LONDON - Two weeks after itsMarch 1 release, Underworld's Beau -coup Fish (JBO/V2)-"the biggestalbum for V2 since the launch of thelabel"-is striving to reach beyondthe act's core fan base.

It's a rather unexpected turn ofevents for the act which shot to inter-national fame with Born Slippy, the"lager, lager, lager" hymn of 1996'sTrainspotting movie, and has sinceestablished itself as a main draw onthe European festival circuit.

The U.K. dance trio's album fallsfrom number seven to 27 in M&M'sEuropean Top 100 Albums chart thisweek, while on CIN's official U.K.album chart it slips from numberthree to 20.

HELSINKI - Sweden's Modern TimesGroup (MTG) and France's NRJ haveemerged as the major beneficiaries ofthe Finnish government's review ofall commercial radio frequencies, theresults of which were announced onMarch 11.

In the review, conducted by theFinnish ministry of transport andcommunication, each station had itsbroadcast licence renewed for a fur-ther term or taken away and given toanother operator. There were alsobrand new licences awarded-thetotal number of commercial radio fre-quencies has increased from 61 to 77under the plan.

MTG, which operates the Swedishnetworks Rix (AC) and Power HitRadio (CHR), has been granted 14 fre-quencies covering around half the

In the late 1980s, Island Records-at that time stillowned by Chris Blackwell-sent to all its affiliates a nice-ly coloured poster, representing a stylised palm tree on asmall island with the catch line: "What happens if youdon't promote a record?" To find out the answer, it was nec-essary to examine the palm tree very closely and discoverin the smallest typeface possible one word: "Nothing."

A few major artists are re -discovering this very simplerule with some pain, as M&M's recent European salescharts reveal.

Take Whitney Houston's My Love Is Your Love (Arista).Released five months ago, what was meant to be one of thegreat successes of the season made a very disappointingstart in most major markets in Europe and quickly disap-peared from the upper reaches of the charts. Radio sta-tions had the first single, TV channels the video, but theartist was nowhere to be seen. The album was quicklywritten off by industry pundits, an unusual and embar-rassing situation for an artist the calibre of Houston.

So, in a attempt to rescue the album, the label and theartist pulled out all the stops, called up all the radio sta-tions, and eventually Houston embarked on a genuineEuropean promo tour, performing in some key TV shows tocoincide with the release of her new single. Now, the albumis back from the dead and is getting a new lease of life.

Fellow Americans REM experienced a similar fate. Intheir case, their inaptly titled album Up had simply disap-peared from the European Top 100 Albums chart. Lastweek, it made an impressive comeback, re-entering M&M'salbum chart at number 38. To achieve this result, the bandhad rolled up their sleeves and spent time in Europe overthe past few weeks, playing to radio audiences, performingon TV shows and giving interviews.

In this magazine a few years ago,Julio Iglesias was quoted saying thatwhat experience has taught him is that"you're as good as your last record, asyour last hit." This was a comment froman expert who has sold over 300 millionalbums during his 30 -year career.

There's no secret formula-thefact is Snr. Iglesias knows that if he'snot showing his face around theworld, what happens? Nothing!

Skyrock sold to merchant bankersby Bean Bouton

PARIS - French CHR/urban net-work Skyrock will keep both its for-mat and management team, despiteits sale on March 15 to British mer-chant bank Morgan Grenfell.

Formerly controlled (87.5 percent)by Largardere Group subsidiaryHachette Filipacchi Media (HFM),the transaction was worth Ffr250million (euro 38.1 million). However,the deal has still to receive the offi-cial approval of broadcasting author-ity the CSA.

Pierre Bellanger, Skyrock presi-dent, founder and minority sharehold-er, says the sale represents the end ofan 18 month -long process. "I don'twant to comment before the CANsapproval, but I'm very happy," he says.

Vortex-the official nameof Skyrock's holding com-pany-will pass control ofthe station to a new com-pany named Orbus, whichis owned by MorganGrenfell (80 percent) andPierre Bellanger (20 per-cent). "I will be CEO ofboth Vortex and Orbus,"says Bellanger.

Bellanger will also bebringing to Orbus allthe other activities ofVortex, including pay -phone services companyTelefun, cable/satellitechannel CTV and the cable/satellitedigital radio service MultiRadio,which is broadcast in France,Belgium and Spain. Morgan Grenfell

will acquire the 50 percentof these activities current-ly owned by HFM, "toenable [Morgan Grenfell]to build a media group,"explains Bellanger.

