    overnment of India hasdecided to confer Best StateAward for year 2014 for

    empowerment of disabled to MP.The Award instituted by UnionMinistry of Social Justice andEmpowerment will be conferred byPresident Pranab Mukherjee atVigyan Bhavan, New Delhi onDecember 3, 2014.

    The Central Government hasalso selected Gwalior and Indoredistricts for National Awards for2014 for empowerment of disabled.

    Gwalior Collector will be conferredNational Award for creating besthurdle-free facilities for disabledpersons at public places. NationalAward will be given to Indore forrehabilitation of disabled persons.Two persons from MP have alsobeen selected for National Awardsas best role models for disabledempowerment works. They includeDr. Rohit Trivedi, Bhopal (visionimpaired) and Su Rabia Khan(vision impaired). All these awardswill be conferred on December 3in New Delhi.

    Planned efforts for reha-bilitation and welfare of dis-abled persons have beenmade in MP on the initiativeof CM Shivraj SinghChauhan. Lives of disabledhave undergone a pleasantchange as a result of commit-ted efforts by the state gov-ernment and they are contin-uously moving forward alongwith all sections of society. Sofar, 8.10 lakh disabled per-sons have been linked withSparsh Abhiyan in MP. Asmany as 1191 camps havebeen held for welfare of the

    disabled in the state where certifi-cates have distributed to 6 lakh 46thousand 890 disabled persons andartificial limbs and accessories to68 thousand 182 disabled persons.Lives of 3,705 disabled personshave been made easier through cor-rective surgeries.

    Benefit of National IndiraGandhi Disabled Pension Schemeis being given to one lakh 49 thou-sand 146 persons in the state andSocial Security Pension to one lakh94 thousand 52 disabled persons.Assistance of Rs. 500 per month isbeing given to 48 thousand 744 per-sons with multi-disability and men-tally disabled ones. Scholarshipsare being provided to 67 thousand48 disabled students studying invarious institutions. Disabled per-sons are experiencing ease follow-ing 91 thousand 219 public build-ings made hurdle-free in the state.Marriages of 5,443 disabled per-sons have been solemnized in thestate. Loan facility of over Rs. 72lakh has been made available to 65disabled beneficiaries of the stateby National Disabled Finance andDevelopment Corporation,Faridabad.

    casting service of Radio Azad Hind here today. Radio AzadHind, which is dedicated to freedom movement-self-rule of thecountry, the unique and first community radio, was started onMarch 25, 2012. Now, its online service will be available dailyfrom 7 am to 10 pm. Congratulating listeners on the occasion,CM Chauhan said that this radio has entered a new era fromtoday. It has carved its distinguished identity within a shorttime. Minister of State for Tourism and Culture SurendraPatwa, Principal Secretary Culture Manoj vastava andDirector Culture Smt. Renu Tiwari were also present on theoccasion. Under the campaign for creating mass awarenessabout innumerable freedom fighters and unknown warriors ofIndia's freedom movement, Radio Azad Hind is the first com-munity radio station in the country, which took the initiative toinclude contents of over 170 community radio stations in itsbroadcasts. Radio's website was also developed to globalise itthrough word space, internet etc.

    The government hasordered judicial probe intothe death of eleven womenafter mass sterilization at acamp organized by theChhattisgarh government atTakhatpur in Bilaspur dis-trict. Many more womenhave been hospitalized.Prime Minister NarendraModi, on Twitter, expressedconcern over the unfortu-nate tragedy and called onstate officials to investigateand take action.

