SERVICES RENDERED AND PARTICIPATION RULES CONTACTS SERVICES RENDERED The following services are rendered in Trieste VTS Area:

� INFORMATION SERVICE; � NAVIGATIONAL ASSISTANCE SERVICE; � TRAFFIC ORGANIZATION SERVICE.

PARTICIPATION RULES Trieste VTS Area entirely lies within the Italian territorial waters. The following types of vessels are required to participate:

� passenger ships and cargo vessels of 300 GT and over; � pleasure craft and traditional boats with a length of 45 metres and over;

� any vessels - irrespective of their size - which may -- under assessment of the VTS Centre - represent a potential risk either to a safe navigation or to people or to the environment because: � they have been involved in an accident at sea, � they have not complied with the existing information and reporting obligations, or � they have not complied with the routing systems in force;

� any vessels - irrespective of their size: � against which the competent authority has an evidence of voluntary oil spilling or of any

other infringements to MARPOL Convention in EU waters; � which either have been refused entry in EU harbours or have received a report or a

communication by the competent authorities of one of the EU member states. Warships, auxiliary warships and any government-operated vessels carrying out public non-commercial services are not required to participate.

ID CALL AND RADIO FREQUENCIES

Trieste VTS maintains a continuous 24/7 watch on VHF channels 16, 11, 14 for communications with vessels and port services (pilots, mooring service, tugs). Use of the above-mentioned channels is detailed as follows: � ch. 11 (156.550 MHz) – VTS working channel;

� ch. 14 (156.700 MHz) – port services channel;

Anchored vessels shall keep continuous watch on VHF channels 16 and 14 and report any extraordinary event liable to jeopardize the safety of navigation and/or represent a risk for the marine environment.

A mandatory traffic separation scheme, approved by the IMO (COLREG 2/54 Circ. on May 28, 2004), is established in Trieste VTS Area for vessels sailing in the Gulf of Trieste (Attachment No. 3) The following port entry and exit channels are established2 within the roadstead (see graphic excerpt in Annex 4 ): - NORTH CHANNEL: vessels heading to, or coming from, Porto Franco Vecchio, Porto Doganale, Porto Franco Nuovo, Arsenale Triestino S. Marco, Scalo Legnami and Banchina Altiforni di Servola shall sail through the NORTH channel. In case of heavy weather, depending on the vessels movements in the port, the duty pilot may enter or exit from the port through the SOUTH channel instead, after obtaining permission by Trieste VTS. Vessels with a draft of over 14 metres are not allowed transit through the NORTH channel. When sailing in the NORTH channel, vessels shall, as a general rule, keep to STARBOARD, as follows: - when entering, they shall sail south of the traffic separation line, thus leaving the elastic seamark signalling the end of the submarine pipeline (no. 4446 of the Lighthouses and Light Beacons List) to starboard; - when exiting, they shall sail north of the traffic separation line, thus leaving the elastic seamark signalling the end of the submarine pipeline (no. 4446 of the Lighthouses and Light Beacons List) to port. Vessels are normally not allowed to cross the channel in the North-South direction, unless a pilot is aboard and provided that procedures and times have been previously arranged with the Pilots’ Station, after obtaining permission by Trieste VTS. - SOUTH CHANNEL : tankers shall entry and exit Trieste harbour through the South Channel. Ships other than tankers who are bound to the “Vallone di Muggia” moorings can pass through either the NORTH or the SOUTH channel, depending on traffic. Those tankers that, due either to their size, or their draught or manoeuvring hindrances, cannot sail through the NORTH Channel safely may also use the SOUTH Channel upon prior clearance by Trieste VTS. The SOUTH Channel, as far off as the inner part of the port, in no case may be engaged by two vessels simultaneously (priority shall be given to the outbound). In case the channel has been engaged by an outgoing tanker, then an inbound one will not be allowed entering until the former has not completed its manoeuvre. If a tanker is manoeuvring inside the channel, then any other vessels who are moored in the “Vallone di Muggia” area are forbidden to start any manoeuvres. Any possible movements of craft belonging to port services or public transport shall previously be planned and coordinated between these and the pilot station, and cleared by Trieste VTS.