According to a Skyrockstatement, the sale to thebank "will reinforce theindependence and the spir-it of freedom which havemade Skyrock a success."

The sale of Skyrockmeans that Lagardere isnow within the legal radioownership limits set out bythe French government.

Its Europe 1 Communication groupwill continue to operate Europe 1(full service), Europe 2 (AC) andRFM (gold).

Munns to quit UniversalLONDON - David Munns, the lasthigh-ranking member of the teamwhich ran PolyGram prior to itsacquisition by Seagram, is leavingUniversal Music in London.

He was PolyGram'ssenior VP of pop marketingworldwide, and had beenwith the company 12 years.

The exit follows a pro-tracted-and awkward-period during which Munnscontinued to work atUniversal Music Inter-national's London base(previously the PolyGramHQ) without any formalUniversal rank or title.

Sharper profile for Studio Brusselby Marc Maes

BRUSSELS - Flemish alternativestation VRT Studio Brussel is aim-ing to return to its core audience of16-25 year -olds with a series of pro-gramming changes scheduled forApril 1.

The public station's audiencefigures have plummeted from 10percent in 1996 down to 7.5 percentat the end of last year (M&M,March 13). Most of the audience hasbeen lost to sister VRT stationRadio Donna, which last yearadopted a more contemporary CHRfocus in order to differentiate itselfmore clearly from VRT's AC net-work Radio 2.

"The changes are meant toreverse the downward trend in rat-ings," says Studio Brussel managingdirector Jan Hautekiet. "What wereally want to focus on is our coreaudience. Before, Studio Brussel wasmore like a 'state of mind' ratherthan a strict musical format."

There will be no hasty changesmade to the station's music policy,although Hautekiet says that "weplan to include album tracks in amore consistent way than before."The overall feel of the station willbe more edgy and less AOR fromApril 1, with sharper presentation,

a brandnew jingle package.

"I guess that we may lose some ofthe 'older youngsters' who will haveto do without their John Hiatt fromnow on," concedes Hautekiet, "butI'm convinced that our new profilewill help position us as the station

the same target audience. In myopinion, enhancing the station'sprofile will boost audience ratings. Ionly hope that the programmerswon't enforce too many [musical]compromises as a result. StudioBrussel should essentially remainwhat it is."

At the recent Edison Musicawards, Emilia was presentedwith a platinum disc in recognitionof 100,000 sales in the Nether-lands of her single Big Big World(Universal Sweden). Making thepresentation was Dutch cabaretsinger Arthur Umbgrove.

ON I/ B ATPSR BUYS INTO GOLDLEIPZIG - Saxony's leading commercial radio station,Radio PSR, has bought the gold -formatted Oldie.FMfrom RadioRopa. PSR's managing director Erwin Lin-nenbach says that the acquisition will enable the com-pany to supplement its CHR station PSR with a serviceaimed at an older audience, enabling advertisers toreach all age demographics. Oldie.FM was originallylaunched by Leipzig -based RadioRopa as RadioRopaInfowelle, but switched to oldies when the news/talk for-mat failed. Saxony media regulator SLM has approvedthe deal on condition that the station's gold formatremains unchanged. Yosh Malzon-Jessen and Uwe Lollwill be staying in their respective positions asOldie.FM's MD and programme director.

GREEN LIGHT FOR TLR SALELONDON - U.K. regulator the Radio Authority (RA) hasgiven its blessing to the acquisition of Thanet LocalRadio/Margate (TLR) by the KentMessenger newspaper group.Under the terms of the 1996Broadcasting Act, the RA wasrequired to carry out a cross -mediapublic interest test because of thenewspaper group's ownership of afree newspaper within TLR's transmission area. Howev-er, although the RA has approved the sale in principle, ithas stipulated that TLR should maintain its own sepa-rate news service, and that there should be no cross -sell-ing between the radio station and newspaper group.

OCR SALE MOVES CLOSERMADREo- The acquisition of the Onda Cero Radio groupby Spanish telecommunications giant Telefonica took afurther step on March 12, when Telefonica increased itspresence on the board of commercial TV broadcasterAntena 3. Talks on the purchase, which will be made byAntena 3 on behalf of Telefonica through its 40.5 percentstake in the TV company, are at an advanced stage.

RADIO 2 GOES INTO THE NIGHTBRUSSELS - One month after its CHR sibling RadioDonna launched its own overnight programme, publicAC network VRT Radio 2 has launched programming tocater for its own night birds, replacing the Nachtradioservice which had previously been simulcast on all VRTradio services in Flanders. The new Radio 2 night-timeservice will consist of three different programmes broad-cast between 23.00 and 06.00.