    The Chhattisgarh gov-ernment has suspended foursenior doctors and trans-ferred the Director HealthServices, Dr KamalpreetSingh, in connection withthe botched up sterilisationsurgeries. The governmenthas also initiated criminalproceedings against laparo-scopic surgeon Dr RKGupta, who conducted thesurgeries. Dr Gupta hassince been arrested.Meanwhile, there are specu-lations that Chhattisgarhhealth minister AmarAgrawal could be divested ofhis portfolio. Ruling BJPsources said the party cen-tral leadership is annoyedas sterilization deaths at agovernment-run healthcamp in Takhatpur, hassnowballed into a major con-troversy that has grabbedglobal attention. Besides,TV footage of state ministerlaughing and smiling afterthe tragedy did not go downwell with the senior partyleaders, who feel the tragedy

    had tarnished BJP's image.Opposition Congress hasdemanded resignation ofRaman Singh and AmarAgrawal. CM, Dr RamanSingh, who visited the ailingwomen at Bilaspur hospital,himself announced the sus-pension of the doctors. TheCM announced that a judi-cial probe will be conductedin the botched up sterilisa-tion case. Those foundguilty in the probe, will bepunished severely, whetherthey are owners of pharma-ceutical units, distributorsor doctors. Nobody will bespared, he said.Probe panel formed

    A single-member com-mission under retired judgeAnita Jha was constituted toprobe the botched sterilisa-tion surgeries. The stategovernment has also askedthe probe panel to submit itsreport within three months.The state government hasalso announced a compen-sation of Rs. two lakh to thekin of each of the victims.

    The commission willinvestigate the untowardincident on number of

    points, including if standardprotocol was followed atthese camps, circumstancesthat led to the incident,whether medicines used atthe camps were of standardquality, who are thoseaccountable for this inci-dent, measures that can betaken to avoid recurrence ofsuch incidents and others,as per an government state-ment.Medicinescontaminated withzinc phosphide

    A preliminary report ofan inquiry committee hasrevealed medicines given tothe victims were contami-nated with zinc phosphide, arodent killing chemical.

    This could have led todeath of 13 women. Bilaspurdivisional commissionerSonmani Borah said tracesof zinc phosphide werefound in Ciprocin 500mgtablets, manufactured byMahavar PharmaceuticalPvt Ltd. These tablets weredistributed among women,who underwent steriliza-tions at three camps inBilaspur district.

Joint Director,Health Department Dr RNPandey has issued orders forimmediate suspension of allthe sterilisation camps forwomen in the Bilaspur dis-trict till further orders arereceived from the StateGovernment. The in-chargedoctors of institutions whereaseptic and invasive proce-dures are adapted to per-form such operations wouldbe alerted beforehand totake precautions. ChiefHealth and MedicalOfficers, civil surgeons andhospital superintendentswould be inspecting the hos-pitals where such camps

    would be held for sterilisa-tion operations, officialsstated. The doctors and staffhave been asked to strictlyfollow the standard protocolwhile performing the sur-geries.Pharma companiesraided

    Chhattisgarh healthdepartment raided twopharma companies,Mahawar Pharma Pvt Ltdat Raipur and KavitaPharmaceuticals inBilaspur, suspected manu-facturers of drugs adminis-tered on victims of botchedsterilizations. Anticipatingraids, one of the firms burntdown drug stocks in itsbackyard. Officials claimedthey were able to retrievesome samples from burnedstocks. Their pharmaceuti-cal company premises weresealed and seized drug sam-ples were sent for analysisto Central Drug Laboratory,Kolkata. The raids followedgovernment's decision toban sale of antibiotic,Ciprocin, manufactured bythese two companies, whichwere locally purchased byBilapsur health authorities.Rahul blames govt

    The UN PopulationFund and the InternationalPlanned ParenthoodFederation (IPPF) havecome out against any formsof incentives for adoptingcontraceptives and soughtaccountability forChhattisgarh sterilisationdeaths.

    Babatunde Osotimehin,executive director of theFund know by its acronym,UNFPA, and TewodrosMelesse, the director-gener-al of the IPPF, said in astatement: "It is critical toensure the quality of servicefor all contraceptive meth-ods, as well as the availabil-ity of a full range of moderncontraceptives, which mustalways be chosen freely byfully-informed men andwomen, without any formsof incentives." The heads ofthe organisations, whichdescribe themselves as "arestrong advocates of rights-based family planning," wel-comed the investigationsinto the deaths, adding, "Wecall for all those responsibleto be held accountable toavoid impunity for thosewho provide services at lowstandards."

