water supply report
TRANSCRIPT
I. INTRODUCTION: In December 2009, City solicited Consultant services to provide an overview of City’s Water Supply status and related issues. This request was prompted by the following:
A. SFWMD “conditional approval” of Land Use Amendment
for Regional Activity Center (RAC).
B. Potential restrictions/encumbrance to Land Use Amendments with passing of Constitutional Amendment #4.
C. Existing well capacity reduced from 1.8 MGD to 1.1 MGD.
Water Supply Report
Water Supply ReportII. EXISTING CONDITIONS:
A. Within Limits of Incorporation
– City distribution covers 50% of service area.
– County provides service to remainder; with minor contribution from Hollywood.
B. Raw Water supplied by City & County well-fields.
C. Current Demand 2.2 MGD
D. Plant Capacity 3.0 MGD
Municipal Limits vs. Potable Water Service Areas
Components ofWater Distribution System
III. CURRENT ISSUES: The following are directly related to sufficiency of water supply.
A. Increased Demands: Updated 10-year Water Supply Plan
demand of 3.2 MGD by 2020; plant capacity shortage.
B. Temporary Reduction of Well Capacity: Saltwater intrusion concerns.
– SFWMD reduction of withdrawal to 1.1 MGD. – Safe yield study required to regain original 1.8 MGD.
C. Construction of 2 MGD Nano Filtration Plant: Previous report provides justification citing the following:
water quality, cost analysis (refurbish vs. construct), additional capacity, operational redundancy, and Availability of $2MM grant.

Water Supply ReportIII. CURRENT ISSUES (continued)
D. Certificate of Occupancy Restrictions: SFWMD conditional approval of land use amendment for RAC.
– Requires resolution prior to issuance of C.O.’s. – Projected for 2012.
E. Revisions to City of Dania Beach Comprehensive Plan: Quick response needed to meet submittal deadline created by potential enactment of Amendment 4.
F. Increase Demands - District 3A: Although not related to sufficiency within City system (service provided by County) additional demands will require approval.

Alt. # Description Pro's Con's Estimated Timeframe
Nanofiltration Plant Required
R1. Increase raw water from County
Existing agreement, infrastructure in-place, immediate if approved.
Requires County to gain SFWMD approval to withdraw. 2 months yes
R2. Re-establish City raw water to 1.8 MGD capacity
Minimal costs, permit in place for 1.8 pending safe yield, cheapest source, controlled internally
None, if City intends to continue to provide service. Recommendations and Wtr. Supply assume the existing well capacities returned to 1.8 MGD.
4 months yes
R3. Horizontal well as alternative raw water supply
If accepted, potential alternate source. Control remains internal.
SFWMD needs to accept and approve of new technology.
2 to 5 yrs. yes
F1A. Finished Wtr. from County (0.3 MGD only)
Purchase only what's needed. Infrastructure in-place through emergency interconnect.
Because County receives water from Hollywood through large users agreement, tri-party agreement with Hollywood likely.
6 months yes
F1B. Finished Wtr. from County (approx. 0.9 MGD) @ $1.89/1000 gallons.
(similar to above)
Similar to above. Additional purchase to calm plant operations to 80% capacity. May require refurbishment or existing plant. Loss of fees and grant repayment if nanoplant not constructed.
8 months optional
F2A. Finished Wtr. from Hollywood (obligatory 0.12 MGD purchase) @ $2.01/1000 gallons
Immediately available; agreement pending execution. Interconnects in-place. City retains raw water resource.
Obligatory purchase of more expensive water. Reserve capacity deposit of $1MM.
1 month yes
F2B. Purchase ALL wtr. from Hollywood. @ $1.50/1000 gallons.
Assumed to be available. No capacity reserve costs.
Total dependency, infrastructure improvements likely, increase rates, loss of revenues, need for approval from SFWMD, forfeit raw water resources (City & Cnty), loss of fees and grant repayment to abandon nanofiltration plant.
6 months no
F2C. Finished Wtr. from Hollywood purchase up to 3.0 MGD @ $1.70/1000 gallons.
Assumed to be available. No capacity reserve costs. Retain City well.
Highly dependency upon Hollywood, infrastructure improvements likely, increase rates, loss of revenues, need for approval from SFWMD, forfeit raw water resources (Cnty, only), loss of fees and grant repayment to abandon nanofiltration plant.
6 months no
F2D. Finished Wtr. from Hollywood purchase up to 2.0 MGD @ $1.90/1000 gallons.
Assumed to be available. No capacity reserve costs. Retain County raw water resource.
Moderate dependency on Hollywood, infrastructure improvements likely, increase rates, loss of revenues, need for approval from SFWMD, forfeit raw water resources (Cnty, only).
6 months optional
F3A. Purchase 0.3 MGD finished Wtr. from Ft. Laud.
Water available. Pay only for what's needed.
Requires approx. $2MM infrastructure improvement to connect. Negotiations would require time.
6 months yes
F3B. Purchase finished Wtr. from Ft. Laud. to supplement Dania Beach deficiency w/o Nanofiltration plant.
Water available. Pay only for what's needed.
Requires approx. $2MM infrastructure improvement to connect. Negotiations would require time. Loss of fees and grant repayment to abandon nanofiltration plant.
8 months no
SUMMARY OF ALTERNATIVES
RECOMMENDATIONS: timeframe dependent upon issue:
– Projected shortage in plant capacity 8 years
– Projected timing of first C.O. in R.A.C. 2 years
– Comprehensive Plan submittal 2 months
Comprehensive Plan submittal (2 months) is the limiting factor
resulting in the following options:
– Option R1: Raw Water Supply from Broward County
– Option F2A: Finished Water Supply from Hollywood
– Option R2: re-establish City well
Note: Option R2 is currently being pursued. This is consistent with all alternatives utilizing existing City well for water supply.
Water Supply Report
Option R1: Raw Water Supply from
Broward County:
Pursue discussions with Broward County to secure additional raw
water supplies in a minimum amount of 0.3 MGD.
– Contract with Broward County already in place for up to 4.3 MGD beginning in 2010.
– Requires approval by SFWMD.
Recommendations
Option F2A: Finished Water Supply from
City of Hollywood:
Enter into agreement with City of Hollywood for finished
water in the amount of 0.3 MGD (assumes City cannot
secure either raw or finished water from Broward County in a
timely manor ).
Although conditions not as favorable, solution is more
immediate.