SPECIAL ZONES FORBIDDEN ZONES MIRAMARE PROTECTED MARINE AREA The Miramare Protected Marine Area is included between the coastline and the line joining the following points: Point A: situated on the front west edge of the wharf that represents the western boundary of the beach

resort “Miramare-Castello”; Point B: 356° true bearing, 200 linear metres from point A; Point C: 46° true bearing, 200 linear metres from t he south-western edge of Miramare Castle; Point D: 97° true bearing, 200 linear metres from p oint E; Point E: situated at the foot of the wharf- outer breakwater of the Grignano marina. In the area bounded by the above-mentioned points, any kinds of activities are forbidden: for full details, see art. 4 of Italian Ministerial Decree dated Nov. 12, 1986. Ordinance no. 28/98 issued by Trieste Harbour Master on Nov. 05, 1998 establishes a respect area named “Buffer Area”; the latter extends 400 metres from the limit of the above-mentioned marine reserve. In the Buffer Area all fishing activities are forbidden, except recreational fishing from shore. All transiting vessels are required to sail at a safety distance from the maritime signals that bound the perimeter of the Buffer Area, as specified in the above-mentioned ordinance. MIRAMARE BIOLOGICAL PROTECTION AREA The Biological Protection Area (BPA) named “Miramare Area” was created by the Italian Ministerial Decree dated March 16, 2004 and published in the Italian Official Journal no. 77 on April 1, 2004. This area includes the marine waters bounded by the line joining the following coordinates (datum Rome 1940):

1. lat. 45°45’N – long.13°39’E; 2. lat. 45°44’N – long.13°39’E; 3. lat. 45°41’N – long.13°45’E; 4. lat. 45°41’N – long.13°43’E.

The Area extends approximately 16 km2 , with an average length of approximately 5 miles and a maximum distance from the coastline of 1.05 miles. The Area includes the Protected Marine Area of Miramare. As far as fishing activities are concerned, the sheets of water included in the BPA are subject to specific regulations provided for in the Italian Ministerial Decree dated January 22, 2009.

MARINE AREA USED FOR DITCHING AND TAKEOFF BY AIRCRA FT IN FIREFIGHTING Within VTS Trieste Area the following zones can be used by aircraft landing at sea for collecting water needed in case of fire: - Coast of Duino Aurisina (Trieste) - 0.5 miles radius area centered on the point lat. 45 ° 42 '32.35 "N - Long. 013 ° 40 '53.46 "E; - Coast of Muggia - Area between the territorial waters boundary line Italian / Slovenian and the southern limit of the Navigation Canal south of the port of Trieste, within the coordinates of points: a) Lat. 45 ° 36 '41.40 "N - Long. 013 ° 42 '28.99' 'E b) Lat. 45 ° 36 '02.10 "N - Long. 013 ° 42 '29.46' 'E c) Lat. 45 ° 36 '36.98 "N - Long. 013 ° 40 '58.59' 'E

Within Trieste VTS Area the following zones are subject to navigational bans or constraints: - the stretch of water between San Bartolomeo valley and Muggia bay, due to the presence of mussel breeding areas and oil tankers channel entrance; - the stretch of water between the marinas of Grignano and Duino, due to the presence of mussel breeding areas; - Seazone in front of Marine Reserve of Miramare having the extension of 1 nautical mile from the boundary buoys of the reserve. The boundaries of this area defined by the broken line between the following points (the coordinates are expressed in the Datum WGS 84): A) Lat 45 ° 42.160'N - Long 013 ° 41.891'E (coast); B) Lat 45 ° 42.389'N - Long 013 ° 41.091'E; C) Lat 45 ° 41.479'N - Long 013 ° 41.441'E; D) Lat 45 ° 41.039'N - Long 013 ° 43.291'E; E) Lat 45 ° 41.486'N - Long 013 ° 44.395'E (coast). SUBMARINES PIPES AND CABLES Anchoring and fishing activities are forbidden to ships, boats or any craft in the stretch of water included between the line that – with a 313° orient ation - reaches the beam of the pipeline launching basin in Duino from the green light situated on head N of the Outer Breakwater of Trieste Porto Franco Vecchio and its parallel line, situated 700 m from the coastline. Moreover, vessels and craft travelling in coastal waters along the line joining “Villaggio del Pescatore and Wharf no.0” shall proceed with care.