    The Chhattisgarh Governmenthas been providing material support topoor families to take up poultry farm-ing as a source of livelihood, officialsstated. The State Animal HusbandryDevelopment Department has distrib-uted nearly 37.13 lakh chicks to more than 76,000 benefici-aries during the past three years under the StateGovernment s Backyard Scheme. This includes the benefici-aries of Scheduled Castes, Scheduled Tribes, OtherBackward Classes and general category as well. During2011-12, 14.29 lakh chickens were distributed to 25,000 ben-

    eficiaries whereas in year 2013-14 nearly 13.24lakh chicks were distributed to 26,000 beneficiar-ies. Likewise, in year 2012-13, 9.60 lakh chickenswere distributed to nearly 24,000 beneficiaries.

    Animal Husbandry Department officialsrecently informed that under backward scheme,poor families are encouraged for poultry farming

    and chickens are distributed to them. Under the scheme,each beneficiary is provided chickens and poultry feed oftotal worth Rs 1200. To the beneficiaries of SC/ST category,the Government provides 90 per cent subsidy. General andOBC beneficiaries are given 75 per cent subsidy under thescheme.

    Govt sets up retail networkfor forest-based medicines

    Raipur: The Chhattisgarh Government has developed an elaborate retail net-work for medicines made out of forest produce. The Government s retail network formarketing of these products comprise Non-wood Forest Produce Marts which havebeen opened at six locations in the State besides Sanjeevani Centres established in32 different locations, officials informed. Other than Raipur, the Sanjeevani Centreretail outlets are being operated at district headquarters of Durg, Bilaspur,Ambikapur, Kanker and Jagdalpur also, they informed. During the last nine years,forest medicines worth Rs 2.17 crore have been sold. Last year, the quantity of prod-ucts sold increased by three times. The State governments Ayush Department havegiven license to 102 forest medicines produced by Forest Medicine ProcessingCentres of State, under Cosmetic and Forest medicine processing units in 5 distsRich forest resources of Chhattisgarh are now being utilised for commercial manu-facturing of valuable Ayurvedic herbal medicines.

Action plans havebeen chalked out for tourism events to beheld during the period to ensure presence ofMP on world tourism map. Theme of the gov-ernment calendar for year 2015 will betourism. The CM was reviewing MP tourismcampaign at Mantralaya here and directedto start immediate preparations for chalkingout calendar of important tourism events.

    Directing for a special drive to sanitiseand beautify tourism destinations, the CMsaid that states beauty is unprecedented.Water bodies, jungles, wildlife and heritageof culture and art exist simultaneously.Information about them should be dissemi-

The CM askedKomal Patel of villageLathpahadi under BarjiGram Panchayat in Katnidistrict whether his com-plaint was redressed or not.The elated applicantinformed that a madam hadvisited the village and gotthe problem solved.     Experts discuss transportation plan forGreater Raipur Region

    The needs of every class of people would beincorporated in the extensive transportation planfor Greater Raipur Region, Housing andEnvironment Secretary Sanjay Shukla informed.He stressed on the preparation of a transportationplan which is favourable for the coming 50 years forRaipur and nearby urban areas, according to theintention of the State Government and keeping inmind the future needs of the commuters.

    Addressing a one-day workshop on RegionalMobility Plan for Greater Raipur Region recently,Shukla said that public transportation could proveits significance only when it fulfills the needs ofevery group. While terming the development ofaccessible transportation arrangement along withthe development and extension of Raipur a consid-erable challenge, he advised working on an exten-sive plan to meet the challenges.

    He provided emphasis on formation of a 'CoreCommittee' for the early preparation of the trans-portation plan. In the workshop, jointly organisedby the Naya Raipur Development Authority andLee Associate Asia, New Raipur DevelopmentAuthority (NRDA) Vice Chairman SS Bajaj saidthat the work is underway in the direction of pro-moting cheap, easy and clean public transportationin Naya Raipur region. He said that along withRaipur, a large number of people from the nearbyareas, including Bhilai and Durg come to the city.Looking to that perspective, a plan is being pre-pared to speed up work on an all-round action plan.After preparation of the plan, it would be imple-mented in a phased manner.

