Why Is Who What Where Needed?

• Core coordination tools– Contact Directory– Meeting Schedules– Who, What, Where

• It presents an overview of the humanitarian response identifying gaps and duplications

• Allows for drill-down analysis to support detailed co-ordination

• Assists with monitoring and evaluation, and reporting on the crisis

Development History• Variations of the 3W have been used throughout

every emergency response• Problems observed

– Inefficiency– Lack of interoperability – Incompatibility – Poor documentation – Limited accessibility– Verifiability, objectivity & inclusiveness undermined

• Earlier ‘homegrown’ 3W’s were reviewed to construct a standardized version (2004)
