HOW TO STAGE A QUALIFYING COMPETITIONThis is only a guide for you to stage the competition. The full competition rules can be viewed online at telegraph.co.uk/juniorgolf and must be read carefully, as any breach of the rules could result in disqualification.

GROSS COMPETITION This is a non-handicapped stroke play competition. Each club may hold one open qualifier and one closed qualifier (if applicable), which must be a medal qualifying round over 18 holes. Played from the men’s medal tees for the boys and ladies’ medal tees for the girls. The winner will be the player with the lowest gross score. If two rounds are held, the first 18 holes will be taken as our qualifier. Your winner will go directly on to the national leaderboard. There are no further rounds. Entrants must have been aged under 18 at midnight on 1 January 2019.

NET COMPETITION This is a handicapped stroke play competition. Each club may hold one open qualifier and one closed qualifier (if applicable), which must be an 18-hole medal qualifying round over a measured course with the capability to calculate a CSS. The winner will be the player with the lowest net score. If two rounds are held, the first 18 holes will be taken as our qualifier. Your winner will go directly on to the national leaderboard. There are no further rounds.. Entrants must have been aged under 18 at midnight on 1 January 2019.

GROSS AND NET COMPETITIONS1. A qualifier can be open to non-members (preferable) or closed (members only) and may run in conjunction with another qualifying medal competition. Only permanent UK and ROI residents may enter. 2. You may hold your competition any time between now and our closing date of 16 September 2019. Results of competitions held after this date will not be eligible for the final. All results must be received by 12noon on 18 September 2018. 3. THE HANDICAP LIMITS ARE 28 OR LESS FOR BOYS AND 36 OR LESS FOR GIRLS. 4. If the competition is over 36 holes, the first 18 holes will be taken as our qualifier and your winner will go directly on to our national leaderboard. There are no further rounds. 5. BOYS Five boys with a handicap of 28 or lower are required to enable a qualifier to go ahead. For the minimum field of five boys the computer printout of results must be sent along with the completed proforma, and the winning original scorecard duly signed and with the CSS for the day written on it.6 GIRLS A girls’ competition requires a minimum of two girls with a handicap of 36 or less. Where there is only one girl wishing to enter, she may play alongside the boys using the ladies’ medal tees (gross competition) or using the tees on the measured course (net competition). Her scorecard must be marked by a boy either aged 15 or over or with a handicap of 12 or less. In this latter instance and where a girls’ competition has less than five entries, the score will be determined against the SSS of the ladies’ course and not the CSS.7. When results are returned, the original scorecard must be submitted and duly verified and signed by the club captain or club secretary and junior organiser. If this is not done, the result will be returned. 8. The CSS for the day for both boys’ and girls’ competitions must be

calculated and written clearly on the original scorecard or the result will be invalid. 9. If you have an exceptional result, please call the hotline (number below) to check that we have received it (recorded delivery advised). 10. You must return your result to us regardless of where your winner(s) might appear on the leaderboard. 11. Publicise your competition by displaying the championship pack/poster at your club. Remember to inform your local media. 12. Please contact us for your free publicity pack including templates for social media posts, press releases, logos, images and helpful hints for you to gain as much publicity for your qualifying event as possible. SAFEGUARDING CHILDREN IN GOLF GUIDELINES

THE FINAL – GROSS COMPETITION1. The 2019 final will be a 54-hole stroke play competition.2. NEW Twelve boys will play in the boys’ final, to be contested at Quinta do Lago Resort on 13, 14, 15 November 2019.3. Twelve girls will play in the girls’ final, to be contested at Quinta do Lago on 13, 14, 15 November 2019.4. The 2018 boys’ champion is age-eligible, so will have the opportunity to attend the final in 2019.5. The committee will select one boy and one girl to qualify for the final via a sponsor’s invitation, subject to the eligibility criteria. This decision is made by the appointed committee and its decision is final. 6. The committee will select one boy OR one girl to qualify for the final via a

venue invitation, subject to eligibility criteria. This decision is made by the appointed committee and their decision will be final. Should this invitation not be allocated, the finalist will be selected from the next qualifying position on the national leaderboard.

7. The remaining 9/10 boys’ finalists will be selected from the national leaderboard, which is compiled from the best gross scores against competition standard scratch of all the qualifying winners.8. The remaining 10/11 girls’ finalists will be selected from the national leaderboard, which is compiled from the best gross scores against competition standard scratch of all the qualifying winners.9. In the event of a tie in the scores of club competition winners, qualification for the final will be decided by countback over the last nine, six and three holes, in that order. The second nine holes on the qualifying competition card will be used in any countback situation. If still tied, the front nine scores should then be counted by the same method.10. At the final, the champions (boy and girl) will be the competitors with the lowest gross totals over 54 holes. In the case of a tie, there will be a sudden death play-off, playing a selected hole repeatedly.

11. All competitions will be played under the Rules of Golf as approved by the Royal and Ancient Golf Club of St Andrews, except as modified by local rules.12. All play will be with golf balls and clubs in the current list of conforming equipment issued by the Royal and Ancient Golf Club of St Andrews.

THE FINAL – NET COMPETITION13. NEW Two boys and two girls will win the net prize in 2019.14. The two boys’ finalists will be selected from the national leaderboard, which is compiled from the best net scores against competition standard scratch of all the qualifying winners.15. The two girls’ finalists will be selected from the national leaderboard, which is compiled from the best net scores against competition standard scratch of all the qualifying winners.16. The two boys’ and two girls’ net winners (along with a chaperone each) will attend the final at Quinta do Lago on 14, 15, 16 November 2018.17. The two boys’ and two girls’ net winners will not compete during their time at the final. They will be the overall net winners and the trip to the final will be their prize. 18. Any matter not specifically outlined in these rules will be determined by the competition organisers, Brookes Sport, whose decision is final. The Telegraph Justin Rose Junior Golf Championship is committed to following best-practice guidelines for safeguarding children in golf, as set out by the Children in Golf Strategy Group.

Golf clubs and junior organisers will already be familiar with these guidelines and should have policies and procedures in place, specific to each club, to allow children to play golf and participate in club activities in a safe environment.

When staging a qualifying event for this Championship, we respectfully request that organisers take into consideration the safety and welfare of juniors taking part, especially in the case of open competitions when visiting juniors and their parents may not be familiar with the course, club environment and the club’s child-protection policies and procedures.

In particular, organisers should ensure appropriate policies and procedures are in place for the following:

• Recruiting staff, volunteers and members to work on the event, with appropriate background checks having been made on them. They will also undergo the appropriate safeguarding training.

• Supervising and protecting children during the event and making parents aware of the measures in place.

• Providing a code of conduct for players, staff and parents, which clearly outlines what is expected of them.

• Completion of appropriate player profiles/consent forms giving permission for the child to take part in the competition and giving emergency contact details for parents/guardians.