    Participation of Municipal Corporation,Municipality, Nagar Panchayat, Governmentdepartments and other social organisations isimportant in the preparation of a useful regionalmobility plan for the greater Raipur area, he added.Bajaj said that the advisors, looking to the problemsof transportation, road accidents, parking and secu-rity of other vehicles like cycle and rickshaw, wouldconduct surveys and studies for the preparation ofregional mobility plan. Under the study, survey,study and analysis of social economic development,present land use and present situation of transportand problems of greater Raipur area would be done,he added. The advisors will carry out scientificstudy and analysis through modern scientific sys-tem with the aid of computer software. Throughwhich, plan would be prepared for development ofsuch 15 important traffic squares in the greaterRaipur region, which are problematic as far astransportation is concerned. The advisors will givesuggestion regarding institutional arrangement forstrategy for easy transportation in greater Raipurregion and for its implementation.

    Higher education department hasissued letters to superintendents of police(SPs) via state public commission for tak-ing immediate action against educationalinstitutes running without accreditation.

    Chief lokayukta SN Srivastava hasasked state government to provide list ofnon-accredited universities operating ille-gally in state. Srivastava has instructed higher educationdepartment to submit details of vice-chancellors' officialaddress and mobile numbers of illegal institutions within 15days. Chief lokayukta said the degrees awarded by these

    universities operating illegally are invalidand students are being misled. Highereducation department additional directorRB Subramanyam presented the report onbehalf of state government, and informedpublic commission that state governmenthas taken serious note of complaints.Education department officials said except23 universities, no other university hasbeen accredited in Chhattisgarh. Few of

    the non-accredited universities in state, include CMJUniversity, Novelty University, Karnataka State OpenUniversity, Mysore and SAM Hedgebotes Institute ofAgriculture Technology and Science Allahabad.

    The Chhattisgarh FisheriesDepartment has developed as many as28 Chinese style hatcheries to provide amajor push to fish production in theState. The Chinese hatchery system isconsidered to be most suitable for theproduction of quality fish seeds. Apartfrom the Chinese style hatcheriesowned by the Fisheries Department,the State Co-operative FisheriesFederation has nine and the privatefish seeds production units have 25Chinese style hatcheries for fish seedsproduction. In all, the State has 62Chinese style hatcheries, 57 fish seedsproduction farms and as many as 721reservoirs for fish seeds production.

    After acquiring the status of a self-reliant state in producing electricity,Chhattisgarh has now become inde-pendent in terms of producing fishseeds. Fisheries Department officialshere stated that the State needs 96.92crore standard fry seeds for fish farm-ing in all water reservoirs, while it suc-cessfully recorded production of 119crore standard fry fish seeds during201314.

    Besides, the Department has 35 fishseeds farm, the Federation has one andthe private producers have 21 seedsfarms. Similarly, the Department has589 reservoirs, while the Federationand private producers has 127 reser-voirs for producing fish seeds. It is anoutcome of various schemes launched

    by the State government that the fishseeds production has significantlyincreased in last 13 years. During 2012-13, the State managed to produce104.37 Crore standard fry fish seedsagainst the production of 28.68 Crorefish seeds in 2000 01.

    As per the reports, the State pro-duced 33.29 crore fish seeds in 2001 02, 32.33 crore fish seeds in 2002 03,36.78 crore fish seeds in 2003 04,46.13 crore fish seeds in 2004 05,50.55 crore fish seeds in 2005 06,59.17 crore fish seeds in 2006 07,64.96 crore fish seeds in 2007 08,67.50 crore fish seeds in 2008 09,76.28 crore fish seeds in 2009 10,83.96 crore fish seeds in 2010 11 and90.96 crore fish seeds in 2011 12.

