Context

Coventry City of Culture Trust was set up in 2015 to bid to be UK City of Culture in2021. The Brief

Coventry City of Culture Trust is looking for a lead consultant to support its legacy planning activity. The consultant will support the Chief Executive and the Board of Trustees to consider its current activities and to prioritise those that could be continued beyond 2022, identify new and emerging opportunities, and encourage closer alignment with the objectives of partner organisations.

The Trustees aim to ensure that the work of the Trust has a legacy impact and now also seek to determine the role of the Trust in delivering this in the longer term. This project should enable partners to consider their role in delivery post 2022, supporting them to identify appropriate and sustainable operating models from May 2022.

The successful consultant should have availability to complete the project on schedule, by July 2021 and the capacity and contacts to convene a team of advisors to ensure that the Trust delivers on its long term promises to the City and its citizens.

The Role

To support the work of the Chief Executive in securing approval from the Board of Trustees and all stakeholders for a legacy plan and operating model, by July 2021.

Strategy

To collaborate with colleagues from principle stakeholders including Coventry City Council, West Midlands Combined Authority, Department for Digital, Culture Media & Sport, Arts Council England, universities and education providers and the City and region’s cultural sector and third sector partners to identify opportunities and understand expectations beyond May 2022

To work with Trust colleagues and Board members to swiftly review the current five-year Business Plan and to ensure that the Strategic Objectives remain appropriate

To research and share details of exemplars, from the UK and further afield, which can help inform the Trust’s approach to legacy

To ensure that young people, and the organisations that support them, are prominent throughout the process and that their priorities are considered

To support the Trust and its partners to consider governance models for any legacy operations

To support the Chief Executive and Trustees to consider what role the Trust could play in delivering legacy activity

To consider the economic and political climate and context and provide guidance to the senior team and Trustees

Delivery

To participate in activity related to the City’s Cultural Strategy refresh To identify what support other partners will need to maximise their own legacy

benefits from Coventry’s year as City of Culture To work with partners, including CW10, to ensure that their priorities related to

equality, inclusion and diversity are considered in the plan To work closely with the Trust’s monitoring and evaluation team and colleagues at

the University of Warwick and Coventry University to commission any appropriate research that will support decision making

To work with the Trust team and its partners to identify what activities are most valued and which should be continued, in order to support the delivery of the city’s strategic priorities

To support the Chief Executive to ensure maximum value is gained from the assets developed by the Trust (data, ticketing, brand, digital gallery) beyond 2022

To ensure that a diverse range of stakeholders are represented in this project and that the work of the legacy company, entity or project continues to increase fairness

If appropriate, work with the Chief Executive to devise a sustainable operating model, working closely with funding partners to identify support and create a financial model

Process

We are interested in hearing from a lead consultant who can demonstrate considerable experience in developing dynamic strategic plans, convening project teams, supporting diverse collaborations and devising business models – ideally linked to major cultural, sporting and place-based activities such as the City of Culture.

Trustees have agreed the following milestones:

w/c 21st September 2020: commence recruitment of external consultant 12th October: deadline for applications from consultants 23rd & 24th October: interviews with shortlisted consultants 26th October – 4th December: Consultation, research, review phase 18th December: initial report to be submitted to Chief Executive w/c 11th January 2021: Special Trustee meeting to consider initial report January & February 2021: further consultation and model development work March 2021: Trustees consider new plan w/c 28th June 2021: Final arrangements agreed by Coventry City of Culture Trust May 2022: New arrangements in place

Applicants are invited to respond to the brief above, by submitting a short proposal outlining how they would intend to work with us. The submission should include:

A statement of no more than 1000 words detailing your experience that will enable you to fulfil the brief

A description of the proposed methodology (how you would work with our Team and partners)

Information on previous projects undertaken by the agency or individual which establish credentials for undertaking the work

Confirmation of availability to commence work within one month of being awarded the contract

CVs of the individual team members who will be involved in the contract work (if applicable)

We anticipate inviting up to five consultants to discuss their proposals in more detail with senior Trust colleagues on 22nd and 23rd October 2020.

Evaluation Criteria

Tenders will be evaluated by the Chief Executive, a Trustee, and a representative from Coventry City Council.

Each proposal will be evaluated against the following criteria:

• Understanding of the project brief • Credibility and proven expertise in leading inclusive consultation and planning processes• Effective project management skills as demonstrated by a realistic and viable methodology• Knowledge of our context, our city and region

Coventry City of Culture Trust will seek value for money in the tenders for this project and will judge value not solely on price but on the quality and scope of the proposals being considered.

The Trust reserves the right not to award a contract if it is judged that no viable or appropriate tender has been received.
