Details of skilled / semi-skilled persons presently employed by the contractor having sufficient knowledge of similar jobs, copy of latest income tax clearance certificate, details of tools tackles and equipment possessed relevant to the job including Drying Chamber and details of job / jobs executed during last three years along with documentary evidence are required to be submitted along with the offer, otherwise the offer will be liable to be ignored without any reference. 15. The Chief Engineer (Gen), GBPS, UTRAN, reserves right to reject any tender or all tenders without assigning any reasons thereof. 16. The Bidder has to quote the rate of labour part for this work proposal separately & has to clarify the applicable service tax clearly. 17. 1. This includes disconnection of series joints and removing the existing winding coils from the stator slots carefully. The old winding shall not be removed by burning the winding by direct f lames. The new coils shall be prepared from super enameled copper wire of best quality manufactured by ICC/Atlas/Nicco/Devidayal/GTP/Phenolex or equivalent ISI approved make only. The wire size, No. of turns pitch shall be exactly identical to those of original winding. The new coils shall be inserted in to the slots after through cleaning of stator slots.

2. The winding insulating materials impregnated varnish and final finishing varnish (RED GEL) shall be of Class-F.

3. The rewound motor shall be dried out prior to applying impregnated varnish of Class F of Dr.Back & Co. Only.

4. Silver brazing of joints shall be carried out for the series and main connections. 5. The leads of winding shall be brought out to the terminal box adequately insulated

with phase marketing tag. 6. Packers and wedges shall be fiberglass, resin bonded E Class materials only. 7. The damaged bearings will have to be replaced by the contractor. GSECL will

supply the bearings free of cost. The damaged bearings shall be credited to GSECL. In case bearings not available with GSECL the contractor shall purchase from authories stockist only.

8. The contractor shall assemble the motor with through checking of stator, rotor and other accessories of the assembly.

9. List of Insulation materials: A. Polystermide enameled wire for preparing coils. B. Polymide (Nomex) or polyster film impregnated with polystermide resin for slot Insulation, phase insulation, inter- turn insulation and slot top insulation. C.Glass epoxy laminate or pultuded section for slot wedges.

D.Glass braided of polyster film wrapped and glass braided lead wire insulations. E.Glass fiber with POR Varnish slevings. F.Binding overhand by glass fiber cord. G.Impregnating Varnish Almotherm E 50 and thinner 205. H.Finish varnish coating by gelcoat RED and EH.411 Thinner 221. The contractor shall produce the proof of having used above F Class Quality insulation in the rewinding works.

10 Testing and inspection. The contractor shall carry out testing of rewound motor at works as under. a. Phase to phase and to earth IR value with 500 V /1 KV megger. b. Winding resistance phase wise. c. No load current These shall be carried out in presence of GSECL representative. The contractor shall submit test result along with rewound motor. However, GSECL shall carryout necessary test while commissioning at site. Any fault in performance while commissioning shall be binding to the contractor for attending free of cost.

11. Repairing, recagging of rotor of three phase induction motor. Disconnecting and removing both and short circulating rings, removal of complete rotor bars, forming healthy bar slots, restacking of stampings, whatever necessary. Preparing new rotor bars from new electrically grade of sufficient extra thickness so as to held the tips of the bars, inserting the bar tips into the slots on both sides, brazing the bars with rings using the 43% silver brazing rod, skimming machining the same and dynamically balancing the rotor with fan and hub. The cage must be free to allow thermal stresses. Scrap copper to be retained by party and salvage value for the same to be considered while arriving at rates. 12. The motors shall be handed over for repairing / rewinding in box up condition and it

shall be returned back after complete repairing and attending all defects in box up condition only. contractor shall have to collect the motors from power station site Utran and to arrange transportation of the same from power station site Utran to his repair shop and back to power station Utran.Transportation and handling charges will be born by the contractor. Contractor will consult concerned Engineer-in-Charge for this work.

Repairing and rewinding of motors shall be carried out as per scope given in

Annexure –I 2.2.2.2. The winding copper scrap shall be retained by the contractor. 3.3.3.3. Similarly repairs like knurling/ remetalling of bearings housing, shaft remetalling for

bearings inner race, balancing rotor and rotor lamination and such others shall be appraised to GSECL authority prior to carring out such jobs.

4.4.4.4. The motor shall be returned only after having completed attended all such defects GSECL shall pay the repairing charges for the above works as mutually agreeable on producing the bills. 5. 5. 5. 5. In case, any motor of HP/KW other than those covered in schedule-B shall be payable on the proportionate rate of the nearby capacity items rate covered in schedule-B. 6. 6. 6. 6. The quantity mentioned in schedule-B is only provisional and may exceed or decrease the items of schedule-B are for rate approval. 7.7.7.7. The contractor shall carryout winding as and when any items fail and intimation for repairing is given.