According to sources, someonespread the rumour that one candidate hasdied and this resulted in stampede as candi-dates started running in all directions.Enraged job aspirants went on a rampage,Inspector General Adarsh Katiyar toldmedia. With little police force to man themob and no barricading at all to control theinflow of candidates, trouble started when agroup of aspirants pushed others in front ofthem to get first chance for the mandatoryrun in the first qualifying round. Whenaspirants continued to create ruckus, armyauthorities announced change in schedule ofrally. Then a few police constables used mildforce canes to put aspirants in order. Theresult was a stampede and, as aspirantsretreated, some among them started peltingstones. Additional force was also deployed

    for the occasion arrived at the scene andstarted cane-charging trouble-makers. Thecandidates ran amok and, while shoutingslogans, resorted to heavy brick-batting.

    "As per initial information candidateswent on rampage after a change in theschedule of rally. No casualties have beenreported so far," said Sarabjeet Singh, chiefof the state intelligence wing. Some candi-dates torched vehicles and damaged proper-ty. Police had to cane-charge the candidatesand lob tear gas shells to disperse the candi-dates. Some candidates were injured.

    According to PTI, six persons sufferedinjuries in the stampede, and were later dis-charged after being provided medical treat-ment. This also created law and order situ-ation as many candidates ventured out inthe local areas and started created prob-lems. Finally, arrangements were made tosend the candidates back to their respectiveplaces. Meanwhile, Gwalior SSP SantoshKumar Singh said a report on the incidenthas already been sent to police head-quarters at Bhopal. "We have asked SPs invarious districts under Gwalior, Chambal

    and Sagar divisionsto take appropriateaction against miscre-ants being identified onthe basis of photographsand video footage avail-able with us here in

    Gwalior", the SSP said."Apart from this we are trying to ascertainwhat went wrong. All necessary measureswill be in place to avoid reoccurrence of suchincidents."

    A PIL (public interest litigation) wasalso filed in the high court bench at Gwaliorby advocate Raju Sharma and Umesh Vohreseeking probe into the incident and com-pensation for the victims. Raju Sharma saida probe by an independent agency beordered considering various aspects likedamages, injuries, event mismanagement,failure of various government agencies,attempts to outrage women's modesty etc.The PIL is likely to come up for hearingduring next week.

In all, 27 percent more milk wascollected than last year in the period fromApril to August this year.

    During year 2013-14, 8.25 lakh litre milkwas collected against the target of 8.1 lakhlitres. Constant efforts are being made in thestate to increase milk collection. Presently,160 liter milk per day is being collected on anaverage from every primary cooperative soci-ety. Efforts are underway to increase this fig-ure to 500 litres per day by year 2018-19. Asmany as 2.3 lakh members are engaged inmilk production through 6,387 dairy cooper-ative societies of the 5 Dairy Federations inthe state.

    Huge relief for senior citizensPM launches Digital LifeCertificate for Pensioners

    The Prime Minister, NarendraModi, recently launched "JeevanPramaan" an "Aadhar-based DigitalLife Certificate" for pensioners, in amove that could eventually benefit overa crore pensioners. The Prime Ministersaid that after the push towards self-certification, this digital life certificatewas another enabling mechanism whichwould benefit the common man.

    The proposed digital certificationwill do away with the requirement of apensioner having to submit a physicalLife Certificate in November each year,in order to ensure continuity of pensionbeing credited into his account. TheDepartment of Electronics and IT hasdeveloped a software application whichwill enable the recording of the pen-sioner`s Aadhar number and biometricdetails from his mobile device or com-puter, by plugging in a biometric read-ing device. Key details of the pensioner,including date, time, and biometricinformation will be uploaded to a cen-tral database on real-time basis, ulti-mately enabling the PensionDisbursing Agency to access a DigitalLife Certificate. This will conclusivelyestablish that the pensioner was aliveat the time of authentication. The earli-er requirement entailed that a pension-er either personally presents himself

    before the Pension Disbursing Agency,or submits a Life Certificate issued byauthorities specified by the CentralPension Accounting Office (CPAO). Atpresent, 50 lakh individuals draw pen-sion from the Central Governmentalone. A similar number draw pensionfrom State and Union TerritoryGovernments. Several PSUs also pro-vide pension benefits. Over 25 lakhretired personnel draw pension from theArmed Forces. The Aadhar-BasedDigital Life Certificate will go a longway in reducing hardship which so

    many senior citizens have to go throughto produce a Life Certificate every year.