COUNTRY FM IN RoCo DEALHILVERSUM - Dutch cable station Country FM hassigned an agreement with country music promotionbureau RoCo Productions to co-operate on a number ofdifferent projects. They include RoCo's country info andticket line, internet site BizzCity and the country musicmagazine Nashville, which is scheduled for an Aprillaunch. Country FM will also be moving studios toRoCo's headquarters in Waalwijk.

BRUSSELS - The second stringof Europe's new law for the on-line environment is makingsteady and quiet progress to thestatute books.

The controversy surroundingthe EU's draft Copyright Direc-tive (M&M, February 20) hastaken attention away from itscousin, the draft ElectronicCommerce ("e -Commerce")Directive. However, both docu-ments are seen as essential forhealthy electronic trading bylabels and rights holders.

The e -Commerce Directivehas passed through the commit-tees of the European parliament

and is now being prepared forpresentation to a full meeting ofthe parliament. The document isscheduled for debate prior to theMay election break.

Olivia Regnier, legal adviserat the IFPI offices in Brussels,notes that the e -CommerceDirective has been spared thepolitical battles which havedogged the Copyright Directive.

The e -Commerce Directive isfar less contentious as it is basedon agreements already ham-mered out in the U.S. Its pur-pose is mainly to give Internetcompanies the reassurancesthey need to feel comfortable inallowing music to be sold viatheir services.

The current draft of the direc-

tive says that Internet companiesmust not remove technical protec-tions against unauthorised copy-ing by consumers, and must takeat least some responsibility forthe content they carry. ExplainsRegnier: "If a company carried asite called Pirate Music For Free,the company may not necessarilybe aware that this is illegal, but itgives a serious indication.

"It would be for a nationaljudge to decide if the companyshould have been aware, but arecord company could make agood argument that they shouldhave been aware." Sanctionsunder national copyright laws inthe EU would be available to arecord company which had itsrights infringed in this way.

Digital unites public, private sectorsby Gesa Birnkraut

SaurTGART - Stuttgart -basedpublic broadcaster Sued-westrundfunk (SWR) and sever-al commercial broadcasters fromBaden-Wuerttemberg andRheinland-Pfalz have come to-gether with Deutsche Telekomto form a new company whichwill operate digital radio multi-plexes in the region.

Digital Radio Suedwest(DRSW) is 45 percent owned byDeutsche Telekom,and 45 percent bySWR. The commercialbroadcasters (whichinclude Antenne 1,

Radio Regenbogen,Radio 7 and RadioRPR) are providingthe remaining 10 per-cent of investment.

Head of frequencyplanning at SWR, Dr.Theodor Prosch, willbe CEO of the newcompany, whilePhilipp von Martius,CEO of commercialstation Antenne 1,will look after the

interests of the commercial sta-tions.

Says Prosch: "DRSW will pro-vide the technical facilities, andwill finance itself through the feesbroadcasters will pay to have theirstations digitally transmitted."

The development of the compa-ny will depend on the growth ofdigital receiver sales, but it is pro-visionally planned to have at least12 digital radio stations servingthe two states within the next fiveyears. Reinhard Wartenberg, head

of Deutsche Telekom's broadcast-ing department, predicts that"DRSW will provide [digital radio]coverage reaching 80 percent of allinhabitants of the two states bythe year 2002."

A pilot project for digital radiohas existed in Baden-Wuerttem-berg since 1988, but until nowthere has been no digital activityin Rhineland-Pfalz. The firstDRSW digital channels areexpected go on air at the end ofthis year.

SGAE, LARAS plan Latino Grammysby Howell Llewellyn

MADRID - U.S. Grammyorganiser NARAS is to fulfilwhat it describes as a "seven-year -old dream" with the launchof a Grammy Latinos award cer-emony in 2001.

The new event was unveiledat a Madrid press conference byits organisers, Spanish authors'and composers' society SGAE andthe Miami -based Latin Academyof Recording Arts & Sciences(LARAS), a NARAS affiliate.

SGAE executive presidentTeddy Bautista said that his soci-ety believed a separate interna-tional ceremony to recognise

Latino music from the U.S.,Latin America, Spain and Portu-gal had become a necessity:"Music in Spanish and Por-tuguese is the fastestgrowth area in terms ofcomposition and cre-ation, and the secondmost important inabsolute terms."

