WHO Global Dialogue on Partnerships for Sustainable Financing of Noncommunicable Disease (NCD) Prevention and Control

World leaders have committed in the 2030 Agenda for Sustainable Development to reduce by one third premature mortality from NCDs (SDG 3.4). Since Heads of State and Government met at the United Nations in New York in September 2011, a range of political commitments have been made to reduce the burden from NCDs. However, the progress has been insufficient and highly uneven.

In preparation for the third High-level Meeting of the UN General Assembly on NCDs in 2018 (UN HLM3), the World Health Organization and the Government of Denmark will host the WHO Global Dialogue on Partnerships for Sustainable Financing of Noncommunicable Disease (NCD) Prevention and Control to convene WHO Member States, bilateral and multilateral development agencies, UN system organizations, civil society, philanthropy, private sector entities and other non-state actors.

The overall goal of the Global Dialogue is to share information on existing and potential sources of finance and development cooperation, and to explore new opportunities for multistakeholder and multisectoral partnerships in order to catalyse action for effective national NCD responses. The mandate of the Global Dialogue derives from the 2018-2019 work plan of the WHO Global Coordination Mechanism on NCDs.

The Global Dialogue is supported by World Diabetes Foundation, World Economic Forum, NCD Alliance, IFPMA, and, by OECD.

Specific tasks of the Global Dialogue

• Assess progress made since 2011 in exploring the provision of funding for national NCD responses

• Explore traditional funding patterns through domestic, bilateral and multilateral channels, including international development cooperation

• Explore new financing streams to develop and implement national NCD responses for SDG 3.4, including blended finance, public-private partnerships, pooled funding structures, and innovative financing mechanisms

• Showcase concrete examples and best practices on how to mobilize resources and increase financing for national NCD responses through multistakeholder partnerships

• Address new and emerging issues, and the synergies between financing SDG 3.4 and broader health systems strengthening efforts for Universal Health Coverage (UHC)

• Reinvigorate and strengthen the financing for comprehensive NCD prevention and control at global and national levels

To enhance innovation at the Global Dialogue, a Youth Innovation Lab, co-organised by the World Diabetes Foundation, International Federation of Medical Students Associations (IFMSA), NCD Child, Young Professionals Chronic Disease Network and NCD Free, welcomes the most innovative talents from around the world to a four-day creative process.

The Youth Innovation Lab convenes on 8 April in an adjacent room at the Global Dialogue conference venue. 20 carefully selected talents from 16 countries and with different backgrounds will work together on innovative ideas and solutions that can help close the existing financing gap for NCD responses.

All Global Dialogue participants are encouraged to visit the Youth Innovation Lab to discuss the talents’ solutions and help them build partnerships and discuss new models for sustainable financing for NCD prevention and control. The talents will be available on an on-going basis and request support and inputs on Twitter under the hashtag #NCDDialogue.
