Griffiths hails single music marketby Mark Dezzani
ROME - The much -anticipated con-cept of the pan-European market isnow a reality for the music business,according to Richard Griffiths, BMGU.K. chairman and executive vicepresident, central Europe.
A British national who was presi-dent of Sony's Epic Records divisionuntil his move earlier this year tohead up BMG's European operations,Griffiths says that, after 11 years inthe U.S., he is returning to a "trans-formed" European market.
Speaking at the sales convention ofItalian affiliate BMG Ricordi in Romeon September 25, Griffiths observedthat "Europe has completelychanged-there really is a Euro-cul-ture. The pan-European market is asolid market, very different to the mar-
ket I experiencedwhen I last workedhere. If you had toldme 11 years ago thatmy biggest artistwould be an Italian[Eros Ramazzotti]who sells fromFinland to Greece, Iwould have told youthat you'd been drinking too much..."
Griffiths pointed out thatRamazzotti is now on a par with U.S.superstar Toni Braxton as BMG'sbiggest international seller. Notingthat Italy and Scandinavia are theA&R hotspots of Europe at themoment, Griffiths said: "It's extreme-ly exciting that foreign -languageproduct sells across borders, and thatwe are moving away from a marketwhich is dominated by English -lan-
guage productions."Griffiths described BMG
Ricordi as "the ideal local affil-iate." He continued: "It has anincredible catalogue, they aredeveloping a wide range ofexciting new local artists, andare successful at breaking newinternational artists."
At the convention, BMGRicordi president Franco Reali said hehoped to achieve a 20 percent marketshare in Italy by the year 2000, in linewith the group's international targetsrecently set out by BMG Internationalpresident and CEO Rudi Gassner(M&M, October 3). "We aim to achievethat target by investing L50 billion[$30.3 million] in A&R investmentsover the next two years, and also insome major artist acquisitions whichwill be announced shortly," Reali said.
RTE seeking a classic hitby Mike McGeever
DUBLIN - Ireland's RTE is to launcha national classical music station.
At present, the public broadcasteronly broadcasts classical musicovernight on its Irish language service,Raidio Na Gaeltachta. With a proposedlaunch date of May 1 next year underthe working name of Lyric FM and aprovisional frequency of 99.0 FM, thenew station will be based in Limerick,County Claire. Plans for the servicehave been on RTE's drawing board forat least five years, but the Irish gov-ernment only gave its approval for theproject earlier this year.
Chris Vezey, former head of pro-grammes at national U.K. station
Classic FM, has been hired for oneyear as a consultant to help set up thenew station. He comments: "There is atremendous gap in the Irish [radio]market for music other than guitars."
Lyric FM's planned music/speechratio will be 80/20; programming willinclude live domestic and interna-tional concerts and symphonies, plussome jazz music. According to theIrish Times newspaper, Lyric FMhopes to pull in a three percent week-ly audience share within 12 months,and a five percent share after threeyears. The station will target the 35 -plus age group. As with other RTEstations, Lyric FM will be permittedto take limited amounts of advertis-ing and sponsorship.

HAMBURG - Independent labels are toincrease their influence within Germanmusic industry trade bodies IFPIGermany and the BVI.
The boost for German indies followsthe elections of edel president/CEOMichael Haentjes and Rough Trademanaging director Kurt Thielen to theassociations' respective boards. Themoves result from decisions taken lastmonth to extend the IFPIGermany board from threemembers to five, and that ofthe BVI from three to four.
Haentjes and Thielen rep-resent the country's twostrongest independent compa-nies. Haentjes, who wasappointed to the boards ofEFPI's European and world-wide groups earlier this year, will bejoined on the IFPI Germany board byHelmut Konig, managing director ofclassical label Thorofon.
"To represent the interests of allIFPI members and to stay open to newideas are key to [the board's] work,"comments IFPI Germany chairmanand PolyGram Germany presidentWolf D. Gramatke. "The new boardstructure reflects this and willundoubtedly help us to tackle futurechallenges for the industry."
BVI chairman and BMGEntertainment G/S/A presidentThomas M. Stein adds: "In the light ofthe technological developments [whichaffect the music industry], we not onlyhave to move closer together but we willalso need to co-ordinate our interestswithin the BVFs agenda to an evengreater degree than before."
The IFPI Germany board also elect-ed EMI G/S/A executive vice presidentRudiger Fleige as a member in succes-sion to former EMI G/S/A presidentHelmut Fest, who moved to EMIMusic Europe on March 31 to take upthe newly created post of senior VP,artist acquisitions.

industry (M&M, September 12).The report subsequently drewcriticism from labels' body SNEP.
Q: Your report seems to focus on thecultural aspects of music ratherthan the business side. Why?A: When we talk about taking a culturalapproach, it doesn't mean that music asan industry is absent from ourthoughts-quite the opposite. Europe asa whole lives with a dual system-pri-vate and public-and the cultural sectoris no different.
We must remember that two of thefundamental elements in the musicchain, the artists and the public, are notsuperfluous-the creators and the citi-zens justify any government action. Allthe other elements in the chain are nec-essary, and sometimes indispensable; therole of the government is to regulatetheir natural activities so that the emer-gence of artists and their relationshipwith the public is facilitated.
Q: SNEP president Paul ReneAlbertini claimed in M&M that you"deliberately" excluded executivesfrom major record companies fromthe commission. Is that true?A: In no sense can you say there was anexclusion; quite the contrary. The voice ofthe majors has been heard, with a lot ofintelligence and feeling. Our method ofworking has been strictly democratic.Everyone had an equal voice, whetherthe manager of a rehearsal venue in asmall city or a national concert promoter,an elected member of an assembly or themanager of an innovative label.
Q: You made some recommendationsin the report regarding radio (theFrench music quotas) and TV (ban-ning record advertising) withoutasking the broadcasting industriesfor their views. Is that legitimate?A: Two clarifications are necessary here.Regarding radio stations, we didn't ques-tion the [quotas] law-what we wantedwas a re-examination of the way the lawis implemented. TV advertising is justone element mentioned in the report,and in this case, our aim was to find solu-tions to correct something which has cer-tain effects, not to ban it.
Those active in music production areasking for the creation of a permanentworking group on music matters within[broadcasting authority] the CSA. Theprofessionals who are concerned bythese matters should sit on that.

