King of Nepal Gyanendra BirBikram Shah Dev on Monday reinstatedthe House of Representatives which wasdissolved on May 22, 2002. This was inthe backdrop of continuing oppositionprotests backed by the International

issued the following statement based onthe proclamation by the King:“Convinced that the source of StateAuthority and Sovereignty of theKingdom of Nepal is inherent in thepeople of Nepal and cognizant of thespirit of the ongoing people’s movementas well as to resolve the on-going violentconflict and other problems facing thecountry according to the road map ofthe agitating Seven Party Alliance, we,through this proclamation, reinstate theHouse of Representatives which wasdissolved on 22 May, 2002 on the adviceof the then Prime Minister in accor-dance with the Constitution of theKingdom of Nepal-1990. We call uponthe Seven Party Alliance to bear the
responsibility of taking the nation onthe path to national unity and prosperi-ty, while ensuring the nation permanentpeace and safeguarding multipartydemocracy. We also summon the sessionof the reinstated House ofRepresentatives at the Sansad Bhawan,Singha Durbar at 1 p.m. on Friday, 28April, 2006.
We are confident that this House willcontribute to the overall welfare ofNepal and the Nepalese people.
We extend our heartfelt condolencesto all those who have lost their lives inthe people’s movement and wish theinjured speedy recovery. We are confi-dent that the nation will forge aheadtowards sustainable peace, progress,full-fledged democracy and nationalunity.”

UNITED NATIONS, April 25, 2006 (AFP) -UN chief Kofi Annan on Tuesday slammed a sui-cide bombing which killed 10 people and wound-ed the army chief in Sri Lanka’s capital andurged the Colombo government and Tamil rebelsto resume Norwegian-mediated peace talks.
“The Secretary General strongly con-demns today’s atrocious suicide bombing at amilitary installation in Colombo that claimed thelives of several army personnel and civilians, andseriously wounded the head of Sri Lanka’s army,Lieutenant General Sarath Fonseka,” hisspokesman, Stephane Dujarric, said.
In a statement, Dujarric said Annan was“disturbed by the rapidly escalating violence onthe island, as seen in a vicious cycle of attacksand retaliations that appears to seriously endan-ger the fragile peace process.”
The UN chief appealed to the Sri Lankan
government and the Liberation Tigers of TamilEelam (LTTE) “to summon the political will toresume their dialogue under the facilitation of theNorwegian Government.”
More than 30 people were also injuredwhen a Tamil Tiger suicide bomber, pretending tobe pregnant, blew herself up inside the highsecurity zone of Colombo’s main military base,Sri Lankan police said.
The attack on Fonseka’s convoy wasanother blow to the Indian Ocean island’s trou-bled peace process and a blood-soaked truce.
Sri Lanka’s military blamed a woman rebelof the LTTE for the suicide bombing, but therewas no immediate reaction from the group.
It was the biggest suicide bombing blamedon the LTTE since they entered into aNorwegian-arranged truce with the Colombo gov-ernment in February 2002.
Sri Lanka Monitoring Mission strong-ly condemning the suicide bomb attackthat took place at the Sri Lanka ArmyHeadquarters in Colombo yesterday (25)resulting in the death and injury of botharmy and civilians said the attack wasaimed at (Army Commander) Lt.GenSarath Fonseka who was rushed to hospi-tal, a press release from the SLMM yes-terday said.
SLMM has still limited information
about the attack and will for the timebeing refrain from drawing immediateconclusions about the possible perpetra-tors. However we remain at the disposalof the Government of Sri Lanka to assistin making the necessary inquiries, therelease said.
The attack is another serious blow tothe Ceasefire Agreement and the PeaceProcess. It is likely to have a very nega-tive effect on the relationship between
the Government of Sri Lanka and theLTTE and could jeopardize the possibili-ty of future talks.
Almost 300 people have died inattacks and violence this year and morethan 150 of them were civilians. There isdesperate need for both parties to resumetalks at all levels if the situation is not toresult in a serious conflict that could goout of control to war the SLMM releasesaid.