8. 8. 8. 8. The GSECL shall not arrange any transportation. Contractor should have to arrange the transportation to collect the failed motor from UGBPS site and repaired / rewound motor returned back to site. 9. 9. 9. 9. The rates, quoted shall be firm throughout the period of contract No extra charges will be paid on account of price variation of materials and labours etc. 10.10.10.10. The time limit is essence of the contract. The time completion per job of rewinding shall be 15 days in normal course. However the contractor shall have to complete the rewinding in shortest possible time in case of emergency exigency. 11. 11. 11. 11. Penalty: If GSECL is in urgent need of the rewound item and the party fails to hand over the rewound item within 15 days, penalty shall be levied at the rate of the ½ % rate of the motor per day of delay beyond 15 days with maximum 10 % of item rate. 12.12.12.12. Above contract period is for 11 months. However this shall be extended for further

three months with no change in rates and other terms and conditions. 13.13.13.13. Guarantee: Guarantee period shall be 12 months from the date of delivery of the rewound of motor at site. If it will fails in the guarantee period the contractor shall repair/rewind free of cost even though your contract is expired. 14.14.14.14. Payment will be made on RA bill basis after submission of bill on completion of work.

And final bill will be recorded on completion of all work. 15.15.15.15. Payment will be made for the actual work executed by the Party. 16. 16. 16. 16. SECURITY DEPOSIT:

The contractor will have to pay Security Deposit 05 % of the Order value. The SD will be released after completion of Guarantee period.

17.17.17.17. Income Tax as applicable will be deducted from the bill. VAT and other govt. taxes born by the party. 18. 18. 18. 18. The penalty will be levied if the Contractor will leave the work incomplete.

The contractor shall return the motor duly painted with asian apcolite grey paint after applying 2 coats of red oxide coating if rusting is there for which no extra charges shall be payable to the contractor. 21. 21. 21. 21. If at any stage the contractor fails to complete the job the same will be got done elsewhere at party’s risk and cost. Additional expenditure + 15 % supervision charges incurred by GSECL will be recovered from his bills. 22. 22. 22. 22. Contractor shall be responsible for the safety of equipment motors coming under this contract. 23. 23. 23. 23. Any modification, alteration as suggested by GSECL shall be carried out the charges for the extra work shall be decided on reasonable base of the actual work involved on mutually agreed basis. 24. 24. 24. 24. The contractor shall submit his bills (In triplicate) department wise alongwith delivery challan and approval test certificate. 25. 25. 25. 25. The contractor shall have to execute an agreement with GSECL on non-judicial stamp paper the cost of which will be bear by the contractor and will have to sign the contract and the work contract tender booklet of GSECL shall be binding to the contractor. 26. 26. 26. 26. The contractor has to furnish Zerox copy of the Licence to Electrical Contractors obtained from GOG. 27.27.27.27. The quantity of schedule-B is prepared for approved rate contract; Quantity of item is approximate and liable to be changed. 28. 28. 28. 28. The contractor shall carry out rewinding and repairing work at his site. 29. 29. 29. 29. GSECL reserves its right to award the contract in part of the offered value to more than one contractor. 30. 30. 30. 30. GSECL reserves its right to terminate this contract at any time without assigning any reason whatsoever by giving a notice period of one month. From the date of notice of the contract, contractor will not be entitled for any compensation/ damage / losses what so ever on account of such termination of the contract. 31.31.31.31. Contractors have their workshop / factory in the radius of 150 KM from the Utran Power Station.

issue of the work order. 2) Income tax as applicable will be deducted from the bill. 3) The contractor will have to enter into an agreement with GSECL for the contract on

Rs.100/- non-judicial stamp, at his own cost. 4) The contractor will also execute an Indemnity Bond of Rs. 100/- on non judicial

stamp paper for the material issued for the above work. 5) The contractor will govern his working personnel with the labour laws and other

prevailing laws in Gujarat State. 6) The contractor will also be responsible for his working personnel for any injuries or

mishap happened to them during the execution of work.

M/s GSECL will not pay any compensation to the contractor or his working personnel in such cases.

7) The work will have to be carried out as and when required, as per the instruction of

Engineer-in-charge. 8) The contractor will be responsible for any damages caused to the property of GSECL

during the execution of work and will repair/ rectify the same or will pay such amount as may be decided by the competent authority.

9) The penalty will be levied, if the contractor will leave the work un-completed. 10) The contractor will also observe all safety measures, for his working personnel’s. 11) VALIDITY OF TENDERS: VALIDITY OF TENDERS: VALIDITY OF TENDERS: VALIDITY OF TENDERS:

All quotations shall be opened for acceptance by GSECL for a period of 120 days from the date of opening of the tenders and the Tenderer shall be bound to do so supply on such acceptance. All quotations submitted against this tender shall be deemed to comply with this condition, unless otherwise agreed to, by M/s GSECL.

