Letter from the chairman There is no lack of interest in cricket: we have more clubs than ever joining our youth cricket association for the season 2009. All are welcome and we now have in place our own web site and web site manager which I hope will provide us with up-to-date reports, league tables and cup results. May I ask everyone to show patience and not to expect too much too soon from our new development which, I am sure, will benefit us greatly in the long term. A close examination of our 2009 handbook will reveal quite a number of changes, not least a new constitution which embodies standards set by the ECB and guidelines for team managers. I welcome these improvements and ask everyone involved in youth cricket to pay particular attention to the detail. May I wish all clubs an enjoyable and successful 2009 season.

CONSTITUTION

The organisation shall be called WEST MIDLANDS YOUTH CRICKET ASSOCIATION (WMYCA). The aim of the association is to:-

(a) promote, develop and organise the playing of youth cricket for member clubs, (b) co-operate with the respective County Cricket Boards, cricket clubs and other outside bodies to

ensure standards of cricket are upheld and improved. (c) work with outside bodies to support all children and young persons to develop to be the best

cricketer he or she can be. Membership of the association shall be in one of the following:

1. A leisure cricket club recognised and affiliated to its respective County Cricket Board. 2. A community association, a leisure organisation through affiliation to a club in 1 above..

Cricket in the Association shall be organised in five sections by the age of players; Under 10, Under 11, Under 13, Under 15 and Under18. THE LAWS OF CRICKET shall apply and the game owes much of its unique appeal to the fact that it is played not only within its LAWS but also within the SPIRIT OF THE GAME. At Under 10, Under 11, Under 13 and Under 15 levels the team managers are responsible at all times for ensuring the game is conducted within the SPIRIT OF THE GAME as well as within the LAWS. At Under 18 the CAPTAIN is responsible for his team`s conduct. The WMYCA is required by the England and Wales Cricket Board to have in place a policy which safeguards all young persons under 18 years of age. We have a WELFARE OFFICER whose name, address and telephone numbers are printed in the handbook and his role is described below. Our policy is that every child or young person under 18 years of age who plays or participates in cricket will be able to do so in an enjoyable and safe environment and be protected from abuse. All officers of the association and club officials have a responsibility to work with the welfare officer on the implementation of this policy.

We are responsible to safeguard the welfare of all children and young persons within the association by protecting them from physical , sexual and emotional harm and from neglect and bullying. We shall meet our obligation to the highest standard of care. We have adopted the ECB document “Safehands, Safeguarding the welfare of young people in cricket” and meet our commitment to apply all of its policies and procedures. This policy and any associated procedures apply to ALL MEMBER CLUBS, to any person in paid or voluntary work at a cricket club, to umpires, team managers, club officials, cricket coaches and other helpers in whatever capacity. Each person must be registered for cricket at the CRB. The association will consider, after taking legal advice, whether anyone who has a previous criminal conviction or caution for offences relating to the abuse of children or young persons, violence or sexual offences, should be excluded from working with children and young people associated with the WMYCA. This position is reinforced by legislation and guidance in England and Wales and will be assiduously applied by the WMYCA. The key principles underpinning this policy are: The young person`s welfare is paramount. All children and young persons have a right to be protected from abuse regardless of age, gender, disability, culture, language, racial origin, religious beliefs or sexual identity. All suspicions and allegations of abuse will be taken seriously and responded to swiftly and appropriately. The role of the welfare officer is to:- (a) ensure the England and Wales Cricket Board regulations on welfare are upheld and practiced, (b) work in conjunction with the local authority Social Services Departments and local Safeguarding Boards in accordance with their procedures ( c) receive training for the role and offer safeguarding advice upon request. The training will ensure correct action is taken if there are concerns about a child or young person involved with the WMYCA We will do everything possible to ensure children and young persons participating in all forms of cricket will be conducted in an environment of safety and vigilance. The name, address and telephone numbers of the welfare officer at each member club shall be printed in the Association Yearly Handbook The Member Club main contact person shall have his\her name, home address, telephone numbers and Email address printed in the Association`s Yearly Handbook. The WMYCA has an EQUITY POLICY which seeks to ensure each child and young person has an equal opportunity to be the best cricketer he or she can be. We recognise that inequalities exist but we are committed to provide cricketing opportunities which achieve equality of access and choice. Youth Cricket in the WMYCA, as laid out in our Constitution, is open to all regardless of age, ability, gender, disability, race, culture, language, religious belief, sexual identity or social and economic status. ALL MEMBER CLUBS MUST have an equity policy in place to meet the standards set out in this constitution. DISSOLUTION POLICY. After the payment of all debts any remaining assets shall be transferred to the Staffordshire Cricket Board. These local playing rules shall apply and work together with the LAWS OF THE PLAYING RULES FOR THE SEASON 2009.

