Thank you for attending our second Public Open House for the renewal of John Oliver Secondary SchoolThe Vancouver School Board (VSB) is undertaking public consultation for the renewal of John Oliver Secondary and is seeking your input and feedback. Thank you to those who attended our first open house held in February and provided comments.

What is a Seismic Project?
John Oliver Secondary is one of the schools that the VSB will be renewing. We are taking steps to ensure our older schools have improved earthquake safety.
John Oliver Secondary is one of the Vancouver schools included in the Provincial Seismic Mitigation Program. Ensuring the safety of our students, staff and everyone who comes into our schools is paramount. Seismic projects make buildings safer in the event of an earthquake.
Each seismic project will be slightly different since each school building brings with it its own challenges. Sometimes a seismic project also presents an opportunity to revitalize a school building to provide the best possible education environment for our students.
The Vancouver School Board is considering the school site and the potential it has to offer. Each school and its surrounding site area have unique challenges and opportunities. Fulfilling the potential of each school requires an innovative approach to its seismic project that fully considers all the opportunities each property has to offer.
Some development on the current school property may be a possibility in conjunction with a renewed school building.

Where are we in the process?
Initial VSB Project Team Meetings Vancouver School Board staff held initial meetings to discuss the John Oliver Secondary School site and options for the renewal of the school.

The first Open House provided information on the seismic planning process, and asked for your input on the school site’s opportunities.
VSB continued to engage school staff, students, parents and neighbourhood groups.
School Community & Neighbourhood Meetings
Project Team AnalysisThe second Open
House shares a summary of the feedback collected to date, seismic project concepts, and next steps. Feedback will again be reported to the VSB project team.
Following the second Open House, feedback will be used as:• specific seismic concepts (e.g. upgraded or replacement school building) are analyzed and costed; and• the impact of any other potential uses of the school site is examined.

As part of our ongoing consultation process we asked some of the
Open House attendees to join staff and parents at a focus group
event to discuss the project in more detail

Confirmation of the academic plan and educational vision for a
new school.
FOCUS GROUP
The event consisted of presentations and small group working sessions.
Information provided to attendees included an overview of the process,
details about the school’s educational vision and an update on the design
for a new school. The event was attended by 4 staff members, 6 parents
and 14 neighbours.
Urban Design
A building that will be the home for a 21st Century education.
Traffic and Parking
Essential components of a new Junior School Master Plan that is
sensitive to the community over the short-term and long-term.
Landscaping
An important part of the learning environment and an interface to
the neighbourhood.

The focus group discussed the following topics related to the
Master Plan. It was determined that traffic and parking will
require additional input by the community and consideration by
the School.

A History
John Oliver Secondary has grown and evolved over time, along with the diverse South Vancouver community.

John Oliver Secondary is located in the multi-ethnic community of South Hill. From the first settlers that moved to the area for the rich farmland along the Fraser River starting in the mid 1900s to the growth of the Indo-Canadian community, South Hill has been attractive to many groups through the decades.
South Vancouver High School is established in 1912 due to the growth in the local school population.
In the 1920's many Van- couver communities grow due to increase in trade and industry.
In 1921, the school moves to its present site and is named after the Honourable John Oliver, then Premier of the Province. It consists of twelve classrooms and an auditorium.
Two years later in 1923 a four-room addition is added.
The school expands once more by adding eight classrooms in a second unit in 1926.
In 1929, the District of South Vancouver amalgamates with Vancouver.
Over recent decades residents of Chinese and Indian heritage have increasingly moved to Sunset and the community reflects this multi-cultural make-up.
Punjabi has now become the most commonly spoken first language in Sunset, with 26% of the population (2006 Census). Chinese, at 21% of the population is third after English at 24%. Vietnamese and Tagalog are also commonly spoken as first languages in Sunset.

The post-war years bring to Vancouver new immigrants, many of them settling in South Vancouver.
Two new buildings are built between 1950 and 1954.
Guiding PrinciplesThe Vancouver School Board Project Team has developed principles that will guide the renewal of John Oliver Secondary.
• Create a seismically safe school to protect the well being of its occupants
• Site the school to make a sensitive connection to its neighbourhood
• Minimize traffic impact on neighbours
• Minimize connection to the cemetery
• Contribute to the revitalization and renewal of the surrounding community by creating actual and programmatic connections
• Recognize and celebrate the long rich history of the school, preserving heritage elements where possible
• Continue to accommodate a pre-school for connection to the community
• Promote digital immersion programs within a humanizing environment
• Create opportunities for student apprenticeships and internships
• Support partnerships and cooperative education
• Create small learning communities
• Create flexible and adaptable spaces to allow for multiple learning and teaching styles now and in the future
• Promote a strong connection between inside and the outdoors
• Promote professional collaboration by providing space for educators to share knowledge and practice with each other and other professionals, with sight lines to classroom areas
• Create a safe and healthy environment to work and learn that will incorporate sustainable design strategies

Open House #1 Feedback Summary
Thank you to those who attended our first Open House and shared their thoughts with us.
In February 2014, Vancouver School Board staff hosted a public open house to discuss the renewal of John Oliver Secondary.
The purpose of the Open House was to introduce the project team, provide information about the seismic project, discuss opportunities for the school property, and collect your ideas and feedback.
What we heard:
• A holistic approach that considers the school and what it currently offers, what students need, and the community
• Positive responses to the multi-use school site concept
• Focus on community uses integrated with the school
• Keep or add a new auditorium that could be used by the school and community groups
• Questions about the historic buildings on the property
School Community & Neighbourhood Feedback
John Oliver Secondary is a historic landmark and the opportunities associated with the school’s renewal are important to the school community and people in the neighbourhood.
• John Oliver Secondary is an important institution of South Vancouver
• The neighbourhood is invested in the future of John Oliver; ensure that the community is aware of the open houses
• All options to make John Oliver into the best possible school should be explored
• Consider options that allow for the retention of the auditorium
• Consider future uses for the Barn building
• Consider the addition of a programmable community space on the property to allow uses by community groups
• Renew the school to allow for future densification in the area
• Consider adding gardening areas to the commercially zoned area on the property
• Provide more detail about the allowable height on the commercially zoned area
What we heard:

The Vancouver School Board is considering the concept of a multi-use school site to renew the school and to serve the whole community.
What is a multi-use school site?A multi-use school site creates a partnership between the school and other user(s), encouraging shared spaces and/or facilities. School spaces that traditionally have weekday daytime users can be utilized more frequently. Infrastructure to serve the school therefore becomes a shared asset that serves more than just the school.
Site Zoning
Part of the site along Fraser Street is already zoned for commercial uses.
Any opportunities for community or other uses would likely be best located along this major retail street.
