The Highway 97 – Peachland Transportation Study is examining: • Current conditions for the Highway 97 corridor through Peachland• Future needs for transportation through Peachland• Solutions that can be implemented to help meet future needs

Looking to the Future - Population
Peachland’s population growth has not kept pace with the Regional District of Central Okanagan or BC. With a current population of approximately 5,200, Peachland has a theoretical build-out potential of 27,000 or more. However, past trends suggest a population of 7,700 by 2040. For the purposes of this study, the options to be developed will be based on a 2040 population of 7,700 with sensitivity analysis considering a range of up to 13,000.

Public Input
Public input has been gathered through a public open house in June 2016, feedback forms, emails and letters from the public. The study team also meets with:• The District of Peachland • Local First Nations• Peachland Council• Technical Advisory Group • Community Liaison Committee
The Importance of Public and Stakeholder Input
Public and stakeholder input is critical to understanding the opportunities, issues, and concerns of the Peachland community. The study team has benefited from meetings with Peachland Council, a Community Liaison Committee reflecting a cross section of interests, and a Technical Advisory Group. This input will help the Ministry make informed decisions about how to best meet transportation needs now and in the future.

Public Input – Considerations
The public has identified several considerations for the project team to keep in mind. These include:
Safety Concerns:• Reducing the speed of
vehicles travelling through the community
• Mitigating the risk of accidents at intersections
• Providing space for pedestrians and cyclists
• Providing options that allow people of all ages and abilities to travel safely
• Considering the need for emergency routes
Community Impacts:• The community’s small
town atmosphere • Property values • Private property ownership
(e.g. land acquisition)• The vibrancy of local
business and tourism• The quality of life in the
community (e.g. additional noise and pollution, additional traffic etc.)

Alternate Route Options
Option One Characteristics:• Takes advantage of the valley west of McCall Lakes• Furthest from populated areas and generally not visible• Maximum 6% grade for most of the route• Intersects Highway 97C approximately 8.5 km west of the Highway 97/97C junction
Option Two Characteristics:• Follows a route over Pincushion Mountain, to the west of the peak• Longest and highest of the options, with significant cuts at the top required• At maximum 6% grade for approximately the same distance as Option 1; remainder is relatively flat• Intersects Highway 97C at the same point as Option 1
Option Three Characteristics:• Follows approximately the same route as developed by the Highway 97 Task Force• Stays well above most populated areas along the west and north sides of Pincushion Mountain• At maximum 6% grade for approximately half the length• Intersects Highway 97C at approximately Trepanier Road, 6 km west of the Highway 97/97C junction
Option 4 Characteristics:• Follows the base of Pincushion Mountain• Comes within 100m of existing development at the top of Ponderosa Drive• Northern portion is generally flat, with a maximum 6% grade at the south end• Intersects Highway 97C at approximately Trepanier Road
Option 5 Characteristics:• Most of the alignment is the same as Option 4, except the southern 4 km, which follows a shorter, more direct route• The southern portion passes through areas of existing development, particularly as it crosses Princeton Avenue below

The alternate route options have been reviewed with the Technical Advisory Group and the Community Liaison Committee and these groups have brought to our attention a number of potential considerations for further investigation, as marked verbatim on this map.

Existing Route Segments
The existing route of approximately 12 kilometres is broken down into five segments. This division is based on the way the highway and intersections interact with each other, and how local traffic accesses Highway 97.
Existing route options can be developed progressively as new needs emerge over time, and include: • Short-term improvements
to address problems that currently exist.
• Long- term improvements to address problems that will emerge over the next 25 years or so, and beyond.

The Ministry of Transportation and Infrastructure uses standard accounts and project-specific metrics when evaluating different options. Local governments, First Nations, stakeholders and the public help identify key impacts and trade-offs that are incorporated into the MAE process.

Next Steps
The options for the Highway 97 corridor in Peachland will now be evaluated from a number of perspectives to better understand how the options within each scenario compare to each other. When complete, the evaluation is meant to provide a balanced assessment of the options that takes into account all of the important variables, including public input.
Once the evaluation is complete, the study team will present a preferred existing route option and a preferred alternate route option to the public for input and discussion.
