INTRODUCTIONSince its inception, AFP Secretariat has conducted a yearly survey within the AFP Network, resulting in the compilation of 79 projects of U.S.-China cooperation in the agriculture and food industry.  AFP has in its network 50 major organizations from across the whole agriculture and food value chain. AFP members have made significant contributions to Chinese agriculture and food system, and its economy through their technical contributions, operational expertise, and investments in every sector.

This catalogue reflects the breadth and depth of U.S.-China cooperation in Agriculture and Food and profiles the efforts and results of cooperation between the two countries in both public and private sectors. AFP will continue to add to and refresh this catalogue and related working documents on an ongoing basis.

SECTION 1- ABOUT AFP

About AFP The U.S. – China Agriculture and Food Partnership is a private-public coordinator for bilateral food and agricultural cooperation between the United States and China with support from governments in both countries. AFP was first created with the support of the U.S. and Chinese governments to continue the dialogue that was first launched during then-Vice President Xi Jinping’s visit to the United States. AFP’s mission is to link U.S. and Chinese public, private, and non-governmental organizations (NGO) across the agricultural and food supply chain in order to advance mutual food security, food safety, and agricultural sustainability through the promotion of cooperative activities between the United States and China, and optimize practices in both countries.  AFP serves as a single point of contact to bring together U.S. and Chinese public and private sector entities, to help develop trust, and foster positive relationships.

Working Groups  AFP members engage in cooperative dialogue and joint projects with Chinese industry and policy makers through industry-based working groups. AFP Working Groups serve as the engine of accomplishing our mission, they cover the entire food value chain in Seed and Animal and Animal Products (AAP) working groups. Together with Chinese industry and government partners, AFP working groups organize and coordinate cooperative activities with Chinese partners in public and private sectors from policy/technical roundtables, demonstration projects, training programs, etc. AFP’s bilateral Working Groups develop joint Work Plans that advance and track mutual goals across the whole agriculture and food value chain.

SECTION 2- 2017 ACHIEVEMENTS

In 2017, AFP facilitated a number of flagship events that brought together leaders from U.S. and China associations, companies, and government stakeholders across the whole food chain. These events were held in coordination with Chinese partners like CNSA, CNSTA, CMA, CAU, CFLP and CAAA, and drew over 750 participants from more than 90 companies. Government participation from both sides includes NDRC, NHFPC, CFDA, CFSA, MOA and MOT from China, and USDA, FDA, USTDA and Commerce from the US.

2017 Event Outcomes:

1. The 1 st China Food Value Chain Study Trip to U.S. – In June 2017, three Chinese government officials from NDRC, NHFPC, MOT and 12 Chinese Industry leaders traveled to the U.S. to learn about how to improve standard setting and infrastructure development across the food value chain in China. It kicked-off future AFP programs in Food Safety across the food chain (CFDA, CMA, etc.), and opened engagement w/ NHFPC on Food Safety Policy/Standards setting and regulation.

2. China MOA IP Trip – In June 2017, a delegation from the MOA traveled to the U.S. to learn about the U.S. plant IP system and made meaningful suggestions on China’s seed industry IPR system, such as: A top-level design for China’s seed industry IP protection system should be carefully discussed Plant New Variety Protection should be upgraded Patent system research in seed industry IP protection should be reinforced

3. The 2 nd U.S.-China Meat Industry Executive Roundtable – In October 2017, 44 organizations and 59 high level executives across the meat industry gathered together to promote best practices and a vision for total food chain quality assurance. This is an annual roundtable that strengthens U.S. and China commercial relationships through direct communication and clarification of key issues.

4. Plant Breeding Innovation Roundtable Discussion – In December 2017, members of the scientific community, government officials and industry representatives from South America, EU, U.S. and China met in Beijing to discuss current work and policy around gene editing worldwide. The meeting opened dialogue among government officials on policy approaches and helped participants reach a common agreement to move towards alignment on policies that will foster plant breeding innovation globally.

5. Food Safety Regulators (CFDA) Senior Leadership Training – In January 2018, 23 CFDA DGs traveled to the U.S. for a two-week study trip, meeting with FDA, USDA, and experts from U.S. industry and top academic institutions. It raised greater awareness and knowledge of U.S./China food safety systems and regulations.

Corn Pilot Program

Corn seed and corn genetics cannot be brought into China from the US, even though these are the two biggest corn markets in the world. Through this pilot program ASTA and CNSA hope to help find corn seed companies interested in business arrangements and working on a trial basis to bring the seed into China legally.

CNSA Corn WG Improved genetics will increase yields, reduce inputs and increase China’s overall food security in this staple crop for China.

IPR Workshop ASTA/AFP/CNSA held a joint workshop on intellectual property rights. This workshop highlighted the importance of IPR in improving and advancing the Chinese seed industry. In order to have access to the best genetics, companies demand IPR. Also, a lot of domestic seed research is being conducted in China and for those companies to be successful in the market place they need IPR protect to foster additional investment.

public. The goal of the research is to demonstrate practical methods for upgrading the feed value of corn stover and using improved stover and co-products in dairy cattle diets. A second goal of the project is to build awareness and confidence in the corn replacement feed technology by conducting commercial feeding demonstrations and developing feeding programs that are useful to Chinese dairy operations.