Sacem 'confiscates' Daft Punk royaltiesby Remi Bouton
MARSEILLE - The conflict betweentechno duo Daft Punk and Frenchauthors' rights society Sacem hasreached a new level of intensity fol-lowing Sacem's decision to allocatemoney it has collected for the publicuse of Daft Punk's works in France toits own expense account.
At the heart of the conflict is theband's non -membership of Sacem. Itstwo members, Thomas Bangalter andGuy Manuel de Homem Christo areboth members of U.K. collection soci-ety PRS for the world excludingFrance and North America, wherethey have joined U.S. society BMI.
The duo had planned to use Sacemto collect only certain types of royalty.However, Sacem argues that-accord-ing to its statutes-members have togive the society the right to collect alltypes of royalty. Therefore, it has not
been possible to grant Daft PunkSacem membership.
The body's president Jean -LoupIburnier sent Daft Punk's publisher aletter on August 4-made public lastweek-in which he explains that, inaccordance with rules laid down inSacem's statute book, all performingrights collected on behalf of Bangalterand de Homem Christo will be allocat-ed to Sacem's general expenses account.
The authors' rights body's decisionalso applies to works outside DaftPunk involving Bangalter or deHomem Christo, such as Stardust's hitsingle Music Sounds Better With You,co -written and produced by Bangalter.
A source close to Daft Punk describesSacem's decision as a "confiscation ofrights," and suggests that the caseshould be carefully followed by sistersocieties and authors around the world.
Daft Punk's lawyer Jean-ClaudeZylberstein calls Sacem's decision
"some sort of peculiar mandatoryrequirement which is legally andhumanly hardly tolerable." However,Zylberstein says the band is not plan-ning to take legal action againstSacem at this stage, although hedoesn't rule out legal developments,either at a national or European level.
Explains Zylberstein: "What we arewaiting for now is to see how people inthe industry react to this new situa-tion, and if those reactions can helpsolve the case. If we don't see anyprogress, common law will allow us toprotect the interests of the twoauthors -composers."
Sacem president Jean -LoupTournier admitted during the society'scongress in Marseille on September 28that "this is a regrettable affair, but wecan't act otherwise. Our statutes havebeen approved by the EU and we willstand firmly on this, because other-wise authors' rights are in danger."
The Music Factory's Belgian output beginsby Marc Maes
BRUSSELS - Belgian recordlabels are giving a warmreception to The MusicFactory (TMF), which startedbroadcasting a dedicated ser-vice to Flanders on October 3.
The Flemish version of themarket -leading Dutch musicTV channel launched with astar-studded party at theManhattan studios in Leuven,near Brussels. "I think TMF will be areal asset for the Flemish music busi-ness; it could be instrumental in bring-ing new acts to the public," says GuyVanhandenhove, managing director ofEMI Music Publishing in Belgium.However, he cautions, "TMF willrequire a new approach from therecord companies, who will have to pro-vide extra budgets for artist videos."
Hansbert Van Hove, promotionmanager of Byte, agrees. "TMF will bevery important to us," he says, "notonly because they broke [Belgian] actslike 2 Unlimited and CB Milton inHolland, but also because of their well-defined audience. They offer primetime advertising slots directly aimingat the people we want to reach. Withthe other [TV] channels, we pay 10times TMF's rate to reach an audience,80 percent of which is not interested inour message. TMF brings the cost ofTV advertising down to the level of aradio campaign."
TMF managing director LexHarding says the intention is to createa genuinely Flemish channel, withlocal presenters and Flemish videos."Our strategy is based on the nation-al character of the music, the low pro-duction cots and TMF's particularlystrong image," he reveals. "We areconvinced that TMF will reach thecore of the 13-30 year -old audience-the people who actually buy music."
TMF is aiming to be available in
70 percent of allFlemish households.Some cable operatorshave yet to take theservice on board, butHarding is convincedthat, once the exis-tence of the channelbecomes more widelyknown, the necessarycoverage in Flanderswill be achieved.
Jos VanOosterwijck, head of music at general-ist commercial TV channel VTM,accepts that TMF might take someadvertising away from other commer-cial channels. Nevertheless, he adds:"I don't think that VTM, which gave

Berlin's Kiss returns with interestby Ed Meza
BERLIN - Kiss FM is going backto its R&B roots.
Last year, the Berlin stationbroadened its urban format toinclude other forms of dancemusic (particularly techno) andmore commercial CHR fare.But audience ratings show thatthe change appears only tohave alienated the station'score audience.
According to Kiss FM mar-keting director Matthias Pradl,August's MA ratings figuresshowed a loss of some 1,000 lis-teners per hour. That wasenough for general manager,David Schuerger, to seriouslyrethink the station's direction.
"We have gone back to ourinitial format, to where webegan," says Pradl, who admitsthat the more commercialdance format introduced byprogramme director Nick Mal-ony, who has now departed thestation, was not what Kiss lis-teners wanted to hear.
The new format will be tighterand restricted to urban dance,
hip -hop and R&B. Even theguest DJs, who play live inthe studio between 22.00and midnight each day, willnot be playing any techno,trance or drum 'n'bass."They will only be mixingmusic that's heard elsewhere onthe station," says Pradl.
Kerstin Lamb, who pro-motes urban dance and R&Bmusic for Epic in Germany,says Kiss FM's return to its for-mer format is great news forlisteners and artists alike."Hip -hop and R&B is reallyunder -represented in Ger-many," she says. "Unfortunate-ly there aren't enough stationsthat play that kind of music."

Although some mainstreamR&B stars, such as Janet Jack-son and Will Smith, can still beheard regularly on Kiss FM, thestation is also putting an empha-sis on specialist hip -hop and rapartists like Noreaga and KeithMurray. The return to its origi-nal programming also leavesplenty of room for local hip -hopacts like Fischmob, Moses P. andKeilerkopf, all currently on thenew -look station's playlist.