It has not yet beendecided where the firstawards show Will be held,although LARAS executive direc-tor Sergio Rozenblat indicatedthat it would not have a perma-nent home. "It is indisputablethat the Grammy Latinos will beheld in Spain some years," he

said. Bautista cautioned that "ifthe event were staged in Madrid,Barcelona or Seville, it would begreat, but we must bear in mind

that NARAS is a deeplyAmerican organisation."

Rozenblat stressedthat, despite the newevent, the main U.S.Grammy ceremonywould retain its currentfive Latino awards,

because "the Grammys reflectonly the U.S. market-it couldeasily be the case that an artistcould sweep the Grammy's Lati-no section based on U.S. mem-bers' votes, and do nothing in theGrammy Latinos, or vice versa."

PARTY TIMEGuaranteed to brighten up the darkest of pre -spring days,Pacific Heights' Stand Up (For Your Love) (Cele-brative/Holland) is quality party music. A manic, pumpinggroove, riffy bass and keyboards plus an in -your -face vocalchorus form the basis of a track which deserves a radioedit. It feels like an Ibiza tune, too.

SACRE FRANCEMike 303's new single St Sylvestre I Summer Funk(Versatile/France) provides a lush, funky take on the stylewhich has come to be known as French house. Althoughthe phrase mainly means that a track originated in Franceand makes liberal use of low-pass filters, there is a certainpleasant uniformity to contemporary French funk, andthese two tracks are no exceptions. Both have deep, sensu-al grooves, sinuous bass lines and, especially on StSylvestre, lots of filter action.

MO' FUNKIt's been around since Christmas, but Sounds Of Life's FeelGood (ProgCity/Germany) is still rocking dancefloors. Thisis a tune which truly lives up to its title, with a gospelvocal hook and interweaving sax and piano creating a ver-itable whirl of sound. The Bob Sinclar Mix-by thatFrench geezer who brought us Gym Tonic-is the choicecut, thanks to its pastiche Brazilian vibe.

INDIEGROUND POPIt starts all dark and moody, but then Angel by Deep Venus(24 Stroke/UK) blossoms into a dark, hook -laden pop song.In the Full Mix, heavily layered indie/soul vocals are mar-ried to a squelchy, retro-techno groove. Somewhat lighter,the DVR Mix has a distinct Euro flavour, and the track'spop potential is even more evident thanks to prominentmelody lines and a few more beats per minute.

TO BE OR NOT...Question: When is a pop record not a pop record ? Answer:When it fails to get support from radio. Such is preciselythe case with the album Remover by Belgian trio Lime's.

Their debut release, on Munich -basedindependent UMT, is positively packedwith splendid tunes wrapped up inradio -friendly arrangements, but dueto a lack of radio exposure, the albummight as well not exist.

The group's publisher, Marcus Lindeof Hamburg -based Freibank Pub-

/ fins. lishing, takes up the story: "This is aband that write real songs, but despitethe best efforts of the label, getting air-

play has proven impossible." It is ironic that, in an erawhen the idea of the lighter side of the club undergroundcrossing over into the mainstream is accepted as being thebest way to refresh playlists, an album like Remover isallowed to die. Helping to foster the A&R base upon whichthe future health of the industry rests is, it appears, muchdiscussed but rarely followed through. Remover's potentrecipe-pop melodies combined with a sound that some-what recalls '80s German electronic band Propaganda-has them coming across as very "adult contemporary." Attimes, they sound like a Fleetwood Mac for the '90s. Theyshould be a programmer's dream. But it seems that, aslong as there is a constant supply of already proven, chart-ed material to draw upon, disturbingly few programmersreally care about worthy new acts.

Eric's prospects anything but flatby Christian Lorenz

Every time funky puppet Flat Eric starts hisamazing headbanging routine in the TV adsfor Levi's Sta-Prest range of leisurewear, heups the chances of Mr. Oizo's Flat Beat (F-Communications)-the techno track that hasEric in raptures-becoming Europe's surprisenumber one this spring.

Flat Beat is recorded by Parisian artistQuentin Dupieux, who also directs the Sta-PrestTV commercials for U.K. advertising agencyBartle Bogle Hegarty. It departs from Frenchdance music's ongo-ing fascination withdisco in favour of avintage, analoguetechno sound. Crisp,very minimal andblessed with a dri-ving bass line, thetrack-along with itsfurry mascot-seemsan unlikely candi-date for pop stardom.But one only has to see the ad, or better still thelonger Internet clip, to become a believer.

