March 6, 2010To whom it may concern,

Once again we are submitting a complaint regarding the Democratic Registrar of Voters from the City ofWest Haven, Michelle Hufcut.A Democratic Town Committee Primary was held on March 2, 2010. On the days preceeding the PrimaryMs. Hufcut did not f O I l O ~ t . Gen Statutes as required.'\)'i:-. " In total there were 5 e ~ e i r J h t candidates involved in the Primary and the districts are as follows:District 1-City Hall 12 candidates (6 from row A and 6 from rowB)District 2-Surfside Senior Housing (6 from A and 6 from B)District 3- Washington School (6 from A and 6 from B)District 5- John Prete SeniorHousing' from A and 3 from B)District 8- Mackri lle School (6 from A and 6 from B)District 9- Seth Haley School (6 from A and 6 from B)District 10- Pagels School (6 from A and 6 from B)The complaint is as follows:1. No candidate from the Picard Slate received any type of notification of the date, t ime or place of thepre-testing or certification of the voting tabulators to be used in the March 2, 2010 primary.In fact on the advice of Leslie Mara, Deputy Secretary of the State a letter requesting the informationpertaining to the certification was asked for under FOI.We asked to review all tapes, seal numbers, etc. concerning the certification on Monday March 1, 2010.Ms Hufcut informed us that she would not give us the information we were looking for until the day afterthe election. She was at that point asked to sign a copy of the request we presented stating that. She didsign saying she would have that information available on March 3, 2010Please see EXHIBIT A (STATE STATUTE 9-244) After a phone call to the City Clerk from Leslie MaraSOS office we were allowed to view the information however the clerk did not have the District 5envelope so it was never viewed. This took place approximately 2 p.m. the day before the Primary.2. According to information received after the certification of the voting tabulators it is clear that thecertification was done on February 23,2010. General Statute 9-242 A5 states that the certification couldnot be done later than the tenth day before an election or Primary. This testing was done only seven daysprior. See EXHIBIT C3.Letters sent to candidates informing them that they are entitled to submit pollworkers (official checkers,ballot tenders, etc.) were not mailed until February 17, 2010, delivered on either the 18th or 19th ofFebruary with a deadline of February 19, 2010. See EXHIBIT D&E4. Unofficial Checkers for Slate A (with the exception of District 5 was supported by both Michelle Hufcutand Head Moderator Robert Symmes openly with Row A signs on their property) were given fade sheetsto use at the polls with a run date of March 2, 2010 while unofficial checkers for Row B and District 5 ofRow A were provided lists the day before the Primary and the run date on them were February 23, 2010.No supplemental list was given.5. Unequal representation of poll workers in the polling places. List of workers not provided to Row Band

Row A District 5 until the day after the election. At that t ime we were made aware we had only one offic ialchecker total. In some polling places we had no representation at all. (District 1 and District 5)6.Picard slate of candidates were never informed of the balloting in the Nursing Homes and had norepresentative to observe. Also their was not a representative of Row B slate when the absentee ballotchecking was done the day before the Primary. Names were crossed as having voted absentee. Wenever had the chance to see who was crossed from that list prior to the Primary.Due to the above circumstances we believe that the integrity of the voting procedure has been violated.The above violations are recurring as the same complaint was lodged against Ms. Hufcut in September of2009.I am requesting that this complaint be left open so that further information and evidence will be able to beadded.Thank you for your cooperation in t his matter.
