Nine US states and the cap-ital Washington allow same-sex marriage.

Some rights advocates hopethe Supreme Court will gua -rantee gay marriage across theUnited States, while opponentswant to leave the decision tostate lawmakers.

The top court is hearing twocases.

The first concerns the con-stitutionality of California's"Proposition 8," the ballot ini-tiative through which in 2008voters ended right to same-sexmarriage in the nation's mostpopulous state.

Kennedy said there was alack of sociological data tojudge the effect of same-sexmarriage, saying: "We havefive years of information toweigh against 2,000 years ofhistory or more."

But Kennedy also ex-pressed sympathy for an esti-mated 40,000 children livingin California with same-sexcouples, saying: "They wanttheir parents to have full recog-nition and full status."

Justice Samuel Alito, a con-servative, also spoke of a "lackof data" on same-sex marriagesince it was first legalized inThe Netherlands in 2001.

"You want us to step in andrender a decision based on anassessment of the effects ofthis institution which is newerthan cellphones or the Inter-net?" he said.

WASHINGTON (AFP) - TheUS Supreme Court trod cau-tiously yesterday as it consi -dered gay marriage, withjustices appearing hesitant todeliver a sweeping historicverdict on the emotionallycharged issue.

On a day long-awaited byboth sides of the debate, thou-sands of gay rights advocateswaving US and rainbow flagsdescended on the Court, out-numbering a rally of religiousactivists opposed to same-sexmarriage.

The Supreme Court willtake months to issue a rulingbut several justices indicatedthat they would be in no hurryto make a verdict that couldextend the right to same-sexmarriage to the entire country.

Justice Anthony Kennedy, whose remarks are closelywatched as he is often theswing vote on the nine-mem-ber bench, voiced reluctancefor the Court to step into "un-

he continued. "For example:the developments in theCaribbean and Latin Americanregion, especially when itcomes to the oil industry andrefineries, the global move-ment towards green energiesand ecologically-friendly alter-natives; the advances in tech-nology and the world political, social and economic realities, just to mention a few."

"The ability to take respon-sibility for our own destiny asa country, is critical, as we un-fold this new reality of nothaving a refinery. What are theoptions? What are the advan-tages of these disadvantages? When should this paradigmshift happen? How are wegoing to develop a new reality?Who needs to be involved increating this vision, and, sub-sequently, executing it? Whowill need to perform the strate-gic alliances to make this par-adigm happen?"

"In the past years there havebeen enough discussions, abundle of studies and recom-mendations made by expertsand various opportunities andstrategies explored. However, the bottom line is, that we, as acommunity, need to be in-formed of the realities, the im-plications, the consequences, the opportunities and thethreats. We need to be allowedto have a continuous, open di-alog, evaluate the various op-tions...and most important ofall, it is time to take our destinyin our hands."

The five panelists then pre-sented their theoretical andpractical ideas for the eco-nomic future of Aruba and SanNicolas, which, for lack ofspace, will be presented in de-tail in subsequent articles.

He poin ted out that despitewhat the oil business hasmeant to Aruba, and the re-opening of the refi nery in 1991after being closed and the de-parture of Exxon, the sur-rounding community has neverbeen able to recover to thelevel of prosperity it enjoyedprior to its closing in 1985.

The return of commerceand jobs to San Nicolas issomething the KvK feelswould be of great benefit toAruba. Mr. Maduro noted thatthe strong showing at yester-day's conference was indica-tive of the general interest andconcern to see this happenamong the community.

"All the faces I see heretoday is an acknowledgementthat we are all responsible forthe future of this country," hecommented. "We are lookingforward, recognizing that thefuture of this island is not theexclusive right or obligation ofthe government. We are loo -king forward, and I thank youfor that. The contributionsmade by the invited speakersmay not cover all aspects ofthe issue... here is where youas the audience come in, andwe invite any of you come for-ward to contribute to the de-bate."

Moderator Ryan Maduro, aDean of Students at Aruba'sEducativo Professional Inter-medio, EPI, the island's higherlevel technical and businessschool, remarked that since ayear after Valero stopped allrefining operations, the ques-tion that we are all asking is"Now What?"

"There are many factorsthat we as a community needtake into account as we try tounderstand the scope of the im-pact of not having a refinery,"

REYKJAVIK (AFP) - Icelandon Tuesday reported unusualseismic activity at MountHekla, one of its most activevolcanos, and raised its alertlevel but said no eruption wasimminent.

The Icelandic Met Officesaid it had raised its aviationwarning level a notch Tuesdayfor the first time in two years

following "elevated unrestabove a known backgroundlevel during the last weeks."

The office told AFP therewas no smoke rising from themountain, but dark cloudsseen from the ground couldlead people to think there hadbeen an eruption.

The alert level for the avia-tion industry was raised from"green" to "yellow", which itdescribed as a precautionarymeasure due to the volcano's"increased earthquake activ-ity."

Emergency services said ina separate statement that theyhad declared "an uncertaintyphase", the lowest level ofwarning issued for events"that may threaten publichealth and safety, or that anenvironment or inhabited areamay be threatened."

The eruption of Iceland'sEyjafjoell volcano in April2010 stranded more than eightmillion travellers as volcanicash spread across Europe.