It may not be a "hot" single yet, but "themarket has certainly been warmed up by theSta-Prest commercial over the past three tofour weeks," observes Ben Houdijk, musicdirector at Dutch CHR network Radio 3. FlatBeat is currently the only techno single onevening rotation after 7pm on Radio 3.Houdijk admits "this is not unrelated" to theexposure the Levi's TV campaign has giventhe track. Usually, techno only gets airedduring specialist late -night shows on Fridaysand Saturdays.

"The tune is brilliant," says Amanda Law,

music editor at London -based alternative rockcommercial station Xfm. She first heard it onthe Sta-Prest ad and phoned for the recordbefore the station was plugged with a copy.Largely guitar -oriented Xfm even put FlatBeat on its highest rotation, "which wouldprobably not have happened without the TVcommercial," says Law.

Flat Beat will be commercially released onMarch 22. The single will be distributedthrough Belgian indie Play It Again Sam (PIAS)in most European territories except forGermany, where it will be handled by

Connected, thePIAS/Edel distribu-tion joint venture.

Dupieux is a rela-tive newcomer to theFrench scene. Heshot to fame asdirector of twovideos for LaurentGamier, the "God-father of Frenchtechno." Crispy Ba-

con garnered much attention in dance circlesback in February 1997, and Flashback fol-lowed in July of that year, consolidating Dup-ieux' burgeoning reputation.

Soon after, Dupieux signed an album dealwith Paris -based indie F -Communications,which releases Garnier's material, and hisdebut single, #1EP, under the moniker Mr.Oizo, was released in September 1997. A sec-ond single, M-SEQ, followed in August 1998.

It is hard to say who benefits more from theFlat Eric craze: Levi's, who are suffering froma stagnant market for traditional denim; orMr. Oizo, whose two previous singles had verylittle impact either on radio or the charts.

Dover at start of worldwide voyageby Howell Llewellyn

Spain's most successful ever alternative rockband, Dover, hit the rest of Europe thismonth with their debut album Devil Came ToMe (Chrysalis), already a half -million sellerin Spain.

Dover also played their first ever U.S.gig-at the South by Southwest music con-vention in Austin, Texas-on March 19. Theband then headed to Seattle to record theirsecond album with produc-er Barrett Jones (FooFighters and Presidents ofthe United States ofAmerica).

The move from Spanishindie Subterfuge to thelarger Chrysalis label in1998 seems to have paid offfor Dover this year. "It'stime to test the watersbeyond the Pyrenees," saysChrysalis Spain head ofinternational exploitationVirginia Perez. "By the' end of May,Devil Came To Me will be available allover Europe [except for the U.K.], in Japanand in Latin American."

EMI international &ts not yet decidedwhich of its labels-Virgin or Capitol-willhandle Dover in the U.S. "It will largelydepend on executive reaction to the Austinconcert," says Perez. "We're not planning aU.K. launch as yet, simply because it is a dif-ficult market with a lot of competition."

The band has just finished a fast -paced,two-week tour of continental Europe whichended in Zurich on March 13. "EMI's interna-tional department in London is supportingthe album and helping us work it in every ter-ritory," adds Perez.

"We also want to do a few European sum-mer festivals," says the band's manager,Roberto Grima. "Therefore it will probably bebetter to postpone a Latin American tour to

October, which is springdown there. By that timethe Latin American fanswill have had a chance tobecome familiar with thealbum."

Dover's downhome rock,sung in impeccable Englishby Cristina Llanos-her sis-ter Amparo plays lead gui-tar-will be as melodic butmore powerful and guitar -

driven on the sec-ond album, which isdue out in Spain bythe end of June.

Dover's initial success was largely due toextensive play on Spanish public broadcast-er RNE's alternative network Radio 3, butonce Devil Came To Me went gold (50,000units sold) it was played on most music for-mats. The album stayed in the Spanishcharts for more than a year, notching up atotal of 68 weeks between May 1997 andSeptember 1998.

The release date is set to coincide withthe 25th anniversary of ABBA's win at the Eurovi-sion Song Contest in Brighton, England on 6 April1974. In this box you will find not only the Eurovi-sion-winning English version of Waterloo, but alsothe original Swedish version and the German andFrench language recordings. That is a figureonly a few, longer -established dance artists can hopeto achieve in the much larger U.K or German mar-kets. Benene shows two different sides of hard work-ing DJ Bjorn-as Svin, that's Danish for pig, herecords sleazy, funky techno, and as Bjorn Escobar heindulges in softer, trance inspired tracks such as Sode(Sweetie) and 101 Engle. The Svin tracks such asMand Over Bord, Benene Pet Nakken (Do A Runner)and Han Tog Til Koge update techno for the post -DaftPunk generation: cheap, dirty fun. It's worth notingthat Frenchman Mr. Oizo (see story page 9) is attract-ing massive attention for his upcoming Levi's advertsingle Flat Beat (F -Comm), which displays a similarfeel to Svin's work. If this techno revival takes holdthen Benene will be the record to have this summer.