    The software application system willbe made available to pensioners andother stakeholders on a large scale at noextra cost. It can be operated on a per-sonal computer or a smartphone, alongwith an inexpensive biometric readingdevice. This facility will also be madeavailable at Common Service Centresbeing operated under the National e-Governance Plan, for the benefit of pen-sioners residing in remote and inaccessi-ble areas.

    Involvement of womeninto dairy sector shouldbe enhanced: Minister

    Union Agriculture Minister RadhaMohan Singh has stressed the need to fur-ther enhance the involvement of womeninto dairy sector so that India can lead theworld in the sector. Addressing the GoldenJubilee celebrations of National DairyDevelopment Board in Anand, Gujarat, hesaid that the Government is set to removeall bottlenecks and inertia in the growth ofthe sector to further emulate, growth ofGujarat, in whole of country.

    Radha Mohan Singh said that value ofmilk produced in India is now more thanthe value fetched by rice/paddy. We arethe biggest producer of the milk in theworld and even export skimmed milk pow-der whereas I remember, as a kid in school,consuming British milk powder in 1960s.Highlighting the Government initiative toprotect indigenous breed of cow, theAgriculture Minister said that Indigenousbreeds of cows are about 83% of total num-ber of cows, if their productivity goes up,even marginally, total milk productionshall grow beyond our expectations.Indigenous cows are tolerant to climatechange as well. The Government is work-ing on Gokul Mission worth Rs. 500crores to promote the breed.

Without taking thethen MP government into confidence,Andhra had surveyed the area likely to besubmerged and prepared a project report.The report indicated that 2,717 people of 680families, 42 pucca and 300 'kutcha' houseswould be affected.   • A picture is worth a thousand words,it captures the emotions that stay

    etched in our minds forever. Last yeararound this time, emotions were runninghigh in the cricketing world -- SachinTendulkar was playing in his last interna-tional match of his career.

    To the delight of the fans, the finalswansong witnessed just about everything- Glimpses of old Tendulkar, the straightdrive, the back foot punch through extracover and the raising of the bat towards thecrowd. But during this period, an iconicimage emerged from Sachin's farewell Testat the Wankhede Stadium - that of SachinTendulkar walking out to bat for one lasttime in international cricket and lookingtowards the heavens.

    The picture clicked by Atul Kamble ofMid-day newspaper encapsulated all theemotions in one frame. He won the presti-gious Wisden-MCC Cricket Photograph ofthe Year 2013 award for the photo. Wecaught up with Kamble to understand theprocess that went into taking the iconic pic-ture and what the photograph meant tohim. It was Sachin Tendulkar's last matchso as a photographer, I had the sameamount of curiosity that a die hard cricketfan has. I had this one thing in mind. Itwas his last match so I needed to click a

    memorable picture which I wouldremember forever. My Sports edi-tor Clayton Murzello always tellsme "Concentrate on off-beat pic-tures more and not action". Mostphotographers concentrate onaction so I had my Sport editor'sinstructions in my mind that day.The match started on 14November and Sachin came tobat that afternoon. Most papersthe next day carried a photo of

    Sachin walking down the dressing roomsteps with the crowd in the backdrop. I toohad clicked that picture but wasn'timpressed with it.

    But the next day, I told myself, I haveto get a good one today. I had preparedmyself. I had been covering cricket since1996 at the Wankhede stadium so I knewin which areas of the stadium you get prop-er light. In my mind, I knew that thereshould be a framing of Sachin coming out ofthe dressing room. At Wankhede, when youget out of the dressing room, the sun lightdirectly beams on you in the gap betweenthe MCA pavilion stand and the mainpavilion. Play starts at 9.30 am, so I hadtaken my position from 9 am itself, exactlyopposite the pavilion near the North Standat the Tata End. After a survey, I thoughtthis framing was proper. The rest of thephotographers were approximately 20-25feet away on either side of me. I positionedmyself in such a way that I could see thedressing room staircase, the crowd and thesunlight streaming in. In most cases,Sachin looks towards the heavens afterreaching the ground, but given that thiswas the morning sun and because of itspositioning, almost all of Wankhede on thedressing room side is covered with shadowfor nearly one hour.