"The Europeans, the Eu-rogroup, the Germans... theywant to take all our moneyfrom us," schoolgirl EvanIeridou, 17 said at the stu-dent protest.

Finance Minister MichalisSarris meanwhile warnedthat the "haircut" that will beimposed on large deposits atthe Bank of Cyprus could be

greater than expected at 40percent.

The financial controlsshould be lifted in "a matter ofweeks", Sarris said.

The agreement struck earlyMonday will also see secondlargest lender Laiki wound up,with the parts of it that are sal-vaged being merged into Bankof Cyprus, dealing a majorblow to jobs and the availabil-ity of credit to consumers andsmall businesses.

Fitch ratings agency down-graded the two banks to de-fault category and placed theisland's third biggest lender,Hellenic Bank, on negativewatch.

The Cyprus bailout hasstirred up fears among otherstruggling economies follow-ing Dijsselbloem's commentsand stocks in Greece andSpain, two other indebted eu-rozone economies, both fellsharply on Tuesday.

Greek Finance MinisterYannis Stournaras insisted onTuesday that the Cyprus dealonly applied to the islandcountry.

Many on the island feel thatthey have been made a scape-goat with the unprecedenteddemand by eurozone creditorsfor bank depositors to pay somuch of the cost of the bailout.

Wealthy eurozone govern-ments like Germany had re-fused to bail out Cyprus unlessit agreed to put an end to whatthey regarded as a "casino" fi-nancial sector dependent onhot money from countries likeRussia.

HELSINKI (AFP) - Finlandcalled Tuesday for eurozonetaxpayers to be spared frombailing out troubled banks inthe future, insisting that share-holders and investors ought tofoot the bill instead.

"Everywhere in Europe weshould be moving towards anormal market economy, where owners and investorssuffer losses in the event of abank failure," Finnish PrimeMinister Jyrki Katainen saidduring a speech about Europein Helsinki.

He said he hoped a Euro-pean banking union in theprocess of being created wouldhave that as a founding princi-ple, otherwise "we will remainin the current situation wherethe taxpayer pays for bankcrises," he told reporters afterhis speech.

Plans for the banking unioninclude provisions for a 'bail-in' mechanism under whichshareholders, then creditorsand if needed large depositorswould pay for winding upfailed banks.

Details on the operation ofthe first stage of the bankingunion, a single supervisor, aredue to be resolved this year butagreements about windingdown banks and shoring up de-posit insurance may take years.

Following his speech, mem-bers of the prime minister's en-tourage seemed however towant to tone down his re-marks, telling AFP that Fin-land considered the Cyprusrescue package a "unique"case and not a model to be fol-lowed from now on.

They also recalled theFinnish government's positionthat small savers -- those withdeposits of less than 100,000euros -- must have their sav-ings protected.

Under the Cyprus bailoutagreed in Brussels on Monday, deposits up to 100,000 euros($130,000) are insured and notsubject to any tax, while Pop-ular Bank -- Laiki in Greek --will be wound down and de-positors with more than100,000 euros will face biglosses.

In Finland, the only euro-zone country to still enjoy atop "triple A" rating from allthree main international creditratings agencies, taxpayershave grown increasingly hos-tile to the idea of taking part inrescues in other countries.

A recent opinion poll com-missioned by Finnish publicbroadcaster YLE showed thathalf of Finns no longer want tofinance rescue packagesabroad even if it means the dis-solution of the eurozone.

NICOSIA (AFP) - Cypruswarned that "superhuman" ef-forts were needed to reopen itsbanks by Thursday as protestsand uncertainty about the is-land's top lender showed thatits huge bailout had not endedits troubles.

The comment by centralbank governor Panicos Deme-triades on Tuesday came ashundreds of angry bank work-ers demonstrated outside hisoffice and thousands of stu-dents rallied against the termsof the EU-IMF rescue pack-age.

Banks were shut for an 11thday, leaving homes and busi-nesses on the Mediterraneanisland short of cash -- andthere were growing doubtsabout whether the banks wouldbe ready in time for the prom-ised deadline of Thursday.

Demetriades said the delayin reopening them was to fullyinstall capital controls thatwould prevent depositors fromdraining their accounts, and

the need to strengthen Bank ofCyprus, the number onelender.

President Nicos Anastasi-ades secured the 10-billion-euro ($13-billion) bailout inBrussels early Monday, justhours before Cyprus facedbankruptcy and a possible exitfrom the euro.

Most European stocks andthe euro rallied on Tuesdayafter a sharp fall the previousday when remarks by Eu-rogroup chief Jeroen Dijssel-bloem led markets to speculatethat the bailout was a modelfor other struggling members.

But the deal has not endedthe woes of Cypriots who fearfor their jobs and a future dark-ened by austerity.

The sense of uncertaintydeepened Tuesday when Bankof Cyprus chairman AndreasArtemis suddenly tendered hisresignation due to concernsabout the impact of the bailout, although the board of directorslater rejected it.

Hundreds of staff at thebank also flooded into itsheadquarters in Nicosia after itwas announced that an admin-istrator had been appointed tooversee its restructuring underthe bailout, leading to them tofear for their jobs.

Chief executive YiannisKypri addressed them in a bidto reassure them about theirjobs -- but they then marchedon to the central bank buildingto call for the resignation ofgovernor Demetriades.