Playing rules for the 2009 season. Note: rules in bold italic are changes agreed at the 2008 Annual General Meeting (which was delayed until January 2009)

Cricket in the association shall be organised in FIVE sections by the age of players: Under 10, Under 11, Under 13, Under 15 and Under 18.

Membership of the association shall be by one of the following categories:-

(a) a cricket club being a member of the respective county cricket board, or

(b) a community association or other organisation affiliated to a local cricket club, which is already affiliated to a county cricket board.

The LAWS OF CRICKET shall apply except for conditions set out in these rules. Eligibility of players. All players MUST be under the age of 10, 11, 13, 15 and 18 on 31st August 2008 to be eligible to play in the respective age groups for the 2009 season. The table below summarises eligibility rules in relation to age.

Girls not playing regular county cricket, or higher standard, will be allowed to play in a club’s age group team up to two years younger than their own age. (Girls playing county cricket or higher may only play in their own age group, or higher age group). Any club playing an overage player forfeits any points gained in a league match. Any club playing an overage player in a cup competition shall be disqualified from the competition for the age group in which the offence occurred. Each player must be a member of his or her cricket club. A player cannot play for more than one club during a season. A player who has not played for his / her club during the season may transfer to another club in the WMYCA provided that the player has the approval of the club he / she is leaving, and the officials of the WMYCA. The recruitment of any player from another club is not allowed. A recruited player is one who does not play exclusively for the entering club. Register of players All clubs shall retain a list of players by age group. This list should contain names, addresses and dates of birth of players. The team manager is responsible for the list and must have it in his or her possession at all matches. The list must be shown to the opposing club manager for examination upon request before the match starts. All infringements, including failure to show the list shall be reported to the Association.

Playing rules The home club shall inform the away club of the date, start time and venue of the league and cup matches. Dates must be mutually acceptable and once agreed should be upheld. No match in the Association shall be played outside the week in which it is scheduled to be played except for the following:

Matches scheduled to be played during April Examination weeks for players in the Under 18 age group

Matches postponed under the above circumstances can be played later in the season but not later than the last scheduled week for league fixtures relevant to the particular age group.. Cup competition Matches in this competition shall be played by the dates stipulated within the fixtures grids. The first team drawn in each pair, prior to the Final, shall be deemed to be the home team, and shall make the necessary arrangements to stage the game by the due date. If the first drawn team is unable to stage the game by the deadline, then the second drawn team becomes the home team, and shall make the necessary arrangements. All Finals in Under 10s, Under 11s, Under 13s & Under 15s shall be played in the week commencing Sunday 12th July, on neutral grounds arranged by the cup competition manager once the two finalists are known (Under 18s will be week commencing 16th August). Clubs failing to uphold these completion dates lose their place in the competition. The only acceptable reason for delay is inclement weather. If scores are equal the team losing fewer wickets shall be the winner. If both teams have lost the same number of wickets, the team scoring the most runs off the bat shall be the winner. Any disputes concerning match dates and venues in the cup competition shall be decided by the Cup Competition Manager. The association shall acquire one additional winning trophy at each age level for presentation to the winning team at the cup final. These trophies to remain in the possession of the Cup Competition Manager. Format and duration of matches Each match shall consist of one innings per team. The length of innings for each age group is as follows (unless a team is dismissed or declares its innings closed):

Under 10: 16 overs Under 11: 16 overs Under 13: 20 overs Under 15: 20 overs Under 18: 15 overs

Each over shall be 6 balls, except at Under 18 when it shall be an 8 ball over. No player shall bowl more than the following number of overs:

Under 10 and 11: 3 overs Under 13 and 15: 4 overs Under 18: 3 overs

Under 10 playing rules: Incrediball competition Under 10 playing rules: shall be as per the under 11 age group except it shall be played with an incrediball Under 11 playing rules Each team shall consist of 8 players. The batsmen shall bat as a pair for 4 overs and the pairs shall change at the end of the 4th, 8th and 12th over. Each innings shall commence with 200 runs and 5 runs will be deducted from the score for the loss of each wicket. Batsmen shall change ends at the fall of a wicket, except for the last ball of the over. Therefore, no batsman given out shall face the next ball. A substitute may act as a non striker while his or her team is batting. In this circumstance, the other batsman is to receive the strike continuously. Each player on the fielding side shall bowl, except for the wicket keeper. In the case of injury to a bowler, any overs which (s)he should have bowled shall be shared between the other bowlers without exceeding their allocation. 2 runs shall be added to the score for each wide bowled. No extra ball shall be bowled for a wide, except for the last ball of an over when the laws of cricket shall apply. The winning team shall be the team with the highest number of runs after the deduction of runs for wickets lost. Under 13 / Under 15 / Under 18 playing rules A batsman shall retire on reaching the individual score of 50, retirement taking place at the end of the over in which 50 is achieved. Should the remainder of the side be all out inside the allocated overs the retired batsman may return and resume his / her innings. Matches with a delayed start If the weather delays the start of a match, the captain may agree to a shortened match. A shortened match shall not be less than 12 overs at Under 10 & Under 11, 13 and 15 and 10 overs at Under 18. Matches of less than these minimum overs shall be called abandoned. Matches started late shall lose one over per team for every seven minutes lost. Match officials Each team shall provide a competent umpire and scorer. The scorers shall sit together.

At Under 15 and Under 18 level, the umpire shall not be allowed to set the field, select and change the bowling or verbally encourage the club s/he represents. At Under 13 level, an umpire may consult with his colleague at the end of an over about the level of advice he may give to the captain. Points system Points in each age group competition are awarded as follows:

Win: 4 points Loss: 2 points (Under 10 only) Tie: 3 points each Abandoned match/no result: 2 points each, or 1 point each for Under 10 matches

It is the duty of the WINNING team to notify the age group results secretary of the result. If the match is a tie, or was abandoned, it is the responsibility of the HOME team to notify the result. Notification must be made at the earliest possible opportunity, but not later than the Saturday of the week in which the match is scheduled to be played. Notification should be made by e-mail only. Any match of which the age level results secretary has not received the details by the deadline shall be considered to be abandoned, except for those postponed in April and rescheduled to be played later in the season. Circulation of league tables and determination of league winners The age-group Result Secretaries and the Cup competition Manager shall work closely with the Website Master to ensure the results service is up-to-date and on line at our web site: www.wmyca.play-cricket.com If two clubs finish top of the league on equal points, the following shall determine the winner:- (a) the club winning the most away matches or, if still equal, (b) the club winning the most home matches or, if still equal (c) the winner of the match between the two clubs. If still equal, the league title shall be shared, and the relevant clubs shall be declared joint winners. All trophies and awards shall be presented to clubs and players at the presentation evening, which takes place at the end of the season. Safety of players The club team manager is responsible for the safety of players. The Association will co-operate with clubs and managers in order to ensure that everyone has a clear understanding of the risks involved and of ECB recommendations. Everyone is asked to look for signs of mismatching of experience; i.e. a fast bowler and a batsman who is a beginner. The manager, through consultation with the umpires, should take action to avoid danger to a batsman. Team managers and umpires are asked to ensure that ECB directives for fast bowling of young players and fielding regulations are adhered to strictly. Protective clothing shall be worn by the two batsmen and the wicketkeeper. Protective clothing consists of:

