural areas and conveniently double up as M-pesa’s mobile money cashpoints.

Other African countries such as Ghana, South Africa, Zimbabwe and Nigeria also caught up with the mobile money transfer which later became known as mobile banking. As the banks in Africa saw the viability of the mobile system, they have now come into collaboration with the communication companies.

Zain, a competitor mobile phone operator in Kenya launched a banking service called Zap-M in 2009. The facility also covers Uganda and Tanzania and targeted at 100 million people. Zap extended its mobile banking services to Malawi, Niger and Sierra Leone within a year of its East African launch. With operations in 16 African countries serving over 42 million customers, Zain is a chief mobile phone operator in Africa and is famous for its “One Network” borderless mobile network in Africa. Equity Bank, Africa’s largest bank with more than eight million customers has come up with an innovative facility for its customers allowing them easy access to their bank accounts. The bank make available its account holders a slim line SIM said to be laid on top of their mobile phone SIM cards. Ecobank has also combined with Airtel, signing a Memorandum of Understanding (MOU) announced in June 2011to promote mobile banking services in Africa. Ecobank functions in 30 African countries and Airtel in 19 countries in Africa and Asia. At the end of April 2011, Airtel had over 223 million customers across the 19 countries it operates in. Ecobank also has 750 branches across Africa.

In November 2010, Ecobank Ghana and Zain launched Ecobank Mobile Banking in Ghana. The service allows Ecobank account holders to manage their accounts using their mobile phones.

In Liberia, Lonestar Cell MTN and Ecobank Liberia have partnered to bring new mobile banking services called Mobile Money to customers in Liberia. Launched in September 2011, mobile money will allow customers to register for mobile bank accounts to make and receive cash payments, pay bills, transfer funds locally and receive international remittances.

WIZZIT Mobile Bank network established in 2004 also allows account holders to receive and make payments on their mobile phones. Vodacom, South Africa’s biggest mobile phone operator has formed a partnership with Nedbank to offer M-pesa services to customers. Users that do not have bank accounts are encouraged to register and open mobile accounts.

In Ghana, StanChart Bank delivered their first mobile banking application. The App allows customers, among other functions, quick and easy access to their accounts; the ability to transfer funds, pay bills and top up of mobile phone credits.

Breeze is accessible on Blackberry, Android and IOS. Customers need to go to their App Store and download the free app.

Airtel Ghana, through its award winning Airtel Money mobile commerce service and Databank have also launched an innovative service that brought convenience and flexibility to how customers of Databank’s investment packages top up their investments via their mobile phone.

Another mobile money innovation is when Airtel Ghana, the fastest growing telecommunications company in Ghana again crunched a deal for managed Value Added Services (VAS) with mobile software company, Rancard Solutions, a leader in mobile VAS technology with content discovery algorithms. Under the terms of the agreement, Airtel Ghana would use Rancard’s service management tool, Value Added Services Provider Manager (VASP Manager), to deploy and manage multiple content provider accounts and services. This enables the mobile network to render a rich, diverse and concerted mobile content and service experience for their subscribers.

The habit of using someone else’s bank account means that access is actually higher for certain segments of the unbanked. This is more common within families with few members having formal employment. That is why the mobile banking has come as smart way to go for the unbanked. But before the coming of mobile banking, banking business seems to be for the elites only.

What is the banking outlook like in Africa and

how will the mobile banking aid their forecasts? Doyens say Sub-Saharan Africa is set to enjoy a banking boom in the decade to 2020. Research indicates that Real GDP growth in the region averaged 6.8% a year in 2005-08, the best for a generation, and stayed positive in 2009, despite the global recession. The subsequent rebound has also been swift, and growth was forecasted to average 5.5% in 2011-12, generating brisk real per capita growth of 3.4% a year. Overcoming a long legacy of underdevelopment, the conditions are in place for a doubling of banking assets and deposits, a proliferation of outlets and the extension of services to swathes of the continent’s unbanked majority over the next decade and this is where mobile banking comes in handy.

Ebola was discovered in 1976 near the Ebola River in what is now the Democratic Republic of the Congo. Since then, outbreaks have appeared sporadically in several African countries. The 2014 Ebola outbreak is the largest Ebola outbreak in history and the first in West Africa. The current outbreak is affecting multiple countries in West Africa namely Liberia (1698 cases), Sierra Leone (1216 cases), Guinea (771 cases), Nigeria (21 cases), and Senegal (1case). The virus is spread through direct contact (through broken skin or mucous membranes) with blood and body fluids (urine, feces, saliva, vomit, and semen) of a person who is sick with Ebola, or with objects (like needles) that have been contaminated with the virus. Ebola is not spread through the air or by water or, in general, by food; however, in Africa, Ebola may be spreading as a result of handling bushmeat (wild animals hunted for food) and contact with

infected bats. If you are in or traveling to an area affected by the Ebola outbreak, protect yourself by doing the following:• Wash hands frequently.• Avoid contact with blood and

body fluids of any person, particularly someone who is sick.

• Do not handle items that may have come in contact with an infected person’s blood or body fluids.

• Do not touch the body of someone who has died from Ebola.

• Do not touch bats and nonhuman primates or their blood and fluids and do not touch or eat raw meat prepared from these animals.

• Avoid hospitals where Ebola patients are being treated. The U.S. Embassy or consulate is often able to provide advice on medical facilities.

• Seek medical care immediately if you develop fever (temperature of 101.5oF/ 38.6oC) and any of the other following symptoms: headache, muscle pain, diarrhea, vomiting, stomach pain, or unexplained bruising or bleeding.