OSLO - National commercialAC station P4 has taken thefirst steps towards localising itsoutput in key Norwegian cities.
From September 21, listen-ers in the western city ofBergen have been able tohear-on a trial basis-"optedout" local traffic information,weather forecasts and advertis-ing during P4's breakfast andafternoon drive shows.
According to P4 head of infor-mation Nicolai Flesjo, no decisionhas yet been taken on whether toexpand the concept to other cities,although Tromso (in the north),Oslo (east) and Trondheim (cen-tral) are under consideration.
The station is also still unde-
cided as towhether it willintroduce loc-alised newsand music con-tent. Much willdepend on the results of a listen-er survey in Bergen which willmeasure the effect of the localopt -out trials.
However, some record compa-ny promotion executives are waryof P4's regional plans. BMG radiopromotion manager Jan HenrikOhme says: "There are a largenumber of local radio stationswhich have enough [financial]difficulties already. I don't thinkit's healthy if P4 becomes evenmore attractive [to listeners] inselected local areas-it couldsteal audience from already -
strained local stations."PolyGram radio pro-
motion manager, inter-national repertoire,Gjermund Moastuen,agrees. "The best thing
for us would be to continue todeal with one station, rather thanvarious regional outlets. P4 prob-ably has its reasons for wanting astronger local commitment-forinstance, they could play moreSigvart Dagsland in Stavanger ormore Bel Canto in Tromso. But Idon't think they can accomplishmore by following [public broad-caster] NRK's regional policy.They should stick to local weath-er and traffic, and keep the musicformat as it is today. They've gottheir audience share because oftheir current music format."
Silent Nachtradio: overnight service closingby Marc Maes
BRUSSELS - Flemish publicbroadcaster VRT's overnightsustaining service Nachtradiowill cease broadcasting in thespring of next year.
VRT's Radio Donna (CHR),Radio 1 (full -service) arid Radio2 (AC/talk), which all currentlybroadcast the service, willlaunch their own overnight pro-gramming instead.
The full -service Nachtradiowas launched in May 1989,catering for a broad audiencewhich, until then, could only
listen to commercial or foreignbroadcasters. The serviceproved a success, and inspiredVRT man-agement tooffer sepa-rate night-time pro-grammingon classical station Radio 3and, in 1996, on AOR outletStudio Brussel.
"If you are trying to give yourstations a clear profile and for-mat, it's rather useless to keepbroadcasting different night pro-gramming," notes VRT Radio
spokesman Paul de Meulder.However, fans of the current
Nachtradio should find Radio 2'snew overnight showto their liking. 'Theidea is to reform thecurrent Nachtradioprogramme underthe Radio 2 flag,"

Austrian radio: send off the clones?The Austrian airwaves wereeffectively opened for the firsttime to commercial radio onApril 1 this year. Broadcasters inthe rest of Europe watched withinterest to see how the breakingof the state's radio monopolyand the introduction of newcommercial imperatives wouldimpact on the Austrian land-scape. Six months on, however,as Susan L. Schuhmayer dis-covers, commercial radio is stillfighting for an audience againstthe might of state broadcasterORE, and is suffering criticismfrom various quarters.

T1e problem with the [new] com-mercial radio stations is they arenot adventurous enough. "If wethought they would help breaknew artists, then we were totally
wrong. They have shown very littleenthusiasm for local product." So saysErich Krapfenbacher, general managerof EMI Austria, expressing the disap-pointment felt in some quarters of thelocal music industry.
When the new stations startedbroadcasting last April, many in themusic industry welcomed their arrival,hoping that the breed of new stationswould bring diversity in a market dom-inated by public broadcaster ORF'snational CHR station 03. Six monthslater, despite the claimed differencesbetween the new radio stations, sta-tions are still being criticised for sound-ing too similar, or too much like 03.
During a recent public debate onAustrian music 1M&M September 26)Horst Unterholzner, A&R manager forEMI Austria, echoed this view and con-sidered that, with the exception of localViennese station Radio Energy, the newstations are "poorly made copies of 03."
"The people involved in radio at themoment shouldn't think all the peoplein Vienna only want to listen to old RodStewart songs," declares AlexanderSpritzendorfer, label manager of Spray,a division of BMG Ariola Austria.
Different leaguesHowever, for the new crop of Austrianbroadcasters, the main reason for 03'scontinuing dominance of 03 in terms offormat and in the ratingsis clear.
The state-owned sta-tion has a huge competi-tive advantage in beingthe country's only nation-wide broadcaster. BerndSebor, general managerof 88.6/Vienna, the high-est -rated of the new com-mercial stations, elabo-rates: "To talk in footballterms," says Sebor, "03 is theBundesliga [National PremierLeague]. We just did the summerchampionship in the [local]Vienna League and are now try-ing to get into the big time."
Sebor attributes the strong showingof 88.6, a soft AC station, to the factthat "we are the radio station whichhas feeling-that's not somethingeverybody has in these times. We espe-cially have a feeling for music and forpeople, and that constitutes the suc-cess of this radio station."
Life Radio General ManagerChristian Stogmtiller says his adultcontemporary station plays a lot ofoldies, and mixes in a healthy dose ofregional information. "Our strategy is tobe more local than 03, and not to bethat kind of hit radio. On the otherhand," adds Stogmtiller, "we want to bemore modern than [ORF's UpperAustria local station] 02."