standards. Wicketkeepers shall wear cricket helmets at all times in each age-group. We recommend to clubs that players under the age of 15 shall not play more than one match per day unless the player has a break of one hour between the end of one match and the start of another. All cricket clubs and team managers are reminded of their responsibility to ensure adequate insurance cover for personal injury to players. All coaching and supervision of young players to be carried out in accordance with the ECB Code of Conduct. Subscriptions 2009 League competitions, all age groups: £25.00 per club per league if payment received on or before 31st May 2009. After 31st May 2009, the subscription is £30.00 per club, per league Cup competition, all age groups: £10.00 per club, per competition if payment received on or before 31st May 2009. After 31st May 2009, the subscription is £15.00 per club, per league Disputes procedure In event of a dispute between two teams a committee shall be formed to deal with the dispute. The committee shall consist of the following officers: Chairman, Secretary, Welfare Officer and the Age–group Results Secretary for the teams. Clubs involved in the dispute shall not be part of the committee. Both team managers at the match shall be made aware that a report is to be submitted before they leave the venue. The report shall be received by the Age-group Results Secretary not later than one week after the date of the match. The other team manager should be forwarded a copy of the report and respond in writing to the Results Secretary by one week after receiving the report. The Age-group Results Secretary is to make recommendations to the convened Dispute Committee not later than two weeks after receiving the written response. The Dispute Committee has the right to question persons involved in the dispute and match officials. The decision of the Dispute Committee shall be given at the hearing. Clubs have a right to appeal against the decision. The appeal must be made in writing to the Secretary of the association and must be received not later two weeks after the hearing date. The appeal will be heard by the Staffordshire Cricket Board and cost the appellant club £25.00 Alteration to rules Alterations to rules can only be made at the Annual General Meeting of the Association.

Guidelines for team managers 1. Team managers must have a copy of the current yearly handbook with them at all WMYCA matches. 2. The officials should make contact with each other before the match starts. 3. Any concerns about the eligibility of players must be resolved before the match starts and comply with the rules laid down in the handbook. 4. Each scorer should have a proper score sheet. Team managers should check with the umpires and scorers on the match result before the winning (or, in the event of a tie or abandoned game, the home) team manager notifies the Results Secretary of the match details. 5. The team manager is responsible for the welfare and safety of his/her team but must NOT enter the field of play unless asked to do so by the umpires. 6. Both team managers have a responsibility to ensure youth cricket is played in a safe, friendly and enjoyable environment. Any incursion which is a threat to this must be dealt with promptly by the team managers and the umpires confronting the person or persons concerned. If officials are unable to restore a high standard of behaviour which would allow the match to continue, the match should be abandoned. A report is to be compiled immediately with as much evidence as possible, signed by both team managers, with the names ,addresses and telephone numbers of both umpires and independent witnesses. The report should be posted after completion to the Age-level Results Secretary. These guidelines should operate in conjunction with the Laws of Cricket, the constitution and yearly handbook of the WMYCA.

ECB FAST BOWLING AND FIELDING DIRECTIVES Fast bowling match directives (issued February 2000) For the purposes of these directives, a fast bowler should be defined as a bowler to whom a wicketkeeper in the same group would in normal circumstances stand back to take the ball.

If play is interrupted, for any reason, for less than 40 minutes any spell in progress at the time of the interruption can be continued after the interruption up to the maximum number of overs per spell for the appropriate age group. If the spell is not continued after the interruption the bowler cannot bowl again from either end until the equivalent number of overs to the length of the spell before the interruption have been bowled from the same end. If the interruption is of 40 minutes or more, whether scheduled or not, the bowler can commence a new spell immediately. Once a bowler covered by these directives has bowled in a match he cannot exceed the maximum number of overs per day for his age group even if he subsequently bowls spin. He can exceed the maximum overs per spell if bowling spin, but cannot then revert to bowling fast until an equivalent number of overs to the length of his spell have been bowled from the same end. If he bowls spin without exceeding the maximum number of overs in a spell the maximum will apply as soon as he reverts to bowling fast. Captains, team managers and umpires are asked to ensure that these directives are followed at all times. Any reference to he/his should be interpreted to include she/her. ECB fielding regulations These regulations apply to all matches where a hard ball is used. No young player in the Under 15 age group or younger shall be allowed to field closer than 8 yards (7.3 metres) from the middle stump, except behind the wicket on the off side, until the batsman has played at the ball. For players in the Under 13 group and below the distance is 11 yards (10 metres) These minimum distances apply even if the player is wearing a helmet. Should a young player in these age groups come within the restricted distance the umpire must stop the game immediately and instruct the fielder to move back. Any young player in the Under 16 to Under 18 age group who has not reached the age of 18 must wear a helmet and, for boys, an abdominal protector (box) when fielding within 6 yards (5.5 metres) of the bat, except behind the wicket on the off side. Players should wear appropriate protective equipment whenever they are fielding in a position where they feel at risk. These regulations are applicable to all cricket in England and Wales. Age groups are based on the age of the cricketer at midnight on 31st August in the year preceding the current season.
