Mr. John (Jack) Dugan is commended for over thirty years of outstanding commitment and leader-ship to the sustainment capability of the United States military and the industrial base that generates that capability. His contributions have had a lasting impact on defense industrial capability that Sol-diers and Marines rely upon while protecting our country as they engage in the prosecution of the Global War on Terrorism..
Mr. Dugan’s experience and leadership in production management and logistics provided the back-ground essential for him to successfully posture the Tank Automotive and Armaments Life Cycle Management Command for the challenge of supporting our military in the 21st Century. His respon-sibilities ranged from industrial readiness to retail and wholesale logistics management, and included everything from individual soldier equipment to tactical wheeled vehicles, combat systems and other military force projection and protection equipment. His leadership was essential to establishing a positive environment for the transition to a Life Cycle Management Command and the synchro-nization of program management efforts with logistics efforts during a period of unprecedented growth and change. He was instrumental in preparing the command for agile responses to urgent needs for equipment, implementation of system modifications, sustainment requirements, and the cyclic refresh of systems in accordance with the demands of the Army Force Generation Model. His commitment to the industrial base resulted in the successful establishment of effective public-pri-vate partnerships between the Army’s depot structure and the commercial defense industrial base.
Mr. Dugan has been a strong advocate of NDIA, serving as a speaker and attendee at many of its symposiums and conferences.
Mr. Dugan’s contributions will be felt well into the 21st Century. The Association is proud to honor him with its Silver Medal for his undying commitment and support to the defense industrial base and the sustainment of the equipment used by our military.