Unlike the other stations in theVienna market, which target an olderaudience, Radio Energy-whoseinvestors include France's radio groupNRJ-aims at the 10-29 demographic.
Although acknowledging that thefirst ratings reflect only the earlieststage in the new competitive environ-ment, Thun-Hohenstein contends that"they send a signal-and for us, this sig-nal is sensational.
"It surprised me," he continues,"that all the other [commercial sta-tions] are just more or less trying to
copy 03. It surprised me evenmore that they haven't changedvery much [in response to theFessel Gfk ratings]."
"If we thought theywould help breaknew artists, thenwe were totallywrong. They have
shown very little enthusiasmfor local product."
Erich Krapfenbacher, EMI AustriaBernd Sebor, however, strongly con-
tests the assertion that all the stationssound like 03. "If we all sound thesame," he argues, "why do we have 20percent of the market?"
Costly campaigningIn Vienna, much criticism has beenlevelled at CHR/AC station AntenneWien. Many think an station's aggres-sive-and costly marketing cam-paign-has backfired. Since the rat-ings were released, a number of keyemployees, including the programmedirector and several on -air personali-ties, have been dismissed.
Record companies and musiciansremain critical of the stations' reluc-tance to play Austrian music. EMIAustria's Krapfenbacher enlarges onhis indictment of the commercial sta-tions' avoidance of local artists, saying
03 is becoming more cooperativeabout playing local talent, "as long asit is in line with the internationalstuff. If it's right for 03, it should alsobe right for most commercial stations."
Whilst the record labels are urgingmore airtime for local product, theradio stations claim they aren't hear-ing any similar clamour from the lis-tening public. "There's not a lot ofdemand," says Jorg Kremer, pro-gramme director of Life Radio. "Weplay the [local] artists who are popu-lar, but there aren't that many.""
Among Austrian talent aired on thestation are established local artistsReinhard Fendrich and Falco, reinforc-ing Kremer's contention that "We playhits, we don't want to break hits."
Sabine Neu, programming directorat Radio Rpn, says the station's outputof rock -oriented pop from the '60s to the'90s contains around 10 percentGerman -language music. She cites thisas evidence that the station goes out ofits way to accommodate local reper-toire. "It doesn't fit completely," shesays, "but we want to do something forAustrian music."
Change will comeThe Austrian commercial radioindustry may be in its infancy, butmost music and radio insiders predictsome swift growing up is on the way.
Mario Colantonio, programme direc-tor of 92.9 Rai, says "the battle isn'tover in a few weeks," and expects to seemore segmentation-particularly inVienna-as the market matures.
Just to complicate that picture, how-ever, legal action against Austria's newcommercial stations brought by dozensof companies claiming the licenceawards were "unconstitutional"remains unresolved.
A decision by Austria's constitutionalcourt on the issue isn't expected untilnext spring, according to AustrianRadio Authority attorney MichaelKogler. In the meantime, commercialoperators must focus all their attentionon the launch of their stations.
"You can't broadcast halfway," Thun-Hohenstein says. "If the court overturnsthe licence awards we're all in trouble-but I don't expect that."

URBAN WOMAN BREEZES INBlanket (Talkin' Loud/U.K.), the second albumfrom Urban Species, hasprovided one of that label'smost broadly programma-ble releases yet, in theshape of Woman. With itscasual rap, ethereal back-ing vocals, doodling jazzguitar and a highly hum-mable melody, Woman is abreezy downbeat tune. It'scurrently on rotation on
public station DRS3/Zurich (alternative) and commercialRadio 24/Zurich (CHR), and is climbing Italy's singles chart.The track successfully marries a sophisticated jazz/pop sheento a street, semi -acoustic backing. A European tour throughthe autumn around the release of the album, Blanket shouldsee the band re-established, after a four year absence.
FEEL THE FORCEDespite their reputation as purveyors of largely hardcorematerial, Belgian label Lightning Records/Bonzai has asofter side. Proof comes with Clonoa's Can You Feel-almost a pop tune over a tech/house groove. The falset-to/operatic vocal and a playlist-friendly "lite techno"sound, reminiscent of latter-day Sparks, would seem toindicate that a radio edit should be seriously considered.
JACK'N'THRILLSRiding on a classic disco bassline, Jim Hopkins' Jack'N,taken from Disco Dubs vol.1 (Twitch-Morbido/U.S.A.), is aclassic party tune. Hopkins' eccentric but effectiveapproach to keyboard playing and the spot-on late '70sgroove guaranteed the track recognition as one of this sum-mer's surefire floorfillers. Flip side Disco Dementia is 100percent hands -up -and -scream -your -lungs -out brilliance.
DARK PARISIANSFollowing the doom -laden soundscapes of Photek, SourceDirect et al, it is interesting to see how different meanand moody drum'n'bass can be in the hands of FrenchmenSylex and Delit K. On Sylex Vs. Delit K (FutureTalk/France) the vibe is strictly subterranean and mini-mal, but thanks to some fine, delicate programming, pro-foundly engaging. Strong stuff, beautifully presented.
NAUGHTY NAUGHTYCharly Chicago's "other job" is as a composer of pornmovie soundtracks on some fairly notorious Spanish skin -flicks. On Sexy Poya (Moviedisco/Spain) that influence, inthe form of much female gasping and panting, appearsfairly often, alongside tightly arranged, sophisticateddownbeat electronica.
With titles such as (first single) Fantastic Latex,Chicago can hardly be accused of a radical departure fromhis roots, but the jokey atmosphere cannot hide the factthat this is a capable, talented multi -instrumentalist withsome original ideas and a clutch of decent tunes; sophisti-cated '90s electronic pop with occasional '80s influences.
According to Moviedisco's Jose Luis Zagazeta Vinatea,the artist already has a substantial cult following thanksto that "other job." "There are a lot of trainspotter types,especially in the U.K., who are really into Charlie'smusic," says Vinatea. "We're currently talking to distrib-utors in all the main European territories."

How do some successful debut acts of the pastdecade, from Sheryl Crow to the Spice Girls,manage to take their follow-up release in theirstride and go on to even greater achievements,while others-like, say, the Stone Roses or BlackGrape-put out album number two and prompt-ly see their careers swerve into a ditch?
In addition, how can the current batch ofsophomore artists ensure that they not only stayon the road but change up a gear or two?
Acts that ring the bell of instant acclaimoften only experience the industry's shark -infested waters when they release their secondalbum. The level of their continuing commit-ment to promotion and touring, and the media'sattitude to artists they now feel they know, willhelp determine whether they sink into thosewaters to be devoured, or swim to the shores ofeven greater glory.
The old one-twoThe latest acts steeling themselves against therigours of second album syndrome include Irishrock quartet Ash, who are addressing the task offollowing the instant chart -topper 1977 withtheir second album Nu -Clear Sounds, releasedOctober 5 by Infectious.
Alanis Morissette's task is perhaps the mostdaunting for any new artist, as she attempts toavoid the shadow of her 28 million -selling debutset Jagged Little Pill with Supposed FormerInfatuation Junkie, coming November 2 fromMaverick/Reprise.
Initial signs for Mansun's Six (Parlophone)are that, in cold commercial terms, they could bethe syndrome's latest victims. Where Attack OfThe Grey Lantern, their first album, debuted onthe British charts at No.1 in March 1997, theirnew release spent only three weeks in the top 40.
For Alisha's Attic, whose second albumIllumina was released in most European terri-tories on October 5, the trick has been to remainrelaxed, but ambitious. Their first album may