SECURITY TECHNICAL NAUTICAL SERVICES All vessels subject to Chapter XI-2 of SOLAS’74 and to art. 3 of the ISPS CODE part A that travel internationally (passenger ships, including high-speed craft – cargo ships with a gross tonnage of 550 GT or more – mobile offshore drilling units – port facilities dedicated to the afore-mentioned types of vessel used for international journeys) intending to enter either the port or the roadstead of Trieste shall forward – not later than 24 hours before arrival – all the information provided for in rule no. 9.2, chapter XI-2 of SOLAS 74. The information shall be forwarded using the form named ISPS FORMAT, as laid down in Ordinance no. 21/4 dated June 30, 2004 and subsequent amendments. This provision does not apply to warships, auxiliary warships and any ships belonging to a Contracting Country or used by the latter to carry out public non-commercial services. According to art. 3.2 of regulations CE 725/04, the ISPS FORMAT form shall also be forwarded by passenger ships carrying out class A national journeys (over 20 miles from the coastline) and by pleasure craft of over 500 GT intended for chartering, as laid down in Italian Ministerial Decree no. 95 dated Apr. 4, 2005. The Port Facilities existing in the port of Trieste generally operate at security level 1; here’s a list: - Stazione Marittima – Trieste Passengers Terminal; - Molo IV– Trieste Passengers Terminal; - Ormeggio 57– Trieste Passengers Terminal; - Adria terminal P.F.V.; - Saipem; - S.I.O.T.; - CGT; - Grandi Molini Italiani; - Alder; - D.C.T.; - Italcementi; - Med Com; - Ortolan Mare; - Samer & Seaports; - Servola; - Shell; - T.M.T.; - T.I.M.T.; - Trieste Terminal Frutta/Log Star; - Ag.Mar. ormeggio 14/15; - Frigomar; - FinCantieri; - F.Parisi/Molo VI – Europa Multipurpouse Terminals. As far as mooring at the above-mentioned docks is concerned, authorized craft only can berth and vessels subject to the ISPS Code shall abide by specific regulations.

PILOTAGE Pilot services are provided according to the Local Regulations on the Piloting Services in the Ports of Trieste and Monfalcone, as approved by Italian Ministerial Decree dated Nov. 23, 2009. In the port of Trieste, pilot service is operated at the boarding/disembarkation points in the North and South Channels, as laid down in art. 5 of Ordinance no. 43/2014. The service is obligatory for mooring and unmooring at oil terminals and for any movements within the port area, except in the case of movements along the same dock if they do not require the use of machines and/or tugboats. The following craft are not subject to obligatory pilotage: a) warships; b) vessels not exceeding 500 GT; c) fishing boats that are not used for fishing in the Atlantic Ocean; d) tugboats used in port operations; e) vessels used for local transport or port works. TUG SERVICES In the port of Trieste, tug services are provided according to the Local Regulation on Tug Services dated Dec.05, 2012 approved by Trieste Harbour Master Ordinance number 3/2013 on March 7, 2013 The tug service is not obligatory. Whenever needed, shipmasters may require the “normal tug service” - aimed at helping with manoeuvring - directly from aboard or through a maritime agency, that will contact the licensee and take all necessary steps. Decision is discretionally made by the captain, possibly following the on-board pilot’s advice. MOORING AND BOATING SERVICES In the Port of Trieste, mooring services are provided according to the Local Regulation on Mooring Services no. 72/09 dated July 03, 2009.