While Britney Spears performs her trick on topyet one more time, in the lower regions of the Eu-ropean Radio Top 50 the iron curtain has finallybeen torn aside with the historic new entry of Pol-ish chanteuse Edyta Gorniak.

Britney Spears still enjoys a comfortable leadwith ...Baby One More Time (Jive)-now the mostplayed song in Italy, the G/S/A countries andHungary, and number two in the regional airplaylistings for the U.K. and The Netherlands-overMadonna's Nothing Really Matters (Maverick/Warner Bros.) at number two. Madonna managedto take the lead in Scandinavia this week, but thegap between the two records in the main list isstill huge, so the odds are that Britney Spears willstay at the summit for longer than the four weeksshe's already been on top.

But at number 45 a small revolution is hap-pening: the new entry of Edyta Gorniak's One &One (Orca/EMI) means that, for the first time in

the history of the Eu-ropean Radio Top 50, aPolish artist hascracked the list. At themoment she's beingplayed in France,Switzerland, Germany,Spain and Belgium.Christopher Alispach,music coordinator atSwiss Public CHR sta-tion DRS 3 in Zurich,programmes EdytaGorniak on the charts

section of his playlist. He comments: "It seemslike there is enough room in the market for an-other Celine Dion."

DRS 3, which targets a 25-45 demographic, hasquite an adventurous music policy. It's not rarefor the station to pick its own single from analbum when there's not one available, or to playan album track instead of the single. DRS 3doesn't fear pressure from the record companies."When the artist is more of an album artist,they're happy anyway," says Alispach. The DJsare even set some homework to pick out thealbum track which suits the station best. Alispachadds, with a laugh: "Maybe that sounds a bitdemocratic, but we are Swiss after all."

Back to the list, at 41 the highest new entry isBoyzone's When The Going Gets Tough (Polydor).Their take on Billy Ocean's 1986 smash hit, acontribution to the English Comic Relief charity,gets going in the U.K. and Ireland, but is alsospreading into Italy. At 43 Everlast, formerly amember of hip -hop crew The House Of Pain (no-torious for their hit Jump Around), comes upwith the laid-back grooves of What It's Like(Tommy Boy), and is getting support on the alter-native stations in Europe, in particular in Ger-many. One place lower, Welsh pride Catatoniaenter with the soft, ironic rock song Dead FromThe Waist Down (Blanco Y Negro). Outside theU.K., the record is alive in Denmark and Switzer-land. And at the very bottom of the list we wel-come Celine Dion with On Ne Change Pas(Columbia) on a rare French -language outing.Outside the French speaking countries, Dion isreceiving airplay in Poland.

Finally, bubbling under this week are RealLife by Bon Jovi (Reprise), We Can Leave TheWorld by Sasha (WEA), Better Best Forgotten bySteps (Jive), Just Looking by Stereophonics (V2),and Boyfriend Girlfriend by Blackstreet & JanetJackson (Interscope). Menno Visser

rently negotiating with Italy's twoleading TV networks-public chan-nel RAI 1 and commercial broadcast-er Canale 5-for the rights to showthe weekly music programme.

"We are looking at a Saturdayafternoon spot which has a highyouth viewing profile," says Olcese."We have secured a commercialsponsor in the form of sportswearmanufacturer FILA-the firsttime ever that TOTP will have hada sponsor."

Under the agreement, the weeklyBritish show will be specially cus-tomised, with an Italian presenterrecording links each week on theLondon set. There will also be areplica set in Rome for local acts torecord their performances.

Olcese says that his company iscurrently studying the various Ital-ian charts which could be availablefor use in the programme. "Ideally,we would like a chart which com-bines sales data with radio airplayto give the most accurate reflectionof the most popular songs in Italyeach week," says Olcese, notingthat no such chart exists in Italyat present.

Adrian Berwick, managing direc-tor of BMG Ricordi's BMG label,says that he welcomes the export ofthe TOTP format. "I am all for chartrun-down programmes, becausethey help the public to live thecharts-which is very important. Iam sure that TOTP will find a wideaudience in Italy."