have been called Alisha Rules The World andgone platinum in the U.K, but Shellie Pooleand sister Karen are both subscribers to thehumble approach.
"We still haven't even reached that secondrung of the ladder," says Shellie. "We did a reallygood job with the first album, we were reallypleased how it went, but I'd rather it be a grad-ual step rather than go 'wham, here's the firstalbum' and then go into obscurity. It's really nicethat we've done it in gradual steps, we weren't aphenomenon."
With the first hit from the second album, TheIncidentals, safely secured in the U.K, plansinclude a round of club gigs for Alisha's Attic toemphasise their credentials as a performing act.They start a nine -date U.K tour at theUniversity of Lancashire in Preston onNovember 6, ending at one of London's "grungi-er" venues, the LA2, 11 days later.
Fashion victims?Dave Shack, director of promotions for RCA inthe U.K, believes that, particularly in thatcountry, the music industry's obsession withfashion can be destructive. "In the old days, itused to be, with rock bands, that music didn'tchange over two years," he says. "Now, if a stylelasts a year, you're lucky. So if a band has had amedium amount of success, then album numbertwo arrives three years down the line, theymight find that the stuff they held dear is nolonger working."
One group to suffer from just such a sea -change were the Bluetones, who raced fromnowhere to No.1 with their first album,Expecting 7b Fly, thanks in no small measure toradio's all-around support of its key single, SlightReturn, early in 1996. Manager Neil Burrow ofJam X Management says that album, releasedon the band's Superior Quality imprint via A&M,has now sold 355,000 copies in the U.K
However, the band had been saddled with theBritpop tag long before their sequel, Return ToThe Last Chance Saloon, came out in March;domestic sales for that set now stand at 160,000,according to Burrow. The summer closure ofA&M's British operation was a major blow, butby then the Bluetones had already experienced acooler response to their second release.
Had they lost the element of surprise that canbreak a band so quickly in the fast-moving U.Kmarket? "Definitely," says Burrow. "Part of theproblem is down to the press, because it moves soquickly in this country. The year before, we wereon every cover. We started off this year on the[U.K weekly rock magazine] NME cover, thenthat was it. To be honest with you, we've justkept our heads down and kept working, andwe've still sold all right."
Radio on...Rock -oriented bands such as theBluetones can sometimes find thatradio's enthusiasm for their materialbegins and ends with one particularlyaccessible song.

"That did all right at ILR [U.K independentlocal radio stations]. It didn't just go in the chartand drop out, it stayed in the top 40 for fourweeks, and that was down to ILR play. But youcan see, with a record like Slight Return, thatwas such a big record for them. With it wasnearly five minutes long, and we didn't want todo a radio edit. Pluggers don't like that."
Shack agrees that a big radio hit can be adouble-edged sword when a plugger arrives at astation with the follow-up. "You do almostinevitably get that 'not as good as the last one'thing. People have rose -tinted glasses, theyremember how good [Natalie Imbruglia's] Tornwas or what they were doing when it came out.Whereas if they listen [to a new release], they'llrealise it has better production, more confidentvocals. It's tricks of the mind."
Twice as niceThe "too much too soon" theory suggests that agradual, organic debut success can lead to anunforced explosion second time out.
Two acts currently experiencing that pleas-ant phenomenon are the Corrs and Catatonia.The Corrs seized on the momentum of theirAtlantic/Lava/143 debut Forgiven, NotForgotten and, adding hit singles to theirarmoury, have watched sales of the secondalbum Talk On Corners soar to more than three
million worldwide. Catatonia, similarly, built onthe positive response to, if modest sales of, WayBeyond Blue (blanco y negro/WEA) and arenow at the double platinum levcel in the U.Kwith International Velvet.
It's also true that an act can have a secondalbum with a sales profile which many would killfor, only to be deemed a failure by comparisonwith their first release. Dina Carroll fell foul ofsuch a reaction with her platinum -selling secondalbum Only Human in 1996, a platinum albumin the U.K but dwarfed by the million -plus cre-dentials of 1993's So Close. Her third, self -titledset arrives November 2 on 1st Avenue/Mercury.
But any artists who become victims of secondalbum syndrome-whether through media bias,lack of airplay or even just inferior material-canstill take heart. At least two major British rockbands of the late '90s have gone through theprocess and emerged the better for it.
After bursting into contention in 1991 withLeisure, Blur experienced something of a luke-warm response to their 1993 follow-up ModernLife Is Rubbish. Butfar from headingdown the river of noreturn, they wentback into the studio,made the BritAward -winning,career -changingParklife, and neverlooked back.

meanwhile, tore up the charts in 1990 with theNo.1 debut Some Friendly, then looked allwashed up when their second set, Between 10thand 11th, was in and out of the bestsellers with-in a month. Yet they regroupedon a third album, Up To OurHips, and by 1995 had made afull recovery, returning to No.1with their self -titled fourthlong -player.
To paraphrase anold philosopher, if sec-ond album syndromedoesn't kill you, it'llmake you stronger.

