Somali regional stateJoint humanitarian/government rapid assessment on flood affected community in Doloado woreda of Liban zone for the victims of flood affected community:

Floods in Doloado town (woreda capital) that causes huge number of displacement.
Introduction;
The southern part of Somali region is normally receiving two rainy seasons in the year which are Deyr and Gu rainy seasons. Doloado woreda of Liban zone is one of the woredas that are Deyr rain receiving woredas among the southern part of the region.
Following with the onset of the Deyr rain that caused flood from Dawa and Ganale rivers in Doloado, the woreda officials has invited all the humanitarian organizations (UN, INGOs) and government line departments to attend flood affected community and response meeting held in the woreda office on 11th October/19 after very strong flood that affected large part of the woreda occurred in 1st week of October/19.
The woreda administration (OIC ) has informed to the participants the negative impact of the floods for the community in Doloado woreda and damages/effect of the flood from both Dawa and Ganale rivers that cause heavy devastation of different crops along the rivers, human displacement and injuries and loss of other assets. Therefore, the woreda has requested from the humanitarian organizations and other government department and after discussion it has been agreed by all participants to conduct rapid assessment for two days ( 12-13 October/19) and come up with conclusion of their findings and prepare/ propose response plan/recommendations in order to assist victims of the floods in those affected kebeles in Doloado woreda, and this report will be shared with the concerning people at higher level for their decision and intervention

Methodology used:
Interview with woreda officials and listen their reports ( woreda DPPD report). Interview with affected kebele chairmen and other elders in the affected areas and site visit during the assessment in both Dawa and Ganale river sites and Doloado town where by the major
problems occurred and devastated in large part of the town (3 kebeles out of the 6 kebeles inn)

Findings of the assessment:
1- The flood causes negative impact of the community in Dolow ado woreda and affected all kinds of the livelihood in terms of accessibility, loss of growing crops, demolishing of house and toilets particularly in Dolow town, loss of livestock particularly shoats and chicken, other assets, on the other hand causing human displacement from their homes to other higher areas or within their locality with other relatives.
2-A total of 9,374 HH in 12kebeles in Doloado woreda has been affected by the flood with huge damage of the livelihood of this community as the magnitude of the flood was so huge and quicker than expect that occurs in mid night while people were sleeping at their homes and were not expecting such huge flood or rains to occur.
3- A total of 3,575HH out of the 9,537 Affected HH has been displaced to higher areas within their locality in respective kebeles of the woreda.
4-A total of 4,006 livestock of all species (3,909 shoats, 107 cattle, 91donkeys and 18 camels) has been washed away during the flood and more than 4200 chicken were swept away.
5-A total of 730Ha of farm land with different growing crops (cash crops, maize, water melon, papaya, vegetables) has been washed away.
6-The flood has demolished 52 house and more than 4866 toilets (latrines) in both Doloado town and outside kebeles as well that can cause outbreak diseases.
7-Other lost assets reported by the key informants include number of water pumps along the rivers, huge number of latrines, schools, health posts home utensils, food at homes belong to the affected communities.
8-The current rains and floods caused inaccessibility of all roads within and outside the woreda that restricted the people’s movement between the kebeles/woredas/zones. This also caused the price of food commodities to increase and some of the kebeles are currently facing short/lack of food. See the below table in details

Challenges:
Lack of access for the affected kebeles/villages to see the real situation on the ground and verified the reported affected figures due to muddy and continouse flooding in the visited areas.
Recommendations;
Urgent response on almost every sector is highly required to assist the most needy population among the affected people in Doloado woreda.
Immediate solutions.
Immediate shelter (NFIs ) for the displaced and those who lost their homes.▪ Supply of drugs to avoid outbreak disease for the affected communities.▪ Food items as most of the farmers or people in the town lost their food at homes as
they have been washed away. ▪ Provision of urgent in-kind full ES/NFIs/mosquito to the identified affect community that
have not been supported ▪ Provision of water collection containers and chemical for water treatment ▪ Livestock Restocking to the displaced Households to recover their livelihood ▪ Construction of latrine and hand washing facilities to improve hygiene and sanitation
services are the key facilities and services to be done by WASH sector.▪ Preposition of emergency drugs and medical supplies especially AWD kits, supplies for
the response to AWD and other communicable diseases in the areas. ▪ Provision of seed and farm tools for the affected farmers to plan their crops again
Long term solutions:
1-To close the water outlets of the rivers ( 4 outlets 2 for each river) where by most of the flood water are coming from each year.
2-To construct drainage along the main road in Doloado town where by the road is blocking water that could not pass through the road as there is no enough culvert or passage on the road..
3-To divert streams in the town toward the river side so that water could not come to the town.