Last year, German commercialTV network RTL signed a similardeal with the BBC to broadcast acustomised version of TOTP inGermany, Austria and Switzer-land. In France, music TV channelM6 airs TOTP with insertedFrench links from presenter Pierrede Caunes.

Straight re -broadcasts of theU.K. TOTP are currently aired inNew Zealand (on TVNZ) and Aus-tralia (UK.TV), while a sub -titledversion goes out in Japan onViewsic, a music channel on theSMETV network.

Slippy progress for Underworld's Fish

"We are playing [PushUpstairs] 12 times a week," hereports. "I don't feel that Underworldcan be put in a certain category likedance or alternative-they are sim-ply producing quality records."

at Danish public CHR network DRP3 comments: "Underworld has agood fan base in Denmark, verymuch helped by the Trainspottingtrack Born Slippy, which has nowbecome a classic within its genre.Push Upstairs is a good, dance -friendly record which fits wellinto P3's mix of upfront and alterna-tive tracks."

MTG had recently purchased 70percent of Helsinki CHR/urban sta-tion Groove FM, and-with the newlicences it has won-will now expandGroove FM's coverage to Lahti, Tam-pere and Jyvaskyla.

MTG is also planning to launch abrand new AC network, provisionallynamed Finnhit, which will broadcastin 10 cities-Helsinki, Turku, Tam-pere, Lahti, Oulu, Kuopio, Vaasa,Joensuu, Seinajoki and Anjalankoski.Specific launch dates for the new sta-tions were not available at presstime,though the licenses run from July 11999 to December 31 2006.

"The licence awards happenedsooner than we expected, so I'll begoing to Helsinki to review the situ-ation," says P4 president Kalle Lis -berg, who confirms that program-ming for both Groove FM andFinnhit will be centrally producedin Helsinki.

The licence reorganisationmeans that CHR network NRJ Fin-land, which has already beenbroadcasting in Helsinki for threeand a half years, gains coverage inthe cities of Tampere, Turku,Kiiminki, Jyvaskyla, Lahti, Kuopioand Joensuu. NRJ Finland pro-gramming director Esa Landenpaasays the company is looking for


presenters and sales staff with aview to launching the new stationsby August.

"The music will be done fromHelsinki, but we're not sure whetherthe speech content can be producedin Helsinki or whether it has to beproduced locally," says Landenpaa."As yet, we haven't received the regu-latory information from the min-istry," he explains.

First reactions to the new licenceawards from the Finnish musicindustry were up -beat. "It's all goodnews," says EMI Finland marketingmanager Wemppa Koivumaki. "Thewhole radio scene outside of Helsinkihas lacked variety. The new situationwill give the record companies awhole new set of possibilities."

BMG Finland marketing managerTimo Kuoppamaki is also cautiouslyoptimistic. Although disappointedthat Helsinki rock station Radio Citywasn't given any additional frequen-cies, he says that "for us, the more sta-tions where can we plug our music,the better. The whole radio scene inFinland is dividing into smaller andsmaller target audiences."

However, Kuoppamaki warnsagainst a surfeit of AC formats. "Wedefinitely need to make the [radio]scene more interesting. It doesn'tmake sense for everyone to fight onthe same battlefield."

P4 values Finland's radio adver-tising market at Nkr 300 million(euro 35 million) per annum,accounting for four percent of thecountry's annual ad expenditure.

Dickins chooses Sony for his Instant Karma

Instant Karma officially opens forbusiness on April 1. Dickins says heexpects to sign around five acts peryear in the first two or three years.

EMI Music Europe presidentRupert Perry comments: "I don'tthink there'll be any shortage of guyswith hot tapes who'll want to beamong those first five acts. Rob's oneof the most successful managingdirectors ever of a major U.K. recordcompany. He's always maintained astrong creative drive and influence."

Dickins indicates he will be deal-

ing primarily-although not exclu-sively-in British talent. Around adozen employees will be hired in thefirst year. In addition to an A&Rteam, the company will have its ownmarketing and promotion personnelto work the U.K. market, whereSony will provide manufacturingand sales support.

As EMI's Perry notes, Dickins wasstrongly identified with artists,rather than corporate management,during his 28 years at Warner's U.K.music publishing and record compa-nies. Recently, his A&R role in therevival of Cher's recording career-she is signed to Warner U.K. for theworld-has produced a global hit,Believe, plus a hit album.

