Project Summary

NAVFAC Washington has submitted an application for preliminary and final review of building plans to rehabilitate Buildings 46 and 67 for the Naval History and Heritage Command. The complex currently houses the Art Branch, Underwater Archaeology Branch, and warehouse space. The buildings are adjacent to one another, and connected in the interior. The rehabilitation will entail upgrading the architectural, civil, structural, electrical, mechanical, plumbing and fire protection systems of each building. Buildings 46 and 67 contribute to the Navy Yard Historic District, which is listed in the National Register of Historic Places as a National Historic Landmark, and is also listed in the DC Inventory of Historic Places. The buildings are mostly warehouse type buildings with minimal interior built-out space.

The majority of the project involves reconfiguring the interiors of Buildings 46 and 67 for library use as archive and storage space, while the exterior work involves the construction of a storm water management feature in an area of an existing parking lot south of the buildings, that has the potential to contain archaeological resources, and replacement of windows and doors with historically appropriate ones, a new entrance canopy, and the installation of new replica oculus windows where historic windows had once been located on the north and south gable ends of Building 46.

Through the Section 106 consultation process, the project was found to result in adverse effect to the historic buildings, primarily due to the interior work infilling the large open warehouse spaces.