The use of corn biomass as part of a Corn Replacement Feed (CRF) formulation could help alleviate China's pressures of corn import demand and further add value to the harvested crop. Specifically, it is looking for ways to better use corn, and other biomass, as a means to improve farmer income.

ADM Prevention of Postharvest Loss

ADM Investigate the postharvest loss of wheat and develop strategies on reducing this loss.

ADM Institute for the Prevention of Postharvest Loss at the University of Illinois funded by ADM with $10 million and China's Research Center for Rural Economy (RCRE) launched a joint program in 2013 on examining the extent of wheat postharvest loss in the storage, transportation, and processing stages in China, as well as developing strategies in loss reduction. Participants included farm households, grain processing companies, and small-scale grain distributors in the major wheat production area in Henan Province.

By reducing postharvest loss, more food can be made available to people in China, and scarce resources, such as land and water, can be protected.

ADM Agricultural Innovation Development Program

To make a real impact on the community by encouraging university students to use innovative ways to improve food security, reduce food shortages, and increase farmer’s income.

ADM will partner with Enactus, a reputable global NGO in education, to launch the ADM Agriculture Innovation Development Program. The objective of this program is to encourage university students to develop solutions for farmers/communities to improve food safety and quality, and to increase farmers’ income. Enactus student teams will conduct research on farmers, making analysis and reports on what and how can be improved on related agricultural production technology, farmer’s working conditions, and/or agricultural products sales. The project was to help China improve its grain administration through sending senior executives and technicians from the Chinese grain industry to the U.S. to participate in high-level workshops with US academia, industries, government as well as NGOs involving in the grain field. Through communication and exchange with US counterparts, Chinese officials gained valuable insight on the administration of modern grain industry, especially with regard to the handling of bulks, which is the priority for the current Chinese government. This project is to help farmers to build scientifically-designed modular granaries to achieve cubic storing of grains and prevent mold growth on the grains, thus to increase grain quality and farmers’ income. Till now, Cargill has donated 400,000 Yuan to 400 householders to build this kind of granaries in Jilin Province. Based on the calculations, the new granaries could decrease grain damage notably to 3% compared to the "ground-piling" method. With these granaries, the farmers can also keep the grain in stock for a much longer time than the traditional“ground-piling” method. Farmer University Beginning in 2014, the ‘Farmer University’ program rolled out aiming at assisting farmers to improve farming productivity and increase profits. The program provides science-based cultivation knowledge, shares domestic and overseas field management practices, and advanced production management knowledge. China’s Infant Formula Makers Visit Idaho Dairies

Elevate interest and confidence in the U.S. dairy industry to supply China’s sharply rising dairy import needs.

In August 2013, the U.S. Dairy Export Council (USDEC) hosted Chinese infant formula manufacturers on a visit to Idaho to tour a dairy farm, two whey protein plants, and two skim milk powder operations. The Chinese delegation also met with Karianne Fallow, Chief Executive Officer of the United Dairymen of Idaho (UDI).  They exchanged information to better meet China's needs for infant formula products and processes from U.S. suppliers.

FAEA Partners with Chinese Agencies on Food Safety

To exchange food safety information, including U.S. and China regulations and standards for raw milk and infant formula, port inspection and quarantine of imported dairy products between all Chinese food safety organizations.The Food and Agricultural Export Alliance (FAEA) partnered with the China Entry-Exit Inspection and Quarantine Association (CIQA) and U.S. dairy and agricultural groups on a Sino-U.S. Food Safety Workshop about Regulation and Standards of Dairy Products in Beijing on March 6th and 7th, 2012.This was the first time that such a workshop has not only involved AQSIQ, who implements the standards, but also MOH and MOA, who set up the standards.

AQSIQ praised the workshop for providing the opportunity to enhance understanding of the differences in food inspection procedure, policy, and implementation between the U.S. and China. AQSIQ plans to continue to work with FAEA to understand U.S. dairy industry

California Polytechnic State University Hosts Chinese Dairy Food Technology Professors

Educate Chinese dairy food processing scientists about U.S. dairy processing technologies.  Over the past 15 years USDEC has helped California Polytechnic State University (Cal Poly) establish relationships with Chinese universities, government institutes, and dairy food companies. In 2012, Cal Poly hosted a sabbatical leave for Associate Professor Xueying Mao, a dairy food technologist from the China Agricultural University. Dr. Mao conducted research on the chemistry of milk protein concentrate. Dr. Phil Tong, Director, Dairy Products Technology Center, Professor of Dairy Science at Cal Poly also presented a seminar for dairy science students at the China Agricultural University.Dr. Mao and Dr. Tong co-authored two research publications about milk powders in the Journal of Dairy Science. He has also devised training programs for them about how to produce alfalfa and other crops on a large scale as forage for dairy cows. The Chinese dairy industry is gaining an understanding of the importance of high-quality feed. On May 26, 2017, Walmart China, IBM, and Jinluo Meat Co. successfully completed a proof of concept (POC) that traced select pork product from Jinluo farms to our distribution center outside of Beijing for a four week period using blockchain technology. By digitizing traceability data on a single platform, we dramatically reduced the time needed to trace the product back to the farm and to facilitate recalls to 10 seconds total. Projects will be judged on criteria that includes necessity, feasibility and both economic and social impact. Selected projects are eligible for both monetary and/or in-kind support from the WFSCC and its partners.