Dickins attributes the choice ofSony as his partner to the interest


shown by Paul Russell and PaulBurger, heads of Sony Music's Euro-pean and U.K. companies, respective-ly, when it became known that hisWarner Music U.K. contract was notto be renewed. He left there onDecember 31.

As to the new venture's identity,Dickins says he wanted "a friendlywarmth, with a wryness applicableto my [previous employment] situa-tion." He was considering severalnames last year, but heard "InstantKarma" upon waking up to ChrisEvans' show on U.K. rock stationVirgin Radio one morning, and tookthat as a good omen. Dickins con-firms that, out of courtesy, he hasbeen in touch with Ono's represen-tative in New York about use of thesong title.

With enthusiastic pockets ofradio support all over Europe, Beau -coup Fish should continue to growover the next few months, despiteits slow start. Good news for V2,who signed a label deal with JBO in1997 and handles Beaucoup Fishworldwide, except for Germanywhere the album is releasedthrough Rough Trade.

"We want to sell one millionalbums worldwide over the firstthree to four months," says V2international product managerFrank Niedlich. With an estimatedmarketing spend of 50 pence to £1per album-which is the industryaverage among U.K. companies-V2has set aside a budget of up to £1million (euro 1.68 million) to workthe album.

ing to Niedlich-has been overshad-owed by Welsh labelmates Stereo -phonics' Performance And Cocktails.Entering the U.K. album chart atnumber one this week and premier-ing at number nine on the EuropeanTop 100 Albums listing, The Stereo -phonics have been aided by a verystrong performance in France,where the album has reached num-ber 24 on the SNEP chart.

However, things may well pick upfor Underworld with the start of thefestival season. It's the slowertracks on Beaucoup Fish, such asCups and Jumbo, which should fireup the crowds at this summer's openairs. The band is booked to play onGlastonbury's main day, June 26,and will hit the stage as last bandbefore headliners Manic StreetPreachers. Chrysalis Radio may just be a little "Heart"broken over the fact that Capital Radio andEmap Radio (in a joint application) are the onlyapplicants for the first ever local digital radiomultiplex, advertised by U.K. regulator theRadio Authority for the Birmingham area. TheCapital/Emap application intends to transmit itsown BRMB (CHR), Capital Gold, Magic (softAC) and Xfm (alt.rock) services on the multiplex-es, plus an Asian service, a dance station and theBBC's local station Radio WM. All of whichleaves no room for Chrysalis' soft AC station100.7 Heart FM, which is currently locked in ahead -to -head battle with Capital's BRMB formarket supremacy in Britain's second city.

Expect Spain to significantly increase its pro-file at this year's Popkomm. trade fair inCologne. Spanish authors' society SGAE andPopkomm director Uli Grossmaas invited sever-al Spanish indie label representatives to a specialmeeting held in Madrid on March 1.

Former PolyGram MusicGroup president RogerAmes may move to WarnerMusic International (WMI)as soon as April 1, and bringinto Warner's fold his LondonRecords label. According tosources, Ames, who is current-ly still on PolyGram's payroll,will be appointed president ofWMI by WMI chairman/CEORamon Lopez. If that scenario is confirmed,WMI's current president Stephen Shrimptonwill be promoted to WMI vice-chairman uponAmes' arrival.

Hotline hears whispers that Chris Cowey,producer of U.K. music TV show Top Of ThePops (TOTP), wants the inclusion of airplay datain the official singles sales chart used for theshow. The sales charts are compiled by CIN forBritish labels' body the BPI. However, while con-firming that the CIN Contract with TOTP iscurently being renegotiated, officials from boththe BPI and CIN say that the issue has not beenraised so far by Cowey in their discussions.

Still on the subject of music TV, Magic105.4/London programme director FrancisCurrie is moving to a similar position at Emap'smusic TV channel, The Box.

Adrian Berwick, general manager of BMGRecords Italy, has taken over the reins atBMG Ricordi's other main label Ricordi,which, according to inside sources, has been"seriously under -performing," culminating inthe departure of managing director GiorgioPerris in January. Berwick's additional role isnot being confirmed officially for the time being,because of a legal wrangle over Perris' depar-ture. Sources say that Berwick's appointmentwill be confirmed within the context of a widerrestructuring of all BMG Ricordi activities lateron this year.

Finally, Hamburg -based indie edel announcedits turnover for 1998, just as M&M was going topress. The figures show that pre-tax profits grewby 92.3 percent compared to 1997, to DM22.5 mil-lion (euros 11.5 million). The label's internationalaffiliates accounted for much of that growth, witha 50 percent increase in turnover.