    Draft civil aviation policy geared toface new global & domestic demands

    Need for creation of job opportunitiesin services & manufacturing sector: FM

    Union Finance Minister, Arun Jaitley has stressed theneed for creation of jobs in the services and manufacturingsector so that the large segments of under-employed popu-lation in the agriculture sector could get meaningfulemployment. The Finance Minister was speaking at theServices Conclave 2014 here recently. He highlighted theimportance of the services sector exports to compensate forthe deficit in the merchandise exports.

    Jaitley said that the Government is making efforts toraise the share of manufacturing sector from 15 per cent to25 per cent of GDP. Highlighting the sectors of the econo-my that could spearhead the growth in the servicesexports, hesaid that the Indian pharmaceutical sector hasthe potential of providing global quality health care in avery cost effective manner. Noting that there was an abun-dance of quality scientists and research professionals,Jaitley stressed that India could become a hub for setting-up of R&D sectors. Further, considering that tourism sec-tor needed a push by providing quality hotels, fasterdomestic travel, easier visa/visa-on-arrival/E-visa facili-

    ties and cleaner trains etc., Jaitley said thetourism sector could be a driver of servicesexport from India.

    As far as the entertainment sector is con-cerned, he noted that 1/6th of the global eye-balls emanated from India and hence therewas an immense scope for services exportfrom this sector. The Minister highlightedthat India could become a regional hub forproviding quality education.

    Earlier, delivering the special address,Minister of State for Commerce andIndustry, Nirmala Sitharaman said thatthere was an immense untapped potential inthe services sector that needs to be har-nessed for increasing the share of Indiasexport in the global services arena.Sitharaman listed the sectors of entertain-ment, wellness, hospitality and professionalservices that could provide a suitable plat-form for services export from India.

    Releasing the Draft Civil AviationPolicy, Civil Aviation Minister, AshokGajapathi Raju Pusapati said, It is a steptowards making civil aviation a vibrantsector in our country, to rise to its fullpotential, adding that the new CivilAviation Policy is expected to be in place byJanuary 2015.

    The Draft has been released for con-sultation with public and stakeholderswithin three weeks, after which six toseven groups of experts would be consti-tuted to interact with stakeholders andreview the inputs received during theprocess. Also speaking on the occasion,Secretary, Ministry of Civil Aviation, VSomasundaran highlighted the salientfeatures of the Draft Civil Aviation Policyin terms of better services and conven-iences to flyers. The Draft notes thatairports are to be designed as integratedmulti-modal hubs, so that they providethe best possible service levels as well aspotential for growth. An integrated

    multi-modal hub should include rail,metro, bus and truck connectivity as wellas accommodation and other services, headded.

    While developing airports, it is equallyessential to ensure that related sectorssuch as access to manufacture, business,tourism and pilgrim centres are developed.

    This needs to be done in association withother Central Government Departments aswell as the State Government/UnionTerritory, he said.

    Further, the six metropolitan airportsat Delhi, Mumbai, Chennai, Kolkata,Bangalore and Hyderabad would be devel-oped as major international hubs and

    would in future be the mainaccess points for interna-tional travel to and fromIndia. Significantly, theDraft puts emphasis onrationalizing the cost ofAviation Turbine Fuel(ATF). Due to high rates oftaxes, the cost of ATF inIndia is 40 to 45 per centhigher than the interna-tional costs. Steps will betaken in association withthe Ministry of Finance andState Governments torationalize the rate of taxesso that our costs are com-petitive.

    Regarding developmentof the cargo sector, theGovernment proposes tosubstantially develop thetransport of cargo by air forwhich there is considerable

    potential. To achieve the objective, the sixmetro airports will be developed as region-al cargo hubs, integrating multi-modaltransport facilities, cold chains and othercommodity specific requirements. TheDraft Civil Aviation Policy is also availableon the website of the Ministry of CivilAviation: civilaviation.gov.in.
