A recent poll revealed ma-ny Black voters in Califor-nia strongly identify with the Democratic Party, although 58 percent feel the establishment takes them for granted. Commissioned by the African

American Voter Registration, Education and Participation (AAVREP) Project, The Cal-ifornia African American Pol-icy Priorities Survey sampled 800 potential African-Amer-ican voters in Los Angeles,

Sacramento and the San Fran-cisco Bay Area. The May 5-17 poll was con-ducted by telephone. Poll-sters targeted registered vot-ers who participated in either of the last two primary or gen-

eral elections. They asked the survey participants questions on a range of topics, including state ballot initiatives, policy priorities and federal and state election candidates. Nearly half of the respon-

dents were ages 65 and older, reflecting a higher voter turn-out in past elections. The par-ticipants were also Califor-nians who are more likely to vote this election year.

Hurtado-Lopez, a Gates Millennium Scholar and QuestBridge scholar-ship winner, has advice for the next generation of students: “Don’t lose track of what is impor-tant. Smith, Executive Direc-tor, and The Education Trust–West. “We can dismantle the obstacles placed in front of Cali-fornia’s Black students - if we collectively be-lieve it’s possible.” The panel of experts and guest speakers high-lighted the findings and promising practices leg-islators and educators can consider in address-ing disparities and ineq-uities in access, opportu-nity and achievement. “I agree with the report. We need to do more, and we need to do better,” said State Superinten-dent of Public Instruc-tion, Tom Torlakson. “We are implementing several specific recom-mendations in the report, increasing funding, par-ticularly for the neediest students, and increased local control. We are fo-cused on equity, work-ing with stakeholders to ensure high-quality edu-cation for all students. Recommendations for school districts leaders in the report focus on expanding access, im-proving school climate and strengthening and supporting meaning-ful authentic family en-gagement efforts. Black Minds Matter stresses the need to use data to identify gaps in access to rigorous courses and tar-get more resources and

opportunities to students who are struggling aca-demically. To further ad-dress closing these gaps, districts can build and strengthen formal part-nerships between dis-tricts and community-based organizations rep-resenting African Amer-ican communities. “I applaud Assembly-member Holden and As-semblymember Weber for displaying the very type of leadership and firm commitment that we need to close op-portunity and achieve-ment gaps for all of Cal-ifornia’s students,” said Smith. Thirty percent of the voters are in favor of U.S. Representative Lo-retta Sanchez, however, many say they are unfa-miliar with her or do not know enough about her to offer an opinion. On November bal-lot initiatives, partici-pants strongly support-ed proposed education bond and gun control measures. Nearly four-in-five said they would support a $9 billion bond measure to fund improvement and new construction for K-12 schools and communi-ty colleges. Over three-quarters supported gun control initiatives that would outlaw large-ca-pacity bullet magazines and require background checks for ammunition

purchases. The marijuana legal-ization measure was fa-vored by a small margin. Statewide, 52 percent of respondents were for le-galizing the recreational use of cannabis. When asked about poli-cy priorities, Black vot-ers in all of the three ma-jor regions in the state identified homelessness as a serious problem. Ninety-three percent recognized it as a high priority for elected offi-cials to address the on-going epidemic. Over half of the re-spondents believe law enforcement agencies should be held account-able for excessive use of force. Other high pri-ority policies included making housing more affordable, improving access to quality health

care, and fighting dis-crimination and institu-tional racism. However, climate change and ille-gal immigration – two issues that poll high with the general population – did not factor as top pri-orities among Black vot-ers. Ridley-Thomas said polling is a fundamental feature of the democrat-ic process. “The right to vote was hard fought, and con-tinues to be, in terms of every round of debate pertaining to the voting rights,” he said. “And so this is yet another tool to make sure the promises of democracy are prop-erly fulfilled.”