12) QUATATIONS:QUATATIONS:QUATATIONS:QUATATIONS: a) The Tenderer must quote his rates per unit specified in the schedule, in figures as

well as in words. b) Any variation in the rates etc, will not be allowed on any ground such as a mistake,

misunderstanding etc, after the tender has been submitted. The Tenderer rate must include in general.

c) Suppliers printed terms & conditions of the contract will not be considered as part of tender, if our standard terms are not acceptable they should specify deviation if any of the tender.

d) Tenderers are prohibited from making any addition or alteration in the description

of articles mentioned in the Schedule.

If they wish to quote for any similar items, they may do so, by adding such items at the end of the Schedule.

e) All tenders must be submitted on this form and must be clearly and legibly filled in

quotation and remarks must be either in ink or typewriting. Tenderers are requested to sign the form of tender and schedule of rates and if not so signed, the tender shall be rejected.

13) Earnest money should be paid by cash or by means of Demand Draft, payable to

GSECL, on any schedule Bank at Surat.

A reference to the tender No. should invariably be given in case earnest money deposit is paid before the due date of the tender and the relevant deposit amount and Receipt No. should be given, in your tender. No interest will be allowed on the above deposit. Earnest money deposit will be liable to forfeit.

a) If the tender which it covers is withdrawn before the tendered receives, formal intimation may be given to GSECL, before decision taken in regard to his tender.

b) If the Tenderer fails to deposit the security deposit as per clause, his tender may

likely to be rejected.

Earnest money will not normally be retained by his office for more than 3 months from the date of opening of the tenders.

Tenders musts be submitted by RPAD to the Chief Engineer, Gujarat State Electricity Corporation Limited, Gas Based Power Station, Utran, in envelops which must be properly sealed by the Tenderer with their office seals and must be superscribed with following:

All tenders received will be punctually opened by an officer of M/s GSECL on the due date and time, if possible.

M/s GSECL does not bind itself to accept the lowest or any tenders neither any reason be assigned for the rejection of any tender or part of a tender. It is also not binding on GSECL, to disclose any analysis reports on tendered samples. The Tenderer on his part bind himself to supply any items or items selected from his officers, in part or whole, at the option of GSECL. M/s GSECL reserve the right to order out quantities in excess or less up to maximum of 50% of the quantities specified in the tender. The quantity specified may be for dispatch to one destination or to several places where the work of GSECL are in operation, or under construction.

M/s GSECL reserves the right to reject any tender which does not confirm to any of the above conditions.

Vendor shall have to give 05% of the order value towards performance guarantee in the form of a Bank guarantee.

All quotations or differences arising our or in connection with the contract if concluded shall be subject to the exclusive jurisdiction of the court within whose jurisdiction the place from which the acceptance of tender issued, is situated.

All the contractors working under Gas Based Power Station, GSECL Utran are required to scrupulously observe following safety rules. They are also responsible for informing and observance of these rules by their employees OR employees of their Sub-Contractor. Prior to commencing the work they will have to submit written assurance on their letter head to the concerned Sectional Head that they have read and will follow these safety rules while execution of work awarded to him and have educated their employees / sub contractor. They will have to indemnify the Corporation for any loss or damage / accident/injury to the Corporation’s property/employee or employees of their own in default of non – observing these rules.

01 Persons to be employed for carrying out the work shall possess required qualification, are fully trained and conversant for works to be done.

02 The contractor shall all the required safety measures prior to commencement of work on dangerous substances, machineries or area at which cautionary notice is displayed and obtain line clear or work permit through the concerned Department / Section prior to commencing the work.

03 Prior to commencing the work in the area where inflammable material is lying, all such inflammable material shall be removed or covered under protective covering. Special care shall be taken before carrying out welding, gas cutting, furnace heating or other hot work job. They should also keep ready fire extinguishing materials like water and sand buckets or appropriate equipment at such place.

04 While carrying out work in confined space or inside vessel, necessary “ confined space / vessel entry permit “ shall be obtained prior to commencing work. For lighting in such area, 24 volt (ISI certified &with guard) hand lamp should be used. For taking care of the persons working within the confined space / vessel, a Supervisor capable of under – taking rescue operation should be present. While working within the gutter or trench, for warning to other entrants / passers by ; caution notice shall be displayed. This can be done by making a temporary fence with a rope or red ribbon. After completion of the works, all the lids shall be fixed in original position and leave the place in safe condition so as to prevent accident to fellow workers.