their profile more prominent than ever. Frequent vis-itors to the pages of the British music press, the triohave the upcoming publicity boost of an appearance(in the guise of Flamin' Creatures) in Velvet Gold -mine, the much -touted glam-rock movie starringEwan McGregor which opens in the U.K on October23. That casting helped them achieve the unusualfeat of having two tracks simultaneously added byBBC Radio 1 recently, when the second single fromthis set, You Don't Care About Us, was playlistedalongside their film version of T.Rex's 20th CenturyBoy. The latter, from London's Velvet Goldminesoundtrack, doesn't feature on this album, but bothYou Don't Care and its predecessor, Pure Morning,take their place in a confident collection that seesMessrs Molko, Olsdal and Schultzberg more thanconsolidating their reputation. Brian Molko's vocal
delivery may not be to every taste, but match it withhis androgynous image and arresting lyrics and youhave a striking focal point for the band's raw mix ofpunk and glam influences. Tracks like Brick Shit -house and Scared Of Girls are adrenaline -filledthrashes, but there's more about this band than lip-stick and guitars, and The Crawl, and others adver-tise a deepening maturity. Placebo's U.K. tour beginson October 8, with dates in Belgium, France, Italy,Spain, the Netherlands and Germany set to startNovember 11.
BOB SINCLARPARADISEYellow/East WestU.K. release date: October 12He's caused a commotion in clubs across Europe andbeen an M&M Border Breaker for seven weeks-and he doesn't even exist. Bob Sinclar is the nom dedisque of Chris LeFriant, owner of cool Frenchdance label Yellow, and his retro-dance collabora-tion with Thomas Bangalter (of Daft Punk and Star-dust fame) has introduced the adjective "aerobic" tothe genre. Gym Tonic, featuring exercise mistressJane Fonda, has had clubgoers in a retro frenzy, butwon't be appearing as a single: instead, East WestDance will release a Fonda -free version, Gym &Tonic, by west London duo Spacedust on the daythat Paradise hits U.K stores. Already out in muchof Europe, the album wears its flares and stack -heels with pride; to paraphrase Bangalter's othercurrent hit, disco music sounds better with Sinclar.

It may have become one of the lasttwo years' most over -used phrases,but right now "Girl Power" seems tobe taking on a new life-and a wholenew meaning-in the Europeanradio industry.
In an increasingly competitiveenvironment, broadcasters are attempting to find andmaintain female audiences of various age groups and atti-tudes-audiences which have long been underserved by atraditionally male -biased industry. It's about time.
You don't have to be the chair of your local Mensa chap-ter to see how the conception of women's traditional roleshave changed over the past quarter century-since com-mercial radio first made a major impact.
Of course there are still many women who stay at hometo raise a family, and who are a perfect target audience forsome formats. However, as U.K national CHR/dance sta-tion Atlantic 252 discovered as a result of research earlierthis year, there is a section of the young female population,underserved by radio. Atlantic describes them as"assertive, confident and sassy."
These young women have disposable income and theyalso buy what they hear on the radio. In the U.K, for exam-ple, more women than men buy records, according to theBritish Phonographic Industry's 1998 handbook. The BPI'sfigures show 60 percent of pop record purchases in 1997were made by women, and 46 percent of dance records werebought by females aged 15-24.
Research has also shown that female listeners acrossEurope tune in longer during the day than their male coun-terparts. Deanna Hallitt, managing director of U.K. radioresearch company, Hallitt Arendt reckons that there's plen-ty of scope to grow female audiences through clever pro-gramming within the spectrum of current formats withoutalienating male listeners. "We haven't gotten women up toour rightful share (of listening)," she asserts.
Stations which are taking the female listener more seri-ously include CHR networks P3 in Sweden-with plans toattract younger females via targeted programming (Music& Media, October 10)-and the U.K.'s BBC Radio 1.
The latter intends to "refine the mainstream policy toensure it appeals as strongly to to young women as toyoung men", according to its recently published Statementof Promises. In addition, although without overtly statingthe fact, soft AC/MOR London station, Magic 105.4-for-merly Melody FM-is tweaking its output with manytracks that aim to appeal to females.
Prominent examples of how giving female listenersmore consideration when programming stations can workcan be found in the ratings success of Dutch AC/MOR net-work Sky Radio, or U.K. AC services Heart FM in Londonand the West Midlands.
I'm not suggesting stations abandon all programmingconcepts and be biased towards female audiences. Womenwouldn't particularly want that, as former women's stationViva in London painfully realised.
However programmers have no alternative but to takeinto account the significance and importance of the evolv-ing influential female radio audience. They mess with girlpower at their own peril...

On the airM&M's weekly airplay analysis column
After the international success of the '80s -in-spired soundtrack from the Wedding Singermovie, the first hint of a possible upcoming on -airrehabilitation of that decade's music appears onthe European Radio Top 50 this week.
Reunited '80s icons Cul-ture Club arrive at number43 with I Just Wanna BeLoved (Virgin)-the highestof only two new entries. Thenew song, supporting theband's imminent greatesthits collection and Euro-pean tour, has attracted theattention of programmersin the G/S/A countries,Poland and Denmark.
Rene Larsen, programme director at the Dan-ish EHR-station Radio Hoisted, which covers thesouthern part of Jutland, says he isn't playing itjust for nostalgic reasons: "I was surprised by thequality of the song. We don't play new tunes fromwell-known bands from the past automatically.For instance, we didn't play the new stuff fromwell-known Danish band TV2, because we felt itwas lacking quality."
Currently, says Larsen, his station has threeCulture Club tracks in its oldies selection. How-ever, on the subject of whether we're facing an up-coming '80s revival, Larsen responds: "That'squite a tough question to answer. What I notice isthat a lot of the new groups are being quite suc-cessful through sampling '80s material."
The only other new entry in the main list isSpecial by Garbage (Mushroom), the third singlefrom the band's second album, Version 2.0. Thefirst programmers to playlist the track are in theU.K., Denmark and Poland. There's also a dearthof new entries over on the Border Breakers chart,Un' Emergenza D'Amore by Laura Pausini (CGD)being the only one at number 17, developing wellin the Benelux countries.
For the fourth week, Robbie William's Millen-nium (Chrysalis) heads the airplay chart, al-though its tenure of the top slot looks threatenedby the rise of Outside by George Michael (Epic).At number 4, having picked up 25 new adds thisweek, the latter track's success proves that thedoor is still open for new Michael material atradio, despite this year's adverse publicity abouthis private life. In the regional listings for Scandi-navia and the U.K., the record's already No.1, asthe Major Market Airplay section shows.
Also gaining ground this week are AlanisMorissette and U2. Morissette's Thank U (Maver-ick/Reprise), from her forthcoming album Sup-posed Former Infatuation Junkie rises to number14, thanks to additions in the U.K., Switzerlandand Scandinavia. U2's Sweetest Thing (Island)climbs up to number 18, thanks to adds in theU.K., Spain and Poland.
Finally, bubbling underthis week are Another OneBites The Dust by Queenfeaturing Wyclef Jean &Pras (Interscope), The Fu-ture Of The Future byDeep Dish with Every-thing But The Girl (Decon-struction), Testify by M -People (M-People/BMG),Gangster Pippin' by Fat -boy Slim (Skint/Epic) andBelieve by Cher (WEA).

