Skills are important to livelihood earning. Every individual is endowed with a natural proclivity for excelling in one or two skills. Perfecting them through systematic instruction and planned training will enable them to make a profitable living out of them. In a developing economy, skill acquisition and updating have special significance because of their employability value.

In recent years, more particularly since 2010, skill development has been receiving a high degree of attention from our Union government, which culminated in the formation of National Skill Development Mission with Prime Minister as Chairman.

The Skill Development Mission functions through three institutions: National Council on Skill Development, which is responsible for policy direction and review of programmes (headed by the Prime Minister); National Skill Development Coordination Board under the chairmanship of Deputy Chairman of the Planning Commission to enumerate strategies for implementing the decisions of the council; and the National Skill Development Corporation (NSDC) which is a non-profit organisation being funded by the National Skill Development Fund and oversees the implementation.

Under the aegis of the Mission’s National Skill Development Corporation (NSDC), programmes in hundreds of trades are being organised throughout the country through various national and state level institutions, NGOs, etc. The big boost to skill development promotion is guided by a bright, broad vision envisaging either start-up of self-owned enterprises by the trainees, or speedy and satisfactory placement of the trainees in reputed industries/enterprises at attractive salaries. Either way, skill development interventions aim at significantly reducing the unemployment and under-employment problem. As a matter of fact, these skill development interventions are much more practically oriented than formal technical programmes in that the inputs here include short modules on personality development, confidence building, image projection, presentation and communication, and practical insights.

The new Union government has gone a step further and created a new ministry to take care of skill development as well as entrepreneurship. This is the first time in the history of independent India that a separate ministry has been created for skill development, which speaks of its paramountcy to the country’s growth and development. A separate ministry will certainly siphon new energy into the concept and implementation of skill development.

The new Ministry has set for itself the target of skilling and up-skilling 5,000 lakh people across the country by 2022. It also is expected to create an enterprise climate that would encourage entrepreneurship and make business easier by eliminating the impeding factors.

ni-msme, under the Ministry of MSME, has been involved in skill development training for the past several years. We have been organising skill development programmes under the ATI scheme of the Ministry of MSME, and for other ministries and departments such as the Ministry of Food Processing, Ministry of Labour and Employment, Directorate General of Employment and Training. Cumulatively, over the past five years we have skilled approximately 1,37,710 people in about 60 trades through nearly 3,555 programmes. In 2013-14 alone, we have trained around 54,510 people in over 50 trades through some 1,835 programmes. The programmes include follow-up, and the success rate of around 40% includes both self-employment and wage employment.

In the ensuing months, we envisage to organise the skill development interventions at an enhanced pace.

Dear Prof. Vishwas Rao Garu,

I have received one copy of ni-msme Bulletin, April 2014. I have gone through the write-up on Faculty Development Programmes (FDPs) on Entrepreneurship Development. This section covers three FDPs organised recently by ni-msme. They have been conducted, one at KL University with which I have been associated, another at Andhra University, and the third at ni-msme. The write-up and placement of three of them at one place makes it very pleasant to read, and effective in terms of impact. Grouping related activities at one place for communicating through the news bulletin conveys the significant contribution of the Institute on the manner in which the programmes are conducted, with different foci to suit the needs of various groups. I would like to convey my regards and appreciation to you and Prof. B.S.S Rao for finalising the matter and the accompanying photographs in such an elegant manner. The photographs are quite impressive and complement the presentation.

Referring to other items given in the Bulletin, I would like to convey my high appreciation to everyone associated with the presentation of a wide range of activities, and the overall getup of the Monthly Bulletin which is quite appealing and elegant. I am happy to record that significant changes have taken place in the content, manner of presentation, and the overall design of the Bulletin in recent periods. The Bulletin is an effective medium to reach the wide readership across the country. My best wishes for enhancing the effectiveness of the communication media adopted by the Institute.

With regards,