05 Stair cases, lifts or other passages and gangways shall be kept free by not stacking of any material, spare parts, tools / tackles, equipment etc. such passages are necessary for safe escape in the event of emergency. If it is utmost necessary to carry out work in such area with blocking of passage, prior permission of competent authority or the Engineer – In – Charge shall be obtained. To demarcate the area as unsafe, proper fencing with caution notice shall be displayed and the traffic shall be diverted through other safe passage.

06 While using electrically operated gadgets or power operated equipment/hand tools like welding machine, hand grinder, hand drilling machine etc., they should be ensured for safe operation. Defective or unsafe equipment shall not be used. Power connection for using such equipment shall be obtained only through the concerned Section and should be connected under observation/ guidance of concerned Section. The Electrical Section shall provide temporary electric connection up to contractor’s Mains Board on which mains switch, ELCB and fuses shall be installed. All the equipments shall be property and fully earthed to prevent electrical shock, sparking, short circuit etc. Power cord to be used shall be of single length. Single phase and three phase connection shall use 3 wire and 4 wire cords only. The plugs, receptacles, pin holders etc should be of adequate capacity and safe to use.

07 Use personal protective equipments as per job requirement compulsorily : Following is the list of personal protective equipments for various work / work site :

07 Leg Guards / Industrial Safety Shoes / Gum boots / Leather Shoes / Asbestos shoes.

: For protection of legs & feet.

08 Safety Belt / Safety Rope/Life line : For working at heights or depth, working in vessel or in confined space.

09 Dust Respirator / Scarf : Protection of respiratory system in dust-prone area.

10 Chemical cartridge Respirators : Protection against smoke, chemical fume, vapour etc.

11 Canister Gas mask : Protection against toxic gases. 12 Air supply respirators : Working in oxygen deficient

zone. 08 All the lifting tackles and associated fixtures, such as D-shackles, slings, “U” clamps,

Eye belt shall be checked before use for this safety and pursue that these are certified through competent authority every year and certificate obtained. They shall be fixed properly 7 firmly prior to lifting the weight.

09 While working at height, scaffolding of adequate size and capacity should be used. While climbing on such scaffolding, safety belt and Helmet should be used and chin straps of Helmet be fixed.

10 All the electrical and mechanical equipment viz., welding machine, cutting machine, Grinder, Drill, Chain Pulley Block, Hook, chooks etc. should carry ISI certification mark. The consumables to be used on which expiry date is mentioned shall be used before the expiry date only. Old material shall not be used.

11 Contractor or their employee shall not interfere in other’s activities except their assigned job. They should not loiter and operate other’s machinery and equipment. The contractor shall instruct their employees not to sit or take rest at a place where the plant / system / machinery are working and the area is prone to accident.

12 In case of fire or smoke coming out during the working, efforts should be made for extinguishing the fire and the Fire Station should be informed on Phone No. 4444/5555 & 4344.

13 Poisonous / toxic or inflammable / explosive Gas Bottles viz. Oxygen, Acetylene, LPG, Hydrogen, Ammonia, Chlorine, CO2 etc. shall be handled with special are and trolley should be used for their handling. They shall not be handled by rolling.

14 On completion of the work, cotton waste, spilled oil / grease, places of welding rod and other waste material shall be removed and the area shall be left clean and safe.

15 In case of injury / accident while working, accident report shall be filled and forwarded to the Safety Officer through the Sectional Head. Form No. 21 for this purpose can be obtained from Safety other or the concerned Section.

16 The contractor shall provide standard make ( ISI certified ) personal protective Equipments to their staff. The contractor shall also educate their staff for use of such P.P.E.S. insist, and enforce to use it while at works.

17 The contractor is obliged to follow all the safety regulations and legal provisions. They shall specifically obey to the provisions of Factory’s Act 1948 and Gujarat State Factory’s rules 1963 ( up to latest amendments). They shall also honour the instructions of the competent authority for safety requirements.

18 The above rules shall be scrupulously followed and where required, they may contact the Safety Officer in case of unable to understand. 1) The rules and regulations regarding safety to be observed by all contractors are as per attachment. If it is found that, any of these rules is not observed / the corporation will take strict puncture action against the concerned contractor.

2) Moreover for all labours of the various contractors working in TPS area / premises, wearing of personal protective equipment shall be compulsory and if any labours is found working without P.F same shall be considered as a breach of safety rules and regulations for which the gate pass issued to the concerned labours shall be immediately confiscated and a sum of Rs. 1000/- (Rupees one thousand only.) shall be deducted from the monthly bill of the l contractor. The corporation whatsoever in this regard shall entertain no dispute.

20 The contractor should take care of his persons for prevention of any type of accident and must follow the safety rules. GSECL will not be responsible for any fatal-non fatal accident to contractor’s persons and any legal complication thereafter during work. In case of any accident, during execution of work the compensation payable is to be made by contractor. GSECL will not be held responsible for any accident during work.