"Our target group is 30-55 year-
olds," says Platzoeder. "Our researchshows there is an audience out there,and it's larger than even we expect-ed. Our prospects are good, especiallysince Viva 2 has started targetingyounger viewers."
ONYX's programming featuresolder artists such as Eric Clapton,Bob Dylan and The Rolling Stones,and also focuses on niche music gen-res such as country, jazz andschlager. From October 1, the chan-nel has been given "an opticalrepackaging to make ONYX morevisually attractive," says Platzoeder,"but the music is staying the same."
However, critics remain cynicalabout ONYX's ability to find an audi-ence, believing that Germans overthe age of 40 simply don't watchmusic TV-Viacom's German versionof AC channel VH-1 is also strug-gling for viewers.
"German pop culture is a youth -
based phenomenon," says Viva CEODieter Gorny. "It's not like inBritain, or America, where peoplehave grown up with pop music formore than 30 years, where there'smore acceptance for an oldies format.Here, it doesn't work."
Another problem facing ONYX is itscable penetration; the channel reachesaround nine million German house-holds by cable, less than half of Viva'spenetration. ONYX also lost more thana million households recently when itswitched its broadcasts from analogueto digital, because a number of Germancable operators did not have the techni-cal capacity to handle the change.
"We've had our difficulties," con-cedes Platzoeder, "both corporate andtechnical. Basing our headquartersin Dortmund-which is not a mediacentre-meant there was a bit of aprofessional learning curve beforethings got running smoothly. Andearly on, in my opinion, we put toomuch money into programming andnot enough into marketing."
The channel is hoping that its hiringof marketing company TMM (a sub-sidiary of the IP sales group) willimprove awareness of the channelamongst its target audience. "We haveto grow in order to survive," Platzoedersays. "Everyone realises this, and CMGhas committed the capital necessary tomake this happen."
IFPI figures show flat European market

The music markets in Asia andLatin America, two regions which hadfuelled the industry's growth over thepast two years, have also felt theeffects of the ongoing economic crisis.This contrasts with a strong showingposted by North America-especiallyin the U.S., where there has been a 12percent increase in value to $5.7 bil-lion and an 8.0 percent rise in units.
Despite a tough economic climate,the world music market as a wholeappears to have managed to escaperecession during the first half of theyear. Sales of recorded music posteda 5.0 percent growth in value and a3.0 percent increase in units, accord-ing to the IFPI statistics, which cover45 countries accounting for 95 per-cent of global sales.
Unlike last year, the IFPI is not dis-closing a world market figure in termsof value. In 1997, over the same period,total sales reached $15.3 billion and themarket was down 4.0 percent. Overall,the IFPI notes that "the diversity ofindividual results in the first half of1998 reflected the varied economic con-ditions in the different territories."
Although the performance in thefirst half of 1998 has not been as vig-orous as the previous year in Europe,the situation in individual territoriesvaries. Belgium, Greece, Ireland, theNetherlands, Norway, Portugal,Spain, Sweden, Switzerland and the

The IFPI notes that "many of thesmaller European markets experi-enced increases, but the larger mar-kets all fell in units and value." A"common trend in Europe," accordingto the IFPI, is "a decline in CDalbums and an increase in singlesales compared to the first halfof 1997."
Statistics from eastern Europeshow that Poland, Russia, the CzechRepublic and Slovakia all sufferedfrom the economic crisis in the region.
On a worldwide basis, CD unitsposted a 7 percent growth at 984 mil-lion, and singles experienced a come-back at 240 million units (up 2 per-cent). Cassette sales continued to falldramatically (down 17 percent at 259million units), and vinyl LP saleswere down 5 percent to 7 million. InAsia (excluding Japan), unitsdropped 30 percent while sales weredown 41 percent in value.
'Censorship' claim in new quotas row
Scoop/Lyon (CHR), Top Music./Stras-bourg (CHR), Voltage FM/Paris(dance) and Contact FM/Lille(dance)-have received formal warn-ings that similar sanctions will beapplied if they do not adhere to thequota requirements.
Valli says Vibration will lose bothaudience and ad revenues as a resultof the CSA decision. "Our listenerswill not tune into the station that day,and we don't know if they'll ever comeback", he fumes. "Moreover, this deci-sion is damaging our reputation. Wehave been treated as delinquents, andwe have to explain that we're not-toour listeners, our clients and ourbankers." He adds: "The CSA hasimposed sanctions on us, probably to

show that they still have some author-ity, but I think this is irresponsible."
Since the punishment wasannounced, Vibration has been runningspecial news items in its programmesabout the quota law, inviting listenersto express their feelings on the air. "Wewill not go [off -air] quietly," warns Valli,who says Vibration has already becomeinvolved in legal action over quotasagainst the CSA, via a complaint toFrance's highest administrative court,the Conseil d'Etat. This case was stillpending at presstime.
Vibration angered sections of themusic community when it was recent-ly revealed that its share of Frenchcontent fell to just 12.5 percent inJanuary this year, rising to 30.9 per-cent by August. Herve Rony, generalmanager of French music industrybody SNEP, says the Vibration situa-tion has been a concern for the indus-try for some time, and that Valli hadbeen invited to take steps to re -bal-ance his station's programming.
Rony denies, however, that SNEPcalled for sanctions against Vibra-tion, although he notes that the mea-sures are the result of a year ofattempts by the CSA to pursuadeVibration to comply with the law. "He[Valli] cannot say that he hasn't seenthis coming," says Rony.
"When we were respecting the quo-tas, our audience [reach] dropped by 30percent in November 1997, and ourmarket share fell by 50 percent," coun-ters Valli. "We went for the quickest

