Introduction

1. Conduct survey of member economies to select thetarget ISs for the VAP study.

2. Collect information from each member economy on thedegree of alignment between the selected ISs and thecorresponding NSs.

3. Review the degree of alignment after several years tocheck the progress of the alignment works of eacheconomy.

To encourage member economies to align their nationalstandards (NSs) with international standards (ISs) by sharinginformation on the degree of alignment with each other.

• Hong Kong: There is no central standards body developing and issuing domestic standards. Hong Kong’s policy is to use International Standards as far as possible. Some regulations refer to International Standards directly. State of IS described instead of NS

• Indonesia and Peru: Some NS are mandatory, but only for certain institutions. Categorized as “Mandatory in some cases”

• Japan: Some NS are referred by “Interpretation of Ministerial Order to Provide Technical Standards for Electrical Appliances and Materials“, which is not a TR but a reference material issued by METI. Categorized as “Not sure”

• All: There were notes from some economies on TRs referring to older versions of NS. The referred version of the NS not considered in this presentation.

• Alignment of 99 IS was investigated with participation of 12 economies.• The ratio of IS adopted as NS was high in conformity assessment, low in EV.• The ratio of NS which are IDT was high in conformity assessment, EMC, PV modules

and management systems, low in electric devices and textiles and rubber.• The ratio of NS adopting updated IS was high in conformity assessment and

management systems, low in EMC and batteries.• The ratio of NS which are mandatory or referred by TR was high in lighting and

electrical appliances.

Future Plans

Future plans for 7th VAP• Excel version of the summarized data and raw data including NS

document numbers and notes will be shared between economies whichhave submitted the survey.

• Alignment status of each target standard of the 7th VAP will be reviewedin 2022, in order to check the progress of the alignment works of eacheconomy. The final results of the 7th VAP will be reported at SCSC2, 2022.

Future plans for 8th VAP and beyond• A new set of target standards will be selected each year so as to conduct

timely study. (and the number of target standards will be reduced for thelesser workload)

September 2019 First survey: Member economies will be requested to propose sets of new target standards for the 8th VAP

November 2019 Second survey: Member economies will be requested to vote for each set of candidates of new target standards

February 2020 The selected sets of new target standards will be reported and the third survey will be announced at SCSC1

April-June 2020 Third survey: Member economies will be requested to report on the alignment status of each target standard

August 2020 Results of the third survey will be reported at SCSC2

April-June 2023

Fourth survey: Alignment status of each target standard will be investigated again. The progress of the alignment work will be confirmed by comparing with the results of the third survey

August 2023 Final results of the 8th VAP will be reported at SCSC2