way to restore our audience, which wasto ignore the quotas. Since then, wehave regained most of the lost audience,and the amount of French material weplay is growing, but we don't seem to beable to discuss it with the CSA."
In an interview with French dailynewspaper Le Monde, CSA memberPhilippe Labarde defended the sanc-tion by pointing to the dramatic dis-crepancy between the quota require-ments and the amount of French mate-rial played by Vibration. "If we wereenforcing [the quota law] in a blindand irrational way, we would engagesanction procedures [against radio sta-tions] every two months," he said.
However, Valli claims that theCSA is selective in its enforcement ofthe quota laws, as it has never takenany action against stations not meet-ing the 50 percent "new music"requirement contained within theoverall 40 percent French music quo-ta. "Everybody agrees that the lawneeds to be adapted," he says.
Philippe Gault, president of SIRTI(the trade group which representsFrance's independent commercial sta-tions) agrees that the stations warnedor punished by the CSA were notrespecting the 40 percent quota law,but says the sanctions are unfair.
"All the stations," Gault insists,"play a large share of new talent andnew production." SIRTI is calling for a"wide-ranging discussion among themusic and radio communities in orderto soften the current regulations."

LONDON - For the first time in the his-tory of U.K broadcasting, a record com-pany has bought a radio sta-tion with the intention ofpromoting its own artists.
Country/Irish musicrecord company Ritz MusicGroup acquired CLT-UFA'sRTL Country 1035 on Octo-ber 2. The price tag for theLondon AM service was"very nominal," according toa source close to the deal.Ritz plans to relocate Coun-try from its current premis-es in the heart of the city, inOxford Street, and will relaunch thestation next year.
Ritz intends to use Country 1035 asan outlet to exploit its roster of artistsand its live concerts, according to Pad-dy Prendergast, Ritz's group chiefexecutive. He comments: "There aretremendous synergistic benefits to thegroup in terms of airplay of ourrecords, the promotion of our concertsand the artists generally."
Prendergast adds: "We have theexpertise and the knowledge toimprove the programming and man-agement of the station, and thereforeincrease its audience and advertisingrevenue substantially."
Ritz, which acquired the Grapevine
label and its distribution arm thisyear, has a large stable of artistswhich include Daniel O'Donnell, Char-lie Landsborough, Sharon Shannon,
The Rankin Family,Michael English, ChristyMoore and Sinead Lohan.It also operates a concertpromotion division, a directmarketing arm and a mer-chandising business.
David Bower, U.K andEire director of the CountryMusic Association, says nowthat Country 1035 is in thehands of a company "whichhas an established back-ground in country music and
understands the music," its true poten-tial can be achieved. He adds: "The for-mer owners [CLT-UFA] lacked theresources to do the job properly."
Richard Wootton, a prominent U.Kpublicist for country acts, comments:"Historically the station has underper-formed. It hasn't had much contact withrecord companies in the U.K orNashville; it has been disappointing.Now that a company like Ritz isinvolved, hopefully they will get otherrecord companies involved which willsupport the genre."
Wootton says he hopes Ritz will com-pete for other radio licences, includingdigital ones. "That's what countrymusic in Europe needs," he says. Pren-

Negotiations over the sale of anotherCLT-UFA station in the U.K, nationalnews/talk outlet Talk Radio, to a con-sortium -led by former newspaper editorKelvin McKenzie are "dragging,"according to a source. However, the dealshould be completed by Christmas.
Meanwhile, the group's Ireland -based CHR/dance station Atlantic 252
is still on the market, despite that sta-tion's new marketing campaign (seepage 3) and appointment of a new pro-gramme director. However, interestfrom potential buyers is likely to be low-key until after next spring, when itsbroadcast licence is up for renewal byIrish radio regulator the IRTC.
Although Atlantic's long -wave signalreaches most parts of the U.K, it is offi-cially classified as an Irish station andis therefore licensed by the IRTC.

"The UniGram effect" saw sharesin both PolyGram and Philipsdrop on the Amsterdam stockexchange this week, followingthe news that completion ofPhilips' sale of PolyGram toSeagram has been postponed byanother month. Philips says the delay is due tothe U.S. Securities and ExchangeCommission needing more time before givingthe deal final clearance. At time of going to press,PolyGram's shares were priced at NLG98.20;when the deal was first drawn up in May, theywere valued by Seagram at NLG117.
With speculation growing that LondonRecords may be about to switch home fromPolyGram to another major, the label is literallyon the move; it will occupy new premises offKings Road in the west of London by December.All of London's 45 staff are expected to movefrom their current premises in PolyGram U.K.'soffices in Hammersmith, where they have beenfor the last 10 years. The label's controllingshareholder and chairman, Roger Ames-alsopresident of PolyGram Music Group-isreportedly weighing up licensing offers fromother majors, including Warner Music Groupand BMG.
Svein Larsen, founder and president ofNorwegian AC network P4, will leave the stationshortly, in search of new opportunities. No succes-sor has been named officially but P4 MD RuneRemoy is tipped as the most likely candidate.
Two leading on-line retailers,CDnow and N2K, are reportedly discussing apossible merger. OTR hears that CDnowfounder/CEO Jason Olim and Larry Rosen,CEO of N2K, have been in talks for severalmonths. Olim recently cancelled a trip to Europewhere he was to meet record companies to explainCDnow's European set-up.
Biggi Hamer, former head of promotions atBMG Ariola in Munich, has been appointed headof BMG Entertainment G/S/A's new depart-ment for Music Networking & ExternalDevelopment (MNED). After a disappointing showing in its first rat-ings sweep, a shake-up at U.K alternative stationCrash FM/Liverpool, has resulted in the depar-ture of founder and breakfast presenter JaniceLong. The station is also said to be tweaking itsoutput more towards the mainstream.
OTR hears the European Commission'sDGX culture/audiovisual department has giventhe green light to financing the EuropeanMusic Observatory (EMOB) which will func-tion under the aegis of the European MusicOffice. The EMOB was part of a package ofmeasures approved by the council of theEuropean Union in December 1997. The EMOBwill provide data and reports on the evolution ofthe European music market.
Word from France is that music channelMCM Euromusique could be up for sale. NRJhas long expressed interested in the channelbut new contenders could be EuropeAudiovisuel, audiovisual arm of French mediagroup Europe 1 Communications.
